               (Boston Orange 周菊子波士頓報導) 波士頓台灣人生物科技協會 (BTBA) 12月2日在波士頓紐百利街，舉辦導師與導生 (Mentor-Mentee)見面會，還請來有豐富藥廠經歷的蔣先慧博士分享專業知識，提供寶貴建議，約40名出席者交流熱絡。

              BTBA的2名會長，Intellia Therapeutics分析科學家吳佩容和武田製藥資深科學家蔡明儒在活動開場前主持該會月例會，並引導BTBA 3大組別，科學創新（Science and Innovation）、領導人才發展（LEAP Development）以及業界職涯發展（Career and Industry Development），從不同角度探討年會主題發想，促進成員交流。

 12月2日這天，BTBA向Andrew Lin借用 Compass房地產公司場地舉辦的BTBA導師與導生第一次見面會，由LEAP小組的3名組長，Vertex 的Principal Research Associate 蔡函庭，哈佛大學博士研究生胡金儒，以及Siphox Health 的Associate Research Scientist 林琪蓁，負責籌畫。

              曾任輝瑞製藥新興科學生物及標靶科學主任，以及Ananke Therapeutics發現生物學副總裁的蔣先慧坦言，在職涯人生中有人提點，扶持，可以少走許多彎路。藥華藥的科學長林俐伶就是她當年的良師益友。她自己一路走來，受過許多人幫助，所以也很希望能把”善良”傳遞下去。蔣先慧這天很熱心地分享了許多她個人經驗中導師和輔導者的交流情境，點出人與人在交流溝通時要學會的一些洞察技巧。

              Leap組的蔡函庭做為這場分享會的主持人，也提點導師、輔導者項目的參加者，要謹守4個原則，包括一，承諾，要珍惜配對夥伴及導師的時間；二，尊重，每一個團隊成員的發言都應尊重；三，分享，互相學習、汲取彼此的經驗；四，開放眼界、心態，要多聽多看多學的接納新資訊，並分享。

              BTBA的導師-導生活動，包括學界、業界，共有21名導師與54名導生報名參加。當天出席的導師包括蘇純美、陳政儀、沈彥甫、彭康鈞、陳晏誠、蔡宜霖、許益祥、周家慶，杜勝偉、朱治齊等人，分別來自Prothena、Intellia、Vizgen、Ananke、Schrödinger、墨克 (Merck)、銀杏 (Ginkgo)、Profound、Leveragen，武田等生物醫藥企業。其中的彭康鈞還是Galliomni共同創辦人，擴大了BTBA這導師、導生活動的涵蓋層面。

              吳佩容和蔡明儒表示，BTBA的這導師-導生項目希望能以每組1-2位導師，搭配4-6名受輔導者，每月實體或線上至少聚會一次的方式進行，藉以拓展參加者的人脈，加深對不同領域的了解程度，為各人的未來發展奠定更強基石。

 B.A.A. Gives Back Grant Recipients Announced

Boston Athletic Association supports local nonprofit organizations with fall edition of grant program

BOSTON – The Boston Athletic Association (B.A.A.) today announced the 13 recipients of the fall edition of the B.A.A. Gives Back Grant Program. The program supports nonprofits across Massachusetts that advance the B.A.A.’s mission of promoting a healthy lifestyle through sports, especially running, in order to build healthy communities.

 

The number of applicants grew from the first iteration and the fall recipients cover a wide range of projects from after-school programs and sports equipment grants; to community running clubs and para sports.

 

Nicole Juri, Director of Development at the B.A.A. said, “We are delighted to announce the recipients of our fall B.A.A. Gives Back Grant program. With an increase in the number of applications, we have tried to support as many as possible that align with the mission and vision of the B.A.A.  Each recipient does so much in their local community to provide a range of opportunities around activity and health.

“As news of the program continues to spread across Massachusetts, we anticipate more eligible organizations benefiting from our biannual program.”

Dr. Jim Keane, Executive Director of the Boston Bulldogs Running Club said, “The Boston Bulldogs Running Club is honored to be awarded a B.A.A. Gives Back Grant! Our organization promotes wellness and community as essential tools in recovery. This generous grant will help us to build programs in support of running and wellness for all those affected by the adverse effects of drug and alcohol addiction, especially at-risk youth."

Through this program, the B.A.A. awards monetary grants ranging from $5,000 to $15,000 through an application process open to all nonprofit organizations that meet the following criteria:

• Organization is a registered 501(c)(3) or a public agency.
• Organization is not political.
• Organization's program advances the B.A.A.'s mission of promoting a healthy lifestyle through sports, especially running, in order to build healthy communities.
• Organization is located in and serves residents of Massachusetts.

 

The next round of grant applications will launch in early 2024, with successful candidates being awarded ahead of the 128^th Boston Marathon presented by Bank of America.

              (Boston Orange 周菊子波士頓報導) 紐英崙余風采堂在12月3日這天邀請波士頓僑教中心主任潘昭榮，紐英崙中華公所主席雷國輝等嘉賓出席，見證新屆職員就職，恭喜余立昌、余雅倫這2名新人出任主席，為余氏掀開新篇章。

              卸任主席余寶愛也在這天升任顧問，並因在位期間親手操持公所斥資數十萬元的裝修工程，以及水電維修，由公所指定出任下屆辦公室主任。

              余氏元老余超群刻正外遊中，這天的就職典禮由顧問余宗濤擔任司儀，資深顧問余厚利監誓，為就職典禮講話。

              余風采堂今年的2名新主席，余立昌1970年代移民來美，從電子產品維修工程師一職退休後，因經常接送妻子參加公所活動，順理成章的成為公所活躍份子之一。今年41歲的電腦網路工程師余雅倫則是追隨父親，曾任余是主席的余景新腳步，從2021年起就更積極的參與公所服務，還夫唱婦隨，妻子艷玲今年也出任下屆婦女部主任。

              余厚利指出，這2名新主席，都年輕有為，而余氏人才濟濟，熱衷服務，族務自將更加興旺。

                           談及卸任主席余寶愛時，余厚利稱許道，余寶愛在位期間，刻苦耐勞，做得非常好。早前余氏物業的牆壁需要維修，幾十萬元的工程，她都一個人處理。余氏物業屋外街道修水管，造成下水道淤塞，連累余氏的自置物業都水管不通，承租戶無水可用，「喊打喊殺」，余寶愛也順利處理了，真的是勞苦功高。

              在大波士頓姓氏家族中，以人數計，余風采堂宗親逾千，排第三大，儘管從余寶愛這一屆起，越來越多英文比中文好的宗親加入服務行列，今年介紹新屆職員時，不但刻意唸出各人中文姓名，還在介紹中透露，多名幹部還彼此有更親密的夫妻、姊妹、姨姪等家族關係，彷彿更強調了中華傳統文化。

              典禮結束後，余氏宗親還以親手烹煮的特色湯圓，宴請宗親與嘉賓，提前慶祝冬至。

麻州政府在Amherst召開首次區域性內閣會議

Healey-Driscoll Administration Holds First Regional Cabinet Meeting in Amherst 
Following the meeting, Cabinet members took a tour of UMass Amherst’s Life Sciences Laboratories with Chancellor Javier Reyes 

 

BOSTON – Today, the Healey-Driscoll Administration held their first regional cabinet meeting at University of Massachusetts Amherst to discuss the administration’s priorities in Western Massachusetts. In an effort to promote statewide collaboration, the administration aims to hold a regional cabinet meeting in every region across the state.  

 

“Our state is made up of 351 cities and towns, each with their own unique sets of characteristics and needs. By hosting regional cabinet meetings, our administration is doubling down on our commitment to work for the entirety of Massachusetts,” said Governor Healey. “Over the last year, we have made significant progress building out policies that meet the moment and make our entire state more affordable, competitive and equitable. On behalf of our entire Cabinet, we are excited to continue holding regional meetings to learn more about what makes each region so great and strategize around how we can work together to make our entire state stronger.”  

 

“Working for the people of Massachusetts means meeting people where they are, across the entire state,” said Lieutenant Governor Driscoll. “Our entire administration knows how important and impactful it is to learn about the issues that our communities are experiencing directly from the people themselves. That’s why we’ve been so focused on getting out across the state since day one. By hosting regional cabinet meetings, we’re taking advantage of having our entire administration together in one place to learn how we can best serve that region. It makes us all better, more empathetic leaders, and it’s our key to delivering results for Massachusetts.” 

 

At today’s meeting, the Healey-Driscoll Cabinet discussed issues impacting Western Massachusetts including flood relief efforts for farms and municipalities impacted by extreme weather this year and the administration’s commitment to building West-East Rail. After the meeting, Chancellor of UMass Amherst Javier Reyes led Cabinet members on a tour of UMass Amherst’s Life Sciences Laboratories. 

 

“UMass Amherst was delighted today to host Governor Healey’s Cabinet at the commonwealth’s flagship campus,” said UMass Amherst Chancellor Javier Reyes. “We deeply appreciate that the Governor and her leadership team recognize the importance of UMass Amherst as an educational and economic innovation leader, and their visit to Western Massachusetts demonstrates their strong commitment to engaging with partners across the state. We thank them for visiting and learning more about the impact of our campus firsthand.” 

 

The tour included a visit to Mass Spectrometry Core, a facility that plays a critical role in UMass’s Perfluoroalkyl and polyfluoroalkyl substances (PFAS)/environmental research and development in clean water. UMass Professors Caitlyn Butler, Dave Reckhow and John Tobiason, along with undergraduate and graduate students, led the group in a discussion and demonstration of how they use the facility for projects addressing environmental sustainability and protecting public health. The facility also works in partnership with state agencies such as MassDEP, MassDPH and MassDOT to do water testing around the state and help to solve PFAS issues. 

 

At the conclusion of the meeting and tour, Cabinet members continued to different events across the region: Lieutenant Governor Driscoll met with leadership at Springfield Technology Park to discuss their ongoing work and later joined the NDIA Small Business Innovation Summit; Secretary of Economic Development Yvonne Hao joined local officials in Turners Falls to announce awards through the state’s Community One Stop for Growth; Secretary of Health and Human Services Kate Walsh met with Chair Carlos Gonzalez and a group of Springfield health and human services providers for a roundtable discussion on health care delivery, public health challenges and social determinants of health in Springfield; Secretary of Housing and Livable Communities Ed Augustus toured a supportive housing project and a homeless shelter in Pittsfield funded in part by HLC with Representative Farley-Bouvier, Senator Mark, Mayor Tyer and Mayor-elect Marchetti; and Secretary of Education Pat Tutwiler met with the UMass Donahue Institute. Climate Chief Melissa Hoffer met with local leaders in clean energy and sustainability.

Plan Outlines Comprehensive Strategy to Advance an Innovative, Mission-Driven, High-Growth Economy 
 

BOSTON – The Healey-Driscoll Administration unveiled its draft economic development plan titled Team Massachusetts: Leading Future Generations. Secretary of Economic Development Yvonne Hao will provide testimony on the plan before the Legislature’s Joint Committee on Economic Development and Emerging Technologies at the State House on Wednesday highlighting the economic development priorities that will guide the Healey-Driscoll Administration over the next four years.  

Team Massachusetts: Leading Future Generations aligns the administration’s economic development priorities, funding, and legislative initiatives within three main areas of focus: Fundamentals – investing in the fundamentals to enable economic growth; Talent – retaining and attracting the world’s best talent across all backgrounds; and Sectors – supporting businesses that power the state’s economy.  

“Massachusetts is the best place in the world to live, raise a family, and grow a business – and it’s our administration’s job to keep it that way by leveraging what’s working and fixing what’s not. Our economic development plan outlines a bold strategy for Massachusetts to meet the moment and put us on a path to future success by powering short and long-term economic growth, retaining and attracting the world’s best talent, and supporting our businesses, especially those in innovative sectors like climatetech, life sciences, and advanced manufacturing,” said Governor Maura Healey. “This plan will guide our economic development work over the next four years to make Massachusetts more affordable, competitive and equitable. We are grateful to the more than 1,300 stakeholders, industry leaders, elected officials, and members of the public who participated in its creation, contributing their valuable insights and vision for the future of our state’s economy.”

That starts with making Massachusetts more affordable and growing this economy for people in every region.” said Lieutenant Governor Kim Driscoll. “By investing in fundamentals to enable economic growth for all regions and communities, prioritizing the needs of our workforce, and supporting businesses that are essential to the state’s economy, we can show the country and the world the power of Team Massachusetts.” 

 

“Massachusetts is at an inflection point and the stakes are high. This economic development plan puts us on a path towards ensuring our state is the best place for people to start and grow their careers and for companies to start and scale, all while being a great place to live,” said Economic Development Secretary Yvonne Hao. “We look forward to working as a team – Team Massachusetts – to bring this bold economic development vision to life and lead for future generations.” 

 

This plan is the result of extensive outreach and coordination from the Healey-Driscoll Administration and its Executive Office of Economic Development (EOED), including the formation of an economic development planning council in May comprised of leaders from across the public and private sectors and representing key industries in Massachusetts. The council met over the past several months to guide the process and contribute insights.  

 

EOED also hosted nine regional engagement sessions across Massachusetts and, for the first time, one Spanish-language engagement session, to gather feedback from residents, businesses, elected officials, and stakeholders. A total of 1,300 attendees participated in the sessions, each of which featured breakout discussions across five areas: business climate, community and neighborhood development, key clusters and innovation, workforce and talent, and equity and opportunity. The administration also hosted 13 subsector working group meetings across 11 sectors with business leaders and stakeholders. These sectors included life sciences, small businesses, financial services, rural, hospitals and healthcare, advanced manufacturing, and others.  
 

From the feedback gathered during the regional and subsector working group sessions, as well as from extensive data and policy analysis, EOED prioritized supporting each area of focus with specific initiatives:  

Fundamentals:   

• Address Housing and Transportation Challenges: Increase housing production to lower costs and make transportation more reliable. 

• Housing: Massachusetts needs more housing to support our workforce and drive economic growth. The administration will leverage operating resources, capital funds, and policy provisions, such as zoning reform, to increase the supply of housing units. 

• Transportation: Our state needs first-class public transportation to help people and businesses reach their destinations. Led by MassDOT, the administration will invest in improving network reliability.  

• Invest in Infrastructure and Competitiveness: Invest in all communities, including rural communities and Gateway Cities, as well as projects and programs that ensure the state’s competitiveness. 

• Infrastructure: Building on the success of Community One Stop, the administration will continue to make strategic investments in infrastructure, especially in areas like Gateway Cities, and launch a new focus on rural communities.  

• Competitiveness: The state will invest in programs around high-quality internet and cell service, increased predictability in permitting, and a cross-secretariat Competitiveness Cabinet to unlock transformational projects. 

  
  

Talent: 

• Be the Global Talent Magnet: Launch programs to retain and attract talent, including college graduates, immigrants, non-college grads, and trades/professions. 

• College Students: Create a new internship program to connect college students and Massachusetts companies to retain young talent post-graduation. 

• International: Scale the Global Entrepreneur in Residence Program to enable immigrants to stay in the state. 

• Non-college Paths: Working with the Executive Office of Labor and Workforce Development, leverage the Workforce Skills Cabinet and MassTalent to streamline resources that help residents find job training and employers find skilled talent.  

• Trades and Professions: Improve pathways to in-demand occupations under the oversight of the state’s Division of Occupational Licensure. 

Sectors: 

• Lengthen Our Lead: Advance bold leadership in life sciences and healthcare, advanced manufacturing and robotics, and the application of AI for all key sectors. 

• Life Sciences/Healthcare 3.0: In coordination with the Executive Office of Health and Human Services, leverage ARPA-H and the entire life sciences ecosystem to tackle big opportunities around innovation, health equity, and affordability.  

• Advanced Manufacturing/Robotics: Capitalize on the Northeast Microelectronics Commons Coalition Hub to strengthen our advanced manufacturing and robotics ecosystems.   

• AI for “X”: In partnership with the Executive Office of Technology Services and Security, convene an AI strategic task force and develop programs to support AI adoption in our leading sectors such as education and financial services. 

• Catalyze New Leadership Sectors: Capitalize on the opportunity to become new leaders in climatetech and tourism and culture. 

• Climatetech: Work with the Executive Office of Energy and Environmental Affairs and the Massachusetts Clean Energy Center to create the world’s leading climatetech ecosystem. 

• Tourism and Culture: Lead on the upcoming celebration of the 250^th anniversary of the founding of our country in 2025 to increase economic impact. 

• Make Things Easy for Businesses: Streamline access to state resources for businesses across all sectors. 

• Business Front Door: Create a simple, centralized “front door” for businesses of all sizes and from all sectors to access state incentives and to enable more coordinated, organized responses from the state.

A public hearing on the economic development plan before the Legislature is required by statute. After the hearing is completed, EOED will present the final plan to Governor Healey to approve. The administration is required to file the final plan with the legislature by December 31. The process is guided by Section 16G of Chapter 6A of the Massachusetts General Laws, which requires a new economic development plan be created and approved by the governor within the first year of a new administration or term.

     (Boston Orange 周菊子麻州報導) 駐波士頓台北經濟文化辦事處 (TECO) 教育組12月2日在Spettus牛排店邀請來自台灣，獲得留學生獎學金，以及公費的留學生聚餐，代表國家表達關切人才心意，促進優秀學生彼此之間的交流。

     波士頓經文處教育組組長黃薳玉表示，無論是目前或是曾經領取教育部獎助金、公費的留學生，只要還有保持聯繫，教育組都會邀約參加聚會，藉以代表國家表達心意，提醒留學生們，學業固然重要，身心健康也不容忽視，希望同學們記得，不論遭遇任何麻煩，要趕快和教育組聯絡，以集結眾力解決問題。

     在聚會中，黃薳玉組長直言，教育組目前人手不足，提醒同學們各自記得關注申辦獎學金，繳交報告的日期。

     根據美國2022年的統計，在波士頓經文處教育組轄區內，來自台灣的留學生共約1460人。在教育組的資料中，大波士頓地區目前有公費生13人，獲得留學獎學金學生37人，獲得奧林匹亞獎學金者3人。

     教育組在經費許可下，平均每年為這些學生舉辦一次餐會。12月2日這天有1名公費生，14名留學獎學金生，以及都在麻省理工學院深造的王維恩、陳韋同、何達睿等3名奧林匹克獎學金學生出席。

     這18名學生，包括哈佛台灣同學會曾任會長的蕭育舜，現任幹部的趙予辰，魏志阜，麻省理工學院台灣同學會副會長陳韋同，在波士頓台灣人生物科技協會的LEAP小組長胡金儒等，他們不論已彼此認識，或初次見面，一探問起各自研究領域，話題立刻豐富爆棚，從純電影理論，環境生態紀錄片到海星寶寶自旋轉、嬰兒行為透露著人類確有天生性格趨向，家長該如何教育子女，做研究的樣本處理等的無所不談。研修電腦科學的還立即出動人工智慧工具ChatGPT來為聊天中的問題找答案，談得興高采烈，他們甚至還談到” 博恩夜夜秀” 的主持人，聊出他建中畢業、麻省理工學院曾是他成長時期後花園，以及彼此年齡差距甚至大到10

年的這些獎學金生們，許多人同為建中、北一女校友的淵源。

     教育組組長黃薳玉表示，照顧留學生是教育組的任務之一，日前該組還把這照顧服務，擴大到曾經到台灣留學、遊學、實習或做研究的非台灣籍學生身上，成立了「留台校友會」，讓台灣的美好，常存在更多人心中。
