麻州長指派 Kim Roy 進大麻管制委員會
Governor Charlie Baker Appoints Kimberly Roy to Cannabis Control Commission
BOSTON – Governor Charlie Baker today named Kimberly Roy as the gubernatorial appointee to the five-member Cannabis Control Commission, charged with regulating both the adult use and medical marijuana industries. Roy currently serves as Director of External Affairs for Sheriff Lew Evangelidis and the Worcester County Sheriff’s Department. In this capacity she oversees the Department’s Face2Face substance misuse prevention and education program in partnership with local school districts.
Per statute, the governor’s appointee shall have a background in public health, mental health, substance use, or toxicology. Through her leadership of the Worcester County Sheriff’s Department’s Face2Face program, Roy has overseen substance misuse prevention and education programming in hundreds of local schools serving over 375,000 students. The program recognizes the impact of the addiction crisis on the criminal justice system and attempts to help students understand the potential long-term impacts of drugs and alcohol. The program combats substance misuse among young people. Previously, Roy also worked as a Hospital Representative for Johnson & Johnson.
“Kim Roy’s work in prevention and education programming to help students understand the impacts of drug and alcohol addiction will serve her well as a member of the Cannabis Control Commission,” said Governor Charlie Baker. “With a decade of service to the people of central Massachusetts in a leadership role at the Worcester County Sheriff’s Department, Kim will bring a commitment to public service that will benefit the work of the Commission. I also want to thank former Commissioner Jennifer Flanagan for her dedicated service to the Commission over the past several years.”
“I am honored by the Governor’s appointment and grateful for the opportunity to serve the people of the Commonwealth in this new capacity as a member of the Cannabis Control Commission,” said Kimberly Roy. “I look forward to bringing my insights and experience from working in substance use education and prevention programming to make positive contributions to the work of the Commission. I am also grateful to Sheriff Lew Evangelidis and the entire team at the Worcester County Sheriff’s Department for the opportunity to serve the people of Worcester County over the past decade.”
The Cannabis Control Commission was established by the ballot initiative approved by voters in November 2016 and in bipartisan legislation signed by Governor Baker in July 2017, consisting of one appointee each from the Governor, Treasurer and Attorney General, and two members to be agreed upon by the majority of those three constitutional officers.

About Kimberly Roy:
Kimberly Roy has served as the Director of External Affairs and Communications Director for the Worcester County Sheriff’s Department since August 2011. In that capacity, she oversees all public and media relations for the Office. She also oversees the Department’s innovative Face2Face substance misuse prevention and education program in partnership with local school districts. She also serves as Director of the Worcester County Reserve Deputy Sheriff’s Association, which sponsors annual charitable events including the Sheriff’s Annual Senior Picnic, Winter Coat Drive, and Holiday Food Drive. Previously, Roy also worked as a Hospital Representative for Johnson & Johnson, working with major teaching hospitals across the region to facilitate the sale of medical supplies. Roy has also served on the Board of Trustees for Quinsigamond Community College since 2017. Roy holds a Bachelor of Arts Degree from Western New England University and a Master’s Degree in Professional Communication from Clark University.

全美亞裔婦女會 7/10 支援多徹斯特社區大冰箱

(Boston Orange綜合報導) “取你所需,給你所能”的社區大冰箱,是新冠病毒大流行肆虐世界之際,在全球各角落冒出的一道最美麗風景線。“多徹斯特社區大冰箱 (Dorchester Community Fridge)”繼駐波士頓台北經文處之後,7月10日又有全美亞裔婦女會贊助66盒越南餃子,並差遣義工支援。
自從新冠病毒大流行發生以來,在政府規定,病毒威脅之下,社會經濟大受影響,許多企業從暫時歇業變成永久停業,許多人失去賴以為生的工作,衣食住行陷入困境,為人們提供食物,讓人溫飽的”社區大冰箱”成為許多人撐持度日的支柱。

礙於場地因素,“多徹斯特社區大冰箱
(Dorchester Community Fridge)” 7月10日後暫停服務,義工團隊將稍事休息,再在附近覓地重新運作。
“社區大冰箱”在新冠病毒大流行期間,因應社會環境需要,越開越多,麻州境內至少有23個社區大冰箱,分佈在波士頓,劍橋,摩頓市,尚莫維爾市(Somerville),牛頓市,林市(Lynn),布魯克蘭鎮(Brookline),屋斯特市等多個不同市鎮。靠近波士頓華埠的南端(South End,549 Columbus Ave )也有一個社區大冰箱。這些社區大冰箱由不同的義工團隊經營,各有不同的募捐管道與運作方式、規定。多徹斯特社區大冰箱是少數任由到場者各憑喜愛,不限數量,自由挑選現場擺出的任何食品的其中之一。

伊利諾州領先全美 規定K-12必須開課教亞美歷史
(Boston Orange 綜合編譯)美國伊利諾州(Illinois)州長JB Prtizker 7月9日大筆一揮,該州成為全美第一個規定中小學公校必須教授亞美歷史的州。
JB Prtizker簽署的眾議會法案376號”亞美歷史公平教學法(Teaching Equitable Asian
American History Act)”,2022年1月1日生效後,該州從幼稚園到12年級的公立學校,必須教授亞美歷史,其中並須包括一個單元的亞美經驗。Prtizker說,他們是在為什麼意味著真正審視歷史,訂定新標準,也幫助大家了解彼此,最終促使大家都更接近理想中的國家。
該法案要求學校在課程中增加一個研究”亞美歷史事件”的單元,包括19世紀以來亞裔美人在促進民權上的貢獻,以及個別亞裔美人在政府,藝術,人文及科學,以及經濟,文化,社會和政治發展上,對美國的貢獻。
該法案並未詳細規定各學校應該教什麼,但寫著各學校委員會應決定,”最少該教多少時間”才符合一個單元的該法案規定。
這法案於今年1月由伊利諾州眾議員江珍妮(Jennifer Gong-Gershowitz)提出,4月時在眾議會通過,5月時在參議會通過。
參與提案的眾議員還有2016年當選時,成為伊利諾州首名亞裔眾議員的馬靜儀博士(Theresa Mah)。她也是西北大學在1990年代,學生絕食抗議,要求學校設立亞美研究項目後的第一批亞美研究教授之一。
目前全美約有10州有類似行動。加州的州教育委員會經過年餘辯論,3月時通過了幼稚園到12年級採用族裔研究示範課程。不過該課程由學校自行決定是否採用,主要做為指導參考。
伊利諾州眾議員江珍妮(Jennifer
Gong-Gershowitz)這位第三代華裔美人是這法案的共同贊助者。她表示,這樣做有助於創造更包容環境,也讓伊利諾州所有學生更完整的了解歷史,打擊反亞裔種族歧視和仇視。
她說,伊利諾州約有10萬名亞裔美籍的幼稚園到12年級學童,讓他們看見自己被正確的代表了很重要。她的祖父母在1920年代來到美國,定居波特蘭,但直到她進了法學院,才知道有排華法案和日裔美人集中營這回事。
TEAACH法案將可確保下一代的亞裔美人學生不需要等到其他國家旅行,或上法學院,才知道伊些有關他們自己的傳統。
亞美教育計畫(Asian
American Education Project)是從亞美促進正義會(Asian Americans
Advancing Justice)分支出來的機構,其共同創辦人Stewart Kwoh稱伊利諾州法案為其他各州的立法措施設定了步驟,現在有大約10州都在考慮類似做法。
有些州考慮規定"傳統族裔研究項目",例如一學期長的亞美及太平洋島民歷史,其他州的重點放在把亞美歷史整合進現有的美國歷史課程中,或者提供較短的對不同族群調查課程。
根據亞美教育項目主任Ting-Yi
Oei,譬如奧勒岡州(Oregon)就規定,所有年級都必須有族裔研讀成份,包括亞裔美人及太平洋島民的內容。在加州,教育委員會三月份已通過族裔課程範本,不過還沒有全州實施的計畫,將交由地方教育當局決定。
根據”停止仇恨亞裔(Stop AAPI Hate)”公布的報告,在2020年3月到2021年3月間,他們共收到6600宗仇恨犯罪或歧視舉暴案件。
根據加州San
Berbardino州立大學的仇恨及仇外中心報告,在2021年第一季中,全美16個城市向警察舉報反亞裔仇恨犯罪案件的數量增加了164%。
在紐約州聯邦眾議員孟昭文提案後,美國總統拜登(Joe
Biden)在五月份時簽署了”新冠病毒仇恨犯罪法”。
波士頓市一個週末4宗槍擊案9人受傷
( Boston Orange 編譯)根據波士頓警察,這週末,在不到24小時內發生4宗槍擊案,9人受傷,無人傷亡。警方希望民眾提供任何相關資訊。
其中在週六晚發生一宗槍擊案,繳獲一把槍,逮捕一人。警察局發言人John Boyle表示,所有受害者都傷勢不重,無生命危險。警方仍在調查所有槍擊案件的來龍去脈。
波士頓警察局副總監Victor
Evans 表示,Cameron那一帶的警員在週六晚大約6點10分聽到槍聲,趕到在多徹斯特Cameron街34號附近,發現4名男子有槍傷,為其中2名受害者綁上止血帶後,把他們都送到了醫院。這事件讓社區很憂慮。
警方已劃定犯罪現場區,並封閉了幾條街,以便調查,包括在Bowdoin
和Cameron這兩條街中間的Tovar街兩端,西巷人行道上也放了螢光綠的證據標誌。
住在Bodwoin街的50歲John Gordon表示,他聽到大約10到15聲槍響,那時才不過6點半,光天化日的,這些人一點也不尊重生命。
其他幾宗槍擊案,包括早上11點半,警方接獲報告,Delano街7號附近發生槍擊案。警方趕到後,發現一名男子中槍。
幾小時後的大約4點40分,警方逮捕了嫌犯,42歲,住在洛士百利的Boma
Howell。他將在波士頓市政法庭被控多項罪名,包括以危險武器攻擊及毆打人。
週六早上4點半時,另有一名男子在牙買加平原的Centre街360號遭遇槍擊,受傷,但無生命危險,已送醫。
警察發言人Stephen
McNulty表示,週五晚上9點半多,一名婦女在多徹斯特的Dudley街571號遭遇槍擊,送醫。沒多久之後,2名男子帶著槍傷出現在醫院急診室。

2500家麻州食肆獲得近10億元餐館紓困基金
(Boston Orange 編譯)政府新近公佈的資料顯示,餐館復甦基金(Restaurant Revitalization Fund)名下的聯邦政府補助,有9億9300萬元撥給了麻州2500家餐廳,額度在全美排名居前。
獲得最大筆補助款的餐飲業者包括Attleborough的Russell Morin Catering & Events,Everett的Rita’s Catering,Billerica的Rebecca’s,以及Rockland的Catered Affair。這幾家餐廳和米爾頓(Milton)的連鎖餐廳Not Your
Average Joe’s,獲得最高額的紓困款1000萬元。
另有10家餐廳獲得至少500萬元,包括波士頓市的”聯合生蠔屋(Union Oyster House)”,在波士頓和劍橋市有5家分店的”好吃漢堡(Tasty Burger)”和有9家分店的”麵粉烘培屋+餐廳(Flour Bakery + Café)。也獲得了至少該數額紓困款的連鎖店還包括普利茅斯(Plymouth)的英國啤酒公司 (British Beer Co.)。
麻州大約有200萬家餐廳獲批至少100萬元,包括Cohasset的夜班釀酒(Night Shift Brewing)和紅獅客棧(Red
Lion Inn),以及波士頓的一些店鋪,包括The Met,Lolita,Pastoral,Parish Café,The Tip Tap
Room,Tuscan Kitchen ,以及人行道咖啡屋(Pavement
Coffeehouse)。
根據麻州餐館協會,總的來說,麻州在獲得紓困款項總額上排名全美第六,在每家食肆所獲紓困款的平均額上,排名全美第一,約為38萬8千元。
麻州餐館協會董事長兼執行長Bob Luz認為,有此成果是美國小企業行政局的本地辦公室和麻州餐館,聯邦參議員Ed Markey辦公室一起合作的結果。
有大約43%獲得紓困款者為婦女擁有的企業,122家,也大約是5%由退伍軍人擁有。
這餐款紓困項目的目標是3%的經費要留給小企業行政局稱為”一向未充分應用企業”區,或稱HUBZones。在麻州,收取紓困款者有284家屬於那個範圍,總共獲得6900萬元,約占麻州獲得總金額的7%。
還有羅爾市、秋河市(Fall River)、新貝德福市(New
Bedford),羅倫斯,費奇堡(Fitchburg),春田市等包括在HUBZones內的餐廳
Luz表示,麻州餐館離滿足財務需求還很遠,儘管有2500家餐廳獲得資助,另外有4000家未獲批准,而這些店家共要求14億元。

BOSTON - John
Barros, candidate for Mayor of Boston, today announced his comprehensive plan to protect and support Boston's veterans
and military families, as well as to empower veterans by creating
opportunities in our workforce, economy, and civic leadership. As Mayor, John will ensure
Boston’s veteran community has access to all the resources and benefits owed
to them in order to build a stable financial foundation and grow their
families and businesses in Boston for years to come. The Barros
administration will prioritize fully implementing and adopting the BRAVE Act,
which provides enhanced employment benefits, tax relief, and survivor
benefits to veterans, members of the military reserves and National Guard,
and military families. Using his experience as the City’s Chief of Economic
Development, John will increase the number of city contracts with
veteran-owned small businesses, hire as many veterans as possible to city
jobs, and work with partners like InnoVets to connect veteran entrepreneurs
with industry experts, mentors, and capital to start up their own businesses. “Bostonians have so many
great opportunities because of the contributions of our military service
members and the sacrifices made by our Gold Star families, and we must
support them in whatever ways we can,” said Barros. “It’s critical that we
honor our veterans, expand support programs, and advocate for resources on
their behalf. We must also empower our veteran community to fully participate
in our workforce and economy, and provide opportunities for them to put their
specialized skills into practice as civic and business leaders.” As part of his plan to give
Boston’s veterans a greater voice in civic leadership, as Mayor, John will
elevate the Commissioner of the Office of Veteran Services to the Mayor’s
Cabinet and fund a fellowship position within the Mayor’s Office of New Urban
Mechanics specifically for a Veteran. John also appreciates that the life
experience veterans possess is an asset to their communities, and he will
create a Veteran mentorship program in partnership with Boston Public
Schools, Boston Centers for Youth and Families, and My Brother’s Keeper. “Boston’s next Mayor must
have a commitment and plan to support our Veterans and their families,
empower them to fully participate in our economy, and connect them with vital
resources to live full and dynamic lives,” said Dan Magoon, a resident of
Dorchester and an U.S. Army veteran of Iraq and Afghanistan. “I look forward
to working with John to expand programs and services for Boston’s Veterans,
and continue traditions like Operation Thank A Veteran and the Hero Square
initiative. I am eager to support enhanced Veterans programs for workforce
training, business growth, mental health services, and the creation of
affordable Veteran homeownership." “I am grateful to Dan for his
service, support, and leadership on veterans’ issues. I look forward to working
with him and Boston’s large community of servicemembers and veterans on how
best to honor their service and sacrifice, and make sure they have access to
opportunities for civilian employment, benefits for them and their families,
and access to affordable housing and healthcare services,” said Barros. To make sure that the City of
Boston and the Office of Veterans Services increases access and engages more
Veterans, a Barros administration will assist in filing disability claims,
and hire a a licensed clinician for veterans dealing with Post-Traumatic
Stress (PTS), Traumatic Brain Injury (TBI), Military Sexual Trauma (MST), and
Substance Abuse. To build on those improvements, John plans to host town
halls throughout the City to provide a safe space for Veterans and families
to share their stories of struggle and success, including sessions that focus
on LGBTQ+, female and disabled Veterans, Veterans of color, those suffering
from PTSD, and sessions focused on particular vocations. During John’s tenure as Executive
Director of the Dudley Street Neighborhood Initiative, he led the
construction of over 200 affordable homes, and as Boston’s Chief of Economic
Development, he brought communities to the table and dedicated city resources
to creating the greatest amount of affordable housing in Boston’s history.
Barros feels that Boston has an obligation to ensure that low- and
middle-income veterans can continue to live and raise their families in the
city, and his Veterans plan includes directing more city resources towards
affordable housing for service members. His plan also commits to building
more housing for low-income senior veterans, who are often people of color
and women, and who are not being properly served by the Chelsea and Holyoke
Soldiers’ Homes. This proposed senior housing would include a compact living
