 (波士頓僑教中心訊)世界旗袍聯合會波士頓分會於5月6日舉辦成立三週年慶餐會，安排會員穿著傳統旗袍表演「花好月圓」、「歡樂地跳」等民俗舞蹈，並由京派旗袍表演團以「古裝美人潮」的古裝宮廷走秀相互輝映，展現旗袍特有的知性與文化之美；另，該會邀請多位中外藝文界人士表演歌唱、拉丁舞、「夜深沈」及「洛神」獨舞、二胡與吉他合奏「賽馬」、呼啦圈激光秀、街舞、西班牙弗朗明哥歌舞等節目助陣，並展現正體中文書法及插花藝術，深獲全場300餘位僑社及各界佳賓的好評。

這場活動由世界旗袍聯合會美國總會副會長曹品慈策劃，他也是波士頓分會會長馮愛卿女士的夫婿，特別感謝駐波士頓臺北經文處新任處長徐佑典、波士頓僑教中心主任歐宏偉、波士頓市議員愛德華．費連等人撥冗與會，也感謝紐英崙中華公所主席陳家驊、全美臺灣同鄉聯誼會會長馬滌凡及波士頓安良工商會、洪門致公堂等個人與僑團的贊助，希望波士頓分會在馮會長的帶領下，積極發展會務，為弘揚中華傳統文化繼續努力奮鬥。

MAYOR WALSH ANNOUNCES CALL FOR ARTISTS FOR PUBLIC ART AT DUDLEY BRANCH OF THE BOSTON PUBLIC LIBRARY

BOSTON - Tuesday, May 8, 2018 - Mayor Martin J. Walsh and the Mayor's Office of Arts and Culture, in collaboration with the Boston Art Commission and Boston Public Library, today announced a Request for Proposals (RFP) for a public art project to complement the renovation of the Dudley Branch of the Boston Public Library. The RFP is for the first of two Percent for Art projects that the City of Boston is commissioning as part of the renovation of the library. The Percent for Art program sets aside one percent of the City's annual capital borrowing budget for the commission of public art. "I'm very excited to see how these public art installations will enhance the design of the renovated branch," said Mayor Walsh. "The Dudley Library has been a pillar in the Roxbury neighborhood for years, and this artwork will only make it more welcoming and reflective of the vibrant community that surrounds it." The Dudley Branch is currently undergoing a $17.2 million renovation included as part of Mayor Walsh's Imagine Boston 2030 Capital Plan, scheduled to reopen in 2020, that will fully modernize the facility. The renovation includes a new welcome area overlooking a redesigned plaza, improved visibility and openness, dedicated space for children, teens, and adults, a nutrition lab and learning lab, refreshed collections, and more. The project has a budget of $250,000 and is for a site-specific, impactful, focal design feature; with a second RFP being issued this summer for graphics and images that will be reproduced and fabricated by the design team to animate interior spaces within the library. The City is accepting questions about the project until Friday, May 18, 2018 by 5 p.m. EST and the deadline to submit proposals is Friday, June 8, 2018 by 12 p.m. EST. "We are thrilled to see the Mayor's Office of Arts & Culture incorporate public art into the redesign project for the Dudley Branch, which I hope will add another dynamic visual element and help ensure the new library space is welcoming, inspiring, and of the community," said David Leonard, President of the Boston Public Library. Potential locations for the artwork include a large concrete wall that is visible from many areas of the library, as well as from Warren Street. "The Dudley Branch Library is a valuable 'third space' in the Roxbury Cultural District where our community gathers to learn, convene, have fun and share our stories," said Kelley Chunn, President & Chair of the Roxbury Cultural District. "Cultural representation matters, and so we are glad that community based artists will have a voice in the reimagining of this precious public resource." The RFP is open to all professional artists, artisans, architects, landscape architects, or teams with experience in public art, site responsive design, project management, and construction administration. Professionals from Roxbury are encouraged to apply. "This project will allow us to continue working toward a major goal outlined in the Boston Creates cultural plan, which is to integrate arts, culture, and creativity into the public realm and urban environment," said Julie Burros, Chief of Arts and Culture. "I look forward to seeing the public's response to the art, and the impact it has on visitors to the space." An Artist Selection Committee comprising representatives from the Boston Art Commission and local arts professionals representing the neighborhood of Roxbury will review the submissions. BOSTON - Tuesday, May 8, 2018 - Mayor Martin J. Walsh today announced applications for the 2018-2019 SPARK Boston Council are now available. The SPARK Boston Council is a group of volunteers charged with leading the City's efforts to engage Boston's young adult population. "We're proud to have the highest percent of young adults out of any major city in the country," said Mayor Walsh. "The SPARK Boston Council gives us an opportunity to challenge young adults to think big and become neighborhood leaders. This population is diverse, well-educated and full of ideas that will help us grow the city in a sustainable and positive way."   Under the direction of the SPARK Boston Director, the 2018-2019 Council will spend the year using its talent and innovation to identify ways in which Boston can grow as an inviting, connected, culturally rich and sustainable place for young adults. Projects may include programming and projects on housing policy, economic development, equal pay, public art and neighborhood engagement.  Throughout the SPARK Boston Council Term, members also hear from key members of the Mayor's staff as well as leaders within City Hall. "The SPARK Boston Council has always been defined by civically engaged, energetic Boston residents who are passionate about their future and our city," said Amy Mahler, Director of SPARK Boston. "Council members serve a multitude of roles such as being ambassadors of City programs, participating in focus groups for City staff, or convening policy conversations and neighborhood celebrations. It's a great way to be an active participant in Boston's future as well as your own." The 2017-2018 SPARK Boston Council is comprised of 38 Boston residents, who live in 20 different neighborhoods across Boston. This group includes entrepreneurs, designers, social workers, restaurant professionals, undergraduate and graduate students, community organizers, veterans and representatives from many other industries across the public and private sectors. Approximately a third of the Council are native Bostonians, while others grew up as far away as France, Cape Verde, India and Spain. Last year, the SPARK Boston program received 180 applications for the Council, showing a robust interest for involvement and engagement. Projects for this Council cohort have included the launch of the neighborhood tour series, the continuation of the Chief Chat policy talk series, and the Millennial Homeownership Open House, a collaboration with the Boston Home Center to bring educational materials, lenders, and realtors to millennials.                (Boston Orange)廣東台山聯誼會5月7日早上在帝苑大酒樓飲早茶，近150人歡敘，提前慶祝雙親節，預告6月4日將組團外遊，請有意參加者報名。

               廣東台山聯誼會成立於2002年，創會成員包括現任會長李照桃，以及陳迪惠、許柏照、伍松耀、雷樹泉、謝文、陳偉健、劉惠龍、吳子端、麥森光、陳其湛等人。

               該會最初設址愛丁堡羅街，其後借助帝苑大酒樓前東主黃官羨的支持，搬到必珠街，地方更寬敞，還鄰接黃官羨閱報室，從此台山鄉親進城，不但有落腳地，還有沙發可坐，報紙及電視可看。

               在歷屆幹部熱心服務下，該會每月茶敘一次，每年至少組團外遊一次，參觀過碧波地(Peabody)博物館的餘蔭堂，緬因州台山鄉親李日騰所創辦的富麗堂皇”東方紅”餐館，麻州的瑞維爾沙灘，羅德島州的新港豪宅，波士頓美術博物館，也去過金神賭場，大快活賭場。

今年(2018)，該會登記在冊的會員已逾千人，5月7日當天還又新增兩人。

                     (Boston Orange 周菊子波士頓報導)廣東華僑在海外，過去怎樣，未來如何? 刻在史丹福大學做短期訪學的五邑大學廣東僑鄉文化研究中心副教授譚金花，5月6日來到波士頓，拜會紐英崙中華公所，至孝篤親公所，昭倫公所，訪查本地僑情。

                 廣東省早從2002年起，就已積極推動僑鄉研究，2012年還撥款啟動計畫，打算花5到6年時間，編撰一部約200萬字的”廣東華僑史”，要分古代，近代，現代三卷，由暨南大學華僑華人研究院副院長張應龍任主編，中山大學袁丁教授任副主編。

2013年起，該編委會派出四批專家，到美國，加拿大，泰國，緬甸，印尼，菲律賓等國家的重點大學圖書館，博物館等做了為期一個月的定點資料收集與採購。預計2018年完成初步撰寫工作。

曾以"倉東計畫”於2015年獲聯合國教科文組織亞太地區文化遺產保護優秀獎，刻在史丹福大學做為期三個月訪學的五邑大學建築系副教授譚金花，有意做研究，透過水橋(Bridgewater)州立大學歷史教授杜榮佳安排，5月6日來到波士頓，拜訪紐英崙中華公所，至孝篤親公所，昭倫公所。

譚金花表示，廣東省刻正和中山大學，暨南大學，以及五邑大學三校合作，編撰”廣東華僑史”。她個人在過去這些年間，參訪過美國許多城市的華埠，耳聞目睹許多宗親公所面對後繼無人的挑戰，有些華埠甚至在發展商把整條街買走，改建成公寓住宅後，就此消亡。這趟來波士頓，她希望聽聽波士頓本地僑社對華埠的過去，未來，有些甚麼記憶與期望，對華埠唐人街在美國社會中扮演的角色，有甚麼看法。

在拜會中，紐英崙中華公所主席陳家驊告訴譚金花，中華公所共有35個僑團，其中16個姓氏宗親公所。僑社之內還有兩個廣教與僑立中文學校。許多姓氏公所的確面對傳承問題，但目前仍都興旺。

至孝篤親公所主席陳文珊，副主席陳文棟是大波士頓各姓氏公所主席中，比較年輕的其中兩人。他們坦言會自己加入公所服務，全因長輩影響，如今也致力構思新方法，吸引年輕一代加入。

陳志新認為，放眼全美各城市華埠，街頭講普通話多的，一定興旺，只聽得到廣東話的，恐怕就即將沉寂。

陳文棟則認為，關鍵不在講廣東話或是講普通話，而是中國政府政策。經商的他透露，華埠的經濟榮景一度走下坡，但中國留學生大量湧入，讓華埠又興旺起來，只要商店收信用卡，那些中國留學生消費起來眼都不眨。近年中國政府更改政策，每年換匯額度上限五萬元，情況就不一樣了。但是從他的親身體驗來看，波士頓華埠和舊金山，洛杉磯的下午三點以後人就不多來比，好得多了。

陳毓禮憶述了華人社區的政治參與，提及他和陳建立當年逐門逐戶的拜訪華裔居民，請他們登記成為選民，終於使華埠從只有選民300多，增加到3600多，政客們才開始願意重視華埠居民聲音。

廣東省人民政府僑務辦公室今年4月12日宣佈，為進一步編修”廣東華僑史”，將以每課題資助15萬元做法，在2018年5月15日截止收件，招標做15個課題研究。若譚金花教授朝此方向努力，或許波士頓也將是其中一個課題。

Irving Middle School Is Seventh Beneficiary of Years-Long Commitment by Fish Family Foundation

BOSTON — Monday, May 7, 2018 — Today, for the seventh straight year, Boston Public Schools (BPS) hosted a Japanese cherry tree planting ceremony at one of its schools. This year, the Washington Irving Middle School in Roslindale received five cherry trees from the Fish Family Foundation, as part of a years-long commitment by the organization. The original partnership began in 2012, to commemorate the centennial of the Mayor of Tokyo gifting the city of Washington, D.C. with the ornamental trees in 1912. The gesture served as an act of goodwill to strengthen and celebrate the nations’ burgeoning relationship. “Japan holds a special place in my heart. To the Fish Family Foundation and me, these cherry trees are a symbol of friendship between Boston and Japan,” said Atsuko Fish of the Fish Family Foundation. “These students who are learning the Japanese culture and the Japanese language will enjoy cherry blossoms every year and be inspired to be a bridge between the two cultures. That is already making them one step closer to being global citizens. We’re celebrating the limitless potential for their bright futures.” Following the first ceremony in 2012 at the Charles H. Taylor Elementary School in Mattapan, the Fish Family Foundation agreed to provide trees to elementary and middle schools in the district that offer Japanese language classes. The five-year agreement was intended to last through the spring of 2016, but the Foundation was so impressed by the school community’s response at each ceremony, that Ms. Fish extended commitment in 2017, and again this year. “Over the years, the Fish Family Foundation has demonstrated a continued commitment to our community,” said Boston Mayor Martin J. Walsh. “I’m grateful for all the work they do in sharing cultural traditions and broadening the horizons of our students.” Owed to the transient beauty of their blossoms, cherry trees are an integral part of hanami, the centuries-old Japanese custom of flower viewing. The Fish Family Foundation has now brought that tradition to seven Boston Public Schools, donating 42 trees in total. “For the past several years, the BPS community has looked forward to this springtime tradition with the Fish Family Foundation,” said Boston School Committee Chairperson Michael Loconto. “We’re grateful for their partnership and the joy that these cherry trees and the planting ceremonies have brought to our students. The ceremony today began with a few words from Principal Carmen Davis and guest speakers, including Consul Rokuichiro Michii, Consul General of Japan in Boston, and James Reginald Colimon, International Partnerships Manager, City of Boston. Irving students also treated the audience to a cherry blossom song performed in Japanese, led by their teacher Timothy Nagaoka. Students then escorted the dignitaries to the front of the school for the ceremonial planting. “The bridging of cultures and traditions is always something to be celebrated,” said Boston Public Schools Superintendent Tommy Chang, who also spoke at the event. “We are so appreciative of the Fish Family Foundation for gifting dozens of beautiful trees to our schools and for continuing to serve as a partner to the BPS community.” The schools that previously received trees from the foundation were the Charles H. Taylor Elementary School in Mattapan in 2012, James P. Timilty Middle School in Roxbury in 2013, William E. Channing Elementary School in Hyde Park in 2014, Manassah E. Bradley Elementary School in East Boston in 2015, James W. Hennigan K-8 School in Jamaica Plain in 2016, and John W. McCormack Middle School in Dorchester in 2017.

BOSTON - Monday, May 7, 2018 - Mayor Martin J. Walsh today announced Boston has maintained its perfect AAA bond rating, as assigned by Moody's Investor Service and S&P Global Ratings. The City has maintained the top credit ratings from both rating agencies since 2014. According to Moody's Investor Service, Boston's AAA rating reflects the city's strong fiscal management and stable financial position, as well as its large and growing tax base with economic diversity bolstered by significant government, higher education and healthcare sectors. The rating also takes into account Boston's conservatively managed debt profile and its planning efforts with respect to its pension obligations. "In Boston, we're committed to creating opportunities for all, and lifting up Boston's working families," said Mayor Walsh. "To do that, we need to maintain a strong fiscal foundation that allows us to invest in the programs and policies that make a difference. I'm proud Boston once again has achieved a AAA bond rating, allowing us to continue successfully planning for our city's future." "By tackling our long-term liabilities, controlling costs and using data to drive city spending, the Mayor has prioritized strong financial management," said Emme Handy, Chief Financial Officer for the City of Boston. "This bond rating highlights our commitment to Boston's long-term prosperity as we continue to make record investments in our priorities." S&P Global Ratings cites Boston's "very strong" economy as reason for its AAA rating. Contributing to Boston's strong economy is its talented, diverse workforce; longstanding financial and insurance industries, as well as the city's growing reputation as a tech hub; central location; and recruitment and retainment of college graduates in the city. In addition, S&P also highlighted Boston's history of proactively addressing future challenges through the city's long-term plans. Included in these highlights are Boston's Climate Action Plan, which addressing goals for reducing greenhouse emission by 2050; Climate Ready Boston, which develops resilient solutions to prepare Boston for climate change; Go Boston 2030, which aims to ensure equitable, reliable and safe transportation for all residents; and Housing a Changing City, Boston's housing plan which already is well on its way to creating 53,000 new units of housing by 2030. These ratings build on Mayor Walsh's commitment to financial responsibility throughout the City of Boston. Boston, May 7, 2018 – State Secretary Rosalin Acosta will be the keynote speaker at Bunker Hill Community College (BHCC)’s 44th Commencement exercises, on Saturday, May 19, 2018, on the Charlestown Campus.

“Secretary Acosta can understand the challenges faced by many of our students,” said BHCC President Pam Eddinger. “She shares the passion of promoting pathways into the workforce through education and training.”

BHCC is committed to aligning its programs and curriculum to regional workforce development needs. In December 2017, the Baker-Polito Administration and the STEM Advisory Council awarded the Boston Private Industry Council (PIC) a grant to advance work-based learning for students at Madison Park Vocational High School and BHCC by convening local companies that hire young people for internships.

This grant came on the heels of a $247,566 Workforce Skills Capital Grant to support the College’s General Sonography and Cardiac Sonography programs. The Workforce Skills Capital Grants program was created by the Baker-Polito Administration in 2016 to assist education institutions in demonstrating partnerships with industry and aligning curriculum and credentials with local businesses’ demand, maximizing planning objectives and hiring or internship opportunities regionally.

Acosta is a recognized leader, public speaker and cultural ambassador on matters of diversity, motivating youth and Latino Leadership. She was named among Boston’s Most Influential Women by the Women of the Harvard Club, El Planeta’s Top 100 Most Influential Hispanics in Massachusetts and Get Konnected’s 100 Most Influential People of Color in Boston.

Before joining the Baker-Polito administration, Acosta gained respect as a financial and banking service professional. She has more than 30 years of experience at Greater Boston financial institutions, and has served in many community and civic capacities.

Born in Cuba, Acosta came to the United States at the age of four. She earned a Bachelor of Arts from Wesleyan University in Connecticut where she was a member of the Women’s Varsity Ice Hockey Team. She is the proud mother of five children.

BOSTON - Monday, May 7, 2018 - Mayor Martin J. Walsh and Boston Centers for Youth & Families (BCYF) have announced the release of the 2018 BCYF Summer Grants Request for Proposal (RFP). Applicants may apply for a 2018 BCYF Summer Grant of up to $5,000 to support fun, safe, enriching youth programming this summer. These grants will increase both the number and variety of programs serving youth, and will ensure that youth across the City have access to activities and opportunities this summer. "Thousands of Boston's young people will have a great summer thanks to the agencies the BCYF Summer Grant supports," said Mayor Walsh. "I'm pleased to be able to offer this grant to support the innovative and engaging programming provided by our non-profit partners during the summer months." "Through our non-profit partners, Boston youth will benefit from a greater selection enrichment opportunities that will promote healthier and happier Boston youth," said Mayor's Office of Health and Human Services Chief, Marty Martinez. "Thanks to the BCYF Summer Grant Program, youth from Mattapan to East Boston will have great opportunities to participate in quality youth programming throughout the summer." The grants range from $2,000 to $5,000 and will support summer programs in Boston neighborhoods. Ages to be served must range from 6-18 and may include young adults up to age 21. Programs must operate between July 11 and August 31. Last year, almost half of the 82 programs that were awarded funding had a sports, recreation, fitness or health-related focus, while others were art-based, educational or community and civic engagement opportunities. "Even though BCYF offers hundreds of summer programs, we rely on our non-profit partners to join us in keeping Boston's youth happy, healthy and safe during the summer," said William Morales, Commissioner of BCYF. 【2018牛頓臺灣日   福爾摩沙馬戲團大受好評】由波士頓僑教中心結合牛頓海德社區中心及各僑團共同舉辦的「2018牛頓臺灣日」，於5月5日在僑教中心旁的臺灣花園廣場舉行，在升旗典禮及遊行後，正式揭開序幕，現場共有27個團體設置39個各式攤位，場面盛大，溫馨熱絡；當天活動吸引超過2,000位僑胞及主流社會各界人士參加。

駐波士頓臺北經濟文化辦事處處長徐佑典在開幕儀式致詞時表示，今年是第11屆牛頓臺灣日，感謝牛頓海德社區中心及各僑團11年來與僑教中心共同舉辦這項文化盛事，尤其僑胞設置各類臺灣美食、臺灣傳統技藝文化及慈善公益組織等攤位，向主流社會宣揚臺灣多元優質文化，更能提升臺灣的知名度與能見度。

僑教中心主任歐宏偉則指出，為擴大宣揚臺灣文化的成效，今年特別邀請由僑務委員會遴派「北美地區臺灣傳統週」巡迴訪問團FOCA福爾摩沙馬戲團專程前來演出「咱的故鄉」，福爾摩沙馬戲團是臺灣著名的特技團體，透過歌唱、特技、雜耍、舞蹈及戲劇等元素，傳達臺灣人民豐沛的情感及堅毅的生命力，同時展現臺灣青年在表演藝術的無窮創意，並且讓海外人士透過表演藝術，了解臺灣歷史及多元文化之美，並且見識臺灣軟實力。

麻州眾議員Keiko M. Orrall、Kay Khay、Kevin Honan、黃子安到場致詞，並致送麻州州議會賀狀；牛頓市市長Ruthanne Fuller、市議員John Rice、尼泊爾領事Pralhad KC、韓國副領事權承桓均到場致詞；另僑務委員蔣宗壬、紐英崙中華公所主席陳家驊及各主要僑團負責人都到場參加，對於各類靜態展示活動及動態表演節目，都給予肯定及好評。

波士頓地區的中華民俗藝術工作坊帶來的臺灣戰鼓、舞龍、舞獅、民族舞蹈及扯鈴等節目，吸引與會人士的目光，深獲主流社會人士的喜愛；駐波士頓臺北經濟文化辦事處及僑教中心也在活動現場設置攤位，宣傳臺灣優質醫療、觀光及文化，並提供護照更新與簽證申辦等領事服務，以及駐處臉書粉絲專頁宣傳事項;另當天發起波士頓僑界連署致函世界衛生大會總幹事Tedros Adhanom  Ghebreyesus，支持臺灣加入聯合國世界衛生組織(WHO)及參與世界衛生大會(WHA) ，獲得在場僑胞的熱烈支持及響應。 (圖與文:波士頓僑教中心提供)
