Candle Light Vigil

25th Anniversary of the Tiananmen Massacre

4 June 2014 (Wednesday)

In commemoration of the June 4 Democracy Movement, a candle light vigil will be held on 4 June 2014 (Wednesday) in the Harvard University Science Center, Hall C (1 Oxford Street, Cambridge, MA 02138).  The memorial will formally start at 7:30 pm. An audio-visual prelude will start at 7:00 pm. All are welcome.

Dr. Rowena Xiaoqing He, lecturer at Harvard University will be our speaker.  The Tiananmen Massacre is the subject of Dr. He’s research studies and the topic of her seminar class.  

Wang Dan, student leader of the Tiananmen movement, will come a long way back to the Boston area to address the audience. 

After the memorial at Harvard, we will be at the Boston Chinatown Tiananmen Monument at 9:30pm to offer flowers.

為悼念二十五年前犧牲生命、以及向八九民主運動期間失去家園的鬥士與難屬致敬，海外香港華人民主人權促進會將於 2014年 6 月 4 日（星期三），晚上七時半，假哈佛大學科學館C禮堂 (Harvard University, Science Center, Hall C, 1 Oxford St , Cambridge, MA 02138)，舉行燭光晚會。影音回顧於晚上七時開始。

講者何曉清博士,  是哈佛大學講師, 專题研究和開課授教 ˹六四˼ 課程。

八九中國民主運動學生領袖王丹，將遠道歸來，為˹六四˼二十五週年致辭。

燭光晚會後，晚上九時半在波士頓華埠天安門紀念碑獻花。

麻州聯邦政府員工慶亞美傳統月 邀洪慧珠、Winston Kuo演講

聯邦特別強調計劃聯盟(Federal Special Emphasis Program Coalition)、環境保護局、平等機會局昨(廿八)日在甘迺迪聯邦大樓會議室，以“我超越（I am Beyond）”為主題，慶祝亞美傳統月。

            國稅局的Richard Guzofski，環境保護局的Stephen Griffin為活動開場，駐波士頓臺北經濟文化辦事處處長洪慧珠，IES診斷公司營運長郭大成（Winston Patrick Kuo）應邀發表講話。

            平等機會就業局第一區主任安豐貴表示，該活動曾邀來自越南，柬埔寨等不同的亞洲地區人士講談，但還從來沒有聽過台灣聲音，因此特地邀請經文處的洪處長來，從更宏觀的角度來讓人認識台灣。       

            洪慧珠從1979年以前，經文處是中華民國駐波士頓領事館說起，闡述台灣與新英格蘭的關係，以及台美關係，也介紹台灣。

            洪慧珠指出，台灣和大波士頓地區的關係深遠，早在1982年左右，台灣政府就捐款資助了華埠牌樓的建造，台灣和麻州，佛蒙特州是姐妹州，台北市和波士頓市；新罕布夏州的曼徹斯特市（Manchester）和台中市，分別是姊妹市。

           在教育上，目前大概有2000名來自台灣的學生在麻州等地就讀。台灣現在的總統馬英九，1981年從哈佛大學畢業。最近才來波士頓訪問的台灣前副總統呂秀蓮，也是1978年從哈佛大學畢業的。

            在文化交流上，經文處贊助許多活動，展現台灣豐富的民俗文化，音樂藝術，包括已連續十四年和羅德島州黑石谷旅遊協會合作舉辦的龍舟賽暨台灣日。

            洪慧珠也向出席者介紹大波士頓中華文化協會，紐英崙玉山科技協會等許多由來自台灣移民在本地組成的社團，參與舉辦諸如牛頓市台灣日等文化活動。   

            洪慧珠簡述了台灣在民主化及經濟上的成就，包括台灣是世界上第十八大貿易國，外匯儲備量在2013年時排名全世界第四。在生產資訊科技產品上，是世界第二大國，電腦，膝上型電腦，半導體，移動通訊產品等佔了70%的全世界市場。

            在民主化上，台灣歷經四個重要關鍵，分別是1987年時廢除訓政，跨入憲政年代，1996年首次全台直選總統，2000年第一次政權和平轉移，由國民黨轉為民進黨主政，2008年第二次政權和平轉移，從民進黨轉為國民黨。

        在外交關係上，洪慧珠強調了臺灣關係法的歷史，台美關係友好的重要。她也指出，台灣和中國大陸的關係也達到前所未有的緩和程度。從台灣與中國大陸2008年恢復協商起，兩岸簽署了經濟合作架構（ECFA）等不下21項協議，兩岸直飛班機從零增加到118班，每年有七百萬人從中國大陸到台灣旅遊，有不下二萬四千名中國大陸學生目前在台灣就讀，約有七萬家台灣公司在中國大陸投資了二千億元。

            在發言結束前，洪慧珠指出，台灣目前面對的挑戰是亟虛加入跨太平洋夥伴關係（TPP），以因應經濟環境挑戰。

        父親來自上海，母親是台山人，在美國出生長大的郭大成，昨日以他個人成長經驗為例，勸出席亞裔要給自己機會，發現各人熱情所在，努力以赴，才更能夠快樂度日。當年他進大學後，一度換過主修項目，研修成為牙醫時，也從成人牙科，轉到過小兒牙科，後來在哈佛大學，麻省理工學院同時進修，分別取得哈佛的口腔生物學博士，MIT的醫學資訊科技學位，當上哈佛的助理教授，成為創新轉化科技實驗室主任，得過傑出年輕導師獎（Young Mentor Award），最近離開哈佛，與人合夥創辦了IES診斷公司。

麻州的聯邦華裔員工人數一向不多，在國稅局紐英崙地區經理陳文贊(Mark Chan)，聯邦健康及人民服務局(Health and Human Services)區域經理陳建立去年底，今年初退休後，在麻州的職位最高華裔，現在應是已升為平等機會就業局第一區主任的安豐貴。

馮偉杰競選羅德州州長 前州長站台支持

羅德島州首名參選州長的華裔候選人馮偉杰，昨（廿八）日傳出前州長林肯雅門（Lincoln Almond）站台支持的喜訊。

林肯雅門（Lincoln Almond）昨日站在羅州州政府大廳的台階上，稱許馮偉杰擔任市長時的政績，指出那是他決定支持馮偉杰的重要因素。

他說，那都和經濟有關，要讓人們有工作，是就業問題，而這個人（馮偉杰）就致力於創造工作機會，在克蘭斯頓市（Cranston）市做到了。他強調，“這不是花言巧語的空話，我真的很高興支持他當羅德島州長”。

 林肯雅門還借機會批評另一名羅德島州州長候選人Ken Block的競選許諾，要刪減十億元的州政府預算，稱那是典型政客的花言巧語。

 林肯雅門的支持，是馮偉杰在最近數週獲得的支持中最新的一個。其他的背書支持包括中城（Middletown）及東格林威治(East Greenwich)共和黨鎮委員會，羅德島州的共和黨全國黨委會代表Carol Mumford，以及Steven Frias，克蘭斯頓（Cranston），納拉甘西特（Narragansett），新港（Newport），夕丘（Scituate），以及溫莎基（Woonsocket）等五地的共和黨委員會主席及會員，日前還聚會分享促使他們支持馮偉杰的個人經驗。

 馮偉杰昨日推出的首支宣傳路影片，也在強調他是個有政績為証的改革者之餘，也指出他有為克蘭斯頓市帶來一千個工作機會的記錄。他的政績還包括降低了退休金的費用，刪減了政府支出，連續三年在不加稅之下都能平衡預算等。

 馮偉杰的競選陣營日前向外公佈了他參選以來的籌款成績，截至今年三月三十一日紙，已達五十一萬一千餘元。

紐英崙中華藝術協會 6/28 辦舞展，慶三十週年

紐英崙中華藝術協會將於六月二十八日（週六）在波士頓大學蔡氏演藝中心舉辦第二十八屆中華民族舞蹈展，並於次日在傅萊明罕喜來登酒店舉辦慶祝成立三十週年餐會。

六月廿八日的中華民族舞蹈展，將於下午1:30PM，以及晚上7:30PM，做兩場公演。藝協舞團的執行藝術總監陳玉律、藝術總監陳嘉琪將與馬嘉、楊夢希兩名老師合力製作，率全體傳統中國舞蹈團團員演出。

陳玉律指出，藝協為慶祝今年是成立三十週年，除了將在舞展會場同時舉辦藝協三十週年照片展之外，並將放映介紹藝協的紀錄短片。舞展次日，將另假 傅萊明罕喜來登酒店（Sheraton Framingham Hotel ）舉辦慶祝成立三十週年餐會。

            廿八日的舞展，將由普林斯頓大學畢業的藝協舞團團員陳鳳喬擔任司儀，再度隆重推出陳玉律的創作，抱括敍說山地酋長與公主戀愛故事，全長二十六分鐘的「台灣山地組曲」。小品方面 包括有陳嘉琪老師編導的漢族舞蹈「小丫頭」，排練的「土家女」、藏族舞蹈「萬物生」及「貓鼠之夜」; 馬嘉老編導的「花與蜜蜂」、排練的「春江花月夜」、「魚兒」、 「阿咪子」與「船歌」; 楊夢希老師編導的「堅韌旳花朵」與排練的「茉莉花」等。另外還有舞團畢業生及舞團家長為慶祝藝協成立三十週年而排練的「夢裡想她千百度」及「楚腰」。

Mayor Martin J. Walsh’s Fair Housing Commission Receives Legislative Boost from Governor Deval Patrick

BOSTON—Mayor Martin J. Walsh thanked Governor Deval Patrick for signing H.3625 An Act Relative to the Powers of the Boston Fair Housing Commission, sponsored by Majority Whip Byron Rushing, into law. This Home Rule Petition updates the enabling legislation for the City of Boston’s Fair Housing Commission (BFHC), rendering it consistent with current state and federal housing discrimination laws.

The Human Rights Commission is housed in the newly-re-named Office of Fair Housing and Equity, formerly known as the Office of Civil Rights. The Fair Housing Commission a) investigates housing discrimination and city vendor CORI ordinance compliance, b) reviews affirmative marketing plans for city aided housing developments, and c) provides affordable housing listings.

“The powers of the Boston Fair Housing Commission have not been evaluated since 1994. Governor Patrick made an important decision about the way we respond to discrimination by signing this Home Rule into law,” said Mayor Walsh. “There is no place for discrimination of any kind here in the City of Boston.”

H.3625, now Chapter 110 of the Acts of 2014:

●       Adds the term “gender identity” as a protected class, and ensures that any additional protected classes that may be added to state of federal law in the future will fall under BFHC’s enforcement authority.

●       Clarifies that, in accordance with state and federal laws, no dwelling owner is allowed to publish discriminatory ads or make discriminatory statements.

●       Codifies the existing practices that judicial review of BFHC decisions are in accordance with MGL Chapter 30A, Section 14, the standard use for review of most state and administrative agencies.

The Home Rule Petition will update the Commission’s 1994 statute, which granted the City substantial housing discrimination enforcement powers. At present, Boston is one of only two municipalities with housing discrimination enforcement powers similar to the Massachusetts Commission Against Discrimination (MCAD) and accepted by the United States Office of Housing and Urban Development (HUD) as a Fair Housing Assistance Program (FHAP).

“We extend our appreciation to Governor Deval Patrick and the Legislature for taking steps to ensure that the rights of protected classes are respected and acknowledged in this legislation,” said Dion Irish, Executive Director of Boston’s Office of Fair Housing and Equity. “A lot of progress has been made, but we can do more to advance opportunities for everyone in Boston.”

“We commend the City of Boston for taking steps to ensure that transgender people have proper recourse if they experience housing discrimination,” said Jennifer Levi, Director of the Transgender Rights Project of Gay & Lesbian Advocates & Defenders (GLAD). “Unfortunately, GLAD too often hears from transgender people who have difficulty finding or maintaining safe, appropriate housing simply because of who they are. This home rule petition will make a tangible, positive difference in the lives of the many transgender people living in communities across the City.”
