US Health care reform: Lessons for Taiwan 美國健保改革給台灣的借鏡

在世界衛生組織(WHO)倡議「健康是基本人權」多年之後，美國是世界上高所得國家中唯一沒有提供全民就醫保障的國家。1993年柯林頓曾嘗試推動全民納保失敗，到2010年歐巴馬任內才完成ACA法案簽署；相對的，台灣在經濟成長率尚高的1995年開辦全民健保，讓所有國民都享有基本的就醫保障。或許美國在民眾就醫保障與整體醫療保健體系的表現不佳，但是她在健康保險支付與醫療服務的創新與改革卻是獨步全球，例如論病例計酬(DRGs)、論人計酬(Capitation/HMO)以及近期的盡責照護組織(ACO)就是代表。 

本次演講者鄭守夏教授除了多年研究健保改革議題，也曾經擔任健保局局長以及健保會主委，對於台灣健保制度與醫療體系有深入了解，他將說明全球醫療照護改革的趨勢、美國健保改革的初步成效，以及台灣面對未來的挑戰。
