波士頓洪門喜洋洋迎新春 (圖片)














僑委會推動新南向政策,技職專班人數大幅成長


僑務委員會積極推動政府「新南向政策」,擴大辦理僑生來臺技職專班,協助臺商企業培育前進東協新興市場人才,深化臺灣與東南亞國家之經貿交流互動及商機發展,已於106學年度獲得具體成果,無論來臺就學人數、開辦學校及科系均呈現大幅成長。其中僑生高職建教專班(簡稱3+4,即來臺就讀3年高職,並可繼續升讀4年制科大)招收僑生人數倍增至1,500人,較105754人成長100%,海外青年技術訓練班(簡稱海青班) 報到人數亦由1,179人增加至1,346人,成長14%,創歷史新高(詳附表)。
僑務委員會委員長吳新興表示,3+4僑生高職建教專班自103年開辦時2校承辦,至今年開辦學校大幅增加至15校,而返國就學的僑生,亦將從103年的281人大幅增加至今年的1,500人。僑委會已陸續會同15所開辦學校,組團前往東南亞緬甸、馬來西亞、越南、印尼、泰國及菲律賓等國辦理40場次招生宣導會。
海青班旨在培養海外青年獲得實用知識與生產技能,自民國52年開辦以來畢業學生己累計2萬多人,因具備優良技術基礎,無論在當地就業或創業,均有優異表現,深受僑界好評及海外青年之肯定。新政府上任後,開班政策更為彈性多元,本年3月開學之第36期海青班開班數增加至39班,較去年成長50%,報到人數達1,346人,成長14%,明年第37期申請招生學校,更增加至50105科,都創下歷年新高。今年更結合新南向政策,針對東南亞臺商需才產業加開秋季班,提供學生更多元選擇,也實質支持新南向產業的人才需求。
為與國內及東南亞僑臺商缺工產業對接,僑生技職專班及海青班辦理科別日趨多元,包括電子科、資訊科、汽車科、電子商務科、餐旅()科及美容科等,3+4技職專班僑生大學畢業後適用評點配額制度,可針對臺灣需才產業申請留臺工作,若返回僑居地亦可服務僑臺商企業,就近投入產業工作。目前103年來臺就讀專班之200餘位僑生,將於今年畢業接續升讀4年科技大學,邁入攬才育才的新階段。

依一般企業主之反應,來自東南亞地區學生語言、文化與民情風俗與我接近,在校學習及在廠實習穩定性高、態度積極,普獲學校及合作企業肯定。渠等在臺習得一技之長,兼具當地語言及臺灣經驗優勢,為臺灣拓展東協市場的重要助手,並促進國內產業升級及強化臺灣海外競爭力,未來將成為政府推動新南向政策新血。

BOSTON - Massachusetts Democratic Party Chair Gus Bickford released the following statement in response to President Trump's latest executive order:

"Even the White House admits that this so-called new plan has the same outcomes of the last executive order -- banning people from entering our country solely based on what religion they practice.

"This is not about national security, it's about playing politics and ratcheting up fear and discrimination. While others may be afraid to call this what it is, we are not. This is a Muslim ban that, many national security experts agree, will make us less safe. 

"Unfortunately, President Trump is continuing to prove that a leopard can't change its spots."

“The President’s travel ban was already rejected by the courts and abandoned in defeat by his attorneys. This watered-down redraft is a clear attempt to resurrect a discredited order and fulfill a discriminatory and unconstitutional campaign promise. My office remains opposed to this misguided policy and will consider all legal options to protect our residents, our institutions, and our businesses in Massachusetts.”

                Last month, AG Healey joined a lawsuit in Massachusetts challenging President Trump’s original Executive Order on immigration, and joined with attorneys general across the country in challenging the Executive Order inWashingtonVirginia, and the Eastern District of New York.

WASHINGTON, D.C. – Today, President Donald Trump signed a new executive order to update and reinstate his travel ban on Muslim-majority countries after his first order was stopped by a federal court. His previous travel ban, issued on January 27, 2017, halted all refugee resettlement for 120 days, banned Syrian refugees indefinitely, and gave priority to Christians as a minority religion. The repackaged executive order is the same, but creates exceptions for visa holders and legal permanent residents (LPRs), removes Iraq from the list of targeted countries, subjects Syrian refugees to the same review period as other countries, and ends the preferential treatment of Christians. Congressional Asian Pacific American Caucus (CAPAC) Chair Rep. Judy Chu (CA-27) released the following statement:

“This order has nothing to do with national security, and everything to do with encouraging fear of Muslims. Trump’s own Department of Homeland Security has concluded that nationality has little to do with one’s potential to engage in terrorist acts. From the first day that then-candidate Trump stood up to announce his idea of a Muslim ban, he has been painfully clear about his intentions. And if there were any doubt, his stated desire to give Christians preferential treatment under his first executive order – something that is blatantly unconstitutional – showed that he was in search of a legally palatable way to implement a Muslim ban as President.

“The tweaks made today do not make this order any less unconstitutional or immoral than the last. No individual from any of the countries named in this order has committed an act of terror in the United States. And worse, he’s particularly targeting refugees – some of the most vulnerable and least dangerous people in the world. If President Trump truly wants to make America safer, he will drop this fanatical and ideological war against Islam, stop his plans to gut the budget of the State Department, and listen to the advice of national security and law enforcement officials who have warned against isolating the Muslim community in this way. As it stands, this updated order is still a policy of cruelty and bigotry and I will continue to resist it as an elected Representative and as an American citizen.”

專協、玉山,台大校友攜手 請四專家分享生涯規劃

Belmont, MA, Mar, 2017 – 新英格蘭玉山科技協會、紐英崙中華專業人員協會、大波士頓地區台大校友會聯合主辦的「生涯規劃系列座談會」(Career Planning Panel Discussions),如何突破玻璃天花板 - 管理經驗談 (How to break through the glass ceiling – Management Experience Sharing)玉山科技協會會長許翠玲首先歡迎與會的各位,在如此寒冷的天氣特別前來參加活動。生涯規劃系列座談起源於臺大校友會的一次討論,希望可以邀請波士頓地區的資深管理人來分享經驗。於是便有了生涯規劃系列座談會。
首先由四位座談講者分享自己的經歷,宋晶晶博士在賽諾菲(Sanofi)製藥公司 擔任臨床診斷主任,宋博士一路跟隨自己的嚮往進到了臨床實驗領域,並且在接觸產業界後獲得第一份管理職位。 
林俐伶博士在輝瑞藥廠(Pfizer)擔任炎症和免疫學研究單位高級主管,林博士一直以來都以進入製藥產業作為志業,他認為熱情是成功的關鍵,擁有正確的態度可以幫助專業人經營好自己的事業。
曹伯禹博士在Kopin Corporation擔任執行副總。從MIT實驗室負責人到現在進入產業界擔任科技新創公司執行副總,曹博士選擇離開穩定的實驗室環境接受新的挑戰。
蔣宗壬博士為H2O 工程顧問公司總裁。蔣博士當初因為沒有繼承父親事業進入政治圈的意願,轉而開始了水利工程師的道路。蔣博士認為管理最重要的就是和人相處,本身的朋友來自各個不同背景,也成為其管理生涯當中重要的經驗資產。
座談會當中由觀眾及主持人提出問題,由講者以自身經驗回答及進行討論。其中觀眾提到,四位講者的經驗都是由技術基層開始,一路成為技術頂尖的職位後開始管理階層生涯,是否有除此之外轉換到管理階層的方式?
在討論當中,講者們認為管理能力就如技術一般需要培養訓練,在工作時顯現個人對於人際以及時間的管理,將有助於向管理階層升遷的機會。而要轉往管理階層也不是只有增強技術一個方法,可以依據個人長處選擇公司的不同部門,一樣有機會晉身管理人。
針對如何做好管理的問題,講者們則認為在情感面上,同理心以及尊重是必要的。當在溝通時,必須傾聽彼此的做事邏輯找出最適合的方法,而非以上對下的態度。最好在工作以外也有交流,擁有非工作場合的人際關係。實際的工作安排上,則需訂定清楚的目標,以及執行方法,才能靈活運用團隊中每為成員的能力。
主持人許會長則對講者們提問,職場中的玻璃天花板是如何產生的?講者們認為中國人有不跟其他族群來往,不了解公司環境及人員狀況的缺點。時常會不清楚公司內每位員工及管理者的關係,以及誰才是權力核心人員。除了多與人交流相處外,講者們也認為應該要花時間去思考如何幫助團隊進步,而不是抱怨自己本身的升遷障礙。
最後每位講者對於今天的討論提供結論。
林俐伶博士:不要自己創造天花板,需要時常準備好自己,維持人際關係。

宋晶晶博士:充實自己,抓住機會

曹:就算真正遇到了天花板,只要盡情享受自己在做的事,擁有那樣的熱情也就足夠。

蔣:領導能力是願意去嘗試以及知道如何做決定,學會如何拒絕上司也是非常重要的能力。

紐英崙中華專業人員協會、玉山科技協會及波士頓臺大校友會等三會攜手,35日下午在勒星頓中文學校舉辦「生涯規劃系列座談會」,百餘人出席,交流熱絡。

宋晶晶、林俐伶、曹伯禹及蔣宗壬等3名在臨床診斷、免疫學、資訊科技界有傑出成就的台大校友,以及1名工程領域專家,在玉山科技協會會長許翠玲的主持中,,以「如何突破玻璃天花板--管理經驗談」為題,坦率分享他們各自的經驗與看法。

宋晶晶博士是台大校友,賽諾菲(Sanofi)的臨床診斷主任。她從西北大學醫學院取得博士學位,到芝加哥兒童紀念醫院做臨床免疫學研究後,也曾在台灣慈濟醫學院擔任助理教授,已在生物醫藥發展業界工作15年,在全球研發上有豐富經驗,

林俐伶是輝瑞(Pfizer)製藥公司的資深主任,在炎症及免疫學研究組做先天免疫等新興科學領域的藥物研發。她也是台大校友,本科念的是藥學,碩士,博士轉做生物化學研究,從亞利桑納州取得博士學位。她在Wyeth這基因機構工作時,在發現PLCcPLA2家族成員上做出貢獻,她後來的研究還導致臨床上治療類風溼關節炎和炎性腸病等自身免疫和發炎疾病的潛在藥物。她發表過70多篇科學論文,擁有許多專利。

曹伯禹是1977年畢業的電機工程系台大校友,1980就取得加州理工學院的碩士、博士學位。加入MIT林肯實驗室後,迅速成為固態組的最多產研究人員,當上電子材料組主管,成為林肯實驗室最年輕的小組領導。1997年時,他加入了由來自香港波士頓華人范欽強所創辦的高品(Kopin)公司,成為顯示事業單位的執行副總裁及總經理。如今高品公司已是增強現實(AR)及虛擬現實(VR)等科技領域,最成功的美國企業。

蔣宗壬是維琴尼亞理工大學土木博士,在M&E,查理士。銘,惠德曼。哈維等水利工程公司工作,歷任工程師,總裁後,自己創辦了H2O工程顧問公司,也擔任過先鋒電子公司董事長。他不但事業有成,社區服務經歷更是豐富,歷任波士頓美洲銀行董事,董事長,紐英崙醫療中心董事,麻州環保署顧問委員會委員,大波士頓中華文化協會主席,紐英倫中華專業人員協會董事長,會長,波士頓南灣華埠議會共同議長,中華公所議員,他還是紐英倫玉山科技協會的創辦人之一。目前他是華人經濟發展協會董事長,也是紐英崙中華專業人員協會的顧問。

這四名經驗豐富的傑出人士,在會中非常坦率的分享了他們一路走來的經歷,提點年輕人可以借鑑的看法,做法等等。應邀出席的波士頓僑教中心主任歐宏偉在會中稱許三大僑團的付出與努力,笑說波士頓年輕人有福氣。(部分資料僑教中心提供)

麻州年薪百萬非牟利員工2014年93人

(Boston Orange整理報導)華爾街日報最近公佈的一份國稅局資料顯示,在2014年中,至少有93名免稅非牟利機構員工年薪逾一百萬元。
其中許多人是醫院或大學院校高管。
根據該資料,在2014年中,全美至少有2,692名非牟利機構員工年薪逾百萬元,和2011年相比,增加了約三分之一。
 實際數目可能更高,因為該資料只統計了在1230日前已申報年稅的機構或組織的員工薪資。
麻州員工的數目統計,也還沒包括那些在報表上組織狀態留白的非牟利機構。
在非牟利組織越來越專業化,並採用了企業界的薪資策略後,這些年來非牟利組織的報酬就不斷增加。議員們也因為這些組織的免稅資格開始關注這一狀況。
2014年中,全美年薪最高的非牟利組織員工是經營密蘇里醫院Ascension的董事長兼執行長Anthony Tersigni1760萬元。
2014年中,麻州年薪最高的非牟利組織員工是當年的哈佛大學管理公司董事長兼執行長Jane L. Mendillo1380萬元。
            在麻州非牟利組織中,2014年年薪最高的5名員工,全都是哈佛大學管理公司員工,薪資分別為450萬元,870萬元,1000多萬元。該組織也因為這種華爾街級別的薪資遭受批評。
            波士頓環球報把這些年薪最高的非牟利組織員工資料,製作一張表,上面的人名包括大波士頓猶太慈善組織負責人,春田學院和布蘭岱斯大學的前校長,以及其他校區和醫院的領導。

            年薪逾百萬的麻州非牟利組織員工還包括劍橋是布洛德(Broad)機構董事長,威廉斯城克拉克(Clark)藝術機構的前領導,波士頓美術博物館(MFA),以及劍橋市的Charles Stark Draper實驗室。

馬英九此行到訪波士頓,主要是為出席哈佛大學法學院東亞法律研究慶祝五十週年的系列活動,預定今()日下午2315分,以從馬同學到馬總統(From Harvard Law School to the Presidential Office)”為題,發表講談。
(35)日一早,他特地重遊舊地,看看四十多年前他當義工的紐英崙中華公所,並在中華公所禮堂和150多名獲得入場券的幸運者晤談,合影。

中華公所董事,也是港澳之友社、海外香港華人民主人權促進會、唐人街治安巡邏隊成員的謝中之,特地敦請馬英九參訪從華埠牌樓旁,搬遷到司徒麗英公園面向大西洋道的天安門六四紀念碑,並向他詳述該紀念碑是由波士頓前市長雷夫連(Raymond Flynn)在一九八九年九月時豎立的經過。
在香港出生的馬英九細看碑文,鞠躬致意後表示,無論是當年、現在或將來,他一直很支持中國大陸學生們在1989年時爭取民主,自由和法治的行動,他也知道近年來香港民眾為保護香港當地的民主,自由與法治,行動越來越積極,他將持續關注。

New website includes form to submit comments to the newly formed Task Force
BOSTON – Today, Treasurer Deb Goldberg’s Alcohol Task Force launched a website to gather comments, suggestions, and recommendations on any law or regulation of the alcoholic beverages industry for the Task Force’s review.
The extensive questionnaire allows members of the industry and the general public to submit targeted proposals to the Task Force, and can be found HERE.

Earlier this year, Treasurer Deb Goldberg convened an Alcohol Task Force to examine the legal and regulatory framework governing the alcoholic beverage industry in the Commonwealth of Massachusetts. The Task Force consists of an independent group of professionals appointed by the Treasurer, Speaker of the House, Senate President, and Governor. E. Macey Russell, partner at Choate, Hall & Stewart LLP, is the Chair.
The Task Force is undertaking a comprehensive review and assessment of the alcoholic beverage industry and Massachusetts’ regulatory framework. As part of the assessment process, the Task Force will hold public hearings, and establish diverse working groups focused on specific areas identified during the initial assessment process. The Task Force will ultimately make certain recommendations to Treasurer Goldberg for her consideration.

波市長,市議員爭取更多酒牌

MAYOR WALSH AND COUNCILOR PRESSLEY SEEK ADDITIONAL LIQUOR LICENSES TO SUPPORT ECONOMIC DEVELOPMENT CITYWIDE 

BOSTON - Monday, March 6th, 2017 - Today, Mayor Martin J. Walsh and City Councilor Ayanna Pressley announce a proposal to grant the City of Boston additional liquor licenses as part of an ongoing effort to attract new businesses and restaurants, encourage expansion of current establishments, and support Boston's growing economy.

"I am proud of this proposal that will give our small businesses in every corner of our city a better opportunity to grow and thrive," said Mayor Walsh. "This balanced approach to licensing ensures neighborhoods historically disadvantaged by the liquor license process will receive their fair share of licenses, while also providing an option for larger establishments to receive licenses without hurting our small businesses. I look forward to working with the Boston City Council and Massachusetts Legislature to advance this important piece of legislation."

"This is the next natural step in our push to reduce disparities in neighborhood sit-down restaurants across the city," said Boston City Councilor Ayanna Pressley. "I am happy to collaborate with Mayor Walsh to craft legislation that supports our neighborhoods in growing at their own speed and continues to support the development of restaurant clusters in our business districts that will be economic and social anchors. This City continues to grow, and this legislation is a step towards ensuring that growth is shared with all of our neighborhoods."

The proposal would provide the City of Boston with 152 non-transferable liquor licenses. These licenses would be phased in over three years (2017-2019): 
  • Ten citywide (seven all-alcohol licenses and three malt & wine) licenses a year, with no more than three a year able to go to the neighborhoods of Back Bay, Beacon Hill, and the North End each (30 total);
  • Five licenses (three all-alcohol and two malt & wine) a year, 15 per neighborhood over three years, for each of the following neighborhoods: Dorchester, East Boston, Hyde Park, Jamaica Plain, Mattapan, Mission Hill and Roxbury (105 total);
  • Five licenses (three all-alcohol and two malt & wine) a year for Main Streets Districts (15 total);
  • One all-alcohol license for the Lawn on D at the Boston Convention and Exhibition Center in South Boston (one total); and,
  • One all-alcohol license for the Boston Center for the Arts in the South End.
  • Creation of "umbrella licenses" for development projects larger than 500,000 sq. ft. in the City of Boston, under which each individual operator may apply for a license to the Boston Licensing Board without impacting the City's current liquor license cap.
     
In 2014, Boston was granted legislative approval for 25 new liquor licenses per year, over the course of three years. While 80 percent of these licenses were geographically-restricted, the remaining 20 percent were eligible to be sold on the open market. In this proposal, 100% of the new liquor licenses would be non-transferable. This will allow the administration to continue to focus on fostering neighborhood vitality and economic development in historically underserved neighborhoods. New restaurant establishments throughout Boston's neighborhoods will diversify communities and Boston Main Streets districts, offer residents local, affordable options in neighborhoods, and provide entrepreneurs an easier entry point into Boston's restaurant market.
