波士頓市議員吳弭匯報議會動態 12/3 開中國家長研討會

波士頓市議會不分區市議員吳弭(Michelle Wu)日前向市民匯報議事總結,提醒有特殊教育需求的華裔家長,十二月三日出席在多徹斯特男女童俱樂部舉行的研討會。
刻正懷了第一胎,預產期是十二月九日的吳弭,在感恩節期間仍心繫工作。她表示,有意進一步瞭解波市議會工作概況者,可上網查看該辦公室公佈的議會總結報告。網址為michelleforboston.com/
波士頓市議會在感恩節之前,渡過了最忙碌的一週。波市唯一的華裔市議員吳弭,在開了一連串會議後,也有斬獲。市議會以111票通過議案,支持她和市議員歐馬力(Matt O'Malley)聯袂提議的,要求麻州政府退休金撤銷石油投資,在年底前就州議會議案HB 4354採取行動,藉以促進保護環境。
吳弭表示,為容許民眾更了解市議會都討論了些什麼議案,各有什麼進展,她的辦公室幾乎每週都會做整理報告,上載到網站,共民眾查看。
            上週發生的事情,首先是波士頓市長否決了市議會在十月廿九日時無異議通過,要成立黑人、拉丁裔男子及男童狀態局(Commission on the Status of Black & Latino Men & Boys)的議案。
波士頓市長在發給市議會的信中表示,他相信市政府規章限制藉由條例來成立局會,再者市政府正開始推動奧巴馬總統的“我的兄弟的守護者計畫(My Brother's Keeper initiative)”,市議會的提案有疊床架屋之嫌。
波市議會已把此案轉交給政府營運委員會,並有意在未來的會議中,以九票以上票數,推翻波士頓市長的否決。
其次是波士頓市長宣佈了幾項職位任命,包括指派Ann Moritz 及 Shawn Radley 進波士頓文化委員會(Boston Cultural Council);指派Jill Ann Snyder 及Brendan Haley 進檔案及紀錄顧問委員會;指派Jeri Robinson進波士頓學校委員會;指派 Carol Fulp, Bill Sinnott,Michael Curry,Deborah Shah,Amy Sheridan等五人進薪酬顧問委員會;指派Dan Manning 進地下水信託會。
在語言政策上,市府委員會將進一步檢視下一步可以怎麼做,還會有公聽會。
在住宅免稅上,市議會議長林乃肯(Bill Linehan)提議,在2015年會暨年度內,以第一類別住宅地段的平均估值為准,給居民30%的稅款減免。此案被轉交給財政委員會辦理公聽會。
在增強波士頓工人能力上,市議員楊西(Charles Yancey)和提多傑克遜(Tito Jackson)提案要求波士頓內員工人數在一百人以上的企業,從波士頓市建築工程賺取十萬元以上的建築公司,以及控制波士頓內企業勞工安置的工會等就波士頓員工比率,數目,性別及族裔,提供報告。此案轉交給經濟發展,計畫及勞工委員會辦公聽會。
            在給耆英提供可負擔醫療護理上,市議員楊西和無弭提案公聽,以討論如何使醫療保險對耆英來說更可負擔。此案轉交給健康婦女,家庭及社區委員會安排公聽會。
            波市議會通過了吳弭和市議員提多傑克遜 的網路中立(Net Neutrality)提案,要求聯邦政府通訊委員會(Federal Communications Commission)採用保護網路中立的規定,而不允許付費來獲得優化的網際網路流量。
            波市議會還通過提案,要傳召波士頓大學校長布朗在十二月二日下午四點出席波市議會的教育委員會會議,以討論有色教職員,學生的招聘或留。 
            波市議會應市議員楊西的要求,投票通過,再度擱置麥特潘(Mattapan)高中貸款案。

波市議員Tito Jackson 發三千隻火雞 候任州長查理也來湊高興

波士頓市政要慶祝感恩節,大都藉著到流民收容所服務,打菜,聊表心意。波士頓市第七區市議員提多傑克遜(Tito H. Jackson)今年別出心裁,辦了場波士頓市歷來規模最大的“火雞大贈送”,由150名義工協助,送出三千隻火雞,。
提多傑克遜在他的“提多傑克遜社區基金(Tito Jackson Community Fund)”以及義工團隊支持下,日前在洛士百利的瑞吉路易斯球場(Reggie Lewis)形成轟動場面。他說,去年他們發了1700之火雞,今年在Slater 基金,薩福克(Suffolk建築公司的紅藍基金會,波士頓馬可比路比足球俱樂部(The Boston Maccabi Rugby Football Club),夏日街租貸物業,Richard GeisserGilbane卡車司機本地工會25,所物(Shawmut)設計及建築公司,消防員本地718分會,先哲系統 Sage Systems),查理士馬克酒店(Charlesmark Hotel),以及李甘迺迪公司(Lee Kennedy Co.等機構支持下,規模更大了。
為了讓更多人分沾喜樂,提多傑克遜還把麻州候任州長查理貝克(Charlie Baker),紐英崙中華公所主席阮鴻燦都請到現場。

New York City Council Enacts New Legislation to Strengthen Voter Registration, Will Help Franchise Thousands
Voting rights coalition applauds City Council, Mayor, and Agency Leadership in expansion of City’s pro-voter law
November 25, 2014, New York, NY – New York City Council will enact new legislation today that will strengthen provisions of Local Law 29, also known as the Pro-Voter Law, which was originally passed in 2000 to expand voter registration opportunities at municipal agencies. The legislation, introduced by Council Members Ben Kallos and Jumaane Williams, will strengthen the law’s provisions, including high-traffic agencies like the New York City Housing Authority and the Department of Education, as well as replacing paper-based voter registration with an electronic system.
“New Yorkers are seeing the impact that progressive political leadership can have on people’s lives, “ said Steven Carbó, Director of Voting Rights and Democracy Initiatives at the Center for Popular Democracy, which helped to convene the Pro-Voter Coalition. “In expanding access to the vote, Mayor de Blasio. Speaker Mark-Viverito, and Council Members Kallos and Williams are blazing the trail for other cities to follow.”
The organizations say that the enforcement and expansion of the City’s Pro-Voter Law will be a national model for other cities to replicate—fulfilling the government’s important role in ensuring that eligible voters are registered. Only 4.3 million of NYC’s 8.5 million residents are registered to vote.
“We are encouraged by Council Member Kallos’s bill and the potential to increase voter registration in our City,” said Jerry Vattamala, Staff Attorney in the Democracy Program of the Asian American Legal Defense and Education Fund. “We look forward to continuing to work with the City Council to ensure all agencies are in full compliance with the law and that voter registration forms are available in multiple languages for limited English proficient voters.”
The agencies covered by the Pro-Voter Law were recently found to be in gross noncompliance with the law as uncovered by a report by the Pro-Voter Law Coalition last month. The coalition of groups led by Center for Popular Democracy, the Brennan Center for Justice at NYU School of Law, Citizens Union of the City of New York, and the New York Public Interest Research Group/NYPIRG, found that city agencies failed offer registration information in 84 percent of client interactions, along with non-compliance related to language access and training of agency staff.
“Across much of the country, reactionary Legislatures have been passing laws to restrict voters access to the ballot,” said Neal Rosenstein, NYPIRG’s Government Reform Coordinator. “Here in New York, instead of fearing new voters, the City Council is embracing them and we strongly applaud that effort.  This measure will help strengthen our representative democracy and the city’s diverse voice,” he added.
 “Council Member Kallos’s bill is a good first step toward ensuring that New York City’s agencies more effectively register New Yorkers to vote when they are doing business with government agencies,” said DeNora Getachew, Campaign Manager and Legislative Counsel at the Brennan Center for Justice. “We look forward to continuing to work with the City Council to bring our City’s agency-based voter registration efforts into the 21st century.  Using modern technology to register voters would be a big leap forward that would benefit voters and agencies.”
“The City Council’s actions today to strengthen the city’s Pro-Voter Law will ensure that the City of New York follows through to ensure that New Yorkers have more opportunities to register to vote. We applaud the City Council and the Mayor’s office for taking these meaningful steps toward strengthening the existing law’s requirements that will hopefully result in a higher number of eligible New Yorkers registering to vote or keeping their residence information up-to-date,” said Dick Dadey, executive director of Citizens Union of the City of New York.
The Pro-Voter Coalition says that in addition to the new legislation, given sufficient home rule authority, New York City can go even further to increase voter registration by: registering high school students; pre-registering 16 and 17 year olds to vote; allowing for early voting and Same Day Registration; and, extending the vote to non-citizens and ex-offenders.

With 66 percent of consumers planning to shop this Black Friday, more than in previous years, the leading personal finance social network WalletHub conducted an in-depth analysis of 2014’s Best & Worst Retailers for Black Friday Deals.

To help consumers maximize their savings this year, WalletHub surveyed 5,525 deals from the 2014 Black Friday ad scans of 21 of the biggest U.S. retailers. Below is a quick summary of our findings.

Key Stats
   JCPenney has the highest overall discount rate at 65%. Costco has the lowest at 21%.
    
   “Jewelry” is the most discounted category at 58%. “Electronics & Computers” are the least discounted at 30%.
    
   The overall average discount for Black Friday is 39%. Consumers should aim for this or a greater discount in order to avoid Black Friday traps.
    
   The “Toys” category has the biggest number of discounted items, representing 26% of all offers. The “Consumer Packaged Goods” category has the smallest, with only 1.3% of all offers.

Dear Friends,

Thanks to your hard work – and to the people of Massachusetts, I am honored to serve as your next Attorney General.  I am excited to return to an office that I believe has been, and will continue to be, the strongest public law firm in the country.

The outpouring of congratulations and offers to help I’ve received since the election has been overwhelming. Thank you again for all you did to make this possible.

Today I announced a Transition Committee to help prepare me to take office this January, chaired by Stephen Oleskey. You can read more about my transition and the members of the Transition Committee here.

Over the last year, so many people shared their ideas and hopes for our state. During this transition and in the coming months, I’ll be traveling around Massachusetts to meet with community leaders, activists, policy experts, business owners, and concerned citizens to continue our conversations and to lay out my aggressive agenda as the People’s Lawyer.
