第23屆哈佛中國論壇首度網上中美兩地同步舉行 觀眾700萬

(Boston Orange周菊子波士頓報導)甫於今(9)日落幕,以深化共識,同舟共濟為主題的第23屆哈佛中國論壇,因受新型冠狀病毒疫情衝擊延期舉行,並隨大流的首次全程網上免費播出,還首次中美兩地同步舉行,主辦單位會末宣佈,與會人數總計前所未見的高達700萬。

今年在56日至9日舉行的哈佛中國論壇,更動了英文名稱,加入College字樣,簡稱變為HCCF (Harvard College China Forum),藉以強調這是場由大學本科部,181920歲學生舉辦的會議,不過從商業,國際化,創投,醫療到金融的5場論壇,講者全是跺腳有聲人士,發言大都十分坦率,整體會議依然很有份量。
以波士頓和北京為主場的這會議,開幕論壇由哈佛大學費正清中心主任宋怡明主持,以商業為主題,與談嘉賓有泰康保險集團創始人暨董事長陳東升,新希望六和股份公司董事長劉暢,新東方教育科技集團董事長俞敏洪,物美科技集團創始人暨董事長張文中,以及臨時加入論壇的中國寬帶產業基金董事長田溯寧。
在這場商業主題論壇中,幾名講者的發言重點圍繞在新型冠狀病毒對產業的影響。

陳東昇強調新冠病毒逼使社會擁抱互聯網,大數據,產業組織與營運方式、效率都將隨之大幅改變,效率及速度加快,人們對健康也會更加重視。
俞敏洪以新東方平時一天最多支撐5萬人在線,突然得安排100多萬人轉到網路上課為例,指疫情逼使整個教育系統在最短時間內熟悉了科技應用,教育走線上,線下結合模式,不論國境邊界的無遠弗屆,將是未來的必然趨勢。
張文中和劉暢從生鮮食品行銷,公益融入企業營運角度,分別闡述他們的公司各自採取了那些措施,做法。

田溯寧指出,中國正在扶持建設全球最大的5G網路,而這次的疫情已讓更多人看到,在人類歷史進程中,大數據及通訊網路是如何推動了世界的發展與改變。有了5G網路之後,許多想像中的感應科技都可以落實,甚至每個人都將擁有屬於自己的,具超級運算能力的網路,之後的應用與社會變化,想想都讓人心激動。

柯偉林以泰康人壽的陳東升,華為的任正非,以及美國總統川普(Donald Trump),中國主席習近平並肩而坐,議論國是為例,指出現今世界,國際交流必不可免,未來如何,實在難測。
父親曾為孫中山工作的傅立民認為,近期中美來往對彼此造成的情感傷害要如何彌補,恐怕不容易,而這種局勢對世界而言,就是會有發生軍事衝突的危險,但現實是世界需要和平,國際間的共同利益是合作,不是對抗。
傅高義認為,中美關係變得那麼緊張,有很多背景因素,包括產業過渡進工業時期,人民享有更多自由,貧富差距越形懸殊,基本政治結構不穩等,美國也對中國突然成為競爭者感到驚訝,但中美兩國都應該做些自我限制,共謀和平,而年輕人將是促成這結果的橋樑。

歐林斯(Stephen A. Orlins)以自己推動中美關係50年的經驗,以美國前總統奧巴馬投資拍攝,描述玻璃大曹德旺到俄亥俄州開了工廠的美國工廠記錄片為例,引用馬丁路德金的話說,我可能不能和你們一起到那兒,但我看到了樂土(I've seen the Promised Land. I may not get there with you.)
柯偉林指出,國家關係的走向,很多時候是看各國領導人的決策,而不是一般大眾的偏好。中美兩國有如已婚夫婦,但並沒有同床異夢,年輕人就是中美關係的子女,希望年輕人能投資時間來幫助世界上的其他國家來推動中美關係。

他們都表示,疫情對投資環境的確有影響,新創公司的估值大都下調了,但影響程度還沒有大到停頓地步,最近這幾個月,方愛之和李豐就分別投資了810個項目,龍宇最近參加的一場網上會議,就有3000多名投資者出席。經過這次疫情促成的投資環境調整之後,存活下來的新創公司反而應該有更多機會融到款項。從這次疫情期間各國搶購個人防護用品的局面來看,全球化可能會漸成過去式的被在地化取代。

醫療論壇由哈佛商學院在線高級副院長Debora Spar主持,與談人包括中國醫學科學院北京協和醫學院公共衛生學院院長劉遠立,百濟神州創始人兼董事長歐雷強(John V. Oyler),諾華集團(中國)總裁尹旭東,哈佛大學陳曾熙公共衛生學院國際衛生政策與衛生經濟學教授,中國健康合作項目主任葉志敏,愛康國賓董事長張黎剛。
劉遠立指出三個A,可取得,可負擔和適當性(Availability, Affordability and Appropriateness)是醫療服務的三大課題,新型冠狀病毒的疫情發展,更彰顯了早期發現,採用電子醫療病歷(EMR)的重要。他還認為在醫療改革上,將來必須做的是提高醫護人員薪資,才有望改善醫療界人才傳承與營運方式,新加坡的醫療水平一致,周邊服務設備依病患支付能力分層次,或許是值得深入研究的一種方式。

葉志敏認為中國在這次的疫情中,表現不錯,人們能夠得到的醫療水平和個人支付能力掛勾是很不幸的現實,新型冠狀病毒疫情帶來了重新建立醫患關係的機會。至於是否應該為了更容易治病就得放棄隱私,把個人的所有資訊都提交給大數據庫,她持保留看法。
張黎剛以愛康國賓的實際營運,例舉大數據系統應用的好處及可能性。
歐雷強也呼應劉遠立的說法,指負擔性是醫藥界最大的問題,而那又全因為要做應用在人身上的臨床實驗太昂貴,他相信將來的醫藥改革,必須解決這問題。

講者們從不同角度闡述了中國在金融改革上的進程與挑戰,直言開放不可避免,唯須管控風險。朱雲來也直言,資金的短期流動,貨幣的國際兌換,都是必須處理,與世界上其他國家協商,以求共利的問題。
Richard Cooper認為中國的金融系統未來會進一步開放,美國則面對著極大的不確定性,最新的失業率已14.7%,達到1930年以來的最高點,到下一季度公佈時,他估計還可能高達20%,就如川普總統說的我們不希望治癒的結果比生病更糟,他的結論也是美國應盡快開放,恢復經濟活動,而不是像流行病學家建議的不要輕易開放。

MAYOR WALSH AND STEERING COMMITTEE ANNOUNCE BOSTON RESILIENCY FUND SURPASSES $30 MILLION, WITH OVER HALF DISTRIBUTED TO NON-PROFITS

BOSTON - Saturday, May 9, 2020 - Mayor Martin J. Walsh and the Boston Resiliency Fund Steering Committee announced that the Boston Resiliency Fund has raised $30.7 million from 5,755 donors since launching in March. With 62 percent of donations under $100, the fund has been fueled by not only major corporations and philanthropic partners, but small dollar donations by thousands of individual Bostonians. In total, the fund has distributed $16.2 million in funding to 178 organizations, and is actively reviewing applications for the continued funding announcements. 

"Reaching this milestone is an extraordinary testament to the generosity of Boston's people and organizations, and to the hard work of public employees in City Hall and dedicated partners around the City," said Mayor Walsh. "With the guidance of the COVID-19 Health Inequities Task Force, we've supported diverse, grassroots organizations that are trusted in the community, employ local people and provide direct services to residents. Resiliency is only possible if equity is at the forefront."
Each application for funding is reviewed by the Boston Resiliency Fund Review Committee. The Review Committee is composed of more than 25 representatives from a diverse cross-section of City department staff and applications are reviewed with a lens towards equity and with learnings from the COVID-19 Health Inequities Task Force. To date, 40 percent of grantees are led by a person of color, 63 percent are led by women, and together the Fund is serving every neighborhood in Boston.  

The $16.2 million in funding distributed to date has helped support over 130,000 Boston families, and includes: 
  • $8.3 million to provide Boston's children, families, and seniors with access to food and other basic needs.  
    • 215,000 meals and 40,000 bags of groceries created for families, seniors and adults. 
    • Distributed 478,000 more pounds of food through the Greater Boston Food Bank.
    • One month long supply of diapers and formula for 250 families. 
    • 46,000 hygiene products for families in need. 
    • Funding for 4,000 families to grocery shop in their neighborhoods. 
    • Support for 20+ small, minority-owned restaurants serve culturally conscious meals. 
    • Hiring 20 formerly unemployed residents to help with food distribution and coordinating 2,200 volunteer hours for 250+ individuals at Boston meal sites. 
    • 3 additional Project BREAD hotline counselors to respond to approximately 1,800 calls from Boston residents about food insecurity. 
  • $5.9 million to expand the capacity of healthcare systems to serve the vulnerable and those who have complex needs, and provide support for healthcare and front-line workers. 
    • Expanded neighborhood-based testing at 15 community health centers.
    • 4 safe community spaces for unhoused individuals to access restrooms and basic hygiene and 2 outdoor comfort stations staffed by street outreach staff. 
    • Emergency funding for 26 residential recovery programs and 20 family shelter agencies.  
    • 15 quarantine beds for individuals in recovery. 
    • Temporary emergency housing options for 15 domestic violence survivors. 
    • 1 additional SafeLink advocate at the statewide 24/7 toll-free domestic violence hotline. 
    • 960 emergency childcare seats in the City of Boston for essential workers. 
    • Daily wellness check-ins withBoston EMS through a chatbot developed in partnership with MIT and New Urban Mechanics. 
  • $2 million for remote learning technology for Boston's children.
    • 8,000 additional chromebooks to support remote learning for Boston's K-12 students. 
The Fund is continuing to accept donations at all levels from individuals, organizations and philanthropic partners. All of the donations will be awarded to local organizations, with the majority of future grants to be made through the end of May. 

Organizations interested in receiving funding are encouraged to complete a statement of interest to be considered for future grants. 

As the City of Boston's response to and recovery from COVID-19 continues, the City and the Steering Committee will work closely with non-profit partners and service providers to understand how the focus areas of the Fund should evolve to address the most pressing needs of Boston's vulnerable populations. 

The Steering Committee was established after the Fund's formation to provide direct oversight and funding recommendations based on statement of interests received and applications reviewed by the Review Committee. The three-member committee includes Jack Connors, Jr., Anne Klibanski, MD, President and CEO of Mass General Brigham, and Jeffrey Leiden, MD, PhD, Executive Chairman of Vertex Pharmaceuticals. Goodwin Law serves as pro bono legal counsel to the Fund. 

"The outpouring of support to help meet the basic needs of the city's most vulnerable residents during this crisis has gone far beyond what we envisioned when we launched the Resiliency Fund in March," said Jeffrey Leiden, M.D., Ph.D., Executive Chairman at Vertex. "The fund has been able to make an immediate impact in ensuring access to food for Boston's children, families and seniors, expanding our health care capacity, and helping students learn remotely while at home. I am so thankful to the thousands of people who have donated what they could to reach this milestone, and to the business and philanthropic leaders who sprang into action as well - especially my partners in this effort Jack Connors and Anne Klibanski."

The Fund has received donations of $1 million or above from Berkshire Partners, Michelle and Bob Atchinson, Bain Capital, Bank of America, Paul and Sandy Edgerly, John & Cyndy Fish / Suffolk, Gross Family Foundation, John Hancock, Liberty Mutual, Partners HealthCare, and the Vertex Foundation.

MAYOR WALSH ANNOUNCES CITY OF BOSTON TO SUSPEND LARGE EVENTS IN THE CITY THROUGH LABOR DAY
BOSTON - Friday, May 8, 2020 - Mayor Martin J. Walsh today in accordance with public health guidance around the COVID-19 (coronavirus) pandemic announced that parades and festivals will not take place in the City of Boston this summer, up to and including Labor Day on September 7, 2020. 

"While we're planning a healthy reopening and an equitable recovery process, I know this announcement will be disappointing to many residents and organizations that look forward to these events each year," said Mayor Walsh. "This is a hard public health decision, but it's the right one. I encourage people to rethink their events, and thank them for their work to inspire us, and help our communities get through this difficult time."

The City of Boston has made the decision to continue to suspend events that bring crowds together in close contact, like a road race, concert, or flag raising. No event should be planned that would involve more than 10 people gathering or that could draw a crowd of any size.

The City of Boston encourages organizers to host events through virtual means, such as the 24th Annual 2020 Mother's Day Walk for Peace, which has transitioned into a virtual walk-a-thon. The Boston Symphony Orchestra will not be holding a live performance of the Boston Pops Fireworks Spectacular on July 4. Instead it will present, on television and online, A Boston Pops Salute to Our Heroes, in honor of front-line workers and all those who have lost their lives to the health crisis. City of Boston events that will move to a virtual option include the Donna Summer Disco and Gospelfest.

BOSTON  In partnership with the Mass League of Community Health Centers, the Baker-Polito Administration today announced an upcoming new COVID-19 public awareness campaign, “New Tools, New Rules – Same Great Care.”

Community Health Centers throughout the Commonwealth are open and accepting patients, and this campaign encourages residents to continue to seek care for their medical conditions and reminds individuals not to delay treatment as a result of the COVID-19 public health emergency.

In additional to implementing additional, onsite safety protocols, many Community Health Centers have introduced and expanded telehealth care options. Furthermore, MassHealth contracts with three telehealth providers to offer additional support for members with questions about symptoms that might be related to COVID-19.

Featuring diverse patients with common conditions such as asthma, diabetes and pregnancy, these ads will run for free on WCVB in the Greater Boston area and on WWLP-22News and The CW Springfield in Western Massachusetts.

Digital video advertisements on Facebook will be in English, Spanish and other languages, and will specifically target regions with the highest populations of families in need of services.

Last week, the Baker-Polito Administration announced an expansion of its initiative to boost testing in community health centers across the Commonwealth.

波士頓華埠社區中心聘新執行長Ben Hires

             (Boston Orange) 波士頓華埠社區中心(BCNC)將於61日迎接新任執行長Ben Hires
               波士頓華埠社區中心董事會董事長馬以正(Eugene Mahr)56日發出通告,正式宣佈,甫於2019年慶祝成立50週年的BCNC,今年下半年起,行政事務換人領導。
               根據BCNC的公告,Ben Hires初入職場時,擔任治療項目輔導員,其後在波士頓兒童合唱團擔任項目領導,負責策略,外展關係,一直都在為青少年及家庭服務,更在提升合唱團的社會正義使命上扮演關鍵角色,把背景多元的青年及家庭團結為一個大家庭。
               目前,Ben Hires 在波士頓公共圖書館擔任策略夥伴主任,在教育,文化及公民參與上,為該機構建立了牢固關係,讓波士頓所有居民在這些領域可以免費得到更豐富體驗。在大學時他主修哲學及政治學,其後在波士頓大學取得神學碩士,以及藝術行政碩士學位。
               由於他本身的韓裔美人養子背景,又在大哥哥大姊姊項目,以及波士頓華埠中心的進大學項目中,曾輔導波士頓華埠青少年,Ben Hires將把他對亞裔社區的熱情與了解,帶進執行長的角色中。從2016年起,他一直在包氏文藝中心顧問委員會服務,協助BCNC衍變成華埠社區的文化支柱。
               Ben Hires 就任前,波士頓華埠社區中心由David Jacobs,邱文蓉(Yoyo Yau) 以及盧穎(Joann Yung)等人代理領導任務。波士頓華埠社區中心董事會在公開信中表示,相信在Ben Hires的領導下,該中心將持續提升兒童,青年及家庭的能力,打造更健康的家庭,更強壯的社區。

Secretary of Commerce allocates $300 million in CARES Act aid to U.S. fishermen and seafood industries impacted by COVID-19

WASHINGTON – Today, Secretary of Commerce Wilbur Ross announced the allocation of $300 million in economic relief to U.S. fishermen and seafood industries impacted by the COVID-19 pandemic. The funds were allocated as part of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), signed into law on March 27 by President Trump.
Commercial fishing, charter/for-hire businesses, qualified aquaculture operations, processors, and parts of the seafood sector in coastal states and territories are among those eligible to apply for funds. Tribes are also eligible for funding including for any negative impacts to subsistence, cultural, or ceremonial fisheries. The Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA) will work with the three Interstate Marine Fishery Commissions, organizations with a demonstrated track record of success in disbursing funds, to quickly deliver financial assistance into the hands of those who need it.
“This relief package will support America’s fishermen and our seafood sector’s recovery,” said U.S. Department of Commerce Secretary Wilbur Ross. “Thank you President Trump, Secretary Mnuchin, and our Congressional leaders of both parties for your work to pass the historic legislation that is bringing much needed relief to America’s fishermen. This Administration stands with the men and women working to provide healthy and safe seafood during this uniquely challenging time, while our U.S. fisheries work to continue to support 1.7 million jobs and to generate $200 billion in annual sales. The Nation is grateful to our fishermen for their commitment.”
Acting NOAA Administrator Neil Jacobs, Ph.D., lauded today’s announcement.
“For generations, our coastal communities have taken great pride in delivering protein-rich seafood to dinner tables across the country and enabling access to our world class recreational fisheries,” said Jacobs. “NOAA thanks our partners in the interstate marine fisheries commissions, states, territories, and tribes for their assistance. Together, we will work to distribute these funds as quickly as possible.”
In addition to these funds, the President recently signed into law other Federal financial assistance programs, including several programs at the Small Business Administration and U.S. Department of Agriculture, that can provide help to fishermen and related businesses.

麻州重新開放第一波? 高爾夫球場今起可營運


                (Boston Orange) (7)日起,麻州和全美其他49州一樣,高爾夫球場可以開放了。
               全麻州360個已關門45天的公立,私立高爾夫球場,只要遵守以下限制,就可以開放,包括不准用高爾夫球車,開球時間的間隔增加15分鐘,不准練習推桿,不能用練習場,打高爾夫球的人還得彼此保持至少6英尺的社交安全距離。
               麻州州長查理貝克(Charlie Baker)表示,他和美國東北部的其他幾州一直保持聯絡,大家都在考慮重新開放,彼此都不會做任何令鄰州驚詫的舉措。查理貝克的決定是在佛蒙特州和馬里蘭州州長都表示有意開放高爾夫球場之後宣佈的。
               麻州高爾夫會執行長Jesse Menachem表示自己簡直是欣喜若狂,該會85,000名會員也都可以舒一口氣了。
               法蘭克林(Franklin)高爾夫球手Joe Marin發起的請讓麻州人打高爾夫球網上請願,收集到42,000個簽名,間接促成此事。
               法蘭克林鄉村俱樂部的董事長Tom Mercer表示,消息一出來,他的電話就響個不停。打球名單已經排得滿滿的了。
               高爾夫球協會的人強調這休閒運動的經濟價值,稱八年前做的麻州高爾夫球經濟報告顯示,高爾夫球活動每年為麻州經濟貢獻17億元,如果把週邊的旅遊業,零售業,房地產及貨物,服務再加近來,總值會增加到27億元。
               2012年,高爾夫球業在麻州意味著25000個工作機會,將近8億元的工資。
               全國高爾夫球基金會董事長Joe Beditz表示,高爾夫球活動對麻州的經濟貢獻應該已增加到30億元了。

由於坊間曾有各種電話詐騙事件,很多民眾已養成不接陌生電話的習慣,州政府特地強調,接觸追蹤者只會用833857這兩個區域號碼,而且撥打的電話會在來電顯示出"MA COVID team"字樣,希望民眾在接到這樣的電話時,能夠接聽,或者稍後回覆。
412日迄今,麻州政府的接觸追蹤團隊已召集了1600人和14,000名確診者接觸,並整理出7,500人的接觸資料。他們從每名確診者那兒取得的接觸者中位數為2人。

               在疫情匯報中,查理貝克還強調,麻州如何重新開放,主要還是看數據,麻州整體的抗疫成果,在全美算是名列前茅,尤其是在檢測上,全州迄今已有34萬餘人做過檢測,確診率低於16%
               談到很多人還沒領到失業金時,查理貝克指出,令人很驚訝的是最大的原因之一竟是很多人沒寫對自己雇主的名稱。

               根據麻州公共衛生廳公佈的數據,57日麻州新型冠狀病毒(COVID-19)的確診人數新增1,696,累計73,721,死亡人數新增132,累計4,552。目前有852人住在重症病房,今日有11,993人做了病毒檢測,泉州做過病毒檢測的人數增至351,632
               根據麻州公共衛生廳公佈的族裔感染數據,非西班牙亞裔有1147人確診,79人死亡,在族裔分類中的數額及比率都最低。其他的非西班牙白人17,283確診,1739死亡,非西班牙黑人5,403確診,243人死亡,西班牙裔9620確診,247死亡。不過在確診的73.721人中,有約佔總數一半的37,668人,州政府不知道他們的族裔資料,所以州政府公佈的這族裔資料,僅有聊供參考的價值。
