CNBC公佈2025全美經商環境最佳州北卡 指麻州進步最多

           (Boston Orange編譯) CNBC今(10)日公佈2025年全美經商環境最佳州排名,麻州雖為擠入前10,但排名突飛猛進18名,獲CNBC點名為「營商環境改善最大州」。

            

麻州州長奚莉(Maura Healey)特地發文,告訴州民,這一喜訊。

            

CNBC根據10大類競爭力中的135項指標,評核全美50個州,今年2025年還新增了各州受貿易戰和聯邦縮減預算影響的風險這指標,加強基礎設施指標,以確認各州滿足企業用電需求和數據,供企業做選址決策參考。

 

CNBC根據這些指標給分,最高分2500,評定了北卡羅來納州(North Carolina)再度贏得全美經商環境最佳州。其餘的前10各州,依序為德州,佛羅里達州,維琴尼亞州,俄亥俄州,密西根州,喬治亞州,田納西州,印第安納州和明尼蘇達州。

 

這是CNBC19年做這經商環境最州排名分析。新英格蘭各州的2025年排名為,康州(CT28,新罕布夏州(NH 36,佛蒙特州(VT38,緬因州(ME43,羅德島州(RI 46

 

            CNBC據以爲各州排名的10大類評核項目,經濟,基礎設施,人力,做生意成本,對企業友善程度,生活品質,科技及創新,教育,獲取資金,生活成本之中,麻州教育第2,獲得A+的評級,科技及創新第4,獲取資金第5,對企業友善程度第8,然後做生意成本竟然是倒數第2名的排名第49

 

            CNBC還特地指出,在新冠病毒疫情之後,聯邦政府終止資助後,麻州是全美唯一繼續以同樣水平為托兒照顧提供者提供補助的州,讓麻州再過去2年內,增加了將近2萬個托兒照顧席位,幫助家庭降低開銷,支持托兒照顧提供者。。

 

            麻州州長奚莉(Maura Healey)去年簽署,要讓麻州在已成功扶持的生命科學領域之外的例如氣候科技,應用人工智能等新興產業,也成為全球領袖的「麻州領先法 (Mass Leads Act)」,不但創造了工作機會,支持企業成長,擴大人力發展,還在郊區及區域的經濟發展倡議上投資。

 

            奚莉州長剛簽署的2026會計年度預算,做了有針對性的減支出,展現了保護麻州經濟免於受到聯邦經濟不確定性影響的承諾,還在交通及教育上作出具歷史性投資,都展現了麻州在改善經商環境上的努力。麻州保險專員駁回了保險業提高工人賠償保險金額的提案,為企業界節省了將近8000萬美元。

 

            自從麻州長奚莉20231月上任以來,麻州就業人口迄今比上任時增加了13萬多人,超過全美增長水平,高居全美第7位,麻州的勞動力增長速度,也高居全美第三,增加了187,318人,全州勞動力參與率高達66.9%,位居全美第9州。

Massachusetts jumped 18 places in state competitiveness ranking; Ranked highest of New England states 
 

BOSTON – Massachusetts has been named the Most Improved State for Business by CNBC as part of their America’s Top States for Business ranking, jumping 18 places from last year and ranking higher than any other New England state. Massachusetts ranked #2 in the nation for education, earning an A+, and ranked in the top 10 for technology and innovation, quality of life and access to capital. 

“This ranking is an encouraging sign for the results we have delivered when it comes to making Massachusetts more affordable and competitive, and making it easier to do business in our state,” said Governor Maura Healey. “We know that Massachusetts has the best schools in the world, is a global hub for lifesaving and job-creating research and innovation, and has led the nation in making child care more affordable. But we also know there is more work to do, especially as President Trump increases costs on everyone with his failed tariff war, continues to cut critical research and other funding, and is seeking to take away health care and food assistance from millions of people. Here in Massachusetts, we’re staying focused every day on lowering costs, creating jobs and growing our economy.” 

“We’ve worked hard in Massachusetts to make our state the best place to live, work, start a business and raise a family,” said Lieutenant Governor Kim Driscoll. “This ranking is a testament to the partnership that takes place every day with our incredible businesses and entrepreneurs, schools, research and health care institutions, and workers. We’re going to keep working every day to lower costs and increase our competitiveness.” 

CNBC specifically called out Massachusetts for being the only state in the nation to continue C3 grants for child care providers at the same level as the federal government after pandemic funded ending. As a result, the state has added nearly 20,000 child care seats in the past two years, helping to lower costs for families and supporting child care providers. 

CNBC also pointed to the Mass Leads Act, which Governor Healey signed last year to make Massachusetts a global leader in emerging industries like climatetech and applied artificial intelligence (AI), while also building on the success of the state’s renowned life sciences sector. This economic development bill is creating jobs, supporting business growth, expanding workforce development programs and investing in rural and regional economic development initiatives. 

Last week, Governor Healey signed her FY26 budget, which included targeted spending cuts to protect taxpayer dollars and protect the state’s economy from economic uncertainty at the federal level. The budget also makes historic investments in transportation and education, while lowering costs and growing the state’s economy. 

Governor Healey also recently took several steps to improve the business climate in Massachusetts. She eliminated a series of regulations to save businesses and business owners time and money, making it easier to do business in the state. Her Commissioner of Insurance also rejected a proposed increase in the cost of workers’ compensation insurance, saving businesses nearly $80 million. 

In the past two and a half years, the number of Massachusetts residents who are employed has grown strongly, with more than 130,000 more residents employed since Governor Healey took office in January 2023. This growth is much faster than the U.S. average and is the seventh highest of any state in the nation. Massachusetts has also had the 3rd fastest growth in the labor force among states, which has grown by 187,318 in that time period, with a Labor Force Participation Rate at 66.9 percent, the 9th highest among states. Since Jan 2023, Massachusetts has seen the largest increase in the labor force participation rate in the U.S.

         (Boston Orange 周菊子波士頓報導) 波士頓華埠居民會(CRA79日在昆士小學飯堂召開月例會,聽取警察報告,了解黃述沾公園發展計劃募款目標300萬元,預告726日將在尊尼閣(Johnny Court)舉辦街區派對。

         波士頓市第二區市議員愛德華費連 Ed Flynn)在助理盧善柔陪同下,特地出席,讚揚居民會,華埠土地信託會為民眾服務,說明今年99日,114日,依序是初選和大選的選舉日,他將競選連任,有2名競爭對手,請大家支持。

          波士頓警察局A-1區警員黃天輝,警佐(SergeantZach Crossen在會中報告,過去1個月以來,華埠很安靜,略可一提的事件有61日在夏利臣街( Harrison Ave.) 197號,有民眾停把小型踏板摩托車(Scooter)停在門外,被偷了,由於這種車體型小,尋找不易,迄今還無下落。74日清晨5點左右,有民眾把車停在尼倫街(Kneeland35號前,沒關門就下車了,回到車邊時,發現放在車內的護照,珠寶,以及手機都被偷了。78日下午519分在夏利臣街79號發生一宗持刀搶劫案。受害者告訴警察,當時他手裡拿著500元,一名穿著紅色T恤,藍色短褲黑人男子走近他,亮出一把刀,向他要錢。他拿出手機撥打911電話,搶劫嫌犯立即落跑,當警察抵達時,嫌犯已不知去向。但是凌晨2點左右,警察注意到城中區有一名男子疑似嫌犯,上前調查,確認那人就是搶劫嫌犯,立即逮補。目前這人在等待上庭中。

                  華人前進會的鄺寶蓮接著重提請警察局、波士頓市政府製作中英文告示牌,以提醒民眾不要販賣或購買贓物。鄺寶蓮指出,有這告示牌,民眾才方便據以警戒販賣者或者不知情的遊客。

                  華埠土地信託會主任駱理德和黃述沾公園之友會(FRWP)主席伍國龍(Russell Eng)這晚以簡報圖片說明,由於波士頓華埠不但是整個波士頓市最熱的地區,而且開放空間極少,全波士頓市有23%的開放空間,華埠卻只有3%。黃述沾公園之友會現正努力籌款,上星期已開始挖地基,要把位於尼倫街135號,佔地約0.2平方英里的這公園,翻修成一個有3個球場,可以辦比賽,供人玩耍,冬天變身溜冰場,有三種用途的安全開放空間。

                  駱理德表示,想要在2026年完工的這項發展計劃,不包括冬天做溜冰場費用,估計需資300萬元,目前已籌得150萬元,希望社區民眾積極協助,踴躍捐輸,以實現為華埠民眾提供一個安全又宜人空間的理想。

                  住在信義大廈的多元藝術家葉閏甯(Anita Yip)在會中報告,她和畢業於塔芙茨大學城市與環境規劃和政策系畢業的Cole Huang合作的「隱藏的自然(Hidden Nature)」工作坊,將在713日(週日)的早上10點至11點半,在塔大社區廣場(186 Harrison Ave, Boston, MA 02111)舉辦最後一場活動,邀請民眾免費參加體驗自然療癒的冥想,以及茶道活動。

                  華人前進會的鄺寶蓮報告,726日下午36點,華埠居民會和華埠土地信託會,華埠圖書館之友會,大波士頓法律事務援助處等機構合作,以「唐人街是我家」為主題,在尊尼閣舉辦街區派對,藉以團結居民力量,幫助工薪家庭繼續留在唐人街居住,小生意也能經營得紅紅火火,拓展華埠的文化、政治力量。

                  這次月會,最後在華埠居民會主席Kate DeBeul宣佈下次會議訂86日(週三)晚舉行後解散。

波士頓市7/11啟動夏季飲食計劃 18歲以下青少年可免費領餐

Boston Orange 編譯)波士頓市長吳弭(Michelle Wu79日宣佈,2025 年波士頓夏季飲食計畫 (2025 Boston Summer Eats program) 正式啟動,將在全市超過30個地點,為波士頓市內所有 18 歲及以下的青少年提供免費且營養豐富餐點,以確保孩子們在學校放假期間也能持續獲得健康飲食。。

波士頓市政府和市長食物正義辦公室、波士頓公立學校餐飲服務部、波士頓青少年與家庭中心(BCYF)、大波士頓基督教青年會以及麵包計劃( Project Bread )等機構合作,要透過圖書館、公園、社區中心等非傳統場所,在學校關門的暑假期間,為青少年提供獲取食物管道。

吳弭市長表示:「波士頓夏季飲食計畫確保我們的年輕人在非上學期間也能獲得營養。感謝我們的合作夥伴,我們每天為波士頓數千名孩子提供餐點,讓他們健康成長,享受夏季。」

MAYOR WU ANNOUNCES LAUNCH OF 2025 BOSTON SUMMER EATS PROGRAM TO PROVIDE FREE MEALS FOR YOUTH CITYWIDE 

BOSTON – Wednesday, July 9, 2025 – Mayor Michelle Wu today announced the official launch of the 2025 Boston Summer Eats program, a citywide initiative providing free, nutritious meals to all youth ages 18 and under throughout summer. More than 30 sites will be open across the city through the end of August, ensuring that Boston’s children and teens have continued access to healthy meals when school is out.


Boston Summer Eats is a collaboration between the Mayor’s Office of Food Justice (OFJ), Boston Public Schools Food and Nutrition Services, Boston Centers for Youth & Families (BCYF), the YMCA of Greater Boston, and Project Bread. Together, these partners work to close the summer food gap by expanding access to healthy food through non-traditional and community-centered sites like libraries, farmers markets, parks, housing complexes, and youth-serving organizations.


“In Boston, we believe in taking every possible step for access to fresh, healthy food. The Boston Summer Eats program ensures our young people get nutritious food even when school isn’t in session,” said Mayor Michelle Wu. “Thanks to our incredible community and city partners, we’re proud to deliver thousands of meals each day across Boston. Summer is a time for growth, joy, and connection, and it starts with healthy meals for our fastest growing Bostonians.”


The 2025 Boston Summer Eats program will launch with a special kickoff event on Friday, July 11, 2025, at the Paris Street Playground in East Boston, from 11:30 a.m. to 1:30 p.m., celebrating the neighborhood’s vibrant community and its central role in supporting child nutrition and wellness. This event will raise awareness about the availability of free meals for youth across Boston and spotlight the collective efforts behind the program. Attendees will enjoy music, entertainment by Puppet Showplace Theater, games, resources from community organizations, give aways, and more. With 33 locations operating this summer, the kickoff will help spread the word about where and how families can access free, nutritious meals for youth throughout the season.

“The Summer Eats program is an essential part of ensuring that every child has access to healthy meals in the same community spaces where they play, learn, and grow,” said Marta E. Rivera, Commissioner of Boston Centers for Youth & Families. “We’re proud to be part of this citywide effort to fight food insecurity and support Boston families.”


Residents who wish to access free meals for youth aged 18 and under can find meal sites at boston.gov/summer-eats or find additional locations across Massachusetts by calling Project Bread’s FoodSource Hotline at 1-800-645-8333. Hours of operation at summer meal sites vary depending on the site, and most meal sites will offer breakfast and lunch. No registration or identification is required. 


Alongside free meals provided through Boston Summer Eats, eligible families may also receive SUN Bucks, a new summer grocery benefit from the Massachusetts Department of Transitional Assistance. SUN Bucks provides $120 per school-aged child to help families buy groceries while school is out. Most eligible families are automatically enrolled and will have received a card by mail. 麻州州長Healey支持在學校上課時禁用手機

Boston Orange編譯)麻州州長奚莉(Maura Healey79日發出聲明,支持麻州公立學校實施「從上課到下課」的手機禁令,並敦促議會通過相關法案。此舉旨在應對日益嚴重的學生分心、心理健康挑戰以及整體學習環境惡化的問題。

奚莉希利州長強調:「無干擾的學習是學生成功的關鍵。」她認為,限制手機使用能「支持家長和老師,保護年輕人的心理健康,並幫助學生學習成長」。

奚莉州長感謝總檢察長Andrea Campbell和參議會議長Karen E. Spilka,教育聯合委員會參議會主席Jason M. Lewis,麻州教育廳廳長Tutwiler,以及麻州教師協會(MTA)在這議題上的努力,也希望議會能送交出一份禁止在學校上課時用手機,或相似分心設備的法案。

麻州參議會週二(78日)通過一項法案,全面禁止公立學校學生在學校上課期間使用手機,該法案目前已送至參議會歲入與撥款委員會審議。

這波立法浪潮始於總檢察長Campbell今年1月提出的「學習法案」(The STUDY Act),該法案不僅建議在校限制使用電子設備,更要求社交媒體公司為其對青少年造成的負面影響負責。Campbell一直以來都強調螢幕時間過長與學生焦慮、抑鬱及網路霸凌等問題的關聯。

麻州有些學校已經採取措施,禁止或減少學生在上學時間內使用手機等電子設備。Brockton高中是其中的典範之一,2024年就開始使用Yondr收納袋,要求學生進學校時,把手機鎖在Yondr收納袋中,直到放學才能解鎖。該校在實施禁令後,學生專注度提高,校內打架事件減少,整體校園環境也更安全了。

麻州其他市鎮也有學校採用了類似措施。波士頓市有些學校也開始採用Yondr收納袋,伍斯特(Worcester)學區制定了新條例,包括學生手機在上課時間需靜音等規定,牛頓市要求學生在上課期間關上手機,有些牛頓市學校今年1月已開始使用Yondr收納袋了,Methuen和羅爾市(Lowell)也都採取了禁用或部分禁用措施。

老師和心理健康專家們普遍擔憂,智慧型手機的普及和社交媒體成癮正嚴重影響學生的身心健康與學業表現。參議會議長Spika和教育聯合委員會參議院主席Jason M. Lewis發表的聯合聲明指出,手機是「阻礙學生在課堂上成長和取得成就的主要障礙」。 

 Governor Healey Supports Cellphone Ban in Schools 

 

BOSTON – Governor Maura Healey is today calling for a bell-to-bell cellphone ban in public schools with options for parents to contact their children during the school day. 

“We know that distraction-free learning is the best way to set our students up for success. Restricting cellphone use in our schools will support parents and teachers, protect the mental health of young people, and help our students learn and grow,” said Governor Healey. “I’m grateful for the leadership of Attorney General Campbell, Senate President Spilka, Chair Lewis, Secretary Tutwiler and the Massachusetts Teachers Association on this issue. I hope the Legislature will send me a bill that implements a bell-to-bell ban on cellphones and similarly distracting devices at school. This new policy should be developed in close partnership with parents and must provide ways for them to get in touch with their children during the school day.” 

As a former Attorney General, Governor Healey investigated social media companies – including Facebook and Instagram – for targeting young people and hurting their physical and mental health. 


康明斯基金贈款20萬元 波士頓市府擴大濫用藥物治療服務

這筆資金將容許市府的協調應變小組(Coordinated Response Team, CRT)直接利用蓋文基金會的專業知識,專業人員為在戶外使用影響身心物質者,特別是麻州大道與卡斯街(Mass & Cass)這一帶,以及全市範圍內的個別人士,提供關鍵的治療指引和交通服務。這麼做的主要目地是幫助這些個別人士順利進入康復計畫,並解決相關的犯罪和安全問題。

吳弭市長強調蓋文基金會長期享有盛譽,蓋文基金會執行長Peter Barbuto則重申該機構的全面照護「恢復尊嚴與希望」使命。協調應變小組主任Kellie Young指出,這合作將簡化康復途徑,進而改善公共安全和生活品質。

BOSTON - Wednesday, July 9, 2025 - Mayor Michelle Wu today announced that the City of Boston has secured a $200,000 grant from the Cummings Foundation to expand its partnership with the Gavin Foundation, a nationally-recognized substance use treatment and recovery organization with more than a dozen programs operating throughout the City of Boston. The new funding will allow for an expanded partnership with the City’s Coordinated Response Team (CRT), which leads cross-departmental efforts to address safety, health, and quality of life for residents, with a goal to end outdoor substance use in neighborhoods of Boston and the criminal activity that supports it. The funds will allow CRT to draw on Gavin Foundation professionals to provide treatment navigation and transportation for individuals identified in the Mass & Cass area and throughout the city as they enter into substance use treatment and recovery programs. The City and the Cummings Foundation recently announced a $1 million investment in a range of summer and year-round safety initiatives in Boston, of which the Gavin Foundation is the latest.


"For decades, the people of Boston have trusted the Gavin Foundation to help neighbors and loved ones through the toughest of challenges,” said Mayor Michelle Wu. “As we work to strengthen pathways to recovery and support communities impacted by the opioid epidemic, this partnership will provide an invaluable direct connection to recovery that can help us transform our outreach work. Although significant challenges remain, over the past three and a half years, the City has succeeded in building clear pathways to recovery and stable housing, coordinating public safety and public health responses, and ending permanent encampments in Boston. To address persistent outdoor substance use and quality of life challenges, the Boston Police Department has committed to increased presence and enforcement in impacted areas, focused on diverting individuals in treatment and recovery programs. Consistent with the City’s work in past years, CRT, the Boston Public Health Commission (BPHC), and the Mayor’s Office of Housing are working with trusted health partners on an updated by-name list to develop a treatment and recovery plan with every individual regularly observed in the area. The City continues to work alongside residents and advocates to urge partnership for a regional public health recovery campus and decentralized treatment sites that will meet the scale of the challenge.

Governor Healey Issues Statement on President Trump’s Failed Tariff War  

BOSTON – Governor Maura Healey issued the following statement on the self-imposed 90-day deadline for President Trump to make tariff trade deals with 90 countries:  
"President Trump promised to make 90 trade deals in 90 days. Well, here we are on July 9, and we have no real trade deals signed, prices going up across the board, small businesses worrying about keeping their doors open, and deteriorated relationships with our allies around the world. This was all avoidable. President Trump was elected to lower costs, and all he is doing is raising prices and hurting our businesses. He needs to stop this failed tariff war once and for all. Here in Massachusetts, we’re going to stay focused on making our state more affordable and competitive and working with our trading partners, like Canada, to lower costs, support our businesses and grow our economy.” 
Last month, Governor Healey convened northeastern U.S. Governors and Canadian Premiers gathered at the Massachusetts State House to discuss their commitment to strengthening trade and economic relations. 

麻州科技職位流失率高居全美第二

只有經濟總量相當於排名墊底25州總和的加州,在同一時期的科技職位流失量超過麻州。報告顯示,2024年,加州估計有1,472,275名科技工作者,比去年同期減少了51,743個工作機會。

翻修白色體育館要花9000萬元? 吳弭和市長選舉對手各執一詞
