哈佛中國論壇:中國將帶領世界


哈佛中國論壇今年以“領袖中國”為主題的會議昨(廿)日落幕。五名哈佛頂尖的中國問題教授,雖然各談要做改革,應和美國合作,得在世界上有追隨者等觀點,幾乎都認同中國將帶領世界。
            哈佛中國論壇(Harvard China Forum)從1998年舉辦以來,歷經許多變化。今年的最大改變,不但是有逾千人參加,兩星期前就截止報名,參加者約百分之八十都是在校生,一半以上會議以中文進行,甚至印行了全中文的會議議程小冊。會議副主席還有一人是曾入北京大學就讀的金髮“洋人” Sabrina Castenfelt
            今年跨入第十七屆的哈佛中國論壇,由哈佛經濟系大三學生王子瑤,視覺及環境研究大三學生師茜芸兩人擔任共同主席,從四月十八日晚進行到四月廿日中午,分別在查理斯酒店,桑德斯劇院,科學中心等地舉行。除開幕,閉幕演講外,共分中國與世界,舊與新,私與公等三個板塊,各有三場同步進行的會議,主題依序為走向世界,社會創新,媒體與文化投資;技術革新與創業精神,第二代創業家,中國風險投資;中國新城鎮化的風險與機遇,重點國控行業的私人投資,房地產的泡沫何時破裂等。
        四月十八日晚是歡迎式,安排了刻在哈佛大學甘迺迪學院做學者的前澳洲總理陸克文(kevin Rudd),亞布力中國企業家論壇主席田源,泰康人壽首席投資官段國聖發言。田源在他以“土豪出海-中國企業全球化發展時代“為題的演講中,笑指如今”出海“大肆收購海外企業的都是不會講英語的土豪。諸如哈佛畢業生等海外留學生,在協助中國走向全球化上,有很多發展機會。
            四月十九日的開幕式,邀得中國工商銀行行長易會滿,美中關係國家委員會主席Steve Orlins,春華資本董事長胡祖六,海航集團主席陳峰等人講話。
            昨(廿)日的閉幕式,有真格基金創始人徐小平,國家開發銀行行長高堅,摩根大通中國投資銀行主席龔方雄,耶魯大學商學院金融教授陳志武等人演講。徐小平以“中國合伙人“這部電影,以及他和王強,俞敏洪等三人擴展新東方的故事,演繹”中國當代留學生的歷史性選擇“。他還放映視頻,現場唱了一首當年他做的一首歌”留學生涯“,讓全場連走道都坐滿人的觀眾們爆笑的報以熱烈掌聲。
            在這一連三日的會議中,幾乎都是中國人談中國事,會議主題的“領袖中國”則是華裔教授主持,“洋”教授講談。
            這場會議的英文題目是Can China Lead?,會議主辦方譯為“領袖中國”。
            五名應邀發言的哈佛大學教授,分別是副教務長包弼徳(Peter Bol),國際經濟教授理查德庫柏(Richard N. Cooper),哈佛中國基金主席柯偉林(William Kirby),費正清中心主任歐立德(Mark C. Elliott),曾任費正清中心主任的傅高義(Ezra F. Vogel)。主持的是文理研究生院院長孟曉犁。
            近年經常去中國,去年出了一本書,名稱就訂為“Can China Lead“的柯偉林認為,如果中國能改革,未來就無可限量。
            包弼德認為,中國和美國都認為自己的國家有特定使命,中國在歷史中的過去,也曾經引領世界,但中國的文化,價值觀,是否具有普世價值,許多細節仍待考究,中國能否成為世界領袖,留待其他人去論斷。
            理查德庫柏認為,領袖需要有追隨者,要討論中國是否能成為世界領袖,就得檢驗中國是否有追隨者,也看中國是要以身作則的領導,還是以其他力量說服其他國家跟隨。他相信在環境改變上,中國有很強的潛力。
            歐立得倒是直接了當的認為中國當然可以成為世界領袖,在城市發展,高速鐵路等許多方面,中國也已經走在世界的前端,但是做領袖需要有目標,方向,在談論中國成為世界領袖時,人們恐怕要問,中國要把世界帶向哪裡?中國崛起對世界來說,意味著什麼。
            傅高義指出,有些中國人認為,美國企圖牽制中國,但哈佛中國論壇這會議的舉行,學生們的在美國各校,哈佛就讀,就是美國更有興趣和中國合作的明證。他認為中國要成為世界領袖,必須提出受世界歡迎的領導作風,必須更人性化,更民主,中國也需要更了解世界的領導者。
            今年的哈佛中國論壇,應邀講談的名人,企業家繁多,包括中國最出名的慈善家陳光標等人,本報將陸續整理刊出。

Lu Hsiu-lien graduated from the National Taiwan University, University of Illinois at Urbana-Champaign, and Harvard University.

Lu was Taiwan’s leading women's rights activist in the 1970s, but a 20-minute speech in 1979 criticizing the authoritarian government led to her spending almost six years as a political prisoner.

Lu was elected to the Legislature in 1993, where she co-chaired the Foreign Relations Committee. In 1997, Lu was elected Taoyuan County magistrate and, in 2000 and 2004, was elected Taiwan’s vice president. In 2005, she founded the Democratic Pacific Union. Having established BPW Taipei in 1973, Lu set up the national affilitate- BPW Taiwan in 2008. And she is also the President of the “Formosa Media”, a media company which she established in 2009.

Gebremeskel holds off True, while Huddle runs down Daska for the victory

The 2014 B.A.A. 5K was one for the ages, as thousands of runners took to the streets of Boston in celebration. Ethiopia's Dejen Gebremeskel set a new men's event record of 13:26, while Providence, Rhode Island's Molly Huddle came from behind to win the women's race in 15:12. In total, more than 8,600 runners finished the race, held two days prior to the 118th Boston Marathon.

Under crystal clear skies, runners from around the nation and world came to Boston Common ready to race 3.1 miles through Boston's picturesque Back Bay neighborhood.

Moments after the starting horn sounded, Gebremeskel, 24, bolted into the lead, taking control of the pace early on. As reigning champion, Gebremeskel was determined to claim yet another B.A.A. 5K crown.

Splitting one mile in 4:23, Gebremeskel was joined by Daniel Salel (KEN), Stephen Sambu (KEN), Lani Rutto (KEN), and Yarmouth, Maine native Ben True. The pack would remain together through mile two (8:49), crossing the Boston Marathon finish line on Boylston Street as one.

Not until the final straight would a champion be determined. Gebremeskel, 2012 Olympic silver medalist at 5000 meters, turned to another gear on Charles Street, one that was only matched by two-time B.A.A. 5K champion True.

In a photo finish, it was Gebremeskel ahead of True by a hair. Both finished with a new event record time of 13:26.

"I'm really glad, this Boston Marathon," said Gebremeskel, who earned $7,500 (USD) for finishing first and a $5,000 (USD) bonus for establishing a new event record time. "The town is talking about the Boston Marathon. It is like the whole town: Monday, Tuesday, Wednesday, Sunday, Monday, even today. I like this. It is a really big race."

True gave credit to Gebremeskel, who simply had the better sprint today. With his win, Gebremeskel matches True as the winningest athletes in B.A.A. 5K history (two victories each).

"I tried to be the last one to make a move down the finishing stretch," said True. "I was just one step short."

Rounding out the top three was 2013 B.A.A. 10K champion Stephen Sambu in 13:27.

On the women's side, Huddle, a 2012 Olympian, powered her way through the second half of the race, going on to win in 15:12. Her time ties the previous event record, set by Werknesh Kidane (ETH) in 2012.

While 2013 B.A.A. 10K champion Mamitu Daska (ETH) took the pace out hard early on, hitting the mile in 4:50, Huddle sat back and waited patiently.

Finding herself in sixth place when crossing the Boston Marathon finish line with less than a mile to go, Huddle began to slowly gain on the field. Soon thereafter, Huddle drew extra motivation from the tragic events of April 15, 2013.

"I felt like everyone was cheering for us. With a half mile to go I thought it would be great for an American to win this race and so I think it gave me a little extra boost," she said.

Using this inspiration, Huddle moved into third, then second, and found herself out in front with the finish in sight. Breaking the tape in 15:12, Huddle was overjoyed.

"Once the crowds were cheering and I was building momentum, I was able to pass the girls," said Huddle. "People were really rooting for the Americans out there."

Daska placed second in 15:14, while Sentayehu Ejigu (ETH) took third in 15:16.

The B.A.A. 5K is the first race of the B.A.A. Distance Medley, a three race series that includes the B.A.A. 5K, B.A.A. 10K, and B.A.A. Half Marathon, presented by Dana-Farber Cancer Institute and the Jimmy Fund.

Also included in Saturday's festivities was Boston Mayor Marty Walsh, who addressed the crowd moments before the race started. The 3rd U.S. Infantry Regiment (The Old Guard) provided participants and spectators with traditional colonial music, celebrating Patriots' Day weekend in style.

Collier, of the MIT Police Department, all of those included in the One Fund Boston survivor community, and all of those included in the first responder community.

National Guard Flyover

Massachusetts Army National Guard members of “C” Company, 3rd of the 126th General Support Aviation Battalion, will conduct a flyover at the Boston Marathon start line with four HH-60M Air Ambulance Helicopters. The Battalion participated directly in the Emergency Response in April 2013, providing Direct Support to law enforcement agencies. From the start line, the helicopters will fly over the entire Marathon course, reaching the finish line in approximately 15 minutes.

As it has since its inception in 1897, the Boston Marathon will be held on Patriots’ Day, a civic holiday commemorating the Battles of Lexington and Concord. For the 29th consecutive year, John Hancock Financial Services is the principal sponsor of the Boston Marathon, the world’s oldest annual marathon. Participants will follow the historic 26.2-mile course, which starts on Main Street in rural Hopkinton and finishes on Boylston Street in Boston’s Back Bay.

徐紹欽出書 “夢的守護者”指移民使美國偉大


人們都說美國是移民鎔爐,剛出版”夢的守護者“一書的徐紹欽認為,”美國更像一盤沙拉“,世界各地人來到美國這片新土地上互相拌合,但仍各自保留原來味道,才使美國更強大。
            徐紹欽有工業管理博士學位,2007年時獲美國前總統布殊(Bush)指派為”政府收縮及業務發展辦公室(government contractive and business development)副首長,一度掌管800億元經費,迄今開辦有「製造科技公司 (MTI,Manufacturing Technology Inc.) 」 以醫療器材製造與研發為主的「ActiGraph」公司、電子網路資料庫「Total Parts Plus」公司和以發展節能減碳、綠能科技為主的「徐氏企業集團」(Hsu Enterprise Group)四家公司,2011年起,應邀做哈佛大學亞洲中心高級研究員,關注能源效率議題,目前還擔任國際領袖基金會董事會主席。
            五年前,他在一場戶外集會活動中,看到遊行群眾中有人高舉著“美國夢已死”標語牌,心中大不以為然,因而萌生寫書念頭,只是礙于公務繁忙,直致來到哈佛進修,才開始執筆,要以他自己實現美國夢的經歷來佐證,勤懇,努力,大方,抱有助人為快樂之本態度,讓自己成為一個受歡迎的人,就永遠都有機會實現美國夢。
            徐紹欽認為,美國絕大多數人民誠信,慷慨,雖然美國目前的經濟較以往低落,但未來五到十年,能夠吸納世界精英的美國,必再重回世界頂峰。蓋洛普調查早前一份報告也指,約等於世界人口三十分之一那麼多的人,若有選擇,都選擇移民美國。
            在“夢的守護者:美國移民的持久傳奇(Guardians of the Dream: The Enduring Legacy of Americas Immigrants)“一書中,徐紹欽談美國夢,移民路,描繪小企業是美國樞紐,為什麼美國是創新國度,創業精神竅門,擁抱多元化帶來的果實,
十七日傍晚,他在哈佛亞洲中心為他舉辦的“書談“中,從他口袋裡揣著五百美元,在星期天抵達密蘇里大學,無法辦註冊,進不了宿舍大門,在清潔工門外沙發上度過他的美國第一夜這個人經歷談起。
            徐紹欽在台灣南部出生,臺北長大,師大附中畢業後,進文化大學戲劇傳播系,1976年來美,修得密蘇里大學系統工業工程管理碩士,再進費城LaSalle大學取得工業管理博士學位。
            徐紹欽透露,對他一生影響最大的人是母親吳萍。年輕時,他很叛逆,學校不准學生上課嚼口香糖,老師教得不好的那堂課,他就猛嚼口香糖。老師發現,叫他吐掉時,他一個不小心,竟吐到了老師臉上,掀起軒然大波,學校立即把他母親找了去。沒想到母親領他回家時,不但沒有責罵他,反而說這學校大概不適合你,另外找家好學校。這讓他從此無所畏懼,培養出做企業必須要有的無畏精神,甚至實現了從小就有的當“廠長”夢。
            在美國,對他影響最大的人是米勒(Millers)這家人。當年經營一家小餐館的米勒,在徐紹欽有次捨不得花錢,只點了客漢堡包時,大方附送了一大堆薯條,一塊炸雞,兩人因而結緣後,不但週末帶徐紹欽到郊外,讓他親身感受到美國中部大自然之美,學會牛可稱為Angus,還在帶著他去拜訪廣告客戶時,讓他見證“不戰而屈人之兵”的賣廣告法,在談笑之間,就讓客戶自動自發地買了廣告。踏出那名客戶辦公室門外後,米勒告訴他,走進那客戶辦公室時,四目一望,就知道那客戶喜歡打獵,釣魚,以這些話題和那客戶聊天,就容易拉近感情。他坦言做企業,也要這樣,懂得讓別人喜歡你,要看到別人看不到的機會。
            徐紹欽的講談非常風趣,出席聽眾在提問時,透過他的回答,頓然了解為什麼他事業有成。
            哈佛亞洲中心資深項目經理Jon Mills問他,中國夢和美國夢的差別時,徐紹欽四兩撥千斤的指出,習近平的“中國夢”是整體中國未來發展的理想,是國家大事,世界各地人們說的美國夢,是個人改善生活,開BMW,住豪宅的夢。
            徐紹欽這本”夢的守護者“一書,已在亞馬遜網站上出售,才剛發行,就以只剩一本庫存,正在加印中。
            今(十九)日,徐紹欽將在羅德島州普塔基市的中國飯店,應國際領袖基金會紐英崙分會之邀,講談該書與他的美國經驗。

廣教學校報捷 十一名學生入波市考試學校


中華廣教學校日前傳捷報。十三名學生參加波士頓市獨立學校入學考試(ISEE),十一人獲錄取,打破該校學生歷年來的升學紀錄。
            中華廣教學校校長曾秀芬在僑委會副委員長呂元榮日前抵達波士頓,拜會該校時做匯報,透露了這一喜訊。
            波士頓市有三所獨立學校,學生需通過考試,才可入讀。波士頓人一般稱之為考試學校,學生們也大都以能擠身這三所學校為榮,包括波士頓拉丁學校(Boston Latin School),波士頓拉丁學院(Boston Latin Academy),以及布萊恩特數理科學學校(John D. O’Bryant School of Mathematics and Sciences)。
            廣教學校表示,該校為協助學生入讀這些考試,2011年開始辦理ISEE輔導課,但真正開始運作是2012年,有博士學位的曾秀芬校長加入廣教後才開始的。
            曾秀芬從該校學生參加2012年的ISEE考試狀況分析,發現學生們的基礎不夠強,學習的自覺性不夠高,於是親自上陣,組成ISEE四人教學小組,因材施教的從五年級開始輔導學生,並在深入了解學生當下能力,評估其未來潛力後,為學生量身訂做學習方案,還每隔一段時間就根據學生學習情況做調整,為學生分別進行數學,英文等的強化學習。
            根據該校學生的網上查詢結果,中華廣教學校在去年十一月參加ISEE考試的十三名學生中,除一人未聯繫上,一人成績未確定外,有十一人考取了這三所考試學校,其中五人考上波士頓拉丁學校,六人考上波士頓拉丁學院。
            該校為此特地製作了一份大字報,感謝梁莉宜,張馨宇兩名老師,以及兩名助教。

吳弭就任百日 將檢視波市府預算


波士頓市首名華裔市議員吳弭(Michelle Wu)日前公佈上任百日報告,說明五方面工作進度,聲言做為市議會財政委員會副主席,將盡責檢視市長所提的27億元預算案,優先順序是否符合民意。
現年不滿三十歲的吳弭,雖然年輕,但在當選波士頓不分區市議員之前,就已累積有不少政府經驗,踏入議會後,也獲重視。波士頓市議會議長林乃肯稱讚她處事有方。
吳弭在就任百日報告中指出,她踏進市議會後,第一次正式執行市議員職能,就遞出兩項法令要求,以簡化小企業申請許可及牌照的法定手續。她還排期深入社區,聆聽民意,迄今已走訪了羅森岱爾,多徹斯特。民眾可上網(michelleforboston.com/smallbiztour)查察,在各自居住地區的公聽會,什麼時候在哪裡召開。
吳弭在過去這一百天中,還提出 “公開數據(Open Data)”條例,要求規定市府各部門在符合科技標準,保護隱私及安全等情況下,公開所有數據。她還就此主題,撰寫了一篇專欄在WGBH上發表。
她和另一名波市不分區市議員普斯莉(Ayanna Pressley),麻州平等(MassEquality,),GLAD等機構合作,提出要確保市府變性員工可平等享有醫療保險的法令。
在藝術及文化經費上,吳弭舉行了一次聆訊會,探討如何最大化的使用藝術及文化經費。她擔任主席的這市議會藝術及文化委員會,將整理出一份建議報告。
在家務工人權益法(Domestic Workers' Bill of Rights)上,吳弭提出了一項法案,保障家務工人每工作七天,可享有24小時休假,可享有育兒假,可免於受歧視或性騷擾,留宿褓姆有權終止服務等。波市議會已無異議通過該法令,麻州眾議會也通過了該議案,交由麻州參議會審議。
