Baker-Politio Administration Awards Clean Energy Grant to Petersham School
Estimated annual savings of more than $15,000 for the Petersham Center School
PETERSHAM – July 20, 2015– The Baker-Polito Administration today announced grant funding for the Petersham Center Elementary School to convert to highly efficient biomass boilers from their existing oil heating systems. The $234,195 grant from the Department of Energy Resources (DOER) is the fifth award to be implemented from the Schools and Public Housing Integrating Renewables and Efficiency (SAPHIRE) Program.
“The SAPHIRE program helps municipalities more efficiently manage their energy use and save funds they can use for vital services for their residents,” said Lieutenant Governor Karyn Polito. “We are committed to partnering with the Commonwealth’s towns and cities to reduce energy use and costs, all while working to meet our greenhouse gas reduction goals.”
“The Petersham Center School conversion project reduces heating oil use, which will help reduce greenhouse gases from fossil fuels and save thousands in municipal dollars each year,” said Secretary of Energy and Environmental Affairs Matthew Beaton. “This grant highlights the administration’s commitment to working with municipalities, supporting our vibrant clean energy industry, and investing in clean energy.”
This investment will save the Town of Petersham at least an estimated $15,000 annually by using a less expensive fuel source with a lower environmental impact. This school building recently completed air sealing and insulation work supported by DOER’s Green Communities designation and grant program.
“This school project represents an opportunity to deploy innovative technology that will reduce costs for the residents of Petersham,” said DOER Commissioner Judith Judson. “It’s also an opportunity to teach students about the many benefits of local, clean, renewable fuel and technology.”
The SAPHIRE Program helps Massachusetts public schools combine renewable heating and cooling with energy efficiency improvements to achieve deeper cuts in their energy costs. The program is administered by the DOER in collaboration with the Massachusetts School Buildings Authority (MSBA). SAPHIRE offers feasibility studies, design and engineering studies and construction funding assistance to K-12 public school buildings pursuing renewable thermal technology, including biomass heating, solar thermal, and/or heat pumps.
“Petersham is home to the Quabbin Reservoir, Harvard Forest and the Swift River Reservation.  They are no stranger to preserving our planet,” said State Senator Anne Gobi (D-Spencer). “These funds will go a long way in implementing new technology that will provide cleaner energy while saving the Town money long term.  I want to commend the Baker-Polito Administration for their dedication to renewable resources.”
“I would like to thank the Governor and Secretary Beaton for continuing to aid our communities through initiatives such as this,” said State Representative Susannah Whipps Lee (R-Athol). “Any project which delivers cost savings to our communities while being environmentally friendly is a win for all of us.”
The program is funded by an allocation of Alternative Compliance Payment (ACP) funds and a $715,000 United States Department of Energy (DOE) grant. ACP funds are paid by electric retail suppliers if they have insufficient Renewable or Alternative Energy Certificates to meet their compliance obligations under the Renewable and Alternative Portfolio Standard programs. The U.S. DOE grant provides staffing support.

台灣學生邁國際化腳步 東海、雲科大學生羅德島進修

台灣東海大學及雲林科技大學和羅德島大學合辦的“夏季文化交流”項目,今年跨入第3屆,有32名研究所及大學部學生獲選參加,預定八月三日結束
駐波士頓台北經濟文化辦事處處長賴銘琪,教育組組長黃薳玉昨(十七)日趁著該交流團來波士頓做期中遊訪,在龍鳳酒樓設下點心宴,鼓勵學子利用機會開拓國際視野,砥礪學習方式。
賴銘琪指出,近年來紐英崙地區的華裔留學生,來自中國大陸的已逾一萬人,來自台灣的僅約1200人。雖然以人口數量及土地面積來比,這數目不差,但為長遠計,希望台灣年輕人別緊抱小確幸心態,要放膽走出去。
黃薳玉透露,教育部一直在積極推動與海外院校的合作。繼羅德島大學和東海,雲科大學,以及高雄餐飲大學和強森威爾斯(Johnson & Wales)大學的簽署了合作協議之後,台灣也正在和布朗大學磋商合作,開設研究台灣課程,舉辦討論台灣講座。
台灣東海大學、雲林科技大學和羅德島大學合辦“夏季交流”項目後,已簽約合作2+23+2等學位課程,容許台灣學生在東海大學修課兩年,達到英文程度要求後,轉進羅德島大學完成學位課程。
創辦羅德島大學與台灣合作“夏季交流”項目的該校商學院副院長陳紹寬,以及機械,工業及系統工程系教授王志鴻,為使這批來自台灣學生,在學習及生活上都適應良好,全家總動員的與東海大學企管系副教務長周瑛琪,國際學院執行秘書何盈儀,以及輔導老師盧慶樺一起照顧學生們在這一個月進修期間的所有需要。
今年這批學生,來自東海大學的有314女的共17人,由國際學院的大一學生楊凱皓帶隊。來自雲林科技大學的有78女共15人,由英文碩一的許程勛帶隊。
楊凱皓,許程勛,以及東海大學經濟系產業經濟組即將升大三的陳禹彤,雲林科技大學企研所碩一的呂韋浩等人紛紛表示,來羅德島州上課兩星期以來,每天早上研修工商管理,營運籌劃,品質保證,物流供應等專業課程三小時,下午學英文兩小時,晚上安排各種文化交流,內容十分豐富。
他們都認為美國老師教課活潑,甚至有如演員,讓他們在聽講時常有身歷其境之感。美國老師講課也比較重視拋出問題,鼓勵他們自己去找答案,在課堂上的應對也總是稱讚的多,讓他們學得很帶勁。
周瑛琪透露,在羅德島大學進修期間,來自台灣學生一度有機會和來自中國大陸中南財經政法大學的學生交流,他們回應問題的語言、態度,明顯不同。

7/28 世界肝炎日 醫護界籲民眾做篩檢

每年七月廿八日是“世界肝炎日”,華人醫務中心醫師關榮基等約六人,十六日在Gilead公司假波士頓Revere酒店舉辦的講座中,呼籲民眾重視篩檢,抽空做B型肝炎檢查。
            Gilead公司在這以“即時智慧(Bsmart NOW)“        為名的講座中還指出,市面現有安全,有效疫苗,可保護民眾免於感染B型肝炎,許多社區活動也提供免費篩檢,希望民眾儘量利用。
同時也是哈佛大學貝斯以色列醫療中心醫師的關榮基表示,在2008年以前,市面上並沒有治療肝炎的藥物,但現在已有至少兩三種藥,只要持續服用,就可保護肝臟免於功能惡化。檢查出陽性反映的民眾,也不需要太過緊張。
關榮基透露,因為華人醫務中心等的緣故,麻州亞裔社區對B型肝炎多半已有相當認識,但根據他到其他地方開會時的經驗,還有很多人完全沒注意到這一病症,以及其危險性,加強宣傳很有必要。
由於在美國境外出生的亞裔,曾接受過B型肝炎疫苗注射的比例偏低,每10人中就有1人罹患B型肝炎,共有約100萬名亞裔患有此病,佔全美患該病者的二分之一,還又因為肝炎症狀不明顯,比愛滋病毒傳播的容易100倍,每三人中有多達二人不知道自己患有此病,惡化成肝癌的機率比白人高三倍,醫生們希望亞裔社區加強關注,認識B型肝炎的傳播途徑,以及篩檢的重要性。
            B型肝炎病毒主要藏在血液及體液中,可經由任何接觸這些液體的行為傳播,包括性行為,使用污染針頭,共用刮鬍刀,牙刷等物品。
還有許多亞裔是在出生時,經由帶原的母親而染患B型肝炎。
由於肝炎並不會經由一般的碰觸,或共享食物,共用餐具,甚至也不會因為擁抱,接吻,咳嗽,打噴嚏而傳染,人們不必因為怕人議論而忌諱談論是否染患B型肝炎。
創辦HBI-DC,免費提供B型肝炎教育的許德芹,當天特地從華府搭機趕到會場,講述自己的母親,弟弟,都因B型肝炎導致肝癌而去世的故事。該一經歷促使她於1997年,還在哈佛大學就讀時,與多所大學學生合作,在華人醫務中心為民眾免費提供B型肝炎篩檢及疫苗注射。
當天擔任講者的柬埔寨裔博士生Chhan Touch也指出,麻州羅爾市是柬埔寨裔聚居地,做過篩檢,疫苗注射的人數,甚至不到10%,許多人都還沒意識到B型肝炎是這麼可怕,既容易傳染,又有致命危險。
            Gilead公司指出,有關B型肝炎的防治,醫療資料,在很多地方都可以查得到,有心查察者可上網HepBsmart.com,或電洽1-800-445-3235,搜索中文資料。

麻州長查理貝克簽署預算 381億元

麻州州長查理貝克(Charlie Baker)昨(十七)日簽署新會計年度的麻州財政預算,381億元,將改革地鐵(MBTA),收緊醫療保險開支,把持稅款及費用底線。
政治觀察家稱這是查理貝克的勝利時刻,他爭取通過了修訂版的地鐵管理架構改變。麻州議會也通過了他在三月份時擺出來,要彌平稅收及開支之間18億元差距的預算。
英文報章指出,這份預算的簽署,也象徵了政治勢力的轉移,查理貝克將開始為麻州政府裡發生的事,享有榮耀或遭責怪。
            昨日,查理貝克還公佈了他指派的五名新任地鐵(MBTA)財政控制局委員。
        查理貝克在簽署預算時,也否決了一些麻州議員們加進預算案的項目,不過和他要縮減麻州在醫療護理補助(Medicaid)上的開支來比,數額很小。
            麻州議會可以在三分之二同意下,推翻查理貝克的否決案。
            在查理貝克簽署的預算案中,有部份條款要退回給麻州議會做修改,其中一部分是如何支付為低收入居民擴大辦理的所得稅抵免。查理貝克建議延緩五年實施,而不是廢除企業稅扣減。
            在五年之後,受影響的公司可以用小額增加方式,在30年之內,扣除同樣額度的稅款,而不是照現行稅法要求的,在7年之內做大筆扣除。

            這樣可以讓州政府預算每年受影響的幅度小得多,估計在30年內可每一年少於二千萬元,而不是連續七年每年七千六百萬元。

Governor Baker, House Speaker DeLeo and Senate President Rosenberg Announce Agreement to Preserve Tax Break for Working Families

BOSTON – Today, Governor Charlie Baker, House Speaker Robert A. DeLeo and Senate President Stan Rosenberg announced an agreement to preserve the increase in the Earned Income Tax Credit that was part of the legislature’s budget while maintaining the FAS-109 tax deduction, which was eliminated in the budget.  Under the compromise, FAS-109 implementation would be delayed for five years but the time a company can claim its overall deduction will be increased from seven to 30 years. The FAS-109 agreement funds the increase of the Earned Income Tax Credit to 23% as originally proposed by the legislature’s budget conference committee.

The Governor, House Speaker and Senate President issued the following statements regarding the agreement:   

“We all agree that expanding the Earned Income Tax Credit is a critical tool to provide tax relief to over 400,000 low income individuals and working families and my administration believes in providing a stable, competitive business climate to encourage economic development across the Commonwealth,”said Governor Baker. “In that effort, we have reached a joint compromise to extend the delay of the FAS-109 deduction implementation for five years and extend the length of the deduction’s life from seven to 30 years, minimizing the annual revenue impact on the state budget.  I am pleased the legislature is ready to act on these new parameters for the FAS-109 deduction by the end of July.”

"I am proud to stand with Governor Baker and Senate President Rosenberg in supporting the EITC, a vital measure that provides much needed relief to the Commonwealth's families, without imposing any new taxes or fees and overburdening members of the business community," said House Speaker Robert A. DeLeo.

"This agreement takes an important step in addressing income inequality in our state.  As one of  the original co-authors of the state Earned Income Tax Credit I am pleased we have increased the credit by more than 50 percent to help the hard working families of the Commonwealth," said Senate President Stan Rosenberg.  "I look forward to working with the House and the Governor to increase the EITC to our initial target of 30 percent of the federal credit."
