五藝術家各獲10000元設計馬丁路德金紀念碑

MAYOR WALSH AND MLK BOSTON ANNOUNCE EXPANSION OF MLK AND CORETTA SCOTT KING MEMORIAL INITIATIVE; 
ANNOUNCE FIVE ARTIST FINALISTS TO CREATE MEMORIAL
BOSTON - Friday, June 8, 2018 - Mayor Martin J. Walsh and MLK Boston today announced the memorial project honoring the legacy of Dr. Martin Luther King, Jr. and Coretta Scott King has been expanded to include an outdoor memorial on the Boston Common, a high-tech, immersive educational experience in Dudley Square at a location to be announced, and plans for an endowment for King-related programming developed with Roxbury's Twelfth Baptist Church. This expansion is the result of community feedback received during 14 public meetings held in neighborhoods across Boston.

In addition to engaging with the community, the City of Boston and MLK Boston issued an international call for artists for the memorial in December. The City received 126 submissions from local and international artists and teams, and after careful review, the MLK Boston Art Committee has selected five finalists. As finalists, these five artists and teams will develop design proposals that will be made available for public comment in September at a location to be announced.
 
"The public has been instrumental by sharing their feedback, ideas and hopes for the memorial, and I want to thank everyone that has contributed to this process," said Mayor Walsh. "By expanding the reach of this memorial from Roxbury to the Boston Common, we are elevating the Kings' living legacy for residents and visitors across Boston in a way that has never been done before. I'm confident that these five artists have the knowledge, experience, and talent to use feedback from the community to create a world-class memorial that honors the Kings' impact on the City and beyond."
 
"It is vitally important that this memorial is accessible to the people of Boston. Dr. King dedicated his life to fighting for civil rights, racial equity, and economic justice, so it is fitting to have Dudley Square, in the heart of Roxbury, as a location for this memorial, in addition to the Boston Common," said City Councilor Kim Janey. "This will add to the vibrancy of this cultural and economic center. I commend the artists on being named finalists, and I look forward to seeing this tribute honoring Dr. King's legacy."
 
The memorial will commemorate Dr. Martin Luther King Jr.'s years in Boston, as well as the public philosophies of Dr. King, and the legacy of his work around the world. In addition, a key goal of the memorial is to serve as a call to action that compels the community to confront racial and economic inequality, discrimination and other relevant social justice issues. It is also intended to reflect Coretta Scott King's faith in the power of art, and her struggles against militarism, poverty, discrimination, racism, and sexism.

"The artist selection process reflects input that we've received from across the city, across communities, and across constituencies. We could not be more pleased with this outstanding group of finalists."

Barbara Chase-Riboud with Michael Rosenfeld Gallery

Barbara Chase-Riboud has been creating abstract art for over 50 years, and has developed her own particular innovation on the bronze sculpture method by creating thin sheets of wax that she could bend, fold, meld, or sever to produce large-scale sculptures comprised of ribbons of bronze and aluminum. She later added fiber to these metal elements to create some of her most renowned works - among which were a group of 20 sculptures memorializing Malcolm X and his transformation "from a convict to a world leader." Chase-Riboud has been the recipient of numerous awards and honorary degrees, including a Doctorate of Fine Arts from Temple University (1981), the Women's Caucus for Art Lifetime Achievement Award from the College Art Association (2007), and the Tannie Award in the Visual Arts in Paris (2013). Her work has also been exhibited at numerous institutions worldwide. Michael Rosenfeld Gallery has represented Barbara Chase-Riboud since 2014. The gallery supports her application and will offer project management throughout the commission.

David Adjaye and Adam Pendleton with FuturePace

Born in Tanzania to Ghanaian parents, architect David Adjaye's broad range of influences, ingenious use of materials, and sculptural ability have established him as an architect with an artist's sensibility and vision. His largest project to date, the $540 million Smithsonian Institute National Museum of African American History and Culture in Washington, D.C. was named Cultural Event of the Year by the New York Times. Artist Adam Pendleton is known for his conceptual practice, which encompasses painting, sculpture, writing, film, and performance. He integrates writings by Malcolm X, John Ashbery, Gertrude Stein, and others, and also incorporates the language of civil rights and social justice movements throughout his work, including the phrase "Black Lives Matter" in his installation at the 2015 Venice Biennale. Future\Pace is an international cultural partnership between Pace Gallery and FutureCity innovating multidisciplinary projects for art in the public realm. Established in 2016 by Futurecity founder Mark Davy, Pace London President Mollie Dent-Brocklehurst, and Pace worldwide CEO Marc Glimcher, Future\Pace draws on combined expertise in curating large-scale collaborative, multidisciplinary artworks through an extensive global network of contemporary artists, galleries, and resources.

Hank Willis Thomas and MASS Design Group

Hank Willis Thomas is a conceptual artist working primarily with themes related to identity, history and popular culture. His work has been exhibited throughout the U.S. and abroad, including the International Center of Photography, Guggenheim Museum Bilbao, and the Cleveland Museum of Art. Thomas' work is in numerous public collections including the Museum of Modern Art New York, the Solomon R. Guggenheim Museum, the Whitney Museum of American Art, and the National Gallery of Art in Washington DC. He is also the recipient of the 2017 Soros Equality Fellowship and the 2017 AIMIA | AGO Photography Prize. MASS Design Group designs built environments that seek to improve people's lives in measurable ways and are infused by the potential to promote justice and human dignity. Based in Boston and Kigali, Rwanda, MASS forces the building process to engage with end stakeholders, and become a catalyst for hope and change in physical space. The MASS portfolio of work includes architectural design, master planning, landscape architecture, engineering, and research.

Wodiczko + Bonder and Maryann Thompson Architects

Wodiczko+Bonder is a partnership established in 2003 and based in Cambridge, Massachusetts by artist and professor Krzysztof Wodiczko and architect and professor Julian Bonder. Wodiczko + Bonder focuses on art and design projects that engage public space and raise the issues of social memory, survival, and struggle and emancipation related to urban and domestic violence, war and post war trauma, immigration and global displacement, the Holocaust and genocides, the Desaparecidos (in Argentina), the Civil War, and historical and present day slavery. The partnership's experience ranges from temporary work such as design of participatory projections on monument and communicative urban equipment to design of residential, cultural and civic buildings, institutes, museums, memorials and commemorative public spaces. Maryann Thompson Architects (MTA) is a Cambridge-based architecture firm that specializes in architecture that is sustainable, regionally driven and that attempts to heighten the phenomenological qualities of the site in which they work. The firm has received three AIA National Honor Awards and numerous AIA New England Design Honor Awards and BSA Honor Awards for Design Excellence.

Yinka Shonibare MBE was born in 1962 in London and moved to Lagos, Nigeria at the age of three. He returned to London to study Fine Art, first at Byam School of Art and then at Goldsmiths College, where he received his MFA. Shonibare's work explores issues of race and class through the media of painting, sculpture, photography and film. Shonibare questions the meaning of cultural and national definitions. His trademark material is the brightly coloured 'African' batik fabric, which is a symbol of African identity and independence. Shonibare was a Turner prize nominee in 2004, and was also awarded the decoration of Member of the 'Most Excellent Order of the British Empire' or MBE, a title he has added to his professional name. Shonibare was notably commissioned by Okwui Enwezor at Documenta 11, Kassel, in 2002 to create his most recognised work 'Gallantry and Criminal Conversation' that launched him on to an international stage. Shonibare's works are included in prominent collections internationally, including the Tate Collection, London; National Museum of African Art, Smithsonian Institute, Washington, D.C; National Gallery of Modern Art in Rome and VandenBroek Foundation, The Netherlands.
 
Each of the five finalists will receive a $10,000 stipend from MLK Boston for developing design proposals. The City will announce the final artist selection in November.

MLK Boston is a new non-profit working closely with the City of Boston to bring a world-class MLK Memorial to Boston, and to sponsor local events and discussions to bring his words to life. It is co-chaired by Paul English and Liz Walker, and Robin Powell Mandjes serves as the Executive Director. 第86屆美國市長年會6/8在波士頓舉行

               (Boston Orange 周菊子整理報導) 86屆美國市長年會將於68日至11日在波士頓市柯普利萬豪酒店舉行,預定由哥倫比亞市市長Steve Benjamin主持,波士頓市市長馬丁華殊(Martin J. Walsh)主辦,共有將近250名市長出席。
               根據美國市長年會公布的資料,目前已有43州的245名市長預定參加,其中加州規模最龐大,有32名市長出席,其次為佛羅里達州,有28名市長要來。麻州會有15名市長。夏威夷州,肯塔基州,密西西比州,內布拉斯加州,新罕布夏州,北達科達州,猶他州,西維琴尼亞州,以及懷俄明州只有一名市長來。
               從姓名來看,只有加州有4名來參加的市長是亞裔,其中兩人為華裔,費利蒙市(Fremont)市長,台灣移民第二代的高敘加(Lily Mei),蒙特利公園市長林達堅(Stephan Lam)
               羅德島州有兩名市長將出席,但新英格蘭地區唯一的華裔市長,羅德島州克蘭斯頓市市長,正在第二度競選羅德島州州長的馮偉傑(Allan Fung)未報名參加。

               美國市長會議(The United States Conference of Mayors ,簡稱USCM)是由人口30000以上城市組成的非牟利組織。全美現有1408個這樣的城市。該會每年召開兩次會議,一月份時在華府召開冬季會議,六月時在不同城市召開。市長們在會議中會討論他們認為重要的政策,一但投票通過後,該政策看法會送交美國總統及國會,以期聯邦政府知道地方城鎮的意見。

(Boston Orange 周菊子波士頓報導)波士頓市長馬丁華殊(Martin Walsh)今日(67)在波士頓大學管理學院大樓,舉辦國際市長氣候峰會,呼籲市長們加入大規模可再生能源索取資訊計畫,攜手找出更多解決環境問題辦法。
波士頓市原本預定2017年主辦第三屆中美氣候領袖峰會,但川普總統上任後,美國國務院無意續辦這奧巴馬(Barack Obama)總統執政時啟動的雙邊會議,波士頓市長馬丁華殊因此趁著今年(2018)波士頓市承辦第86屆全美市長會議,在該會之前一天,舉辦一場國際市長氣候峰會

根據波士頓市府的議程,今日共有來自中國廣州市1人,法國2人,英國1人,加拿大2人,以及美國的19人共25名市長出席會議,分別討論因應氣候,清潔能源,氣候金融,交通等議題。
代表廣州出席的是該市副秘書長刁愛林。

約翰凱利表示,氣候不是任何一個國家可以獨力或很快速解決的問題,但在如今的科技發展,不斷開發,加強了風力,水力,太陽能等各種可再生能源的應用之下,絕對是人類社會可以處理的問題。

Anne Finucane表示,美國銀行是第一個提出綠色債券(Green Bond)”的企業,2016年發行了第三次,總額最大,高達10億元的綠色債券,就是嘗試從金融角度推廣改善環境氣候行動。
加州洛杉磯市長Eric Garcetti,田納西州Knoxville市長Madeline A. Rogero,德州休士頓市長Sylvester Turner,和波士頓市長馬丁華殊在會議中的市長氣候座談中,分別描述了各自城市曾經遭遇的颶風,暴雪,大火,乾旱,洪水,氣溫過高等氣候災害,以及因應辦法。

Eric Garcetti指出,全美已有406個城市加入了氣候市長網(Climate Mayors Network),代表著7000萬人願意攜手出力,改善氣候環境。一旦有更多人加入行動,就可更快達到目標。
根據波士頓市政府,目前已有伊利諾州芝加哥,德州休士頓,加州洛杉磯,佛羅里達州奧蘭多,奧瑞岡州波特蘭,加入了波士頓市提出的索取資訊計畫(RFI)”,提供各自城市的能源需求數據,組成聯盟,要求能源發展商降低大規模可再生能源項目的價格。

據說這個大規模可再生能源計畫將仿效地方上較小型,由MIT,波士頓醫療中心,郵局廣場重建公司二年前聯手向北卡羅來納州一家新興太陽能公司購買電力的方式實施。該協議促成建造一座占地650英畝,有60兆瓦能量的太陽能場。

波士頓是環境能源及開放空間長Austin Blackmon襖是,這計劃可降低太陽能開銷,幫助波士頓市府到2050年時達成零排放目標。

BIO 2018 Makes History in Boston 

In celebration of its 25th anniversary, BIO recognizes progress made
and the transformative innovations yet to come

Boston, MA – (June 7, 2018) – The 2018 BIO International Convention (BIO 2018) today wrapped up four days of programming under the theme of “Make History.” Hosted by the Biotechnology Innovation Organization (BIO), BIO 2018 attracted thousands of U.S. and international attendees, celebrated innovations that have shaped the past 25 years and recognized the companies, patient groups, academic centers and investors that continue to advance novel solutions to the world’s toughest challenges. 

The Convention drew 18,289 biotechnology industry leaders – the most attendees in the last 10 years – from 49 states, the District of Columbia, Puerto Rico and 67 countries.

“This year’s 2018 BIO Convention demonstrated, more than ever, that partnering and collaboration will drive cutting-edge advancements and propel the industry forward,”said Joanne Duncan, President, Membership and Business Operations at BIO. “With 46,916 one-on-one meetings held during the last four days, we know that the knowledge exchange and partnerships forged this week have the potential to transform our world for the better.”

To encourage students to attend BIO and learn more about careers in the biotechnology industry, BIO 2018 included the first Free Student Day. Eligible participants got a one-day Exhibition Access registration and the opportunity to meet with representatives from the biotechnology community. The breadth and depth of offerings and the networking opportunities afforded to thousands of industry stakeholders and students continues to make the Convention the premiere event for the biotechnology industry.

BIO 2018 drew companies, academic centers, patient groups, researchers and investors working to advance innovation in key areas such as drug development, brain health, digital health, oncology, opioids, renewable fuels and agriculture. Celebrities also made a presence at BIO, with stories of triumphs over illnesses such as cancer and addiction. Robin Roberts, a cancer survivor and an award-winning journalist, and Rob Reiner, an actor, director and advocate, delivered keynote addresses that emphasized the challenges faced by patients, the importance of patient advocacy and the need for continued innovation to address unmet needs.

This year’s International Convention was held with the support of BIO’s state affiliate organization MassBio.

“MassBio and our members were thrilled to welcome the world to Massachusetts this week, so they can see firsthand why we’re the state of possible,” said Robert K. Coughlin, President and CEO of MassBio. “From Cambridge to Worcester to Springfield, our state is the hub of biotechnology innovation, and BIO 2018 allowed us to show what’s possible when industry, academia, and government work together as partners to advance patient health worldwide.”
Setting a Guinness World Record for “The Largest Business Partnering Event,” BIO 2018 hosted 46,916 partnering meetings, facilitated by BIO’s One-on-One Partnering™ system— a 13% increase over 2017. These invaluable connections form the foundation of innovative industry collaborations and scientific breakthroughs.
BIO 2018 also included over 1,800 exhibitors, more than a thousand speakers, 180 sessions, 17 plus super sessions and fireside chats and 19 education tracks. Special programming, such as the Start-Up Stadium, also provided a forum for up and coming companies to receive invaluable advice to accelerate their growth and potential.

The 2019 BIO International Convention will take place in Philadelphia from June 3-6. In 2020, the Convention returns to San Diego for the fourth time from June 8-11.

“QUESTIONS REGARDING THE U.S. CENSUS”

Chairman King, Ranking Member Cohen, and Members of the Subcommittee: I am Vanita Gupta, president and CEO of The Leadership Conference on Civil and Human Rights. Thank you for the opportunity to submit this statement for the record in this important hearing.

The Leadership Conference is a coalition charged by its diverse membership of more than 210 national organizations to promote and protect the civil and human rights of all persons in the United States. Founded in 1950 by A. Philip Randolph, Arnold Aronson, and Roy Wilkins, The Leadership Conference works in support of policies that further the goal of equality under law through legislative advocacy and public education. The Leadership Conference provides a powerful unified voice for the many constituencies of the coalition: persons of color, women, children, individuals with disabilities, LGBTQ individuals, older Americans, labor unions, major religious groups, civil libertarians, and human rights organizations.

Given the breadth of our coalition, The Leadership Conference is ideally positioned to address many of the most pressing issues affecting the successful implementation of Census Bureau programs, surveys, and initiatives. We and the Leadership Conference Census Task Force co-chairs, NALEO Educational Fund and Asian Americans Advancing Justice-AAJC, have a long record of first-hand experience working in support of previous censuses. For the 2010 Census, we undertook the most comprehensive and extensive effort by a stakeholder organization to promote participation in historically hard-to-count communities and to mobilize local advocates in support of the census by highlighting the community benefits, civil rights implications, and constitutional imperative of an accurate count. We are now building upon our previous work to help ensure that no one is left out of the 2020 Census.

Ensuring a Fair and Accurate Census
The Leadership Conference views a fair and accurate 2020 Census as one of the most important civil rights issues of our day. Not only is the constitutionally mandated census central to apportioning political power at every level of our representative form of government, but the data collected influence the allocation of more than $800 billion in federal funds every year, along with countless policy and investment decisions by government agencies, nonprofit organizations, and private enterprise.

Any effort at this late date to disrupt the decade-long planning process, including the misguided decision by the Trump administration to insert an untested citizenship question at the last minute, threatens the ability of the Census Bureau to effectively carry out this constitutional mandate and undermines the likelihood that the 2020 Census will fairly count all communities. These actions to undermine the integrity of the count are damaging. But even more dangerous are efforts, like those being brought before the subcommittee today, to exclude noncitizens and/or undocumented residents from the census counts used for congressional apportionment. These are an assault on the Constitution.

Every census since the first enumeration in 1790 has included citizens and non-citizens alike. Both Republican and Democratic administrations, through the U.S. Department of Justice, have confirmed unequivocally that the Constitution requires a count of all persons living in the United States on Census Day, regardless of citizenship or legal status. In fact, in adopting the 14th Amendment to the Constitution, Congress rejected proposals to allocate seats in the U.S. House of Representatives based on the population of eligible voters rather than total population.

Indeed, the 14th Amendment clearly states that the apportionment of members of the House of Representatives is based on a full count of residents in each state. This amendment was enacted in part to repeal the provisions of Article I in the Constitution, which counted a slave as only three-fifths of a person for apportionment purposes. Efforts to exclude some residents from this clear constitutional mandate evoke a shameful and long-discarded historical legacy.

An Assault on the Constitution
Nevertheless, some members of Congress have sought over the past several decades to exclude people who are not legal residents, or even all non-citizens, from the apportionment base. Beyond the dubious constitutionality of such proposals, it would be nearly impossible to determine the legal status of all residents with any accuracy, in order to exclude some from the state population totals used for congressional apportionment and possibly for congressional redistricting. And while no proposals have suggested removing noncitizens or undocumented residents from the census numbers used to allocate more than $800 billion annually in federal program funds — any effort to determine legal status would jeopardize the accuracy of the entire census, leaving public, private, and nonprofit decision-makers with bad information for all purposes.

Chairman King’s “Census Accuracy Act of 2017” does not explicitly aim to affect the apportionment base, but simply to “document” the number of immigrants and their legal status. But he has made his ultimate goal clear by releasing a video on December 22, 2017 urging President Trump to support the exclusion of undocumented residents from the census-derived state population totals used for congressional apportionment.

Among those on the witness list for today’s hearing is Alabama Attorney General Steve Marshall, who recently joined Rep. Mo Brooks in filing a federal lawsuit seeking to prevent the Census Bureau from counting undocumented immigrants in determining a state’s population for the purposes of apportionment. The lawsuit claims that Alabama will lose a House seat and a vote in the electoral college if the Census Bureau uses a count of the entire population. Marshall’s claim that a full population count violates the 14th Amendment is flatly wrong and contrary to the clear historical record.

Also on the witness list is J. Christian Adams. Adams has an extensive background in voter suppression and has supported aggressive mass voter registration purges that go beyond what is required by law. Adams was on the sham commission on election integrity that was led by Kansas Secretary of State Kris Kobach and Vice President Pence and which was ultimately disbanded by President Trump on January 3, 2018. According to newspaper reports, Kobach said he encouraged Trump to add a citizenship question to the census.

Another witness, Steven Camarota, is director of research for the Center for Immigration Studies, a group with a documented hostility to immigration. While arguing against bipartisan comprehensive immigration reform legislation in 2013, Camarota acknowledged that the “resident population” for apportionment includes all immigrants, citizen and noncitizen and undocumented. But Camarota asserted that “Congress may have the authority to change who is included in the apportionment population, but has so far has not done so.” His citation for the claim notes that an allied organization, the Federation for American Immigration Reform, sued to block the Census Bureau from counting undocumented immigrants in the 1980 Census. Because that suit was dismissed by the U.S. Supreme Court on grounds of standing, Camarota concluded, “the constitutionality of excluding illegal immigrants from the apportionment has yet to be decided by a court of law.”

In fact, the Constitution and laws are clear: every person counts. Equally clear is that the impact of actions that interfere with a fair and accurate 2020 Census will fall disproportionately on already vulnerable communities, denying them of fair representation and vital community resources. Communities of color, urban and rural low-income households, immigrants, and young children are all at risk of being undercounted relative to the rest of the population. The insertion of untested questions about citizenship and immigration status threaten to exacerbate those undercounts; the insertion of such questions with the explicit or unstated goal of using the results to distort congressional reapportionment is a threat to the basic structure of our representative form of government.

MAYOR WALSH CALLS ON CITIES TO JOIN LARGE-SCALE RENEWABLE ENERGY INITIATIVE
City of Boston leads Request for Information for competitive pricing of large-scale renewable energy projects to meet the collective demand of U.S. cities.
BOSTON - Thursday, June 7, 2018 - Mayor Martin J. Walsh today announced his plans to issue a Request for Information (RFI) for competitive pricing of large-scale renewable energy projects. The RFI will compile the energy demand data across participating U.S. cities and ask renewable energy developers for price estimates for projects that would meet their collective energy demand. Mayor Walsh today calls on more cities to join the renewable energy initiative and will lead a coalition of cities that provide their energy demand data in the RFI.

"Our effort on renewable energy will not only help cities cut carbon emissions and get us closer to the goals of Paris Climate Agreement, it will help power our cities and create more, clean energy jobs," said Mayor Walsh. "We can do more than just address the problem of climate change, we can build a healthy, thriving future by working together."

The City of Boston is working with partner cities now to compile the collective energy load data for the RFI. The first cities to join the initiative include Chicago, IL; Evanston, IL; Houston, TX; Los Angeles, CA; Orlando, FL; and Portland, OR. Each of these cities are part of the Climate Mayors network, representing more than 400 cities and 70 million people that Mayor Walsh Co-Chairs.

As more cities join the initiative, their energy demand data will be added to the collective load. The City of Boston hopes to finalize the list of participating cities and issue the RFI later this summer for responses from renewable energy developers. This action demonstrates the collective power of cities to invest in renewable energy and create more, middle class, clean energy jobs. If successful, a large-scale purchase of renewable energy will help power these cities, save money, and offset carbon emissions.

Mayor Walsh officially announced his plans for the renewable energy initiative at today's International Mayors Climate Summit in Boston. Mayors from across the country and around the world joined Mayor Walsh and leaders from public and private sectors at Boston University. The group will discuss actions taken by mayors to address climate change globally and in their own communities. The one-day Summit will include a fireside chat with Secretary John Kerry, 68th U.S. Secretary of State, and Vice Chair of Bank of America Anne Finucane on financing global climate solutions. The Summit will also feature remarks from Administrator Gina McCarthy, 13th Administrator of the U.S. Environmental Protection Agency before participating in panel on transportation.

The Summit will be live-streamed and available to watch on Boston.gov/climate-summit.

The Summit will also include a panel with the Co-Chairs of Climate Mayors, a network of U.S. mayors that participated in a similar joint-city initiative last year that demonstrates the collective power of cities to advance climate goals. The Climate Mayors initiative, led by the City of Los Angeles, issued an Electric Vehicle Request for Information (EV RFI) with 30 other cities in efforts to aggregate municipal demand of electric vehicles across the country. The EV RFI demonstrated demand for nearly 115,000 vehicles of all classes, including trash trucks, street sweepers, semis, shuttles, and buses - with an estimated value of $10 billion to replace the entire fleet. The RFI received 40 responses across all vehicle segments.
