Governor Baker Nominates Joella E. Fortier as Clerk Magistrate of Orange District Court

BOSTON  Today, Governor Charlie Baker nominated Joella E. Fortier to the position of Clerk Magistrate of the Orange District Court. Attorney Fortier has over seventeen years of experience in the District Court where she was an Assistant District Attorney, an Assistant Clerk Magistrate and First Assistant Clerk Magistrate until being named the Acting Clerk in Orange in January 2017.

“Attorney Fortier is a distinguished lawyer whose years of experience will allow her to continue to serve Western Massachusetts,” said Governor Baker. “I am pleased to submit her name to the Governor’s Council for their advice and consent.”

“For years, the residents of the Commonwealth have benefited from Attorney Fortier’s commitment and legal expertise,” said Lt. Governor Karyn Polito. “I am confident that, if confirmed, she will serve the judges, lawyers, and litigants in the Orange District Court well.”

The District Court hears a wide range of criminal, civil, housing, juvenile, mental health, and other types of cases. District Court criminal jurisdiction extends to all felonies punishable by a sentence up to five years, and many other specific felonies with greater potential penalties, all misdemeanors and all violations of city and town ordinances and by-laws. The District Court is located in 62 courts across the Commonwealth.

Judicial nominations are subject to the advice and consent of the Governor’s Council. Applicants for judicial openings are reviewed by the Judicial Nominating Commission (JNC) and recommended to the governor. Governor Baker established the JNC in February, 2015 pursuant to Executive Order 558, a non-partisan, non-political Commission composed of volunteers from a cross-section of the Commonwealth's diverse population to screen judicial applications. Twenty-one members were later appointed to the JNC in April 2015.

About Joella Fortier
Attorney Fortier has served in the Orange District Court for the last five years as Assistant Clerk Magistrate, First Assistant Clerk Magistrate and Acting Clerk Magistrate in the wake of former Clerk Magistrate Laurie Dornig’s retirement. Prior to her work at the Orange  District Court, Attorney Fortier worked at MassMutual Financial Group as a Disability Claim Examiner, gaining experience in medicine-emergency management and disability income claims. She spent her early legal career serving the Commonwealth as a Judicial Law Clerk in the Juvenile Court and then as an Assistant District Attorney and Attorney-In-Charge at the Northwestern District Attorney’s Office, dealing with criminal offense cases such as child abuse, violent crimes, narcotics, domestic violence and motor vehicle offenses in Hampshire and Franklin Counties. She received her Bachelor of Arts in Sociology from Saint Anselm College and her Juris Doctorate from Western New England College School of Law in Springfield, Massachusetts, where she later worked as an Assistant Director of Admissions. She resides in Belchertown with her family.

MAYOR WALSH INVITES BOSTON TEENS TO APPLY TO THE MAYOR'S YOUTH COUNCIL
BOSTON - Wednesday, March 21, 2018 - Mayor Martin J. Walsh today invited Boston teens to apply for the 2018-2019 Mayor's Youth Council. The Mayor's Youth Council (MYC) is a model of youth inclusion in government and civic engagement that has spurred cities across the nation, and even internationally, to examine how they include youth in local government.

"I am incredibly proud of what our Mayor's Youth Council has been able to accomplish, and look forward to even more students sharing their voices and ideas on the Council," said Mayor Walsh. "The Mayor's Youth Council helps ensure we are making decisions that reflect what young people in Boston need to make our city even better, and I encourage all Boston teens to apply for this great opportunity."

The Mayor's Youth Council is a group of 85 high school-aged youth that are committed to improving their communities and empowering other young people in the city. The number of youth representing neighborhoods is based upon census data that indicates where young people live. 

MYC representatives form issue-centric subcommittees based on input from youth and Mayor Walsh's cabinet structure. In order to apply to be a neighborhood representative on the Mayor's Youth Council, students must be Boston residents and entering grades 9-12 (or of comparable age). All applicants will participate in a group interview and new applicants must submit a letter of recommendation.

"I joined the Mayor's Youth Council because I wanted to get involved in something bigger than myself," said Michael Martinez, a 17-year-old student from Roxbury. "The Youth Council is an opportunity for me to grow, learn, and to be a voice for other youth in the city of Boston."

In the past year, members of the MYC have worked on a variety of issues related to public safety, and civic engagement. The Mayor's Youth Council partners with youth organizations to write the rules and oversee the implementation of Youth Lead the Change, the community input process for how the City of Boston spends $1 million of the city budget. Youth Lead the Change has funded numerous projects across the city including the expansion of free wifi in Boston's neighborhoods, the installation of water bottle filling stations in parks and increased trash and recycling bins. 

The MYC is overseen by Boston Centers for Youth & Families (BCYF) Division of Youth Engagement & Employment. Northeastern University is a longtime sponsor of the Mayor's Youth Council.

Stop Handgun Violence Creates Tool Kit to Assist Student-Led Activism
From contacting elected officials to building coalitions, organizing events and enacting gun laws, new online resource supports gun violence prevention efforts by students and educators

BOSTON, MA – March 20, 2018 – As teenagers across the U.S. continue to advance the cause of gun violence prevention following last month’s assault weapon massacre that killed and wounded 34  high school students at Marjory Stoneman Douglas High School in Parkland, Florida, Boston-based Stop Handgun Violence (SHV) today released an online tool kit (http://www.stophandgunviolence.org/toolkit) aimed at assisting students across the U.S.
Topics covered in SHV’s Student and Educator Gun Violence Prevention Advocacy Tool Kit range from facts about U.S. gun violence and the Second Amendment to tips on how a bill becomes a law, how to contact elected officials, how to pass ballot measures and municipal proclamations, how to organize school assemblies and community events, and how to counter arguments of the gun lobby.

The website includes videos explaining how to use the tool kit and providing information about gun violence and common sense laws.
“This resource will provide students with facts and organizing tools necessary to change gun policy and effectively reduce gun violence on the local, state and national levels. Students helped stop the war in Vietnam; they can certainly help enact common sense gun laws in America,” said John Rosenthal, a gun owner and co-founder of SHV. “Student activists are uniquely positioned to expose the immoral state of national elected officials and their willingness to trade kids’ lives and the public’s safety in exchange for gun industry campaign contributions and unrestricted access to military style assault weapons and easily concealed handguns.”

Since the Sandy Hook Elementary School shooting of 20 children and six adults five years ago, there have been more than 290 school shootings in the U.S. – including 27 this year. Gun violence in America results in more than 100 deaths, 200 injuries and a mass shooting of four or more people every day.

It is an immutable fact that strong gun laws – such as measures being called for by students and others nationwide – directly result in fewer gun deaths.
“Look no further than urban Massachusetts, which has arguably the most effective gun laws in the nation, as well as the country’s lowest gun death rate,” Rosenthal said.

Uber無人駕駛車撞人致死 波士頓兩公司測試叫停


               (Boston Orange 周菊子整理報導) 無人駕駛車輛在亞利桑那州闖禍了,319日首次發生撞死路人事件,波士頓市政府立即叫停兩家公司正在海港區進行的無人駕駛車輛測試。
優步(Uber)正在亞利桑那州鳳凰城(Phoenix)一帶,以及匹茲堡( Pittsburgh),舊金山( San Francisco)以及多倫多(Toronto)等地測試無人駕駛車輛好幾個月了,但319日在鳳凰城繼續測試,車內還有一名觀察駕駛時,卻撞到了一名沒走在人行道上的49歲婦女。
該名婦女Elaine Herzberg在送往醫院後,因傷勢過重,不治辭世。
優步(Uber)在事件發生後,公司執行長Dara Khosrowshahi立刻在推特上哀悼逝者,立即暫停了無人駕駛車輛測試,也表示將檢討肇事原因。
波士頓市交通局局長Gina Fiandaca,為了以防萬一,波市府已要求政在海港區做無人駕駛車輛測試的NuTonomy和華人陳志翔創辦的Optimus這兩家公司暫停繼續測試。波市府打算和這兩家公司重新審視安全流程,以確保每項計畫都能繼續辦理。
照波市府要求,NuTonomy Optimus 這兩家公司已經必須在無人駕駛車輛上公路測試時,車上一定要有兩名員工,其中一人是安全駕駛,在需要的時候接管車輛。從2017年春起,nuTonomy已經和Lyft這招租車合作,在海港區一帶,有限度的率先為乘客提供無人駕駛車輛服務。同年稍後時間,Optimus也開始了測試。
全美已有33州為無人駕駛車輛訂定了管理法規。

MAYOR WALSH ANNOUNCES 4TH ANNUAL "ONE BOSTON DAY" ON APRIL 15; ENCOURAGES CIVIC PARTICIPATION AND ACTS OF GOODWILL
BOSTON - Monday, March 19, 2018 - Mayor Martin J. Walsh today announced the City of Boston will once again honor Boston's resilience, generosity and strength on April 15, now known as "One Boston Day." The day serves as an opportunity to recognize the good in our community, celebrate one another, and reflect on the spirit and resilience of the people of Boston that was exemplified in response to the loss and tragedies of April 15, 2013.

Individuals and organizations are encouraged to share their plans for One Boston Day on the official website and on social media using the hashtag #OneBostonDay.

"One Boston Day has turned the Marathon into a movement our entire city has rallied around, spreading the message of kindness and goodwill across the world," said Mayor Walsh. "April 15 will forever be a day that represents the resilience of the human spirit, and I hope everyone can mark this day in a way that showcases the very best of our city and its people."

The Mayor made the announcement at the unveiling of the 2018 Boston Marathon street banners at Marathon Sports on Boylston Street.

"One Boston Day" encourages random acts of kindness and spreading goodwill, and activities across the City will encourage individuals to give back to their community. The tradition came together in 2015 based on the desire expressed by many survivors to pass on the kindness, generosity and support they received following the 2013 Boston Marathon.

In every year since its official establishment in 2015, on April 15, #OneBostonDay has been a leading trend nationally on social media. Last year alone there were over 43,000 posts across social channels. As in the past, Hill Holiday is serving as the creative and digital marketing partner to help spread awareness and raise the visibility of One Boston Day.
