麻州長、昆市長為慈善,齊落髮

麻州州長查理貝克(Charlie Baker)和昆市市長柯奇(Tom Koch),昨(七)日一早在花崗岩電信公司的昆市總部雙雙落髮,與該公司五百名員工共為達納法伯癌症研究院(Dana-Farber Cancer Institute) 籌得善款三百廿萬元。
            這是位於昆士市的花崗岩電信公司(Granite Telecommunications)第二年度舉辦的“剃頭籌款( Saving By Shaving II)”活動。該公司鼓勵員工為慈善剃頭,今年允諾,每有一名員工落髮,就捐五千元給達納法伯癌症研究院。查理貝克剃頭,價值五十萬元。昆士市長柯奇的落髮,該公司還額外撥款一萬元,捐給柯奇指定的慈善機構。

            查理貝克是在競選州長時許諾,一旦當選,就為慈善落髮。昨日是他的實踐諾言之行。他在活動現場感謝每一名出席者,還特別感謝已在位十六年,即將於夏季卸任的達納法伯癌症研究所執行長本哲 Edward Benz, Jr., )醫師。
            麻州第一夫人蘿倫(Lauren)昨日透露,查理貝克的頭髮在1970年代,曾經長及肩頭,昨日剪成那麼短,彷如回到他十二歲時的髮型。她笑說,查理貝克現在看來更年輕,更可愛了。
            查理貝克落髮後,發了推特(Tweet),表示很高興為達納法伯募款落髮,他一直都是該機構的粉絲。
            花崗岩電信公司包括執行長Rob Hale在內的共428名員工,去年未達納法伯癌症研究院籌得二百廿萬元。員工們剪下來的頭髮,還捐了給“愛鎖(Locks of Love)”。
            昆士市長柯奇,昨日下午頂著新剪的短髮,在市政府大樓為市中心重建計畫進展,舉行了記者會。

Proposals should enhance access to harbor by creating a vibrant public destination

BOSTON – The Boston Redevelopment Authority (BRA) and Colorado-based real estate investment trust firm UDR are working together to flesh out plans for 20,000 square feet of new civic and cultural space at UDR’s almost complete 100 Pier 4 development. The 21-story apartment building in the South Boston Waterfront, whose 388 units are now being leased, includes two levels of interior space as well as ground-level outdoor space that will help activate the building on the water’s edge by serving as a public destination. UDR and the BRA have released a Request for Interest to solicit programming ideas and a potential operator for the space. An informational meeting will be held at 100 Pier 4 next Tuesday, April 14, to share more details about the opportunity with interested parties.

“We have an opportunity on the harbor to transform Pier 4 into a destination that will bring tourism and fuel our local economy," said Mayor Martin J. Walsh. "Arts, culture and innovation are how we will create a thriving 21st century city, and this project gives us the opportunity to meet those goals and liven up a public space."

Qualified uses could include museum, library, exhibition, gallery, theater, performance, or aquarium space. The exterior and first floor civic and cultural areas are intended to be interconnected with similar space on the building’s mezzanine level, in terms of both design and programming.

“The South Boston Waterfront continues to be one of the city’s most attractive places to live, work, and play, and we want to ensure that public space and access to the harbor remains a top priority,” said BRA Director Brian Golden. “We have a unique opportunity with the space at Pier 4, and we’re encouraging applicants to think creatively and present us with a wide range of ideas for what this could become.”

Responses to the Request for Interest are due on Monday, May 4. The BRA and UDR will review submissions in consultation with the Massachusetts Department of Environmental Protection, which oversees the state’s waterways regulations, with the goal of selecting a successful proposal by June 1.

The 20,000 square feet of civic and cultural space at Pier 4 is part of a larger plan to activate 127,000 square feet of dedicated public space along the waterfront, as envisioned by the municipal harbor planning process that the BRA has led with the community. The neighborhood is already home to such destinations as the Institute of Contemporary Art, Boston Children’s Museum, Boston Tea Party Museum, Artists for Humanity, Midway Studios, the Fort Point Arts Community, and the Boston Convention and Exhibition Center.

100 Pier 4, which includes retail and restaurant space in addition to the civic and cultural space, is the first of three projects planned to redevelop the entire pier. Phase two calls for a 15-story office tower, and nearly 200 condominium units are planned for a 9-story building in the final phase. The master plan for the area also includes a waterfront park, extension of the Harborwalk, and a water commons for water taxi service and touch and go public docking.

MAYOR WALSH ANNOUNCES ORDINANCE TO REDUCE DIESEL EMISSIONS

BOSTON - Tuesday, April 7, 2015 - Mayor Martin J. Walsh today announced his support for the “Diesel and Vehicular Emissions Ordinance,” filed by City Councilor Stephen Murphy to help reduce harmful emissions from diesel vehicles and idling. The proposed ordinance requires all pre-2007 vehicles owned or leased by the City or used by its contractors to have been retrofit with more effective emission-reduction equipment. It also simplifies and unifies the authority for the City of Boston to enforce the current state-wide anti-idling laws in a consistent way.

“We have an opportunity to shape policies that will protect our environment and our residents from unnecessary air pollutants," said Mayor Walsh. “I thank Councilor Murphy for his partnership in working together to create a healthier Boston.”

Since 2007, the U.S. Environmental Protection Agency (EPA) has considerably lowered the amount of pollution permissible from new diesel vehicles and equipment. However, because of their durability, many pre-2007 diesel vehicles remain in use. For this reason, federal, state, and local governments have established programs to encourage the installation of retrofit air pollution control equipment on diesel vehicles and other diesel engines.

“The asthma rate in Boston’s neighborhoods continues to climb," said Councilor Murphy. "By further tightening air quality standards, as this ordinance does, we will make Boston’s neighborhoods healthier."

“I am proud to work with Mayor Walsh and my colleagues on this important issue,” said Austin Blackmon, Chief of Environment, Energy, and Open Space. “Diesel emissions are harmful to our environment and to human health. While there are many sources of diesel emissions both locally and regionally, it is important that the City does everything it can to reduce its own emissions.”

Through a combination of federal and state grants and City funds, most of the City’s diesel school buses are already later model years with built-in pollution-reduction equipment or model-year 2006 or earlier retrofit with the highest level of pollution reduction equipment feasible. The rest of the City’s diesel fleet includes about 328 diesel units, not including emergency vehicles, and about 153 of them are pre-2007. For several years, the Public Works Department has been installing diesel oxidation catalysts, which reduce particulate emissions 20 percent, on diesel units as they need muffler replacements.

The proposed Ordinance has been under development for several years, with active engagement from Councilor Murphy, Felix Arroyo, now the City’s Chief of Health and Human Services, and community groups such as Alternatives for Community and Environment (ACE) and Clean Water Action.  

The ordinance would generally require all pre-2007 City-owned or operated vehicles to have equipment that reduces diesel emissions by at least 20 percent by the end of 2015. There are exceptions for emergency vehicles, snow removal equipment, and equipment rarely used.

Requirements for diesel vehicles and equipment used on new City contracts over $2M would phase in over three years.
  1. Fiscal Year 2016: Half of the pre-2007 diesel vehicles and equipment used for the contract would be required to have retrofits achieving at least 20-percent pollution reduction.
  2. Fiscal Year 2017: All pre-2007 diesel vehicles and equipment would be required to have retrofits achieving at least 20-percent pollution reduction.
  3. Fiscal Year 2018: All pre-2007 diesel vehicles and equipment not previously retrofit would be required to have retrofits achieving at least 85-percent—or best available—pollution reductions.

The Commonwealth of Massachusetts limits unnecessary idling to five minutes. There are more stringent rules in school zones. These limits are contained, in various forms, in both Massachusetts general laws and in environmental regulations, and the different agencies of the City of Boston derive their authority under different provisions with different enforcement mechanisms and fines. The proposed ordinance simplifies and unifies the authority for Boston Police Department, Boston Transportation Department, and the Air Pollution Control Commission to enforce the current state-wide limits in a consistent way. It does not change those limits. Fines for violation of the idling rules will be $100 for the first offense and $500 for subsequent offenses.
