HUD ANNOUNCES AGREEMENT BETWEEN ADVOCACY GROUPS AND NATIONAL REAL ESTATE
COMPANY ENSURING DEAF PERSONS HAVE EQUAL ACCESS TO HOUSING
WASHINGTON – The U.S. Department of Housing and Urban Development (HUD) announced today that it has negotiated an agreement between the National Fair Housing Alliance, the Austin Tenants’ Council, the National Association of the Deaf, and Bell Partners, a Greensboro, NC-based apartment owner and operator that controls more than 64,000 homes in 15 states, settling allegations that the company’s properties in Texas and Georgia denied housing to deaf persons.
The Fair Housing Act makes it unlawful to refuse to rent, make housing unavailable or discriminate in the terms, conditions, or privileges associated with the rental of a dwelling on the basis of disability. This includes refusing to rent to persons who are deaf or hard of hearing.
The three advocacy organizations alleged that Bell Partners discriminated against rental applicants who were deaf or hard of hearing based on a series of fair housing tests that the groups performed in Savannah, Georgia, and Austin, Texas, in 2013. Testers posing as rental applicants who are deaf or hard of hearing called to inquire about apartments using the Internet Protocol (IP) Relay system, which allows deaf or hard of hearing individuals to communicate with hearing persons via phone using computer text.  Multiple tests were conducted over a period of several months.  Agents of Bell Partners allegedly hung up on testers who used the IP Relay system or sent their calls directly to voice mail; in contrast, agents accepted calls from testers not using the IP Relay system.  When agents spoke with testers using the IP Relay system, they allegedly quoted higher rental prices and failed to offer the same specials and amenities they offered to testers who did not use the IP Relay system.  Agents also allegedly failed to follow up with testers who used the IP Relay system.    
“Testing exposes housing discrimination that might otherwise go undetected,” said Dave Ziaya, HUD’s Acting Assistant Secretary for Fair Housing and Equal Opportunity.  “The Fair Housing Act protects all potential renters, including those who are deaf or hard of hearing.  HUD will continue to enforce the law to ensure that no one is denied housing because they have a disability.”
Under the terms of the agreements, Bell Partners will pay $175,000 to the National Fair Housing Alliance, including $25,000 in attorneys’ fees.  Bell Partners will provide fair housing training to both newly-hired and current employees. The training will cover the use of assistive technology for the deaf and hard of hearing, including telecommunications relay services. Additionally, Bell Partners will adopt a written policy addressing equal access to housing opportunities for applicants with disabilities, including deaf and hard of hearing individuals, which outlines the correct handling of telecommunications relay calls and other types of communications with deaf and hard of hearing individuals.  Bell Partners will communicate the policy to all agents and managers.  Bell Partners will pay the National Association of the Deaf $15,000 for consulting services in the development of these policies.
The Bell Partners agreement follows another settlement HUD reached on behalf of deaf and hard of hearing individuals earlier this year.  In February, HUD reached an agreement with Mercy House Living Centers in Santa Ana, CA, settling allegations that the center’s employees discriminated against two deaf and hard of hearing Section 8 applicants when they refused a request for an American Sign Language (ASL) interpreter.  Under that agreement, Mercy House Living Centers agreed to pay the applicants $17,500 to cover the amount of rent they paid during the seven months that they were unable to participate in the Shelter Care Program, provide ASL interpreters and other accommodations when necessary to communicate with persons with disabilities, and provide fair housing training for its employees.
HUD also released a Video Series for the Deaf and Hard of Hearing produced in collaboration with the National Fair Housing Alliance, Disability independence Group and Sweetwater Media. The 12 videos are in American Sign Language (ASL) with English captioning and they provide legal and practical fair housing information in a format accessible to persons who are Deaf and/or Hard of Hearing. The videos illustrate common problems faced by persons in the buying, renting, and use of a home. HUD also has an ongoing series of print PSAs in English and Spanish that address housing discrimination faced by those who are deaf or hard of hearing.

Patrick Administration Expands Energy Improvements Eligible for Residential Loan Program
BOSTON – Tuesday, May 27, 2014 – The Department of Energy Resources (DOER) today announced it is providing funding to expand the highly successful Mass Save® HEAT Loan Program to encourage more residential energy efficient upgrades and high efficiency renewable heating installations. The Expanded HEAT Loan Program will provide funding for several types of improvements not currently eligible in the existing program.

“More homeowners, renters and landlords in Massachusetts will be able to take advantage of the savings possible through the Mass Save® programs by accessing zero percent loans for improvements that haven’t been covered before,” said DOER Commissioner Mark Sylvia. “This residential financing initiative is just the latest in the Patrick Administration’s successful work to make energy efficiency our ‘first fuel.’”

The existing HEAT Loan Program provides zero interest loans to homeowners for qualified energy efficient improvements in Massachusetts homes and rental properties. It is a partnership between local banks and credit unions and the Mass Save Sponsors, the state’s investor-owned gas and electric utilities and energy efficiency service providers. The residential energy efficiency loan program is one of the largest in the nation, and aims to help credit-worthy households overcome the initial cost barrier to adopting energy efficiency upgrades.

The expansion will provide funding for improvements such as:

·         Asbestos abatement to install energy efficient heating system replacements
·         Wiring upgrades required by local and state codes to do attic and wall insulation
·         High efficiency wood pellet boilers
·         Increased loan amounts for landlord of 2-4 units are doubling from the current $25,000 cap to $50,000

The program’s $3.8 million expansion is funded through DOER by the U.S. Department of Energy’s American Recovery and Reinvestment Act (ARRA) State Energy Program funds.

"The HEAT Loan Program is a tremendous incentive for customers to take the steps necessary to become more efficient," said Penni Conner, Senior Vice President and Chief Customer Officer for Northeast Utilities, parent company of NSTAR and WMECo. "With the enhancements to the program announced today by DOER, we're confident the number of folks taking action to reduce their energy use will continue to grow."

"Energy Efficiency is one of the most important resources for meeting the challenges of climate change, so it is fantastic to see Massachusetts continue to take a leadership role," said Edward White, vice president of Customer and Business Strategy, National Grid. “For more than 25 years, National Grid has offered innovative energy efficiency services, and we are proud to work hand-in-hand with the State to enable even more customers and communities to realize increased value from their energy use."

“Eastern Bank is pleased to participate in the Expanded HEAT Loan interest buy-down offerings funded by the DOER,” said Ken Dyment, Senior Vice President. “We’re confident that our customers will find the added features helpful in rounding out their energy upgrade projects.”

In 2013, Massachusetts HEAT Loan lenders issued more than $88 million in individual energy efficiency loans to more than 9,000 customers. Since the program was created in 2006, it has led to the financing of more than $320 million in energy efficiency loans, serving over 35,000 households.

The Patrick Administration’s aggressive initiatives have made Massachusetts a leader in energy efficiency. The American Council for an Energy Efficient Economy (ACEEE) has named Massachusetts number one for three years running. The 2013-2015 Statewide Three-Year Energy Efficiency Plans are expected to deliver energy benefits of nearly $9 billion to residents, businesses, and state and local governments based on an investment of $2.25 billion.

多明尼克首名駐貝里斯總領事張雙隆到訪 波克萊台商會接待

大波士頓不但是個臥虎藏龍的地方,也是奇人異士薈萃所在。波克萊台灣商會廿四日晚在新月宮餐廳接待的貝里斯台灣商會會長張雙隆,就是其中之一。
            張雙隆原是台灣桃園的小商人,陪朋友到貝里斯考察,竟看見商機,毅然喬遷發展,從鐵皮工廠開始做起,生意越做越大,涉及行業也越來越多,越廣,代理的項目從家用電器,空調設備,建築五金,三菱汽車,金屬浪板等。去年十月,多明尼克決定在貝里斯設領館,居然是請張雙隆做第一任多明尼克駐貝里斯總領事。
            張雙隆透露,全島,也是全國三十萬人的貝里斯,非洲裔人約佔一半,機場海關人員習慣性的嚴格翻檢遊客行李。但只要他接待,甚至可以不經海關就出機場。他也豪不掩飾地指出,多明尼克會請他擔任總領事,就是看中他在貝里斯的影響力。
            張雙隆,陳芬蘭夫婦這趟來訪波士頓,主要是女兒張富傑五月廿三日從東北大學法律系畢業,他們來參加典禮,並順道感謝波克萊台商灣會顧問郭競儒之前幾年對他們女兒的照顧。波克萊台商灣會的顧問游勝雄,陳玉瑛,會長劉秀春,副會長蘇鴻昌等人,聯袂接待,並在會中暢談起他們在世界台灣商會活動中認識的種種情景。
            張雙隆透露,1994年他第一次到1981年脫離英國獨立,官方語言為英語的貝里斯時,從飛機上往下看,地面一棟棟房屋的屋頂,全都是咖啡色,還以為當地人和日本人很像,追求古雅顏色。下機後才知道,那些咖啡色,竟然是鐵皮生鏽了。接著和當地人交談,發現當地鐵皮價格,一尺十幾元貝幣,換算成台幣,等於台幣不下一百八十元。但同樣長度鐵皮,台灣只賣廿幾元,製作鐵皮的一整套機器,只要大約五萬美元,幾番查驗,計算,利潤不錯,他們就舉家遷居了。
        張雙隆回憶的指出,因為宗教,恐懼中國大陸導彈炸台等因素,在19931995年間,是台灣人移居貝里斯的高峰期,一度多至八千人,如今只剩大約八百人,部分原因是貝里斯的經濟發展仍在起步中,和廿,三十年前的台灣很像,但由於當地風景十分優美,至今仍是英法等歐洲國家人士的度假勝地。
            波克萊台商灣會顧問游勝雄表示,該會針對世界台商成立了服務窗口,由會內顧問,理事,成立服務小組,在申請學校,擔任緊急聯絡人,安排接機及住宿,投資買屋,做購物中心等房地產發展,投資理財等方面,提供咨詢及實質服務。他透露,該會迄今做過的接待工作,包括世界台商名譽總會長,南非吳松柏,溫玉霞的兩名女兒,民進黨主席蘇貞昌的女兒,德州市台商咨詢委員楊朝謙的兒子,黃金森的女兒,北美洲咨詢委員林元孝的女兒等。

WGBH慶祝亞美傳統月 出席者籲促成“數目力量”

             (Boston Orange 周菊子波士頓報導) WGBH電視台及世界頻道(World Channel)和WGBH的三名亞裔顧問委員攜手,廿二日晚舉辦誌記亞美傳統月活動,放映短片,座談亞美女性面對的刻板印象挑戰,混血兒的身份認同,探討如何在亞裔間形成共識,成就數目的力量(power of number)。

            廿二日晚在WGBH電視台內舉辦的這場“亞太裔太平洋島民(AAPI)傳統月“ 慶祝活動,由 WGBH的三名亞裔顧問委員陳秀英,李超榮,羅旭主辦,WGBH電視台世界頻道總經理程必璧(Liz Cheng)主持,亞裔文化資源中心(AARW)行政主任Allistair Mallillin,“元氣火花(The Genki Sparks)“創辦人楊愛倫( Karen S. Young)座談,並放映了韓裔Grace Lee所拍攝的紀錄片“Grace Lee Project (譯音,李瑰絲項目)“片段。
            拍片的Grace Lee是一名在密蘇里州(Missouri)長大的韓裔女孩。該紀錄片促使人思考,當自己掉進一般人對“亞裔“,或同名同姓者的刻板印象時,該如何因應。

            當晚的座談,發言頗為踴躍。首次在WGBH的誌記亞美傳統月活動中,觸及混血者的族裔認同問題。波士頓基金會總裁幕僚長陳綽敏的發言,也進一步強調了“亞裔”這一統稱者所蘊含的“數目的力量(the Power of number)“。

            菲律賓裔的Allistair Mallillin,中日混血,繼母是愛爾蘭裔的楊愛倫,以他們在四周全是白人的環境中成長,直到進大學,才知道還有“亞裔”這種身份,剛開始時,完全不認為自己屬於那一族群的經驗為例,帶出亞裔本身,或混血兒對亞裔身份是否認同,能否自然融入的問題。
主持者程必璧還在座談中拋出“什麼時候,你的樣貌會對你有所傷害,或有所助益?”這問題,讓不少座中亞裔美人感慨非常。

        程必璧說了一個她自己親身經歷的故事。那是有一次她帶著攝影隊去到一家公司做訪問。預定要訪問的人見到她時,竟然要她去倒咖啡,還問她要到那兒做訪問的記者,什麼時候到。她忍著沒發飆,真去把咖啡端來,再告訴那人,她就是來做訪問的記者。程必璧表示,那一刻,她知道自己佔了上風(I own him from that moment)。被訪問者接著有問必答。程必璧說,如果那時候她大發雷霆,結果可能是兩敗俱傷,不歡而散。
        出席者Betty Kim也表示,她是在菲律賓出生的華人,只會說普通話,自認是華人,也身體力行著相夫教子的中國傳統。但她來到美國後,華埠說廣東話的人,卻不認同她的華裔身份。
            一名來自摩頓市,名叫蘇珊的女士表示,必須找出亞裔都面對的共同議題,才能把亞裔團結起來。
一名在布魯克蘭鎮(Brookline)住了37年的居民表示,那是亞裔文化資源中心(AARW)當年就企圖要做的事。他不知道未來會怎麼發展下去。
陳綽敏則表示,重要的是找出亞裔個各族裔之間的共同點,來把亞裔團結起來,就有如不強調“我的故事“,但追逐”Grace Lee“的故事。
            程必璧則以數據指出,亞裔是美國人口中成長最快速的族裔,以波士頓為範圍,儘管有29%的亞裔生活在貧窮中,但亞裔經商者,共聘雇了8900人,發出不下二億一千萬元薪資,可見亞裔人口越來越多,經濟地位越來越重要,但在政界影響力仍低。
            根據美國人口調查統計局的2010年資料,麻州內共有亞裔394,211人,佔總人口的6%,其中華裔136,866人,菲律賓裔18,673人,印度裔85,441人,日裔15,358人,韓裔28,094人,越南裔47,636人。

“Grace Lee項目”紀錄片探討亞裔刻板印象

            WGBH電視台為誌記亞美傳統月,五月廿二日放映一名韓裔女孩Grace Lee所拍的紀錄片“Grace Lee Project"。
            這部2005年拍成的紀錄片,長68分鐘,獲有紐約亞美國際電影節的新導演獎等好幾個獎項,主要內容是追尋各地名叫Grace Lee的女孩。
           拍片者本人, Grace Lee,在密蘇里州時,在她家四周附近,學校裏,除了家人外,就只有她是亞裔,讓她一直以為自己很特別。那想到上大學後,搬到紐約,加州等地時,幾乎每個認識她的人,都還認識至少一個,另一個名叫Grace Lee的女孩。突然之間,她的名字,變成一個普通得不能再普通的名字。在紀錄片中,她聘請了一名私家偵探,來幫她找到底有多少Grace Lee。結果驚人的,全美有不下二千名Grace Lee。僅只在加州洛杉磯一帶,就有不下300Grace Lee。由於被問到的人,都形容Grace Lee是一名溫柔,安靜,勤奮,用功的女孩,促使她製作了個Grace Lee部落格,邀請名叫Grace Lee的人和她聯絡,還長途跋涉的去探訪散落各地的Grace Lee,採訪他們。

            在這許許多多的Grace Lee中,的確絕大多數都吻合Grace Lee形象,只有少數比較特別,包括李小龍的母親,也名叫Grace Lee;加州一所高中有名Grace Lee,怕學校通知她父母一些她不希望父母知道的事,竟然火燒學校;底特律有名高齡八十多的華裔Grace Lee,仍然活躍的為青少年服務,還與非洲裔社區互動格外良好。
            在麻州,比較出名的Grace Lee ,是曾任麻州財政廳副廳長,麻州亞美局(Asian American Commission)主席,韓裔的李熈愛。

華美福利會推動經濟發展 辦小企業講座

華美福利會(AACA)日前慶祝全美小企業週,在泰勒街會所內舉辦小企業講座,從小企業行政局可利用的資源,可負擔保險法帶來的改變,談到僱主應注意的工作場所責任問題,展現該會擴大服務範圍企圖。
            華美福利會的這場小企業講座,由該會董事長陳美霞,行政主任李秋明親自坐鎮,東方銀行企業銀行業務副總裁Ashley A Irez歡迎出席者。
            三場講座,依序為美國小企業行政局(SBA)經濟發展專員伍少武介紹的該局服務項目與資源,哈佛朝聖者醫療護理公司關係經理譚女士(Rose Hom)安排的可負擔醫療保險(ACA)法實施後的應注意變動,以及Ropes & Grey律師事務所安排的律師的民權及經濟正義委員會講座。
            伍少武在會中淺談小企業行政局強調的三C,亦即資本(Capital),咨詢(Counseling),合約(Contracting)。介紹該局提供的資源,包括合作夥伴SCORE的輔導員Jerry Blakely,婦女及企業中心的Gina Marciano,以及麻州州政府的Bonnie Haymon會指點人如何和州政府做生意。
            伍少武還發給出席者一份厚厚的資料,包括專為亞裔編撰的聯邦機構資源指南(Guide to Federal Agency Resources),該局發行的麻州小企業資源,提醒小企業東主,在2014會計年度內批准的7(a)類,低於十五萬元的貸款,可享有免繳規費福利。六月十日早上九點,該局將舉辦亞裔進出口講座。
        哈佛朝聖者醫療護理公司的政府事務及項目顧問Patrick D. Cahill表示,十月份起,可負擔醫療護理法(ACA)交易所去年十月開始運作。他指出,聯邦政府的可負擔醫療護理法基本上仿自麻州做法,只是以前麻州的要求比聯邦政府還嚴格,如今則放寬到有員工五十人以上,卻仍未替員工買醫療保險者,才會被罰款。他也解釋了再保險稅,凱迪拉克(Cadillac)稅等相關法條細節。
            Ropes & Grey律師事務所的Jonathan ChengNate Kurtis發給出席者一份頗厚的中英文對照講義,闡述小企業成立時的基本法律考量。
            波士頓市政府商務發展辦公室當天也派員到場,發放小企業執照及許可申請說明等資料。
            經營保險批發的Donald Choi表示,這講座內容十分豐富,他學到不少以前不知道的相關知識,也認識了以後有問題時可以找的人。
