District Attorney Conley’s remarks on Dora Brimage case.

District Attorney Conley’s remarks on Dora Brimage case.

On a warm night almost 30 years ago, 19-year-old Dora Jean Brimage left a party near Prentiss Street in Roxbury.  Her body was found the next morning – September 7, 1987 – in the rear of a Warren Avenue storefront.  She had been badly beaten, sexually assaulted, and strangled to death.

Dora Brimage’s homicide went unsolved – until now.

Based on evidence and testimony gathered by Suffolk County homicide prosecutors, the Boston Police Cold Case Homicide Squad, and criminalists of the BPD Crime Lab, the Suffolk County Grand Jury yesterday returned an indictment charging JAMES PAIGE with first-degree murder in Dora’s homicide.

Paige is 50 years old, a resident of Manchester, New Hampshire, and currently in custody at the Hillsborough County House of Corrections.  A Massachusetts warrant has been lodged there, and we expect he will be transported to face these charges in the coming weeks.

Dora Brimage was born and raised in Boston.  She was active in her church, where her grandmother was a deaconess and she sang gospel in the youth choir.  She hoped to pursue a career in nursing.  But all her hopes, dreams, and accomplishments came to naught when she got into a car with the man who, we believe, took her life.

The evidence suggests that Dora accepted a ride from James Paige when she left the party, and that she was taken to a building at 655 Warren St.  The building was vacant at the time and under renovation.  Dora’s body was found by workmen the next morning, horribly beaten and partially undressed.

The first generation of investigators could not identify her killer at the time, but their careful, methodical work was a major contribution to the case.  They retraced Dora’s steps, interviewed witnesses at the party, and perhaps most importantly, secured biological evidence from her body.  That evidence lay dormant for many years, until the Cold Case Squad submitted it for DNA testing under a federal grant.

Prosecutors, defense attorneys, and courts across the country agree that DNA is the gold standard for identification.  And because the biological evidence in this case was carefully stored, lab technicians were able to develop a DNA profile from it decades after it was first recovered.  That profile was uploaded to the FBI’s Combined DNA Index System, or CODIS.  In 2014, it matched Paige’s profile, on record as a result of a prior felony conviction, and provided the first major break in Dora’s murder.

After numerous re-interviews by the Cold Case Squad and an exhaustive grand jury investigation by Assistant DA Craig Iannini of our Homicide Unit, we are in a position now to bring our case to court and seek a first-degree murder conviction.

As with the homicide of Lena Bruce, which was solved late last year, this case was made in part through DNA technology that was simply unavailable to our predecessors in the 1980s.  But as with Lena’s case, DNA alone is not enough to prove the elements of murder beyond a reasonable doubt.

Conducting a meaningful interview with a witness decades after the fact is no easy task – and that’s assuming they’re still alive and you can find them.  Memories can fade, corroborating evidence can deteriorate, and the passage of so much time rarely benefits the prosecution team.

And that’s why the work of Sgt. Det. Billy Doogan and Detectives Jack Cronin, Kevin Pumphret, and our homicide prosecutors deserves special recognition.  In the past seven years alone, we’ve identified suspects in 17 cold case homicides.  Five of those suspects were deceased by the time we learned their identities and one was so mentally ill that he could not be prosecuted, but every single surviving defendant to go to trial has been found guilty of his crimes.  That’s a phenomenal success rate, and it speaks to the world-class professional partnership between Suffolk prosecutors and Boston police.  When the evidence exists, we follow it wherever it leads – no matter how many years it might take or how many miles we must travel.

I have to point out today that there is a tool available that will not only solve more homicides like Dora Brimage’s and Lorna Bruce’s but likely prevent them as well.  It’s being used by 30 US states and the federal government, and it’s the use of DNA fingerprinting – a DNA swab at the time of arrest.  The Supreme Court has called it a legitimate booking procedure, just like booking photos and fingerprints – except more efficient, more effective, and more reliable.  And more than this, studies in other jurisdictions have shown that by obtaining DNA samples from sexual predators earlier in their criminal careers, we can convict and incarcerate them before they reoffend.  It’s an issue of women’s safety and I would urge the legislature to consider it as we look to modernize our state’s DNA database.

I’d like to ask Commissioner Evans to say a few words now on behalf of the Boston Police Department.

波士頓僑界歡送郭大文歡迎歐宏偉

            (Boston Orange

U.S. MAYORS UNANIMOUSLY PASS RESOLUTION IN SUPPORT OF EMPLOYERS OF NATIONAL SERVICE, SUBMITTED BY MAYOR WALSH

U.S. MAYORS UNANIMOUSLY PASS RESOLUTION IN SUPPORT OF EMPLOYERS OF NATIONAL SERVICE, SUBMITTED BY MAYOR WALSH
Resolution Presented at U.S. Conference of Mayors Calls on Municipalities to Become Employers of National Service
INDIANAPOLIS - Monday, June 27, 2016 - The United States Conference of Mayors today unanimously passed a resolution submitted by Mayor Martin J. Walsh that supports Employers of National Service, an initiative that recognizes the unique skills and experience AmeriCorps and Peace Corps alumni bring to the workforce. The resolution encourages public and private sector employers to expand the job opportunities available to those who have served in a national service role.

Announced by President Obama at the White House in September 2014 as part of the 20th anniversary of AmeriCorps, Employers of National Servicebuilds a talent pipeline which connects AmeriCorps and Peace Corps alumni with leading employers.

"Boston has a long history of embracing the tremendous value of National Service. We know it plays a vital role in connecting passionate individuals with the skills to bring positive change to their communities," said Mayor Walsh. "We've seen the impact that our National Service members have had on our City, and we are thrilled to sign on as an Employer of National Service. Whether you helped start a library in Western Africa through the Peace Corps, spent time in a classroom with City Year, or served in one of thousands of AmeriCorps programs around the country, Boston wants you on our team. We challenge all cities to join as Employers of National Service and increase their capacity to take on the most important issues of tomorrow."

The resolution passed this morning at the organization's 84th annual meeting in Indianapolis. The effort recognizes national service programs, such as AmeriCorps and Peace Corps, as a talent pipeline for dedicated employees with experience in public service, and urges cities employees to become Employers of National Service.

"Boston is a trailblazer when it comes to service, and today the city takes that commitment to the next level," said Wendy Spencer, CEO of the Corporation for National and Community Service. "I commend Mayor Walsh for these bold new steps. Not only is Boston the silicon valley of service - the birthplace of innovative AmeriCorps programs like City Year, YouthBuild USA, Citizen Schools, and Jumpstart - but it has also been home to some of our most steadfast leaders in business and elected office. Mayor Walsh has continued this strong tradition, challenging his fellow mayors to match him in making their cities Employers of National Service."

"Alumni of our service corps are highly qualified leaders with experience addressing some of the most pressing challenges facing our nation and world today," Peace Corps Director Carrie Hessler-Radelet said. "Returned Peace Corps volunteers have so much to contribute to the workplace and we're thrilled to see Mayor Walsh and the city of Boston recognize these valuable skills."

The City of Boston joins 13 other cities across the nation that have signed the resolution, including: Kansas City, Mo.; Nashville, Tenn.; Newton, Mass.; New York City, N.Y.; Philadelphia, Penn.; South Sioux City, Neb.; and Avondale, Flagstaff, Mesa, Phoenix, Tempe, and Tucson, Ariz.

Since 1994, 980,000 Americans have given more than 1.3 billion hours of service to their country, earning more than $3 billion in education scholarships.

The full resolution is included below:

RESOLUTION SUPPORTING THE ADOPTION OF EMPLOYERS OF NATIONAL SERVICE

WHEREAS, National service, including AmeriCorps and Peace Corps, grant individuals opportunity to gain experience in a variety of fields, including disaster services, economic opportunity and development, agriculture, education, environmental stewardship, health, youth development, and veterans affairs; and,

WHEREAS, National service develops essential skills, which make alumni strong leaders who are motivated, flexible, innovative, and outcome-oriented, who learn quickly, work well on diverse teams, and know how to mobilize others to tackle some of the most pressing challenges facing our nation and our world; and,

WHEREAS, National service makes AmeriCorps, Peace Corps, and other national service alumni high-quality employees for any organization; and,
WHEREAS, There are over 900,000 Americans who have participated in AmeriCorps since 1994 and over 215,000 who have participated in the Peace Corps since 1961; and,

WHEREAS, on September 12, 2014, President Obama launched Employers of National Service; and,

WHEREAS, Employers of National Service is the name given to the initiative co-sponsored by the Corporation for National and Community Service, Peace Corps, AmeriCorps Alums, the National Peace Corps Association, and the Service Year Alliance, established to connect AmeriCorps, Peace Corps, and other national service alumni with employers from the private, public, and nonprofit sectors; and,

WHEREAS, Cities, in particular, stand to gain from an influx of motivated, passionate, dedicated civil servants, skilled and experienced in serving communities; and,

WHEREAS, 12 cities have already joined on as Employers of National Service and recognize the benefit to their workforce, and 4 additional cities have just recently joined;

NOW, THEREFORE BE IT RESOLVED that the United States Conference of Mayors urges all cities, townships, villages, etc. to become Employers of National Service.

Superintendent Chang Makes Strategic Plan Public, Welcomes Community Feedback

Superintendent Chang Makes Strategic Plan Public, Welcomes Community Feedback
Strategic Implementation Plan to Define Priorities for Years Ahead
Boston, MA - Monday, June 27, 2016 - Culminating over a year of research, discussion, and review of feedback from the community, Boston Public Schools (BPS) Superintendent Tommy Chang has presented the BPS Strategic Implementation Plan to the Boston School Committee. The plan builds on the district's strengths and addresses core challenges. The public is encouraged to send feedback to superintendent@bostonpublicschools.org.

"The School Committee held community-based roundtable discussions to capture the voice of the public during the earlier stages of the plan's development," said School Committee Chairman Michael O'Neill. " I commend Superintendent Chang and the BPS leadership team for their hard work. It's critical that we hear from the community again to ensure that we're moving forward with a shared vision for our young people."

The Strategic Implementation Plan consists of five focus areas:

  • Implementing an inclusive, rigorous, and culturally/linguistically sustaining PK-12 instructional program that serves the development of the whole child.
  • Attracting, developing, and retaining a highly effective team that is responsive to the diverse racial, cultural, and linguistic needs of Boston youth.
  • Engaging families and community organizations as advocates and partners for equity, access, and results for all students.
  • Delivering a coordinated system of high-quality support, customer service, and communications centrally and at schools.
  • Building a sustainable financial system that invests resources equitably and strategically.

Each focus area includes initiatives and milestones, which determines the makeup of the work. The plan further outlines development tracking methods with metrics that can provide insight into success rates and areas for continued growth.

"Community feedback is invaluable," said Dr.  Chang. "We cannot build a better Boston without a collaborative process. This courageous plan will inform our guiding principles for how we best support our future teachers, scientists, public servants, and more. It is critical that we build in the technical systems to ensure our strategic plan is on target for the years ahead. We want to measure how we're doing as a district as we work toward our overarching vision of ensuring our students are on track for graduation, post-secondary education, and successful careers.

AG HEALEY ON TODAY’S SUPREME COURT DECISION TO UPHOLD FEDERAL LAW BANNING DOMESTIC ABUSERS FROM OWNING GUNS

AG HEALEY ON TODAY’S SUPREME COURT DECISION TO UPHOLD FEDERAL LAW BANNING DOMESTIC ABUSERS FROM OWNING GUNS

BOSTON – Today, Attorney General Maura Healey issued the following statement applauding the U.S. Supreme Court for issuing a decision in Voisine v. United States, reaffirming a federal law that bars people convicted of domestic violence from owning guns.

“Today’s Supreme Court decision is an important victory for public safety. The issue of domestic violence unfortunately leads to many gun-related injuries and deaths in this country, so ensuring that convicted abusers do not have access to firearms is critical. If you are a victim of domestic violence and there is a gun in the house, you are 500 percent more likely to be killed. Our state has some of the toughest gun laws in the country and my office is dedicated to keeping them in place, including by defending laws that prevent people with a domestic violence conviction from getting a license to carry. We will keep working with our public health community to address the impact of domestic violence on victims and families in Massachusetts and connect them with the services and support they need to help prevent these situations from escalating.”

The case was brought by two men who lost their right to own or buy guns after being convicted of domestic violence misdemeanors in Maine. The Supreme Court ruled that a reckless domestic assault qualifies as a misdemeanor crime of domestic violence, prohibiting individuals from owning or buying guns under federal law. Under Massachusetts law, domestic abusers are prohibited from buying or owning firearms and are required to dispose of any in their possession.
