New Book Identifies Lessons Learned from the Housing Crisis

Brookings Institution Press and the Harvard Joint Center for Housing Studies release Homeownership Built to Last


CAMBRIDGE, MA & WASHINGTON, DC— Though the national homeownership rate rose to its highest level ever in 2005, millions of Americans saw their hopes of building wealth through homeownership dashed in the foreclosure crisis that followed, at enormous financial, psychological, and social costs. With tighter credit in the wake of the crisis, purchasing a home today can be very difficult, particularly for those with limited resources.  Despite the challenges and risks, however, Americans overwhelmingly still aspire to homeownership, and many advocates continue to view it as an important wealth-building strategy for low-income and minority households.
A new book from the Brookings Institution Press and the Harvard Joint Center for Housing Studies,Homeownership Built to Last: Affordability, Access, and Risk after the Housing Crisis (978-0-8157-2564-0; paperback; $45), reexamines the goals of homeownership and explores lessons learned from the housing crisis.  The book features contributions from some of the country’s preeminent housing, real estate, and finance experts and scholars, and focuses on a variety of themes, including homeownership as a policy goal in the wake of the housing crisis, supporting the home buying process for low-income households, balancing affordability and access to homeownership while mitigating risks, the government’s evolving role in housing finance, and sustaining homeownership particularly for owners who encounter distress.  Some of the book’s key findings include:

·         Those who managed to sustain homeownership through the worst housing market crash since the Great Depression experienced significant gains in household wealth, while most of those who did not keep their homes did not end up financially worse off than those who rented through this period. Importantly, low-income and minority households were no less likely to benefit from sustained homeownership. (Chapter 2; Christopher Herbert, Daniel McCue, and Rocio Sanchez-Moyano)

·         Americans continue to have strong aspirations to own a home for both financial and non-financial reasons, and strategies are needed to ensure people make good decisions about tenure and financing in the face of “optimism biases” that may influence financial decisions.(Chapter 4; Carolina Reid)

·         It is possible to responsibly extend credit to a significant percentage of targeted borrowers without undue risk by allowing different risk factors to offset each other.  However, tools such as an automated underwriting scorecard, while useful, are not a panacea, and other methods for preparing and supporting borrowers at higher risk of default are also needed.  (Chapter 7; Marsha Courchane, Leonard Keifer, and Peter Zorn)

·         State housing finance agencies (HFAs) provide a prominent example of successful specialized lending to higher-risk homebuyers, utilizing a combination of counseling, careful underwriting, and diligent servicing. Still, there are a variety of questions about whether this approach can be scaled to a national level. (Chapter 8; Stephanie Moulton and Roberto Quercia)

Even with all of the implied hardships, owning a home is still a classic path to building substantial financial and social benefits. Homeownership Built to Last is an important compilation of research, showcasing solutions and strategies to create an affordable, fair, and sustainable future, particularly for the low-income and minority population in the United States.

Boston's Civic Hackthon

HubHacks: Boston's Civic Hackathon


Mayor Martin J. Walsh made a commitment early in his first tenure to make processes like Permitting easier on Bostonians, from individuals hoping to start small businesses, to developers and contractors, to  homeowners looking to make additions on their homes. In addition to a full review of the permitting application process and portal, Mayor Walsh, along with the Department of Innovation and Technology (DoIT) and the Mayor’s Office of New Urban Mechanics (MONUM), is inviting IT developers and members of the Boston community to come together for HubHacks, the City’s first-ever civic minded Hackathon.
At this in-person Hackathon, developers are invited to work together to attempt to solve a series of challenges that represent the most pressing pain points for those seeking permit applications. Teams can pick among four available challenges related to the permitting system of the City of Boston. On the second day, teams will present their solutions and those with the best ideas for each challenge will be recognized. The challenges include:
  • Which Permits Do I Need?: A single project may require multiple permits. Applicants need a clear, intuitive, and enjoyable guide that will help applicants identify the permits they need to start working!
  • What’s my Address of Record?: Every project needs to be linked to an address in the City’s master database.  In the current system, finding your address is tougher than it should be. Our new online system needs a clear way to search addresses and suggest alternatives, getting it right the first time.
  • Can I Apply for that Permit Online?: With September 1st weeks away, developers will try their hand at a challenge to provide a very practical solution using the City’s new API - creating a simple online and/or mobile application for Street Occupancy permits required to block space for a moving truck.  
  • Where am I in the Approval Process?: Complex building projects can take months to review and permit, even if the process works correctly. Residents needs a clear way to track all permits associated with their project, which helps them understand how close they are to getting underway.

Saturday August 9th
9:30 a.m. - Breakfast available for participants

10:30 a.m. - Brainstorm, Team Recruitment and Pitching
11:15 a.m. - Open Workshop Hours Begin
11:15 a.m. - Optional session on technical aspects, API, process documentation
11:45 a.m. - Optional session on process for RFP
*N.b., on-site food, snacks and beverages will be available from Brew and Gather throughout the day (Brew will close at 4 p.m.) Participants are able to work at District Hall as long as it is open (2 a.m.), but City staff and advisors will no longer be available on-site after 5 p.m.
Sunday, August 10th
7:00 a.m. - Open workshop hours begin, coffee available for all participants. Additionally, Brew will be open from 10 a.m. to 2 p.m.
Noon - Advisors will be on site and available to consult or answer questions from teams.
2:00 p.m. - Submission deadline for teams to upload files to Challengepost site, teams on-site will then present their hacks. When all teams finish, challenge winners will be announced.
We want to extend our thanks to BattleHack: Boston, also the weekend of August 9th and 10th. Some participants at that event will be working to build hacks for the greater good of the city while also taking on our challenges. More information for hackers and developers of all sizes atBattleHacks.

    The tool successfully utilizes information and the API provided by the City to access the Permitting process.

藝文小集談毛澤東、江青和樣板戲

武漢大學文學副教授李松八月三日晚在“藝文小集”中侃談毛澤東、江青和樣板戲的關係,呼籲學者收集,彙編史料,以俾後世能做更真切,深入的中華人民共和國時期文藝發展研究。
大波士頓中華文化協會麾下的“藝文小集”,近年有不少來自中國大陸的學者開講,今年剛滿四十歲的李松,是其中少數侃談涉及“文革”這中國禁忌話題的學者之一。
2012年時出版“「樣板戲」編年史”,2013年出版“「樣板戲」的政治美學”等書,共發表過七十多篇論文的李松坦言,在中國,”文革“迄今仍是禁忌話題,他因從事相關研究,2009年要到台灣開會時,就在海關被扣留審問,結果沒能出境。但樣板戲是文學藝術,不直接涉及政治,再加上年代漸遠,許多文獻解密,容許學者翻看,相關課題也有了更多的研究討論空間。
2010年來過哈佛大學做訪問學者,最近再應邀來短期訪問的李松,八月三日晚在“藝文小集”暢論“樣板戲”,從毛澤東,江青和樣板戲的關係,申論他正研究的幾個問題,包括樣板戲應該不只有8個,應該是32;毛澤東對樣板戲的推動作用;如何看待江青的引導樣板戲;為什麼樣板戲是文革政治美學的樣本等。
            李松認為,中國的京劇改革,其實有兩個高峰期,一是慈禧太后時,一是江青年代,都借古代經典,地方戲曲框架,反映當代生活內容,都是藝術以新瓶裝舊酒形式的呈現。
李松在談論樣板戲的緣起,發展過程,以及毛澤東和江清與樣板戲的關係時,少見的直指“樣板戲”扮演了“造神”角色,批評毛澤東1942年時的延安文藝座談講話,以及1963年發表的四個關於文藝問題批示,開啟文藝為政治服務惡風,形成遺害中國禍端。他毫不客氣的指陳,文化大革命是毛澤東為達到權力鬥爭目地的手段,毛澤東的講矛盾,喜鬥爭,儼然是個患有妄想症,歇斯底里症,心底長期存在焦慮,怕人們看不起他的精神病人。
他也認為,江青曾師事梁實秋,沈從文,文藝功底不差,曾有人指其攝影造詣極佳。江青1963年起緊抓 “紅燈記“,“沙家濱”等京劇,芭蕾舞劇“白毛女”,以及交響樂曲等樣板戲作品的改編或創作,後期才因為心力更多的放在權力鬥爭上,未再努力推動樣板戲的發展。
當晚出席的聽眾,有來自台灣的趙鍾英,王啟華,王子仁,袁尚賢,有親身經歷過文革的舒龍,黃緯成,也有藝文小集召集人姜琴,財政孫振華等年輕一輩,個人經歷不同,對樣板戲的認識也深淺有異。其中一人指出,樣板戲這名稱聽著像味如嚼蠟的宣傳,但其中有不少作品,藝術水準極高,這課題有太多角度可以討論。
