麻州濫用海洛英致死人數大增 三個半月185人喪生

麻州濫用毒品致死情況加劇。麻州警察昨(24)日表示,從去年十一月一日至今,麻州內至少有185人因海洛英過量而死。
麻州警察表示,該局兇殺案小組已報告了185宗個案,但那數目還不包括麻州最大三市,波士頓市,屋斯特市(Worcester),春田市(Springfield)的記錄,
麻州警察發言人David Procopio表示,根據警方的經驗,這些數目絕對代表戠因海落英過量致死的比率增加了。
185人死亡這數目,是兇殺案小組根據麻州各地方檢察官辦公室從十一月一日以來的數據,統計出來的。David Procopio表示,從十一月一日這天開始計算,是因為該局去年開始採用了新的個案追蹤系統。
伯克夏爾郡(Berkshire)地方檢察官辦公室的兇殺案探員,報告了兩宗疑似吸毒過量死亡案。其他郡報告的數目包括,布里斯托34宗,鱈魚角及島嶼9宗,韓頓(Hampden)12宗,益士石郡22宗,米斗塞郡30宗,諾福克郡(Norfolk15宗,普利矛斯郡﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽﷽詞,拜年。或(Plymouth)20宗,薩福克郡(Suffolk)10宗,屋斯特郡(Worcester)12 宗。

審訊法庭的首席法官週一時表示,麻州的公共健康安全出現危機,需要快速,全面因應。聯邦參議員馬基(Ed Markey)週一也在陶頓(Tauton)市說,從來沒見過海洛英為害到這種情況。

These 185 deaths occurred from Nov. 1 2013 to the present day. These are all fatalities. They do not count non-fatal overdoses.

These were compiled by State Police homicide units (SPDU) attached to each of the state’s district attorney’s offices and reflect the entire state except for the three cities in which MA state police do not lead death investigations – Boston, Springfield, and Worcester. In those three cities, local police handle their own death investigations.

Of the 185 deaths attributed to heroin overdoses in that time period, there are large concentrations in southeastern Mass., the Merrimack Valley, and western Mass. hill town counties. (A high number in Middlesex County, which is expected because that is the largest county geographically).

MA state police instituted a new case management and tracking system for its Department of Investigative Services late last year, hence the start of counting in November.  Because of the new system, number of a similar time period preceding these last four months for comparison purposes is not available . MA state police's experience and accumulated knowledge, however, indicates that these numbers absolutely represent an increased rate of fatal heroin overdoses.
MA star police stated that there could be three contributing factors: 1.) A very potent strain of heroin flooding the streets; 2.) Suppliers cutting heroin with a synthetic substance – perhaps the extremely potent Fentanyl – that increased the drug’s toxicity; and 3.) Frequent poly-drug use (use of heroin simultaneous with other drugs, i.e., Percocet). Those remain possible contributing factors. Add to those one more probable factor, the fact that heroin is more readily available and easier for users to obtain than other opiates or prescription narcotics. 
MA state police is continuing to investigate and analyze the problem in conjunction with local police partners. They firmly believe that it is a problem that cannot be solved solely by arrests, although street enforcement is vital. Treatment and public education components are equally essential. Once we are able to gather more information we will release it to the public.

Below is the fatal heroin overdose breakdown per county, from November 2013 to the present day (please remember that these do not include ODs from the cities of Boston, Springfield and Worcester).

GOVERNOR PATRICK APPOINTS JAMIE WILLIAMSON AS CHAIR OF MASSACHUSETTS COMMISSION AGAINST DISCRIMIATION

GOVERNOR PATRICK APPOINTS JAMIE WILLIAMSON AS CHAIR OF MASSACHUSETTS COMMISSION AGAINST DISCRIMIATION

BOSTON – Tuesday, February 25, 2014 – Governor Deval Patrick today announced the appointment of Jamie R. Williamson as Chair of the Massachusetts Commission Against Discrimination (MCAD). Williamson has served as a Commissioner of MCAD since 2010.

“I am honored to appoint Jamie as Chair of the Massachusetts Commission Against Discrimination,” said Governor Patrick. “Jamie brings a wealth of knowledge and experience that will help us bring an end to discrimination and promote equal justice.”
Williamson was previously in charge of MCAD’s Springfield office,  where she oversaw the administration, adjudication and education of civil rights matters for the Commonwealth of Massachusetts. Williamson replaces the previous Chair, Julian Tynes, who is now serving as the Director of Labor Relations for the Massachusetts Department of Transportation.

“As we celebrate the 50th Anniversary of the Civil Rights Act of 1964, I am both humbled and honored to be appointed Chairman by Governor Patrick to represent, lead and serve the Commonwealth’s premier civil rights agency, the Massachusetts Commission Against Discrimination,” said Williamson. “I look forward to carrying out its mission and addressing the current civil rights issues that impact the citizens and businesses of the Commonwealth.”

Prior to joining the MCAD, Williamson served as the Executive Director of the Massachusetts Fair Housing Center in Holyoke, a private nonprofit fair housing organization serving central and western Massachusetts. In 2005, Williamson was appointed by the Supreme Judicial Court of Massachusetts to serve on the Access to Justice Commission. This Commission was created by the Supreme Court to provide leadership, vision and coordination to the multitude of organizations and interests involved in assuring access to civil justice for families and individuals in the Commonwealth.

In 1995, Williamson became the first AfricanAmerican woman to serve on the Pittsfield City Council and the first AfricanAmerican to serve atlarge. Over the years she has served on the boards of a number of community and charitable organizations including the Red Cross, Berkshire Medical Center, the Rotary and the Norman Rockwell Museum. She is a graduate of Smith College in Northampton and currently resides in Springfield with her husband William Marley Jr. 

“The MCAD is a vitally important agency in our communities, and the high-quality appointment of Jamie Williamson as Chair is exactly what the MCAD needs,” said Judge William Abrashkin. “Jamie is fair minded, andcommitted both to combatting discrimination and to maintaining balance in the Commission's work. Equally important, she will bring excellent administrative skills to this position. I know Jamie will work within our communities to build coalitions and provide public education as we strive towards the goal of ending discrimination in all of its forms." 

"The MCAD Advisory Board has enjoyed an excellent working relationship with Commissioner Williamson since she was first appointed by Governor Patrick to the MCAD in August 2010, and we look forward to continuing to work with her in her new role as Chair,” said Thomas Gallitano, Chair of the MCAD Advisory Board.

余風采堂慶新春 秀功夫 演舞技 敬耆老 獎學子

紐英崙余風采堂廿二日晚在帝苑大酒樓,秀功夫,演舞技,敬耆老,獎學子,不但有州市議員到賀,還有宗親法官出席,數百人同歡共樂,隆重慶祝馬年新春。
            紐英崙余風采堂是設於美國三藩市全美余風采堂總堂下屬十四個分堂之一,有宗親逾千人,掛銜服務者,包括一名美東總長超群,兩名元老金爵,仕昂,七名顧問文博、共才、定邦、國濟、積炎、厚利、積堯,兩名主席國華、景新,以及十數名幹部。           
廿二日晚,紐英崙余氏宗親藉著余明茹偕同年方32歲的余雅倫擔任司儀,余翠梅安排華林派功夫學校小醒獅上場採青獻桔,五名年僅四五歲的小龍女示範華林派功夫,悄悄展現宗親會推動傳承心意。
每年的春節敬老晚會,也是余氏宗親展現團結合作精神的日子。數十名工作人員分頭合作,既有余氏婦女部合唱團穿著喜氣洋洋的鳳仙裝,演唱“福星拱照”,“問我”兩首歌,也有八名宗親雙雙對對攜手進場,風采翩翩跳交際舞,彰顯著余氏宗親的重視中西合璧。
會中,余氏主席國華,景新代表宗親會送上新年利是給九十一歲的余黃碧梧,以及余積禮,余振嚴,余惠芳,余榮燦,余宗煌,余銓溢等高齡耆英,聊表年節敬老之心。
余寶愛,余建興主持的獎學金小組,敦請了元老余仕昂,美東總長余超群頒發獎學金給十一名得獎子弟,包括余嘉欣,余素穎,余素欣,余鑫熊,余麗盈,余素影,余樹豪,余詠鋒,梁家誠,蔡尚信,張國雄等人。
司儀還宣佈送出新年紅包給中華耆英會,廣教學校,僑立學校。
            當晚到會嘉賓包括麻州眾議員陳德基,波士頓市議會議長林乃肯( Bill Linehan),波士頓市議員吳弭,駐波士頓臺北經濟文化辦事處處長洪慧珠,波士頓華僑文教中心主任郭大文,紐英崙中華公所主席阮鴻燦等人。摩頓市長葛帝生(Gary Christenson)趕到後,照余翠梅教他的廣東話拜年,搏得全場熱烈掌聲。
            同在廿二日晚舉辦春節聯歡會的昭倫公所,這晚禮數很週到。公所主席許揚威親率幹部到帝苑大酒樓,向余氏拜年。
            2009年獲麻州州長指派為昆士市地方法院法官的余達明,是余氏宗親自己人,高坐主席台上,與宗親同歡。

加斯林亞裔糖尿病研進會進昆市為耆英辦健康講座

加斯林(Joslin)糖尿病中心亞裔糖尿病研進會經過數年研究,已確認吃得健康,適度運動,是最有效的預防,控制糖尿病途徑。22日,該會與華康家庭護理中心合作,進昆士市包華樓做宣導。
加斯林(Joslin)糖尿病中心的醫生金良城,何志恒,註冊營養師兼糖尿病衛教師劉嘉曦,該中心的張嘉麟,以及華康家庭護理中心的譚秀婷,梅勁霖等人,22日這天,以 一年四季健康生活”為主題,在昆士市包華樓一樓大堂,為數十名出席耆英做簡單講談,回答疑問。麻州眾議員陳德基應邀出席支持。
譚秀婷指出,昆市約有十幾棟耆英住宅大樓,該中心挑選了包華樓等其中三棟,辦理“ 一年四季健康生活”咨詢講座。
加斯林糖尿病中心首席科學家,也是亞裔糖尿病研進會(AADI)創辦人的金良城在會中表示,廿,三十年前,很少亞裔,華人患有糖尿病,但近年來亞裔,華人患有此病的比率,增加了不下十倍。例如香港,幾乎10%人口患有此病。
由於糖尿病是導致人們失明,血壓高,腎衰竭的主要原因,如果不加以控制,輕則截肢,重則喪命,因而如何防止,控制糖尿病,就成了很重要的課題。
金良城指出,人們會得糖尿病,是因為血液裡面有太多糖分與脂肪,但人體內控制這些糖分與脂肪的胰島素,未能發揮作用。
一般來說,患糖尿病者都比較胖,注意體重是防止患病的措施之一,不過亞裔體質和白人不同,即使不胖,也可能已患病,及時檢查因此很重要。
劉嘉曦當天在會上就哪些人是高危險群,該如何吃得健康,做了簡潔扼要的講解。她表示,亞裔,年紀在四十五歲以上,身體質量指數(BMI)在24以上,缺乏運動者,都是可能染患糖尿病的高危險人士,尤其應該注意以吃得健康,適量運動來預防,或控制。最佳的飲食比例為一碗糙米范,一碗肉,二碗菜。
在活動中,兩機構為出席者免費做糖尿病篩查,包括量體重身高血壓、臀 部和腰部測量,還送給出席者每人一個免費的計步器和健康小冊子。
加斯林糖尿病中心表示,下一場 一年四季健康生活”咨詢講座,將于三月八日在托賓樓(Tobin)舉行,麻州眾議員Bruce Ayers將出席。該中心每年舉辦的“一匙薑”籌款會,今年跨入十週年,訂三月十七日在波士頓美術博物館舉行。
