Patrick Administration Announces $8.2M in Grants to Massachusetts Companies for Employee Training
Latest round of workforce training grants includes new pilot program for small businesses
Watertown – Thursday, October 16, 2014 – Continuing the Patrick Administration’s strategic investments in workforce training, Labor and Workforce Development Secretary Rachel Kaprielian today announced $8.2 million in Workforce Training Fund grants during a visit to United Parcel Service, Inc. (UPS), a grant recipient.  The grants, awarded through Commonwealth Corporation, will enable 72 companies across the state to provide customized training for 5,196 employees and create 568 new jobs over the next three years. Two million in grants will support a new pilot program to expand regional training capacity to meet the needs of small businesses.
“The Workforce Training Fund is one of our most effective initiatives for supporting businesses in meeting the demands of a highly competitive regional and global economy,” said Secretary Kaprielian.  “We have seen many companies succeed thanks to retraining their workers and we look forward to more companies, especially smaller firms, growing and excelling by investing in the Massachusetts workforce.”
This latest round of Workforce Training Fund grants builds on the Patrick Administration’s record of investment in workforce training and education.  Since 2007, the Administration has awarded $90.5 million through this grant program to 1,167 projects involving more than 1,300 businesses and 108,780 workers.
UPS, the package delivery company that provides specialized transportation and logistics services, hosted the announcement at its Watertown distribution center.  UPS will use a $200,000 grant to train 600 Massachusetts-based employees and create 50 new jobs.  The grant will help UPS implement software designed to help drivers optimize delivery routes and the placement of packages within delivery vehicles to maximize delivery efficiency. UPS plans to invest more than $1.2 million in matching funds over the two year grant.  Training will take place at UPS facilities throughout the Commonwealth.  
According to UPS Northeast District Manager, Ivy Brown “UPS understands that investing in a top-notch workforce is necessary to compete and grow in a very competitive market.  The support of the Workforce Training Fund is an invaluable resource toward keeping and growing jobs here in Massachusetts.” 
The Secretary also announced a $2 million pilot program funded by the Workforce Training Fund Program targeted for small businesses to provide their employees with training in areas such as Process Improvement, Supervisory/Leadership, ESOL, Manufacturing Skills, and Computer Skills.  Commonwealth Corporation is piloting an approach that streamlines application requirements and gives businesses access to training resources on an as-needed basis.  Eleven training organizations will offer programs through this pilot; in total they anticipate offering more than 2,500 slots in their programs to Massachusetts businesses.
"We are very interested in helping small businesses access the fund either individually or through collaborations with other businesses with similar needs.” said Nancy Snyder, President and CEO of Commonwealth Corporation, which administers the funds for the Office of Labor and Workforce Development.  “This program allows small businesses that may not otherwise apply for a grant on their own to quickly gain access to training on topics in highest demand.”

The Workforce Training Fund provides direct grants of up to $250,000 to Massachusetts companies to use over a two year period.  The following is a complete list of the awarded Workforce Training Fund General Program Grant Recipients announced today (listed by community), totaling $ 6,229,732 and the training organizations taking part in the $2,000,000 pilot program:

GOVERNOR PATRICK CELEBRATES OPENING OF EF EDUCATION EXPANDED NORTH AMERICAN HEADQUARTERS 
Expanded Headquarters Campus Will Host More Than 1,000 Employees, Double Company’s Cambridge Campus and Bring New Momentum to the Development of North Point Park.

CAMBRIDGE—Thursday, October 16, 2014—Governor Deval Patrick today joined state and local officials and EF Education First (EF) staff and organizational leadership to celebrate the opening of EF’s expanded headquarters in Cambridge. Headquartered in Massachusetts, EF has grown significantly as a world-wide leader in educational travel and language training, with nearly 1,000 employees in Massachusetts.
  
“Our Administration’s commitment to education, innovation and infrastructure are the keys to our continued economic success in Massachusetts,” said Governor Patrick. “EF Education First understands the importance of this successful strategy, and I am thrilled they have chosen the Commonwealth as the place for their continued expansion.” 
  
EF’s newly constructed space in Cambridge is a $125 million project that consists of 230,000 square feet of office space and 31,000 square feet of public space in the company’s ground floor. The new facility is built on land owned by the Massachusetts Department of Transportation, awarded through a competitive bidding process. As part of the expansion, EF has agreed to maintain and make improvements to portions of North Point Park, a public park overseen by the Department of Conservation and Recreation. EF has already filled 200 of the 400 new jobs that EF committed to creating following the 2012 groundbreaking.

“We are honored to have played a small part in the remarkable public-private partnership that has transformed North Point into a vibrant place to live, work, and play,” said EF Education North America CEO Edward Hult.  “With new public parks, pedestrian connectivity, and billions of dollars in development activity happening on both sides of the River, it’s clear that what was once referred to as ‘the lost ½-mile of the Charles’ has been found.”  

“EF Education First’s expansion in Cambridge is not only generating additional employment opportunities, it is also increasing local access to its many educational programs,” said Congressman Michael Capuano. “With cultural exchanges and classrooms all over the world, EF Education First helps students learn new languages and experience other countries. I welcome the opening of their North American headquarters.”  

EF has built a global network of 16,000 full time staff, 16,00 part-time teachers, 5,000 full-time faculty and 500 schools and offices in over 52 countries. EF services has helped over 15 million people learn a new language, travel abroad or earn an academic degree.

The 10-story EF headquarters includes up to 16 different flexible workspaces on every floor and also features 31,000-square-feet of public space on the ground and mezzanine floors, a 14,000-square-foot restaurant with outdoor seating, staff amenities including a bike room, Hubway Station, private showers, a salon and fitness center, which will open in 2015. The development features sustainable design elements including rain gardens, gray water recycling and light harvesting.

“I am very excited and proud that EF Education First has chosen Cambridge as the site of their world headquarters,” said State Representative Tim Toomey. “The people at EF have shown themselves to be great community partners for a number of years, and are a key part of the transformation we have seen take place in the North Point area.”

紐英崙玉山科協2014年會談量化個人醫藥

新英格蘭玉山科技協會 (MJNE)日前在劍橋市微軟公司大樓 舉辦第 23 屆年會,闡述大規模的量身訂造醫療服務,個人化醫治,以及預防性分析在醫療護理界的應用現狀。
新英格蘭玉山科技協會新任會長康麗雪與該會幹部當天共安排了九場講座,一場座談。駐波士頓臺北經濟文化辦事處新任處長賴銘琪,經濟組組長石大玲分別為開場致辭,做中場講話。
            九場講座中,哈佛大學醫學院教授,創辦了Cell GenesysAbgenixMillennium製藥等三家公司的Raju Kucherlapati,以”個人化醫療“為題,為大會做主題演講。曾任玉山科協會長的李政欣擔任主持。
其餘的講談題目包括,健贊公司鄭承興的“訂定罕見病研發管道的考量”,蘇新森的AG-221精準治療帶有IDH2突變的AML(急性骨髓性白血病)“,洪宜志的”藥物研發中精准醫療“,Shawn Marcell的 ”癌症中的個人化醫療擴大了治療選擇“,Michael Cho的” 慢性阻塞性肺病遺傳學:常見的變體,罕見的變異及亞型,陳立英的“在細胞治療法中使用的測量原生細胞活躍度,集中度的快速成像細胞計數法”,Eric Olson的“囊性纖維化新藥的發現和發展”,陳亞華的“個人化醫療的專利保護”等等。
            新上任的經文處處長賴銘琪在致詞時指台灣的醫療體系先進,和麻州很像,希望將來能加強交流。經文處經濟組組長石大玲預報台灣國際醫學產業園區將抵波士頓辦講座,鼓勵有興趣者盡早報名。
            Raju Kucherlapati曾於2007年為玉山科協做過年會主講人。這天他生動講述人類基因測序的技術漸趨成熟,大幅度改善了醫藥風險的評估效能,也帶來減輕人們治病負擔的效益。他大膽預測,不久將來,只用一滴血液就測出一個人的 DNA,容易罹患什麼疾病等。他認為個人化醫藥的前景一片光明,將在工程學,法律,社會等等層面影響全人類。
        會中講談個人化醫學,以及基因學的其他講者是輝瑞製藥臨床研究及發展的精準醫學主任洪宜志,Metamark Genetic執行長Shawn MarcellWolf Greenfield & Sacks律師樓律師陳亞華。
            洪宜志表示,精準醫學 (precision medicine) 是以生物標記物為基礎,提昇藥物開發效率,減少藥物開發成本的技術。個人化醫藥則是在臨床上採用分子管理技術,為病患提供個人化的預測,診斷,醫療。結合這兩種做法,病患受益更大。Shawn Marcell 強調,個人化醫療可減少過度治療。
陳亞華談的是個人生物標記物相關藥物銷售上市方面的專利保護。她指出,美國最高法院最近的判例,讓上千個專利失效,藥物專利市場將會有進一步變化。
            Michael Cho 醫師深入探討慢性阻塞性肺病 (COPD) 背後的遺傳學,包括常見變異、罕見變異、次族群。他指慢性阻塞性肺病其實有很多型態,常見與罕見基因變異的遺傳學,含有非常重要的資訊,利用機器來學習來分析這些資料,可能會帶來更有效、更個人化的治療法。
            鄭承興博士有25年以上,早期藥物的開發經驗,他目前專注於囊性纖維化等罕見疾病。鄭博士表示,罕見病的患者不多,願意投資開發藥物的個人或公司也相對的少,因應之道包括與企業,組織合作,包括健贊(Genzyme)在投資罕見病的研發上,都採用了眾籌(crowdsoursing)等方式,包括囊性纖維化基金會 (Cystic Fibrosis Foundation) 等組織提供資金與知識。
曾參與囊性纖維化的藥物開發過程的Eric Olson強調,「必須與重要關係人合作,找出可被主管機關核准的目標」。

Agios製藥公司共同創辦人暨資深研發副總裁蘇新森博士講談的是 IDH2 基因突變型急性骨髓性白血病 (AML) 的精準治療。該公司創立於 2008 年,主要做癌細胞代謝反應調控,已進入了人體試驗階段,測試抑制突變 IDH2 蛋白的口服藥物 AG-221。蘇新森認為從 AG-221的療效來看,個人化免疫療法將有更廣泛的應用。
Nexcelomg生物科學公司科技研發經理陳立英博士講談“在細胞治療法中使用的測量原生細胞活躍度,集中度的快速成像細胞計數法”,指出該公司設計的產品,幫助製藥公司節省了許多研發經費與時間。

紐英崙僑胞登山揮別今年雙十慶祝

新英格蘭地區的慶祝103年雙十系列活動,日前在中華民俗藝術工作坊主辦,有近百人參加的全僑登山活動中,完美劃下句點。
這登山活動,原定11日攀藍丘(Blue Hill),但天氣預報那天下雨,主辦單位反應迅速的立即決定延期至十二日舉行,僑胞們一樣熱烈支持,攜家帶眷出席,包括駐波士頓臺北經濟文化辦事處副處長陳銘俊(後右五)夫婦、波士頓僑教中心郭大文主任,中華民俗藝術工作坊團長張昆(後左二起),臺大校友會前任會長陳盈靜,張維鈞,共有將近一百人,浩浩蕩蕩的漫步,登山。

根據洋基觀葉(Yankee Foliage)網站公佈的資料,新英格蘭地區今年的賞楓勝季,正好是十月十一日至十五日,當天參加爬山的人沿路看到楓紅處處也忍不住笑說,這次可是一舉兩得,既登山,又賞楓,收獲大了。(圖片由波士頓華僑文化中心提供)
