波士頓跌出全美十大都會名單

             (Boston Orange 編譯)美國人口統計局早前公佈數據稱,2019年,波士頓從全美第10大都會跌落到第11位,被鳳凰城(Phoenix)擠了下去。

根據美國人口局今年稍早前公佈數據,2019年時,波士頓大都會住有大約490萬人,是第11大都會區。這個都會包括東麻州5個郡,以及新罕布夏(NH)東南一長條區域,最近這些年一直都排名第10大。

但這地區的人口,儘管從2010年迄今增長7%,但卻跟不上更火熱的都會,例如鳳凰城,在同樣時段內人口增長高達18%

專家引用的各種解釋,包括近10年美國人口持續向南、向西遷移,導致麻州在2012年失去一席聯邦眾議員席位。德州及佛羅里達州卻席位增加。

創造網站,記錄美國都會人口歷史的Greg Slayden在一封電郵中說,人口向經濟更活躍,氣候更好,有擴展空間城市大幅度遷移的情形,已存在至少半個世紀。

他說,波士頓經濟強勁,勞工有知識,教育機構著名,但冬天寒冷,夏天炎熱,對許多人來說是個負數。而且做為一個老城市,被包圍在有著長久限制土地使用歷史的郊區之間,使得它很難像休士頓或鳳凰城那樣,建造大規模的新住宅區或商業區。

根據Slayden的網站,1680年時,人們相信在山丘上的波士頓這城市是所有聚落中最大的社區。這排名位置一直持續到1740年,或者1790年。那之後波士頓成了美國第3大城市,落後於紐約及費城(Philadelphia)

不算郊區的波士頓,因為無法像其他一些城市那樣積極的擴張邊界,在大城市名單上的名次還跌得更多。最新的人口統計數據顯示,在人口上,波士頓排名第21,落在佛羅里達州的Jacksonville,俄亥俄州的哥倫布(Columbus),以及在波士頓愛國者打革命戰爭時還不存在的印第安納波利斯(Indianapolis)

位於Hadley的麻州大學唐納修研究院人口估計項目資深項目經理Susan Strate表示,波士頓持續成長,只是2017年以來成長速度減緩。背後的原因很典型,和全美各地相似,特別是在新英格蘭地區,人口老化,因而死亡人口增加,出生人口減少之外,遷出人口多於遷入人口,國際移民也緩慢下來。

她警告道,如果這趨勢持續,大波士頓的人口可能減少更多,那是自從1970年,另一段國際移民趨緩時期以來沒有發生過的事。

東北大學政治學教授Thomas Vicino表示,大波士頓從第10位被擠到第11位是小變動,標榜出了這地區所面對的一些挑戰,也顯示出一些明顯的問題,為什麼其他地區的人口增長更快速?”,這地方的家庭一直在和高生活水平,缺乏可負擔住宅,以及可怕的交通(至少在病毒大流行以前)這些狀況搏鬥。

他說,這些是人們考慮在那兒居住時會有的基本問題。

最大的三個都會區,紐約,洛杉磯,以及芝加哥,以成長來說,在二戰時代之後就停滯不前。現在,在諸如達拉斯,以及鳳凰城這些美國的陽光地帶,有更多成長。

那是就業機會在那兒,人們往哪兒遷移的功能。

好消息是,麻州首在人口及就業機會上都保持著經濟上的競爭力,吸引力。這地區有著全美最出名的大學,研究醫院,以及全美最大的生物科技樞紐。

中華公所提醒居民 MBTA服務2021年起有縮減

                  (Boston Orange 整理報導)麻州地鐵明年(2021)起將刪減地鐵服務5%,巴士服務20%。通勤火車(commuter rail)週末停駛。

紐英崙中華公所行政主任朱蘇珊(Susan Chu)1223日發函,籲請各界轉發地鐵服務變動訊息,以期使用地鐵服務者及早預做準備。

麻州地鐵局華裔員工Terrie Chan1124日的紐英崙中華公所本年度最後一次董事大會中,就地鐵變動,作了簡報。

麻州地鐵局(MBTA)是因新冠病毒(COVID-19)疫情期間搭乘量驟減,巴士部分僅達之前乘客量的41%,憂慮2022會計年度預算會有太大落差,提案刪減服務。麻州地鐵局的財政管理及控制委員會(Fiscal Management and Control Board)1214日以32票,通過了縮減服務提案。

簡報內容之一。
             11月份時,MBTA提議停止所有的渡輪服務,刪減25條巴士路線,並終止一些路線的深夜及週末服務,還要關閉6條通勤火車路線。由於乘客及支持者反對聲浪強烈,1214日通過的服務刪減,程度沒那麼大。麻州公司(MassInc)的民意調查結果是64%的受訪者反對原始版本的刪減幅度。

                 MBTA通過的服務變化包括:

             巴士部分,將持續在午夜後行駛。20條路線停駛,16條路線整合,4條路線縮短。在摩頓市(Malden)及梅爾羅絲(Melrose)131號巴士會繼續行駛,136137號會合併。230號會在碧樹(Braintree)和昆士中心(Quincy Center)之間繼續行駛。在赫爾(Hull)市和坎頓(Canton)市的714號和716號,以及洛士百利(Roxbury)和南端(South End)43號巴士的服務會保留。

             將合併的路線為62 / 7684 / 7888 / 90GLX開始時),136 / 137214 / 216352 / 354501 / 503502/50413167號路線將只在高峰期行駛。553554556558的服務路線將縮短。

             地鐵部分,班車會持續行駛至午夜。綠線地鐵的E線會繼續在Heath街行駛,並停靠所有站點。藍線車輛班次會減少5%,綠線,橘線及紅線減少20%。現在,地鐵的目標是在尖峰時段,紅線的車輛班次間隔為4分半鐘。MBTA總經理Steve Pofak表示,服務頻率縮減20%的結果會是車輛班次間隔為5分半鐘。

             通勤火車部分,服務班次會減少,週一至週五的晚上9點以後停駛。被認為是重要轉運點,或是必要工作人員使用量高,或是乘客多的某些通勤火車路線會有週末服務,包括普域敦斯(Providence),屋斯特(Worcester),米都伯洛(Middleboro),紐百利港/岩港(Newburyport/Rockport),以及費爾蒙(Fairmount)。乘客量低的路線週末停止服務。141個通勤火車站點中的5個站點會關閉,包括Plimptonville Prides CrossingSilver HillHastings,以及 Plymouth

             渡輪部分,由於乘客量約為疫情前之12%,平均每艘船僅7人,而且搭乘者有搭乘巴士或通勤火車的其他選擇,MBTA將暫停Charlestown的服務。使用該路線的乘客可改搭93號巴士。波士頓到Hingham的直航服務站停,週一到週五的Hingham/Hull 服務減少。

             付費接送(The Ride)MBTA的輔助運輸服務的提前預約時間將從30分鐘調整為40分鐘。高級服務的營運時間也將配合新的通勤火車時刻。某些付費接送的費率也將調整為高及服務。

             MBTA的服務改變是為縮減2022會計年度預期會出現的5840萬元預算差距。也就是從20217月開始的會計年度。不過地鐵自己的顧問委員會最近公佈了一份報告,稱交通機構高估了預算赤字,原本提案的服務刪減是不必要的。

             公共交通公益聯盟(Public Transit Public Good coalition)早前估計,地鐵的服務刪減可能導致800個職位消失,其中絕大部分會是地鐵或巴士的駕駛職位,也是為著約佔那些職位60%的有色人種將受最大衝擊。

美媒稱楊安澤將參選紐約市市長

            (Boston Orange 編譯)2020年競選美國總統未果,2021年轉戰紐約市長,科技創業家楊安澤(Andrew Yang)重新成為政壇候選人。

              美國大選落幕,拜登(Joe Bide)成為美國候任總統後,挑了2名競爭對手進白宮團隊,加州參議員Kamala Harris做副總統, 印第安那州South Bend市長Pete Buttigieg當交通部部長。也是拜登競爭對手之一的楊安澤,一度傳說會被徵召入閣,擔任商務部部長,1223日卻向紐約市競選財務委員會遞交了文件,列入2021紐約市長參選人名單,和已展開角逐波士頓市長行程的吳弭(Michelle Wu)有如遙相呼應。

              由於紐約市市長的初選日訂在622日,距今僅半年之久,據說有將近40人已宣佈參選,其中還有幾人來自科技界,楊安澤跳進的是一場已頗擁擠的選戰。

              一名接近楊安澤的人說,遞交財務文件,只是一個手續,不代表楊安澤一定會參選,他們還沒做最後決定,但楊安則認真在考慮,這麼做是必要的。

              支持現在就教育改革(Education Reform Now Advocacy)這支持特許學校教育的團體,本週做了一項民調,顯示楊安澤還未遞交文件時,就已是下一任紐約市長熱門候選人,支持率17%,比人們視為熱門人選,曾任紐約州參議員,現任Brooklyn borough董事長,以募款259萬元的Eric Adams還高1%

              楊安澤以前從未參政。在參選美國總統時,他的支持率超過紐約現任市長白思豪(Bill de Balsio)。白思豪在任期限制下,2021年必須卸任。

              楊安澤提出的所有年滿18歲以上美國人,每月一千元基本收入政策,使他頗受矚目,但他並未爭取到足夠的選民支持,2020年二月在新罕布夏(NH)州的初選之後,他就退出了選戰,轉而支持拜登。

              楊安澤住在紐約市,不過最近暫時遷至喬治亞州,為該州的兩名民主黨候選人角逐州參議員席位的第二次投票助選。

              全美各地華裔參政人數漸多,但市長級別的人數仍然不多。在維基百科上有2017年辭世的舊金山市事長李孟賢,曾任加州奧克蘭市長的關麗珍,曾任加州洛杉磯郡鑽石吧市市長的張文彬,新當選的加州東谷市市長尤煜琳,在新英格蘭地區有曾任麻州費奇堡市(Fitchburg)市長的黃素芬,即將於2021年卸任的羅德島州克蘭斯頓市市長馮偉傑(Allan Fung)

「波士頓台灣抗疫團隊」送出4700口罩給中華頤養院

             (Boston Orange)波士頓台灣人發揮「台灣能幫忙(Taiwan Can Help)」精神,送口罩活動持續進行中。這次是「波士頓台灣抗疫團隊」在1222日捐贈4700個台灣製醫用 口罩及防疫裝備給中華頤養院。

             「波士頓台灣抗疫團隊」代表林書硯這天特地邀請駐波士頓台北經濟文化辦事處處長孫儉元出席,在他面前把4700個台灣製醫用口罩等防疫用品,交給位於昆士市(Quincy)的中華頤養院,由該院執行長Bill Graves及院長陳力代表接受。

             孫儉元稱許台灣同胞在波士頓發揮大愛,組成志工團體,自己出錢出力,為麻州防疫做貢獻,充分發揮「人飢己飢,人溺己溺」的人道精神,熱誠令人感動。更要稱讚的是這樣的國民外交,才是最能讓台灣在國際間發光,發亮的台灣軟實力。

馬丁華殊可能出任美勞工部部長 拜登還考慮華裔蘇維思

                  (Boston Orange編譯)波士頓市長馬丁華殊(Martin J. Walsh)可能會是下一任的美國勞工部部長!波士頓環球報在23日晚間9點多刊文指出,美國候任總統拜登(Joe Biden)有個三、四人短名單,馬丁華殊是其中之一。

                                            和馬丁華殊都在最後名單上的其他勞工部部長人選有密西根州聯邦眾議員,也曾是工會組織者的Andy Levin,加州勞工及勞力發展廳廳長蘇維思(Julie Su),佛蒙特州聯邦參議員Bernie Sanders,在奧巴馬政府中曾擔任勞工部副部長的Seth D. Harris,以及曾任奧巴馬總統顧問,從工會組織者起家的Patrick Gaspard

              拜登來波士頓競選時,波士頓市長馬丁華殊匡助熱情超乎尋常,已經引起波士頓人揣測,一旦拜登當選,馬丁華殊可能入閣。但大選結束後,川普宣稱選舉有弊,爭議不斷,拜登遭遇無法交接狀況,遑論組織新政府。

拜登開始公佈邀約赴白宮人選後,陸續有好幾個來自波士頓,可是馬丁華殊的名字一直沒出現,頗讓馬丁華殊的支持者暗中焦急。現在,波士頓人開始揣測,一旦馬丁華殊遠赴華府,明年的波士頓市長選舉,角逐名單一定瞬間倍增。

一名熟悉拜登挑選過程的人告訴波士頓環球報,馬丁華殊是留在考慮名單上的少數幾個人之一。Politico則在週三一篇報導中指稱,馬丁華殊和拜登互友多年,但拜登可能為了政府多元化,最後挑選其他人。

現年53歲的馬丁,據說一直是工會領導們偏愛的人選。彭博新聞上個月也才報導,AFL-CIO會長Richard Trumka爭取工會領袖們支持馬丁華殊當勞工部部長。馬丁華殊已當了七年波士頓市長,之前是麻州眾議員,還是波士頓本地勞工223分會的會長。他的政治生涯一直都有勞工支持。

拜登已經承諾,他的內閣中心元素是多元化。迄今他挑的幾個人選,都具歷史性意義,包括退休將軍Lloyd Austin會是美國首名黑人國防部長,Alejandro Mayorkas會是出任國土安全局的首名拉丁裔移民,Janet Yellen會是首名女性財政部部長。

勞工部部長一職,責任包括監管從加班到工作場所安全等所有的聯邦聘僱規則,影響可及15000萬名打工人士。川普政府在執行法規上對工業友善,拜登政府卻可能對企業態度嚴格些。

波士頓市長一職從1940年以來,就沒有一位在任市長競選連任時輸過。萬寧諾(Tom Menino)在位20年後,宣佈不競選第六度連任後,立即有13人跳進波士頓市市長選戰,最後馬丁華殊當選,迄今在位七年。

            目前波士頓市兩名市議員,吳弭(Michelle Wu)Andrea Campbell已經表態,有意參選市長。但馬丁華殊一旦競選第三度連任,她們倆的機會都將大為縮減,除了馬丁華殊有能見度高的在位優勢,馬丁華殊的募款成績也遠超過這兩名競爭對手,上個月就募得323000元,花出去103000元,還有將近600萬元在手。

拜登已經從麻州點名不少人加入他的白宮團隊,包括前國務卿克里(John Kerry)將為出席國家安全委員會的環保大使,麻州總醫院(MGH)的傳染病科首長Rochelle Walensky出掌聯邦疾病防治局(CDC),在Canton出生的Gina McCarthy擔任白宮氣候協調員。拜登的副幕僚長Jen OMalley Dillon也和麻州有淵源。

陳毓禮公園中國生肖裝置2021將換成Andy Li的"放牧"

綠路保護會陳毓禮公園2021年的生肖藝術裝置將從老鼠換成黃牛。
     (Boston Orange 編譯)蘿絲甘迺迪綠路保護會(The Rose Kennedy Greenway Conservancy)1222日宣佈,已聘請本地藝術家Andy Li創作「放牧」這慶祝中國12生肖的藝術雕塑,將安置在綠路上的陳毓禮叔叔、黃杏蓉阿姨公園,以迎接農曆新年。

             Andy Li的「放牧」,是以纖維及文字做成的裝置藝術,藉以表達在生肖屬性中,牛的最重要優點是恆心、毅力。

             Andy Li會創作一系列的藝術化文字標語旗,每一面旗都含有具啟發性的不同訊息,例如中英文並列的「有志者事竟成」。在某些神話中,牛是上天派下凡間幫助人們工作,以防飢荒的。牛會在非常困難的時期來到人間,並隨著新年的到來,經由決心,誠實,耐心為人帶來希望。

             「放牧」的創作設想是在陳毓禮公園內形成一個統一、安詳的環境,提醒人們,大家就像一群黃牛一樣,一起面對外界環境。

             這個藝術作品將於二月初,過農曆年之前附加在鮮紅的竹架上,並一直保留至2022年一月。

             目前在陳毓禮公園內展出的作品,Furen Dai的變換霓虹燈有耳朵、尾巴的老鼠(A Mouse with Ears and Tail)”,在拆除前將繼續展出到一月底。

             Andy Li是波士頓的纖維藝術家,在波士頓華埠及其附近長大,2012年畢業於麻州藝術及設計學院。

             綠路保護會公共藝術主任及策展人Lucas Cowan表示,從2015年開始,該會每年都為陳毓禮公園製作一個以中國生肖為主題的新藝術作品,藉由當代藝術家的想像與表達,來慶祝文化、歷史,以及華埠社區的中國新年傳統。

             Andy Li的裝置藝術作品由Barr基金會,Mabel Louise Riley基金會等全額贊助。

麻州府宣佈6億6800萬元紓困方案 小企業最高可得7萬5000元

               (Boston Orange周菊子整理報導)麻州政府今(23)日推出66800萬元紓困方案,預定下週開始發放,以幫助小企業渡過新冠病毒(COVID-19)大流行難關。這方案有一部分經費要仰賴國會最近通過的聯邦政府紓困方案。

                  麻州州長查理貝克(Charlie Baker)表示,無論聯邦層級的紓困方案有什麼樣的發展,麻州政府都會從下週開始發放新一輪經費給州內的餐館,零售商,以及其他的小企業。

                   麻州政府在本周稍早時宣佈,將經由麻州成長資本(Massachusetts Growth Capital Corporation)發放4900萬元,支持1158家小企業。爭取申請這經費的小企業,多達1萬零700家。

             小企業補助款是在今年秋季時設定的,目前有一批符合資格的申請者還未領到經費,麻州政府在撥發新一輪額外補助時,將以這些人為優先發放對象,估計需款共約三億到三億五千萬元。這些已經申請,但還未領到補助者不需要再次申請。

            這一項目將以受病毒大流行打擊最嚴重的企業為對象。

             有資格申請新方案補助經費的企業包括餐館,酒吧,餐飲業,室內娛樂場所,健身房,體育館,支持活動的專業人士(攝影師,錄影師等),個人服務業,零售業。

             新的企業紓困方案將提共高達75000元補助,但不超過3個月的營運開銷額,需用於員工薪資,福利開支,與空間有關的開支,以及有義務償還的債務等。

             1231日的週四開始,麻州政府將開通網上申請,截止日期為115日。經費發放名單估計會在二月初宣佈。

Baker-Polito Administration Announces $668 Million Small Business Relief Package

Additional businesses will be awarded as soon as next week through the Mass Growth Capital Corporation


BOSTON
– Today, the Baker-Polito Administration launched a $668 million program to provide financial assistance to Massachusetts small businesses impacted by the COVID-19 pandemic. The program in part relies on the pending federal COVID-19 relief bill recently passed by Congress. Regardless of the developments at the federal level, the Baker-Polito Administration will start releasing millions in new funding to restaurants, retailers, and other small businesses throughout the Commonwealth as soon as next week.    

Earlier this week, the Administration announced nearly $49 million in grants through the Massachusetts Growth Capital Corporation (MGCC) COVID-19 Small Business Program to support over 1,158 small businesses. More than 10,000 applicants had sought relief in this grant round.

Additional grants will be made available to eligible small businesses through MGCC. The Small Business Grant Program was established in the fall, and currently has a pool of eligible applicants awaiting funding. This additional funding will allow the Administration to award more of those pending applicants. Eligible businesses that already applied to the program, but were not funded due to limited funds available, will be prioritized for funding first and do not need to reapply.

The funds will also be used to stand up an additional grant program at MGCC. This program will target the industries most hard-hit during the pandemic.

Eligible industries for the new program include:

  • Restaurants, bars, caterers
  • Indoor recreation and entertainment establishments
  • Gyms and fitness centers
  • Event-support professionals (photographers, videographers, etc.)
  • Personal services
  • Retail

The new business relief program would offer grants up to $75,000, but not more than three months’ operating expenses, to be used for employee wage and benefits costs, space-related costs, and debt service obligations.

The online application portal for the new program will open on Thursday, December 31, and will close on Friday, January 15. Awards are expected to be announced in early February.

Grants from the Moving Image Fund support work created by New England-based filmmakers that is provocative, heartfelt, and challenging in style and substance. The program supports long-form projects with running times of forty minutes or more in both the production and post-production phases. Grants range from $15,000 to $25,000.

The Boston Resiliency Fund helps coordinate philanthropic efforts to provide essential services to Boston residents whose health and well-being are most immediately impacted by the coronavirus pandemic. Funding priorities: providing food to Boston's children, families, and seniors; providing technology to Boston Public Schools students for remote learning; and providing support to first responders, front-line workers, and healthcare workers so they can effectively do their jobs and promote public health.

Justice for Families grants improve the response of the civil and criminal justice system to families with a history of domestic violence, dating violence, sexual assault, and stalking, or in cases involving allegations of child sexual abuse. OVW expects to make 23 grants in the range of $550,000 to $650,000.    

Sodexo Stop Hunger Foundation, 1/22/2021 
Grants of up to $500 will support youth leaders ages 5-25 across the U.S. to turn their ideas into action and make an impact on the issue of childhood hunger. New this year is an option for a fundraising match grant, which includes $100 for fundraising-related costs and a $400 matching grant to a local hunger relief organization of your choice. 

National Science Foundation, 2/24/2021 
The goal of Smart and Connected Communities is to accelerate the creation of new levels of economic opportunity and growth, safety and security, health and wellness, accessibility and inclusivity, and overall quality of life. A total of $23.5M is available.


New England Grassroots Environment Fund, 3/15/2021
Seed Grants of $250 to $1,000 help volunteer groups launch and build their newly evolving projects. Requests for this program may be submitted throughout the year. Grow Grants of $1,000 to $3,500 enhance the ability of established groups to increase capacity, collaborate, and leverage impact.

People for Bikes, 1/12/2021
Community Grants support bicycle infrastructure projects and targeted advocacy initiatives that make it easier and safer for people of all ages and abilities to ride. Max award: $10,000.

Office on Violence Against Women, 2/2/2021
Legal Assistance for Victims grants ($600,000 to $800,000) support comprehensive services. OVW expects to award 56 grants to nonprofits.

Emergent Fund, Open
Funding priorities: Coalitions/Alliances; Mobilization; Organizing and Advocacy; Healing, Inspiration, and Liberation; Access for digital spaces and digital organizing. Population focus: Black, Indigenous and People of Color. Grants range from $10,000 to $30,000.

Harry Chapin Foundation, Open
Funding priorities: Arts-In-Education Programs, Community Education Programs; Agricultural and Environmental Programs. Funding focus: grassroots organizations with budgets up to  $500,000. Max award: $10,000.

Save America's Treasures grants help preserve nationally significant historic properties and collections that convey our nation's rich heritage to future generations. Two categories of funding: preservation projects and collections. Eligible properties must be either currently: 1) individually listed as a National Historic Landmark or be a contributing property within a National Historic Landmark district, or 2) individually listed in the National Register of Historic Places. Grants range from $125,000 to $500,000.

Grants support environmental initiatives aimed at eliminating pollution and saving the planet’s ecosystems, community efforts that create models of social sustainability, educational innovations that prepare youth to become the socially responsible leaders of the future, and strategies that offer economic improvement and opportunities.

The Reopen Boston Fund was established to help small businesses minimize risk and manage economic recovery. Eligible costs include Personal Protective Equipment, safety partitions for customers and employees, and managing outdoor space that’s approved for business use. The grants are for brick-and-mortar businesses, with fewer than 15 employees, where people work close to each other or to customers.

Boston Local Development Corporation, Open
The Standard BLDC Loan Fund is available for existing businesses, new
ventures, and businesses relocating to Boston. Loans range from $25,000 to $150,000. The Backstreets Boston Back-up Loan Program provides financing of up to $250,000 for Boston companies in the industrial and manufacturing sectors. Also, BLDC recently received a $693,000 CARES Act Recovery Assistance grant from the Economic Development Administration at the US Department of Commerce to capitalize and administer a Revolving Loan Fund to provide loans to coronavirus-impacted small businesses in Boston.
