台灣經濟部將訪波 9/26辦攬才洽談會

臺灣經濟部籌組攬才團訪問波士頓並舉行
攬才洽談會(Job Fair),歡迎僑胞及留學生登記參加

為協助臺灣廠商及科研機構延攬人才,提升臺灣的競爭力及科技研發能量,臺灣經濟部之投資業務處與外貿協會合作籌組的「2016年美國攬才團」將在925日來訪波士頓,並於次日(9/26)舉行與本地人才及留學生的面試洽談會,歡迎僑胞及留學生等專才參加。

根據駐波士頓臺北經文處提供之訊息,參加本次洽談會的廠商共有14家,包括臺灣的鴻海精密、廣達電腦、信邦電子、益邦製藥、台新金控、工業技術研究院及資訊工業策進會等,俱為一時之選。其中有3家是在美投資的臺商共襄盛舉,參與攬才,包括麻州的北美祥茂企業(醫療器材)E-Ink Corp.(電子書、電子顯示科技)及紐約的金石娛樂。以上廠商中將有7家派員在現場與求職之專才進行面談,其餘則委託外貿協會隨團人員蒐集本地人才之履歷資料,攜回轉給未能派員前來的廠商參考,由廠商在事後另與求職之人才接洽。至目前為止,以上徵才廠商開出的職缺多達100餘個,除研發職類外,還包括主管職、行銷、管理及財務等,工作的地點除臺灣外,還包括美國本土及東南亞等。

CITY PASSES 10,000 MARK FOR NEW HOUSING UNITS COMPLETED
As new stock becomes occupied, rental market in some high-growth neighborhoods beginning to moderate; more than 20 percent new units are affordable
BOSTON - Monday, September 12, 2016 - Mayor Martin J. Walsh today announced that the City of Boston has completed more than 10,000 units under the administration's housing plan Housing a Changing City: Boston 2030. In order to accommodate the growth of the city, the plan calls for the creation of 53,000 new units of housing to be created by the year 2030.
 
Along with the 10,486 units completed, 7,242 housing units are currently under construction, another 17,285 are currently in the development review process, and 4,167 are in the pipeline. This brings the total number of units towards the housing plan to just over 39,120 - enough housing for 67,600 new residents.
 
In addition, the administration announced that trends are beginning to show potential stabilization in select high-growth rental markets.
 
"Boston is growing faster than at any time in the last 50 years, and we need to make sure that anyone who wants to help make our city better can afford to live here," said Mayor Walsh. "In today's strong housing market, that means we have to create housing at all levels - from luxury units to housing for seniors and formerly homeless people.  I am so pleased that we have reached this milestone, and we are not going to rest until we have reached our goals."
 
Boston leads the nation in percentage of its housing stock set aside as deed-restricted affordable units. The current round of completions maintains that status, with twenty percent of new units set aside as affordable housing. Of those units, 60 percent are affordable to families making less than 60 percent of Area Median Income (AMI) - a combined household income of $53,000 or below for a family of three.  The remaining 40 percent are affordable to middle-income residents - those families with household incomes between $60,000 - $125,000.

A fundamental principle of the City's housing plan is that as new housing stock comes on line, it will relieve pressure on the City's existing stock.  As people who wish to upgrade do so, the result will be higher vacancy rates in existing stock and diminished pressure on rents.  
 
Based on a new City analysis of rental trends, this stabilization appears to be underway in several of the neighborhoods that saw the highest growth. For example, Central Boston saw 3,030 units completed - a 25 percent rate of growth. Rents in older units in this neighborhood have now declined by just over one percent.  
 
In the Fenway, which grew by six percent, rents in older units declined by .4 percent.  And in the South End, which grew by nearly ten percent, rents in older units only rose .3 percent.  
 
To better understand the forces behind rental trends, the City also analyzed job growth in Boston's neighborhoods to understand whether rental prices correlated with significant job growth. Early results point toward this trend bearing out.
 
For example, the neighborhood of South Boston, which includes the Seaport District, grew its housing stock by more than 26 percent, yet still posted a 6 percent increase in rents; however, the neighborhood also added enough floorspace to accommodate more than 8,000 new workers, which suggests that supply has not yet caught up with demand.  The City will continue to closely monitor these trends on a neighborhood-by-neighborhood basis.
 
The City hopes that increased production in the neighborhoods will also begin to moderate rents outside of the downtown core.  Of the 10,000 completed units, 67 percent were downtown, while 33 percent were in the outer neighborhoods; however, current trends in permits show a reversal of this trend.  Sixty-nine percent of the permit applications in 2016 have been in the outer neighborhoods, with 31 percent in the downtown core.  
 
Nearly one-quarter of the completed units represent homeownership opportunities, with that trend continuing to grow as the City sees a shift in permits pulled from rental to condominium.  For example, in 2013, 82 percent of permits pulled were for rental property; in 2016, that number has decreased to 43 percent.
 
The numbers also demonstrated an almost even split between smaller units and family size units: 52 percent were one bedroom or smaller; while 48 percent were two-bedroom units or higher.
 
To begin to identify the remaining units, the City will this week begin convening department heads across agencies to identify even more new strategies for development.

Grants Allow Municipalities and Water and School Districts to Advance Clean Energy Goals

BOSTON – September 12, 2016 –The Baker-Polito Administration today awarded $518,645 in grants to 75 cities and towns across the Commonwealth to develop clean energy projects. The Department of Energy Resource’s (DOER) Municipal Energy Technical Assistance (META) grants, which are utilized by designated Green Communities or municipalities in the designation process to better inform their clean energy decision-making, are awarded to Massachusetts municipalities, regional school districts, and water/wastewater districts to aid in the management of projects or the performance of studies to support the development of energy projects.

“The goals of reducing energy costs, meeting our emissions reductions targets, and building a clean energy future are shared across the Commonwealth by our municipal and ratepayer partners,” said Governor Charlie Baker. “META grants lay important foundations for the municipal and regional bodies to develop and implement critical clean energy projects as Massachusetts continues to move towards our shared clean energy future.”

“The Commonwealth’s cities, towns, and regional planning authorities are on the front line of Massachusetts’ clean energy revolution and our administration is pleased to be assisting in their efforts,” said Lieutenant Governor Karyn Polito. “DOER’s Green Communities program continues to be a crucial partner for our municipal partners as they adopt clean energy and energy efficiency policies and practices.”

Open to all 351 cities and towns, as well as regional planning authorities, META grants fund the services of expert consultants and contractors to assist with a diverse array of local energy projects.  Applicants in the grant round that opened in June were eligible to apply for grants of up to $12,500. A function of DOER’s Green Communities Division, the grants are funded through proceeds from Alternative Compliance Payments under the Massachusetts Renewable Portfolio Standard.

Energy projects are often complicated endeavors that require expertise that many municipalities don’t readily have access to,” said Energy and Environmental Affairs Secretary Matthew Beaton. “META grants provide critical resources that can move cities and towns closer to realizing new clean energy projects that reduce energy costs and emission.”

“DOER is committed to partnering with Massachusetts municipalities to spur clean energy innovation on the local level, allowing ratepayers to more directly benefit,”said Department of Energy Resources Commissioner Judith Judson. “We consistently hear that META grants provide the catalyst needed to get local energy projects out of the starting gate and moving toward the finish line.

The awarded funding for projects will be undertaken by the following communities and public entities:

“As the growth of the clean energy sector continues to expand at an accelerated rate, investing in clean energy technology is a critical part of meeting our region’s diverse energy needs,” said Senate President Stan Rosenberg (D-Amherst). “These vital grants are an encouraging step forward to reach our renewable energy and technology goals in the Commonwealth and help us meet our commitment to clean energy under the Global Warming Solutions Act.”

“I am thrilled to know communities in my district are working to reduce energy costs and increase efficiency on the local level, and I congratulate them on receiving this grant funding,” said State Senator Don Humason (R-Westfield). “I also appreciate the Baker-Polito Administration’s direct support for communities working towards this worthwhile goal.”

“The META grant will be extremely beneficial for Westfield,” said State Representative John Velis (D-Westfield). “This grant will enable the city to continue moving towards our goals of providing access to clean, affordable energy.”

“As our towns strive to reduce energy costs and emissions, I'm thankful that programs such as this are available across the Commonwealth,” said State Representative Susannah Whipps Lee (R-Athol). “I'm very happy to see three towns of the Second Franklin District on the list of grant recipients.” 

“I am pleased that the Lynnfield Water District has been awarded a META Grant which will help reduce the Town’s energy consumption and costs, as well as thoughtfully plan for energy efficient projects in the future,” said State Senator Thomas M. McGee (D-Lynn). “This investment will improve the quality of life for the residents of Lynnfield and the Commonwealth.”

“The Baker-Polito Administration has been at the forefront of efforts to promote clean energy projects across Massachusetts,” said House Minority Leader Bradley H. Jones, Jr. (R-North Reading). “This latest round of META grants will help further those efforts by providing our cities and towns with the funding and support they need to successfully implement these types of projects on both a local and regional basis.”

“These META grants are critical to helping Massachusetts meet its commitment to reduce emissions and develop more clean energy sources,” said State Representative Donald Wong (R-Saugus).  “I’m proud to join the Baker-Polito Administration in supporting this important program, which will provide communities with the resources needed to implement energy efficient projects throughout the Commonwealth.”

Projects and studies receiving funding will support the performance of solar photovoltaic site evaluation, heating system replacements, ASHRAE Level II audits, technical analysis of energy use at drinking water and wastewater facilities and technical assistance with Green Community reporting and application.

MAYOR WALSH LAUNCHES CITY'S FIRST MEMORY CAFE
BOSTON - Monday, September 12, 2016 - First launched in July, Mayor Martin J. Walsh will continue to host the city's first Memory Cafe, "Thanks for the Memories," this fall. The cafes are a partnership between the Elderly Commission's Boston Alzheimer's Initiative and The Grove Hall Center for Youth and Families, in addition to other community partners.

Memory Cafes originated in the Netherlands in 1997 and have since spread to the UK, Australia and thirty-seven states across the US. They are places where individuals experiencing memory loss and their caretakers can meet in a safe, social environment to share resources and support one another.

"I understand the toll Alzheimer's takes on a family, and the love and patience that is required to care for someone with the disease. Memory cafes are one way Boston can help relieve the burden and provide additional support," said Mayor Walsh.

The first memory Cafe was held on July 11th. There were 20 people from across Boston in attendance and they participated in a painting class led by Dot Art, and refreshments donated by the Haley House, Target South Bay and Grove Hall Stop and Shop. Others engaged in conversation, talking about their experiences living with Alzheimer's or taking care of someone with Alzheimer's and shared advice and support.

The August cafe attracted more residents and featured an art activity guided by Friendship Works and presentations by the Boston Alzheimer's Initiative, The Boston University Alzheimer's Disease Center, Boston Elder Info and Caregiver Homes.

On September 12th the theme of the café is "Meet Me at the Grove Hall BCYF Senior Center and Make Memories." Participants will enjoy classic film clips and engage in discussion led by The I'm Still Here Foundation. The mission of the foundation is to develop and evaluate innovative, non-pharmacological approaches to helping people with cognitive challenges. The focus in on implementing inclusive community-based arts and culture programming such as the event planned for the September 12th café.

In 2014 it was estimated that 10,000 Bostonians were grappling with Alzheimer's and other dementias. As the population of older adults in Boston continues to grow, more support is required to effectively respond to their needs -including emotional and social needs. Caring for loved ones experiencing dementia can be especially draining on caretakers, and programs like Memory Cafes are a place where caretakers will be able to get support and resources.

The Grove Hall Memory Cafe will meet monthly on the first Monday of the month, except when the Center is closed for City of Boston Holidays. On those days, the Cafe will resume on the following Monday.

Future cafe's will include art, music, featured speakers and trips to museums and movies in partnership with The l'm Still Here Foundation.

中華表演藝術基金會在九月二十四日星期六晚上八點,在紐英崙音樂學院喬登廳 (Jordan Hall)舉辦由在蕭邦鋼琴大賽以及克萊本鋼琴大賽獲大獎的鋼琴家陳薩演出一場精彩音樂會。
生於重慶的一個藝術之家,陳薩九歲跟隨但昭義學習鋼琴。 1996 年成為英國利茲鋼琴大賽歷史上最年輕的獲獎者; 隔年她進入倫敦喬凱音樂學院 在四年之後以演奏家碩士學位結業。 在 2000 ,她參加了華沙蕭邦國際鋼琴大賽,奪得第四名以及波蘭舞曲最佳演奏獎,並在 2005 年的范克萊本鋼琴大賽中斬獲水晶大獎。 2007 ,畢業於德國漢諾威音樂學院,獲取演奏家博士學位。近年來,陳薩已被公認為當今最具魅力的鋼琴家之一。
陳薩與多個重要樂團合作演出,包括倫敦愛樂、美國洛杉磯愛樂、舊金山交響樂團、德國科隆西德廣播交響樂團、法國廣播交響樂團、 日本 NHK 、中國愛樂、以色列愛樂、瑞典斯德哥爾摩皇家愛樂等等。 陳薩與許多傑出的音樂家經常的合作巡演,聯袂出現在諸多音樂節的舞台上。
陳薩也積極參與慈善活動。 2007 ,她受世界銀行和挪威政府的邀請,在北京與中國國家交響樂團首演了《呼喚綠色多媒體協奏曲》,作為重要的環保項目之表率和支持。她也經常造訪中國的特殊教育學校並為患有聽覺障礙且正在恢復聽力的學生們演出。在 2015 ,她受邀在華盛頓舉行的全球公民地球日活動中擔任古典音樂演奏嘉賓。
陳薩曾被列入東京著名的二十世紀百位偉大的鋼琴家系列;同時也是《留聲機》雜誌 (中文版) 創刊號的封面焦點人物。 2009 年她被 法國《時裝》雜誌評選為最受矚目的十大中國藝術家之一。 2010 ,在蕭邦誕辰 200 年之際,波蘭政府授予陳薩蕭邦藝術護照“,以褒獎她在演奏蕭邦 音樂方面的卓越貢獻。
陳薩的錄音專輯《蕭邦印象》和《蕭邦圓舞曲全輯》分別由 JVC IMC 公司於 2001 年和 2006 年在日本發行。法國的蒙蒂公司在 2005 年全球發行了她在克萊本大賽的現場錄音集錦。她與荷蘭的五音公司合作的 SACD 系列《蕭邦鋼琴協奏曲專輯》以及《俄羅斯獨奏作品集) 分別於 2008 2009 年全球發行。 《蕭邦鋼琴協奏曲專輯》被倫敦古典 FM 評選為當月最佳唱片,並稱 (她的演奏)發自靈魂深處的演繹。她的另一張協奏曲專輯《格里格和 拉赫瑪尼諾夫第二鋼琴協奏曲》於 2011 年問世。在 2015 年初,陳薩的最新唱片 《琴懷》由瑞典 BIS 公司全球發行,涉獵了近代的中國獨奏及協奏作品。專輯問 世後便受到了樂評人及樂迷的高度評價,英國 BBC 音樂雜誌稱這是迄今聽過的 最有意思、最成功的現代中國音樂專輯
201617 的樂季裡,陳薩將推出德彪西全套前奏曲(上下冊)的獨奏會,並在北京國家大劇院,葡萄牙的里斯本、米蘭,美國的波斯頓、洛杉磯等地上演;2016 7月陳薩擔任悉尼國際鋼琴大賽的評委,接著在澳大利亞室內樂音樂節以及香港的室內樂音樂節, 演出拉赫瑪尼諾夫第二協奏曲以及蕭斯塔科維奇的第二鋼琴協奏曲, 並與立陶宛室內樂團在中國巡迴演莫扎特的鋼琴協奏曲。

絲竹春吟 : 第八屆青少年中國器樂賽 9/25 截止報名

              

文協青少年國樂團錄取三名新團員

     大波士頓中華文化協會青少年國樂團,日前舉行每年一度的新團員甄試,錄取了三名新團員:Weileen Chen(琵琶), 吳維晧(揚琴)及謝飛立(打擊)。
     文協國樂團發言人歐陽東美表示,三名新團員即日起加入樂團排練。
     歐陽東美並透露,文協國樂團將於十月份開始培訓種子團員培訓,以期更多喜愛樂團演出型式,有熱忱的中國樂器愛好者,能透過系統化訓練,循序漸進地成為一名優秀的合奏團員。指導者以樂團團員為主, 加強訓練樂團合奏技巧, 樂器培訓種類為: 笛子、二胡、揚琴、琵琶、古箏、打擊樂器,程度年齡不拘。有意接受種子團員培訓者,可洽歐陽東美(978369-6656 或電郵tungmeipan@hotmail.com

波士頓華僑文教中心民俗文化種子師資培訓開幕


波士頓華僑文教中心9月10日為波士頓地區民俗文化種子師資在地研習班舉行開幕式。
今年的培訓共有34名在地民俗文化老師參加,將分3週進行,每次課程安排4名資深學員分享參加精英班課程的內容;僑教中心主任歐宏偉在開訓儀式中致詞,勉勵學員秉持「學習.分享.傳承」的精神,提升個人文化內涵及專業知能,共同在海外推展我國多元優質文化。
