BOSTON - Thursday, December 29, 2022 - Today, Mayor Michelle Wu announced new liaisons in the Office of Neighborhood Services, Alize Cabral as the first liaison solely for the Cape Verdean community, Ross Cochran as the Dorchester neighborhood liaison, Ashley Gomes as the Mid-Dorchester liaison, and Kevin Tran as the first Asian American Pacific Islander (AAPI) cultural liaison focused on serving the Asian community. They will all serve as the primary contact for constituents and businesses in these neighborhoods and cultural communities looking to connect with the Mayor's Office, and will facilitate the delivery of services in collaboration with City departments. “Liaisons play a crucial role in connecting residents to City services, and so I’m thrilled that for the first time we’re adding dedicated staff to specifically partner with the Cape Verdean and AAPI residents of Boston. Alize Cabral was born and raised in Boston and has lived primarily in the Dorchester, Roxbury, and Mattapan neighborhoods as a teenager and young adult. Her parents are both Cape Verdean, and their parents were raised in Cabo Verde.  Growing up, Cabral felt connected to people and the arts. This developed into a passion to become one with her community. As a proud Bostonian, she has spent a lot of time exploring the rich culture in Boston with her friends and family. Cabral attended the John D. O'Bryant School of Mathematics and Science located in the heart of Roxbury. She earned her Bachelor's Degree of Science in Human Development with a focus in counseling from Wheelock College.    She has a background in customer service, mental health, public health, and programming that has a primary focus on the Cape Verdean community. Her dedication to the Cape Verdean community led her to the City of Boston’s Neighborhood Services Department where she serves as the department's first Cape Verdean Cultural Liaison serving Cape Verdean community members throughout Boston.   Boston is home to one of the largest population of Cape Verdeans in the state of Massachusetts. The Cape Verdean cultural liaison was created in the Neighborhood Services department to continue to invest in the community by ensuring that they have a direct link to City Hall.  “I am most excited to collaborate with the community and my City colleagues to address some of the most pressing challenges that Cape Verdean residents in Boston face. Ultimately, I want to make a positive impact on the community. I want to try to be an effective bridge from neighborhoods where Cape Verdeans live and connect them to City Hall,” said Alize Cabral. “The Cape Verdean community brings such a vibrant culture and has such a promising future in the City of Boston. I believe we have some of the greatest leaders in the City of Boston.”  During Cabral’s free time, she enjoys being outdoors, volunteering, attending community events, trying new foods and listening to music.  Ross Cochran, Dorchester Liaison

Ross Cochran is originally from Atlanta, Georgia. He graduated from the University of North Georgia with a Bachelor of Science degree in Political Science. He visited Boston in the dead of winter in 2020 and instantly fell in love with the city. From this trip, he knew he wanted to move to Boston and serve its residents.   He received admittance to Northeastern University in late August 2021 and moved to Boston almost immediately. At Northeastern University, Cochran is a candidate for a Master of Public Administration with a certificate in Policy Analysis.    “My father is a Marine and a retired firefighter. My mother has always been involved in her community helping people. One of my brothers is an Airmen and another brother is currently a firefighter–helping people runs in my blood,” said Ross Cochran. “If this job allows me to help one single person in one simple way, it’s a job worth doing.”   Further, Cochran highlighted how excited he is to help all citizens of Boston, but particularly those in Dorchester. He noted that being the largest neighborhood in Boston is something special itself and the amount of pride that comes with being a hardworking neighborhood is nothing short of amazing.    “It’s this same hard working mentality that I plan to use when executing my job. I don’t make excuses. I work hard. That’s my approach to being Dorchester’s liaison–always work hard, always show up, always do more than what’s asked.”   In his free time, Cochran enjoys snowboarding, playing basketball and soccer, and diving too far into sports statistics. He also enjoys staying up to date with current events and volunteers with local political organizations and causes. Ashley Gomes, Mid-Dorchester Liaison  Ashley Gomes was born and raised in the Upham’s Corner area of Dorchester. She is of Cape Verdean descent. Both of her parents immigrated to Boston from Cape Verde in the 1970’s.   As a new addition to the Office of Neighborhood Services, Gomes looks forward to investing in her community as the Mid-Dorchester neighborhood liaison, representing the areas of Bowdoin, Codman Square, and Four Corners. Gomes appreciates the diversity of the people and the many cultures reflected within the Dorchester community. “Dorchester shaped who I am today,” said Ashley Gomes. “I am grateful for the opportunity to help develop a greater Boston alongside my fellow liaisons and colleagues in the Cabinet of Community Engagement.”   Gomes is no stranger to working in local government. She worked in the City’s Inspectional Services Department (ISD) before joining the ONS team. She is eager to bring the knowledge and skills acquired from working within ISD to her role serving directly in Dorchester.   Gomes graduated from Another Course to College High School. She enjoys cooking, traveling, spending time with cousins, and listening to music. Kevin Tran, AAPI Cultural Liaison

Tran has served as the neighborhood liaison for the Fields Corner neighborhood and Vietnamese community since October of 2021.  As the first AAPI Cultural Liaison, he is excited to serve the people in the City that he loves. Tran also wants to continue to give back in meaningful ways to the Asian community.  “As the AAPI cultural liaison, I plan to reach many nonprofits serving AAPI communities throughout Boston. I want to build stronger relationships with the Asian community to meet their needs and represent them,” said Kevin Tran.  Tran was born and raised in Dorchester. He graduated from the University of Massachusetts Boston with a bachelor’s degree in psychology. He previously worked as an ABA specialist and paraprofessional in Boston Public Schools.  In his free time, Tran enjoys playing basketball, bowling, and boxing.              (Boston Orange 編譯) 麻州候任州長奚莉 (Maura Healey) 及副州長 Kim Driscoll 今 (28) 日宣佈，將指派Rebecca Tepper擔任能源及環保廳 (EEA)廳長。

                         Rebecca Tepper目前是麻州總檢察官辦公室的能源及環保局長。

            奚莉表示，她在和Rebecca共事期間，了解到Rebecca是一位強勁有力的領導者，深深關切環境，也了解橫在眼前，和工作人員及企業合作，推動清潔能源革命，保存自然資源的大機會。Rebecca聰明，致力環保，而且會是我們所急需的建立共識，交出成果的人。

            Rebecca Tepper的能源環保廳廳長一職，麾下監管6個環保，天然資源及能源規定機構。她將和新政府的氣候長 (Climate Chief)一起推動Healey-Driscoll政府電力化樓宇及交通系統的承諾，在麻州各地從創新、科技及投資角度打造氣候迴廊。

           目前Rebecca是在麻州總檢察長辦公室擔任能源及環保政策首席顧問。她負責監管總檢察長辦公室的3個環境、能源組，包括執行維護麻州納稅人權益的法定責任。她從2015年起進入麻州總檢察長辦公室工作，之前擔任過麻州公共設施局能源設施選址委員會的總法律顧問。

           她在2019年進入麻州州政府工作之前，曾任Rubin and Rudman律師事務所合夥人15年。她畢業於威斯康辛/麥迪遜大學，以及麻州大學波士頓分校法律系。她和丈夫及2個兒子住在勒星頓鎮。

Healey and Driscoll to Appoint Rebecca Tepper as Energy and Environmental Affairs Secretary

BOSTON – Governor-elect Maura Healey and Lieutenant Governor-elect Driscoll today announced that they will appoint Rebecca Tepper as Secretary of the Executive Office of Energy and Environmental Affairs (EEA). Tepper is currently the Chief of the Energy and Environment Bureau in the Massachusetts Attorney General’s Office.

“In my time working with Rebecca, I’ve known her to be a strong leader who cares deeply about our environment and also understands the great opportunity before us to partner with our workforce and businesses to drive our clean energy revolution and preserve our beautiful natural resources,” said Governor-elect Healey. “She’s smart, experienced and committed to the cause, and I know that she will be a consensus builder and deliver the results we so urgently need.”

“I’m honored to be chosen as EEA Secretary by Governor-elect Healey and Lieutenant Governor-elect Driscoll,” said Tepper. “The challenge of this moment is not lost on me – we have enormous work to do to deliver relief to Massachusetts residents and businesses who are struggling with rising energy bills and aggressively move forward on our climate goals. Our transition to a clean energy economy will create good paying, sustainable jobs and deliver health, environmental and equity benefits to all Massachusetts residents.”

As EEA Secretary, Tepper will oversee the state’s six environmental, natural resource and energy regulatory agencies. She will work closely with the Climate Chief to deliver on Governor-elect Healey’s commitment to electrify our buildings and transportation system and create a climate corridor of innovation, technology and investment across the state.

In her current role, Tepper serves as Attorney General Healey’s chief advisor on energy and environmental policy. She’s responsible for the office’s three environmental and energy divisions, including executing the statutory duties of the Commonwealth’s ratepayer advocate. She’s worked in the Attorney General’s Office since 2015, and previously served as General Counsel for the Massachusetts Department of Public Utilities and Director of the Massachusetts Energy Facilities Siting Board.

Before entering state government in 2009, Tepper worked in the private sector for 15 years as a Partner at Rubin and Rudman LLP. She is a graduate of  the University of Wisconsin/Madison and Boston University Law School. She lives in Lexington with her husband and twin boys.

Baker-Polito Administration Awards $4.1 Million to 11 Organizations to Improve Access to Reproductive Health Services

BOSTON (December 28, 2022) – The Baker-Polito Administration announced $4.1 million in grants to 11 community-based organizations and health care providers to improve access to reproductive health, including abortion care, across the Commonwealth. 

The 11 funded organizations include existing health care organizations that provide abortion services, sexual and reproductive health care providers that will begin offering abortion services, and support for costs associated with receiving abortion care, for example, transportation, childcare payments, lodging, translation services, and abortion doulas. 

“Today’s announcement is one more step in affirming this Administration’s commitment to ensuring access to reproductive health care, including access to the full spectrum of reproductive health services,” said Secretary of Health and Human Services Marylou Sudders. “These funds help fulfill that commitment by expanding access to timely and safe reproductive health care that meets the needs of individuals and families.” 

“Funding provided by these awards will support the infrastructure and capacity of reproductive health providers throughout the Commonwealth to ensure that sexual and reproductive health services are accessible to all Massachusetts residents and other individuals who may come to our state to seek care,” said Public Health Commissioner Margret Cooke.  

These funds come from the FY23 state budget, which appropriated $2 million to support improvements in reproductive health access, infrastructure, and security. An additional $2.1 million comes from a reserve fund established by Chapter 268 of the Acts of 2022 to address reproductive and family planning service needs in the Commonwealth. Grant recipients will use the funds to expand access to abortion services in new regions across the Commonwealth, increase the use of telehealth in abortion care, train providers, implement organizational development for all-volunteer abortion funds, and improve outreach.

BOSTON — Governor Charlie Baker today announced the appointment of Timothy Whelan and Joseph Beggan to the Massachusetts Department of Transportation (MassDOT) Board of Directors. The Governor also reappointed current Board members Dean Mazzarella and Timothy King whose terms will be extended.  

“Representative Timothy Whelan and Joseph Beggan have years of experience in private and public service that make them both well-suited candidates for the MassDOT Board of Directors,” said Governor Charlie Baker. “We are also proud to extend the terms of Dean Mazzarella and Timothy King who have been valuable members of the Board in their previous terms.” 

“Each of these MassDOT Board members will bring valuable knowledge and experience to their roles,” said Lt. Governor Karyn Polito. “We are pleased to appoint Representative Whelan and Mr. Beggan and extend Director Mazzarella’s and Director King’s terms.”

With a long history of public service, Timothy Whelan most recently served as a State Representative representing the 1st District of Barnstable and has served in the Massachusetts Legislature since 2013. Representative Whelan also served in the United States Marine Corps and as a member of the Massachusetts State Police, where he attained the rank of Sergeant. In the State Police, Whelan gained experience in the fields of Commercial Vehicle Enforcement and Incident Management. He has traveled to other states to instruct in the fields of Hazardous Material and Bulk Package transportation on behalf of the Federal Motor Carrier Safety Administration. 

Joseph Beggan brings more than 35 years of transportation experience in municipal, private sector and institutional roles. For over 10 years, he served in the City of Boston Transportation Department, 12 years as a consultant for TetraTech/Rizzo; and 13 years at Harvard University, until his retirement in 2021. Mr. Beggan is the past president of ITS Massachusetts, a former chair of the BSCES Transportation Committee and a member of the WalkBoston Board of Directors. He also represented Harvard on A Better City’s Board of Directors, Cambridge’s Transit Advisory Committee and Boston’s Bicycle Advisory Committee.

            (Boston Orange 周菊子波士頓綜合報導) 2023年的第48屆波士頓市第一夜，在室外遊行、冰雕展示外，將恢復舉辦室內的音樂、舞蹈表演等活動，並施放二場煙花。民眾出席所有活動都免費，從晚上8點起直至次日凌晨2點，還可免費搭地鐵。

             波士頓市長吳弭 (Michelle Wu)今 (28)日早上率同波士頓警察局局長Michael Cox，急救服務(EMS)長James Hooley，麻州地鐵交通警察長Kenneth Green，波士頓消防局營運長，承辦波士頓第一夜的Conventures公司董事長 Dusty Rhodes做活動概要及公安說明，期待和波士頓市民，以及所有到場者，攜手迎接一個美好新年。

               吳弭提醒民眾，持有、銷售或施放爆竹，小型煙花，都是違法行為，請民眾注意，以免造成任何人的人身安全威脅或財物損失。

            根據波士頓第一夜網站及市府資料，今年的波士頓第一夜將一連2日，從12月31日中午開始到晚上12點過後，以及1月1日的早上11點至下午1點40分，在柯普利廣場 (Copley Square)和後灣區 (Back Bay)的波士頓公共圖書館，柯普利商場，三一教堂，基穌、科學家第一教堂，舊南教堂等地點，舉辦30多場活動。

             和往年一樣，華人的表演節目有大波士頓中華文化協會 (GBCCA)將於12月31日下午3點至3點半，在柯普利廣場表演音樂及舞蹈，褚玲舞蹈學校則將於這天的中午12點至1點，在柯普利商場表演。

                1月1日的早上11點在柯普利廣場還有 The Lied To的音樂表演。

              12月31日晚上6點起是每年一度的第一夜大遊行，從柯普利闖廠出發，沿著波約斯頓街 (Boylston)，一直遊行到波士頓廣場  (Boston Common) 結束。

              2場煙花，一場將於晚上7點在波士頓廣場上空施放，一場將於午夜12點在哥倫布公園旁的波士頓海港上空施放。

            波士頓警察局提醒民眾，第一夜是個適合全家大小一起參加的活動，請民眾不要在公共場所喝酒或抽大麻，也不要飛無人機 (drone)，看到任何可疑情況，趕快報警。波士頓警察局局長Michael Cox說，當天有許多地方要封街，不准停車，該局將動用所有資源來確保民眾安全，但也要呼籲民眾攜手，讓所有人都過一個快樂新年。

指出，波士頓公共衛生局前兩天才提醒民眾，市內人民染患新冠病毒的案例有增加趨勢，出門參加活動最好戴口罩，如果不舒服，就留在家裏別出門。

            Conventures公司董事長 Dusty Rhodes表示，該機構很高興能為波士頓市延續這以維持了48年的歷史，去年約有20萬人出席活動，今年應該會更熱鬧。

              (Boston Orange 周菊子波士頓報導) 波士頓安良工商會交棒年輕人，12月23日晚在4名全美僑團總理，2名安良工商會元老，紐英崙中華公所主席，駐波士頓經文處處長，僑教中心主任等嘉賓出席見證中，迎接10名新幹部，9名新會員，恭喜陳偉民、伍偉業出任召集人。

               即將於4月卸任全美安良工商會總理，升任元老一職的陳仕維，這天主持宣誓就職典禮，率領新一屆幹部朗讀誓詞，面向關公上香，獻供品，承諾恪守會綱，鞏固大局，如若背誓，願受處罰。

               12月23日這天，波士頓天氣預報有大風雨，不少人踏進會場時衣帽都帶著水珠。

陳仕維以「風雨同路見真心」這句話，拍心口的感謝社區僑團，在屋外風大雨大的天氣中，依然出席祝賀，和全美安良工商會元老伍健生、陳偉達的專程從芝加哥趕來，都讓人感動。

               他指出，過去這2年，新冠病毒疫情無論是在生意上，或治安上，對波士頓華埠的打擊不小，他期盼該會在新一屆幹部有年輕人加入，更有朝氣，活力中，可以為振興華埠出更多力。

               卸任會長伍輝民謙虛表示，他在位時，任勞任怨，竭盡心力，或力有未逮之處，還請眾人包涵，但讓人高興的是，新一屆幹部及會員，有許多年輕人，傳承無礙，會務也必蓬勃發展。

               余麗媖及雷國輝都表示，波士頓安良工商會在過去一年中，和僑社合作無間，一起辦了許多活動，包括9月的乒乓球賽，還有象棋賽，台灣夜市等，對繁榮華埠有不小貢獻，讓人衷心感謝。

               波士頓安良工商會的新一屆幹部，有召集人陳偉民，伍偉業，以及中文書記梅宇國，英文書記阮鴻燦和黃展唐，財政余寶愛，4名幫辦伍輝民，司徒炳思，鄧北海，李天生等10人。

                             卸任會長伍輝民透露，依照章程，曾任議員2年以上者，始有資格出任會長，並且由在地會員票選出自治會長，由各埠安良分會議員票選出聯席會長，會務則由2名會長率同幹部主持，藉以維持地方分會和總部之間的聯繫。

                          近年安良各地分會出現不少變動，總會為因應實際狀況，推出折衷出辦法，沒當過2年分會議員，仍可出任地方分會最高領導人，但職稱改為召集人。

               波士頓安良工商會今年2名領導人，曾任波士頓市議會議長幕僚長，紐英崙至孝篤親公所主席，目前開設Clan諮詢顧問公司，為土地發展商等有需求公司提供政府關係，公關服務的陳偉民，以及既是波士頓伍胥山公所主席，也是華埠餐廳老闆的陳偉業，都沒當過波士頓安良工商會議員，所以職稱維召集人。

麻州政壇未來有影響力人士 - 候任州長的妹妹

             (Boston Orange 綜合編譯) 2023年1月5日，麻州就要歷史性的迎接 242年以來的首名女州長，也是首名同性戀州長奚莉 (Maura Healey) 。波士頓環球報26日刊出報導，稱奚莉上任後，妹妹Tara將有如同奚莉分身的份量。

                波士頓環球報在報導中描述，Tara不但是奚莉競選麻州州長時的競選團隊執行主任，更是奚莉在這次選舉中共募款500萬元，比共和黨競爭對手多達4倍的大功臣。

             奚莉的就職典禮，選擇在TD Garden球場舉行，主題定調為”向前推球 (Moving the Ball Forward,)，也都是Tara的主意。

             Tara Healey現年42歲，是奚莉5兄弟姊妹中最小的一個。她從2013年10月，奚莉參選麻州總檢察長 (AG) 一職起，就開始為姊姊助選，然後競選連任，再競選州長。她已經為奚莉操持了3場選舉，也為奚莉維持了許多政界、募款界關係，在奚莉的競選團隊中，簡直就是建立關係的樣板。

             奚莉在競選時在工會場地辦活動，也因為她和Tara跟工會的關係很好。美國勞工聯合會和工業組織大會 (AFL-CIO)會長Steven Tolman說，奚莉是勞工的朋友，勞工都信任她。

             麻州眾議會議長 Robert DeLeo形容Tara是奚莉的耳目，政治人物有個像Tara這樣的姊妹，就跟中樂透一樣。

             Tara Healey最近才從西蒙斯 (Simmons)學院的企管碩士學位畢業，想著要複製她在非牟利組織Medford集體屋當主任時的工作，自己創業。沒想到這時候奚莉宣佈要競選麻州州長了，她只好放下自己的理想，先到位於查理士城的奚莉第一個競選總部服務，同時兼差當侍應生和調酒師。

             2015年，奚莉上任麻州總檢察長一職後，她需要有人幫她繼續建立政治人脈關係的工作，於是把Tara，她最小的妹妹找來。

             Tara說她和奚莉都沒想到過自己會沾染，甚至從事政治，但她們五兄弟姊妹是在新罕布夏州的Hampton Falls，那個全美第一個舉辦總統候選人初選的地方長大。

             從2015年起迄今，Tara在奚莉的選務工作上賺取了至少37萬9391元薪資及補貼。從奚莉1月份宣佈參選，找她當競選團隊主任起，她賺得76,226。

          不過Tara將不會進入Healey-Driscoll政府工作-Driscoll政府工作，她將繼續為奚莉做外圍事務。

北安多福6K新能源材料受矚目 美商務部長到訪簽發5000萬元聯邦資助

             (Boston Orange 周菊子麻州北安多福報導) 麻州州長查理貝克 (Charlie Baker) 和美國商務部部長雷萌朵 (Gina Raimondo) 23日聯袂參訪位於北安多福的6K公司，為新廠房啟用剪綵，預祝將來在美國東南部順利覓得生產場地。

                       雷萌朵在為新廠房剪綵前致詞時提及，要和中國競爭，首先得從在美國境內生產製造開始。她感謝6K員工在這方面的努力。

             6K是一家材料公司，從2014年創立以來，跟隨科技發展，不斷轉型，迄今共募得一億8340萬元經費，包括最近一輪的150萬元補助款，用於回收金屬廢料，做成優質金屬粉劑，成為供三維 (3D) 印刷使用的材料；以及來自美國能源部等的5000萬元聯邦補助款，將加速推動、佈署該公司預算1億零700萬元項目，以UniMelt工藝，製造供電動車使用的鋰離子電池。整個製造過程產生的天然瓦斯，比傳統方式減少70%，耗用的水少10%，耗用的能源少30%。

             6K執行長Aaron Bent對外表示，該公司用完全不同的工藝來生產製造陰極材料，費用甚至比中國生產商便宜一半。

           6K公司預定2025年開始投產新材料，預計先生產3000噸電池材料，再於2016年增加到1萬噸。該公司還預定在Wilmington建試驗用新工廠。

             麻州經由10年10億元的長期支援，在生物科技領域成為世界牛耳之後，無論是州政府，或是市政府，都在積極推動環保政策。不過在全美最綠州排名上，麻州名列第17，遠落後於同在新英格蘭地區的新罕布夏州 (NH)，佛蒙特州 (VT)和緬因州 (MN)。

             上任美國商務部部長前是羅德島州州長的雷萌朵，原本預定11月30日參訪6K公司，但當天下午因故取消。12月23日，總算成行。她在致詞讚揚6K公司的研發進展之餘，也感謝該公司員工延遲放聖誕假時間，給她機會參訪、拜會。
