波士頓華埠居民會聆聽奶茶店、餐廳申請牌照陳情

波士頓華埠居民會在網上開月例會。

           (Boston Orange 周菊子波士頓報導) 波士頓華埠居民會 (CRA) 6日晚以半實體、半網路方式舉辦12月份例會，聆聽奶茶電申請營業牌照，異國他湘餐廳申請酒牌陳情，預告12月20日晚6點有12C地段開發案公聽會。

這天的會議仍然由華埠居民會會長黃國威和華人前進會社區組織元鄺寶蓮主持，在華人前進會的會議室有大約20名華埠居民現場參與。波士頓市華埠及皮革區聯絡員黃楚嵐，波士頓市議會議長助理盧善柔，以及陳情人都在線上出席。

在會議中，黑糖彪 (Biao Sugar) 奶茶店店東唐逸敏和代表他的律師，大波士頓法律事務援助處的Crystal Ye說明，有意在乞臣街 (Hudson) 23號開一家奶茶外賣店，預定營業時間為早上11點至晚上9點半，希望華埠居民會支持他申請營業牌照。

在回應與會者的提問中，外表看來十分年輕的店東唐逸敏表示，自己曾經開過甜品店，了解如何處理垃圾及防治老鼠，表示將和其他店鋪洽談，探問合作共用較大的垃圾桶的可能等等。

這一環節的問答結束後，華埠居民會主席黃國威表示「祝好運」。

異國他湘餐廳申請酒牌一事，由律師Pete Pasciucco及店經理代表出席。Pete Pasciucco說明，該店前身為「摩摩嚓嚓」，現任店東經由轉讓接手已年餘，接手時本以為店鋪和酒牌是連載一起轉讓的，到牌照局不准他們賣舊時，才發現沒有酒牌，因此正在辦理申請，只是這才了解到波士頓市目前沒有酒牌可供發放，但仍希望申請獲批准，以便一旦有酒牌可拿時，能夠馬上取得。

華埠主街經理何陳素貞質問該店是否曾在無酒牌情況下賣酒，並表示之前的該店持酒牌者已去世年餘，質疑該店店東經由轉讓接手該店時，若未做盡職調查，難以令人相信拿到酒牌後會認真的遵照規定經營。

波士頓市議會議長愛德華費連 (Ed Flynn)的助理盧善柔表示，「異國他湘」今年4月就著手申請酒牌了，該辦公室之前卻一無所知，在獲悉此事後，邀3名店東會晤，卻迄今無人回覆。她強調市議長重視民意，該店過去以來是如何經營餐廳的，必須給民眾一個交代。

「異國他湘」店經理接著在網上現身，表示在店鋪轉讓前，他已在開店任職，知道該店持有酒牌。新店東接手後，請他留任。不過他未經手轉讓文件，所以不知道新店沒有酒牌。當市府酒品局告知前店酒牌未轉讓給新店，張貼禁止售酒告示後，已立即停止賣酒。這天他來出席會議也是收到店東通知才過來的。

華人前進會共同主席湯建華也發言表示，經營企業的老闆，竟會不知道自己所經營企業情況，讓人覺得好笑。

會末，鄺寶蓮提醒華埠居民們，12月20日晚上6點，在南灣東座對面的天滿街 (Tremont) 290號，也是第12號C地點，刻正由亞美社區發展中心 (ACDC) 承辦的發展案，將有一場由波士頓計畫發展局 (BPDA) 舉辦的公聽會。

Chamber Announces Ten Greater Boston Leaders as 2024 Pinnacle Award Honorees

麻州長Healey提名Elizabeth N. Dewart出任最高法院副法官

Governor Healey Nominates State Solicitor Elizabeth N. Dewar to Supreme Judicial Court 

 

BOSTON – Governor Maura Healey today nominated State Solicitor Elizabeth (Bessie) N. Dewar to serve as an Associate Justice on the Supreme Judicial Court. This marks Governor Healey’s first nomination to the state’s highest court since taking office. 

“Bessie Dewar is a consensus builder who has significant experience working with the Supreme Judicial Court and also a deep passion for the important work that the Court does. She is a true student of the institution, and I am confident that she is the right person to fill this seat in this pivotal moment for the Court,” said Governor Maura Healey. “I’m grateful for the hard work of the Supreme Judicial Nominating Commission to recommend her and for the Governor’s Council’s careful consideration of her nomination.” 

“Bessie Dewar is a thoughtful attorney with deep appellate experience who is adept at bringing people together to reach consensus on the best path forward for a case. These skills will serve her well as an Associate Justice on the state’s highest court,” said Lieutenant Governor Kim Driscoll. “Governor Healey and I are hopeful to see her continue her career of public service on the Supreme Judicial Court, and we look forward to the Governor’s Council’s review of her candidacy.” 

The Supreme Judicial Court is Massachusetts's highest appellate court, consisting of the Chief Justice and six Associate Justices. The seven Justices hear appeals on a broad range of criminal and civil cases from September through May and issue written opinions that are posted online.  

Dewar is nominated to fill the seat that is being vacated by Associate Justice Elspeth B. Cypher, who will retire on January 12, 2024. The Supreme Judicial Nominating Commission formed by Governor Healey continues to accept applications for the seat that will be vacated by Associate Justice David A. Lowy, who recently announced his intention to step down in February 2024. 

About Bessie Dewar: 

Bessie Dewar's experience spans leadership of a broad range of both criminal and civil appellate litigation, including in the Supreme Judicial Court. She previously served as an appellate and trial-level lawyer in private practice, and clerked for the Honorable Stephen G. Breyer on the U.S. Supreme Court.  

Dewar was appointed by the Attorney General to serve as the state’s second State Solicitor in 2016 and briefly served as Acting Attorney General in early 2023. In her role as State Solicitor, she supervises the briefing and arguing of appeals by attorneys throughout the Attorney General’s Office in state and federal courts, advises the Attorney General on exercising her authority to decide whether to appeal adverse decisions, and leads the office's "friend of the court" amicus brief practice, among other responsibilities. Much of her appellate work is in the Supreme Judicial Court, including reviewing dozens of briefs filed with the full Court, advising on matters pending in the Appeals Court that may be taken up by the full Court, tracking all cases taken by the Court as part of its discretionary docket and amicus announcements, and advising the Attorney General on whether and when to participate as a friend of the Court. She also serves as a member of the Supreme Judicial Court’s Standing Advisory Committee on the Rules of Appellate Procedure. 

Dewar previously worked as an appellate and trial-level lawyer in private practice at Ropes & Gray LLP, was a civil rights advocate at the Public Interest Law Center of Philadelphia, and served as a law clerk at all three levels of the federal judiciary, for the Honorable Stephen G. Breyer of the U.S. Supreme Court, the Honorable William A. Fletcher of the U.S. Court of Appeals for the Ninth Circuit in San Francisco, Calif., and the late Honorable Louis H. Pollak, of the U.S. District Court for the Eastern District of Pennsylvania in Philadelphia, Penn.  

Dewar is a graduate of Harvard College and the Yale Law School and has a master’s degree from the University of Cambridge. She lives in Jamaica Plain with her husband and two daughters. 

波士頓台灣龍舟隊招新培訓 進軍世界錦標賽

             (Boston Orange 周菊子麻州報導) 波士頓台灣龍舟隊 (BTBC)日前在網上舉辦本年度最後一次招募新會員活動， 12月3日再在波士頓僑教中心實體操練划龍舟，為2024前進義大利，參加第14屆俱樂部船員世界錦標賽 (CCWC) 做準備。

              網上招新由劉家齊主持，以英語進行，他指出，BTBC招新，抱著希望所有加入者成為核心隊員，在鍛鍊體能之餘，與團隊並進，幫助BTBC打進所有比賽的決賽，爭取成為全美籠舟隊的前3名，明年9月爭奪世界錦標後，還持續參與BTBC的所有活動，包括培訓、體能訓練，團練，出席準備會議等。

              從2018成軍迄今已5年餘的波士頓台灣龍舟隊，團隊運作已具規模，就連體能訓練也排得很清楚，包括每2個月一次的小組鍛鍊，舉重，每月一次，週四晚舉行的划船訓練，以及測試力量，另外有由教練指定的團體鍛鍊，由小組長帶領，記錄鍛鍊內容的每週在同一地點，同一時間鍛鍊2次。

              BTBC的核心隊員顯然都非常投入，連今年10月到明年4月的團體鍛鍊，包括日期，地點，都已經一早排定，其中還每個月一次到波士頓僑教中心做體力測試。

包括引體向上、硬舉、立臥撐跳、有氧運動等體力測試，男生、女生各需達到一定標準，才能上船，參加比賽。當然還有當槳手、舵手，鼓手等不同划船技能的培訓與要求。

BTBC公關陳奕如指出，他們每次出外比賽，波士頓僑教中心主任潘昭榮與中心工作人員張小慧幾乎都會出席加油，甚至曾經單程就要3小時的開車到佛蒙特州，讓他們非常感動，對僑教中心這活動場地也因而有更多感情。

12月3日這天，盧信瑋、李鴻宇、李承哲、邱偉哲，卓俊儒、王亭嵐、劉家齊等教練、幹部，特地出席了本年度最後一次的體力測試，並訂12月31日為新一輪的隊員招新做最後決定，繼續宣傳9月赴義大利參賽，廣邀啦啦隊同行。

麻州長下令降半旗 向在職喪生警察Paul Tracey致敬

BOSTON – Governor Maura T. Healey ordered that the United States of America and Commonwealth of Massachusetts flags will be lowered to half-staff at all state buildings in honor and remembrance of Waltham Police Officer Paul Tracey, who was killed in the line of duty yesterday. Governor Healey issued the following statement on the death of Officer Tracey and National Grid Roderick Jackson: 

“I was horrified to hear that a Waltham Police Officer and several National Grid workers were struck by a car while on the job yesterday. My heart goes out to the friends, family, and colleagues of Officer Paul Tracey and Roderick Jackson who were senselessly killed, and I am praying for the swift recovery of those injured. I’m grateful for the quick work of law enforcement to bring a suspect into custody. 

“Officer Tracey dedicated his life to his community and was a hero to many whether on or off duty. I’m thinking about his wife Kristin, a fellow member of law enforcement, his kids, and the Waltham Police Department as they mourn this immeasurable loss. 

“Roderick Jackson has been described by those who loved him as selfless, ambitious and hard-working. It’s clear how important he was to his friends and family, and my heart breaks for them during this tragic time.” 

波士頓洪門致公堂開辦醫療保險講座 邁步服務社區

      (Boston Orange 周菊子波士頓報導) 波士頓洪門致公堂為進一步落實服務社區的創立宗旨，12月3日推出首場社區講座，請得醫療保險專業人士，就年滿65歲以上人士都需了解的聯邦醫療保險 (Medicare) ，提供最基本知識。

                 這場活動在波士頓洪門致公堂下屆主席胡振勝 (Ted Woo) 策畫，現任主席黎益置，以及全美洪門致公堂總理余麗媖支持，還請到紐英崙中華公所主席雷國輝親自出馬做翻譯的隆重中，在華人經濟發展協會 (CEDC) 新翻修竣工，寬敞的夏利臣街65號7樓辦公室舉行，有不下三、四十人出席。

                 在美國，人們一旦年滿65歲，只要是美國公民或持有綠卡，並已繳納過40個工作季點醫療保險稅，就有資格獲得聯邦政府提供的醫療保險，只是相關細節繁瑣，人們可選的承保公司和投保項目多不勝數，就連一般的美國人自己都搞不清楚，遑論移民社區民眾，胡振勝表示，波士頓洪門致公堂因此特地選這主題，推出社區論壇第一講。

                   獲有社會安全顧問證書，以及13州執照的獨立醫療保險經紀Joy Cheney，這天以將近30頁的簡報，解說何謂聯邦醫療保險，投保資格及登記註冊，以及費用、選擇，處方藥承保範圍等內容。

                         Joy Cheney說明，俗稱紅藍卡的聯邦醫療保險計畫，除前述年滿65歲這條件外，殘障人士也可享有，一般有ABCD 四種區分，A是醫院保險，承保住院服務、專業護理，居家護理等。B是門診醫療，承保門診、實驗室檢測，醫療用品及預防服務。C是醫療保險優惠計畫，由私人保險公司和聯邦政府醫療保險所簽訂的合約，提供A及B部分，以及額外增加的醫療服務，例如牙科、視力等。D則為處方藥計畫，一般也由私營保險公司提供。

                  符合獲取聯邦醫療保險資格，初次申請的人，必須已登記了社會福利，並在65歲生日前後各3個月的期限內，辦理登記報名，才可以享有。

                    至於這聯邦醫療保險費用，是依照每個人的年收入來計算的，B部分的保費，年薪在10萬3千元以下人士，

在醫療保險的D部分，有個所謂的”甜甜圈”保費坑，但2025年起，
這部分的支付額上限為2000元，就不必再擔心突然面對鉅額費用無力負擔。

2024年的每月保費為174.7元，年薪50萬元以上者，每個月594元。

          Joy Cheney指出，A及B部分的保險，各有保險涵蓋的限度，包括2024年的A部分扣除額 (detuctible)是最高60天的每個保險受益期內1632元，B部分支付20%。

                        至於D部分，從2025年起，美國政府新政策是每人自掏腰包買處方藥的年度上限是2000元，超過部分將都包括在醫療保險內。

                  剛滿65歲人士第一次註冊醫療保險時，必須記得在規定期限內註冊，一旦錯過期限，除非原本就享有價值相似的醫療保險，否則得繳交罰款，A部分是必須支付未註冊年數兩倍的罰款，B部分是每月保費漲10%等。

其實，網上已有聯邦政府發行的中文版醫療保險解說，https://www.medicare.gov/publications/10050-C-Medicare-and-you.pdf，但是醫療保險讓人最頭痛的是，各人狀況不同，就會有許多不同選擇或處理方式。Joy Cheney表示，這也是他們這些保險經紀發揮作用所在。              

                      當天出席者提問相當踴躍，還有人索要簡報資料，可見儘管人人都知道美國有這醫療保險制度，怎麼挑選最適合自己的醫療保險計畫，仍然讓人費心。波士頓洪門致公堂希望將來陸續為社區提供更多有用的知識。

紐英崙中華公所5名現任職員悉數連任 未來營運挑戰仍多

             (Boston Orange周菊子波士頓綜合報導) 在36人出席投票，4張空白票中，甫於今年慶祝在麻州政府立案註冊100週年的紐英崙中華公所於2023年12月5日，正式締造5名職員一起同額當選連任的歷史紀錄。 

             當晚投票結果為，雷國輝28票，翁宇才19票，阮鴻燦20票，余寶愛26票，張青梅22票。

            投票結束後，約25人前往肥牛火鍋店聚餐，慶祝選舉順利舉行。

             主席雷國輝 (溯源公所) ，中文書記翁宇才 (至德三德公所) ，英文書記阮鴻燦 (阮氏公所)，財政余寶愛 (余風采堂) ，核數張青梅 (紐英崙婦女新運會)這5名職員，在2022，2023以職員身份執行中華公所各項工作後，將在12月19日的本年度特別會議中與董事大會議定就任新屆日期後，展開2024、2025的又兩年任期。 

             有著百年歷史的紐英崙中華公所，從早年主席、職員由各姓氏公所派員輪值，經常互相推讓，到一度曾有梅雪嫻擔任行政主任，Florence 曹擔任辦公室經理，增加後又刪除約20人的商務董事類別，接著董事會內出現對立派系，結盟爭鬥，再陸續發生董事互訟，合約糾紛，連年斥巨資支付律師費，財政捉襟見肘的窘境。 

             不過，以前種種，從2020年起新冠病毒疫情一拖3年，整個社會大環境氣氛改變，中華公所由性格溫和的雷國輝接任主席後，衝突氣氛就漸漸消弭了。 

             展望來年，無論是物業、財政或營運，中華公所面對的挑戰，將是如何從守成中突破。 

             在物業上，中華公所有85戶可負擔出租單位的博愛樓，預定於2024年竣工；有214戶，建於1973年的大同村需要翻修，以因應波士頓市政府要求大型建築物縮減溫室瓦斯排放量，到2050年時需縮減至零的BERDO 2.0條例；喜露街50號需發展建造成為可負擔住宅；泰勒街90號中華公所大樓在初步完成牆壁除鉛，冷暖氣系統翻修後，還要加建電梯，闢出空間設立「華埠移民傳統遊客中心 (Chinatown Immigrant Heritage Visitor Center) 」。 

             中華公所目前擁有3處物業，分別為泰勒街90號，大同村、華福樓，明年博愛村竣工後，增為4處物業，目前出租給中國超市的喜露街50號，剛擬定了招標書。 

             在財政上，中華公所財政余寶愛在11月份董事大會中交給中華公所董事們的財政報告，厚厚一疊，有9月份及10月份的營運帳戶報告，損益表，資產負債表。 

             營運帳戶部分，9月份餘額為175萬8千餘元，10月份為99萬5千餘元。這意味著中華公所目前手邊可動用的資金也已有近百萬元。 

損益表部分，總收入為11萬5千餘元，薪資支出26,812元，專業服務支出52,488元，辦公室支出7,440元，捐款支出2萬2千元，特別活動支出30,485元，總支出876, 025元，換言之，中華公所在9、10這兩個月，透支64萬餘元。 

資產負債表上有著包括銀行帳戶994萬餘元的總現有資產992萬8千餘元，固定資產174萬9千餘元，包括夏利臣街可負擔資產負210餘萬元的其他資產額負88萬3千元，總資產為1019萬餘元；總現有負債30萬8千餘元，總長期負債36萬2千餘元，總負債67萬1千餘元，實質資產1012萬餘元。

由於大同村的租金收入，目前仍然由合約將於本年底結束的榮氏管理公司 (Winn Management)掌管，儘管財政余寶愛和核數張青梅已於11月和榮氏開會，要求了解所有的相關銀行帳戶，榮氏也在開會次日，把這些帳戶內的大約2100萬元轉存進利率較高 ，約5%的帳戶，但這部分的資產收支，並未列入中華公所的財政報告中。 

在營運上，中華公所現有5名義務職員，1名全職辦公室經理鄺坤珍，以及三、四名以時薪方式承辦雜物的工作人員。由於5名義務職員平日各有其本職工作，主席雷國輝及財政余寶愛早已超負荷的處理中華公所事務，過去這2年間，中華公所已聘有4名顧問，協助處理相關事務，包括早前為中華公所申請到開辦「華埠移民傳統遊客中心」經費補助的羅燕玲，做房地產相關顧問的Peter Munkenbeck， Genia Demetriados，以及建築師鄭欣豪。 

其實中華公所早在10月27日，新屆職員參選提名截止時，就已確定無誤，5名現任職員將全部同額當選。12月5日只是走個過場的落實章程規定，也因此中華公所雖有5名職員，41名董事，這晚包括職員在內，卻只有36人出席投票。 

開票時出現4張空白票，彰顯著一個大團體內難免有不同聲音的現實，只是在政治上少數需服從多數的現實中，這些反對聲音是否能發揮監督力量；紐英崙中華公所在史無前例的由同一批職員任職4年後，是否能有重大變革，仍待觀察。 (修訂版:   特別會議將於12月19日召開)
