 Mulan Society: Free Saturday Women Program

Mulan Society

The Mulan Society is a program aimed at strengthening immigrant women's family stability as they face challenging life transitions. The program takes place for 3 hours on Saturdays in a multicultural safe environment where the women become at ease sharing their experiences as they learn from English and computer instructors and workshop speakers. Additionally, these women can visit AACA during normal office hours for individualized support and case management.

The Mulan Society Saturday sessions feature naturalization classes and basic computer classes, as well as guest speakers in workshops on topics identified as highly relevant to immigrant women and their families based on existing research, including but not limited to navigating the Boston Public School system as well as the healthcare system, domestic violence prevention, and career building, an area where immigrant women struggle to support their family's income as language and cultural barriers interfere.

Participating women can learn about AACA's core programs and services including the Employment Center as well as the Multi-Service Center. The Mulan Society is essential for immigrant women so that they can join groups which provide growth opportunities and relief from isolation.

REPS. LIEU, KUSTER, AND CARTWRIGHT INTRODUCE NEW COLLAR JOBS ACTA Better Deal for American Workers

WASHINGTON - Today, Representatives Ted W. Lieu (D | Los Angeles County), Matt Cartwright (D | Pennsylvania), and Ann Kuster (D | New Hampshire) issued the following statements upon introduction of the “New Collar Jobs Act.” This legislation seeks to improve our economy and our security by re-educating industrial workers for high-demand jobs in cybersecurity.

Congressman Ted Lieu:
“I am proud to introduce the New Collar Jobs Act, a bill that will help re-educate our workforce with the skills needed to defend our nation against cyberattacks. I am deeply concerned about the many devastating cyberattacks and threats to our national security, particularly in the industrial sector. With high unemployment impacting this sector and the many cyber threats to power plants and manufacturing plants, our legislation will re-tool our workers for careers of the future. Our vision is to improve our economy and national security by re-educating industrial workers with high-demand skills in cyber to fill these “New Collar” jobs – positions that have competitive salaries, career growth potential, and cannot be outsourced.”

The New Collar Jobs Act fosters job growth by re-educating workers. It will help our country by:
·         creating jobs in economically-distressed regions supporting the infrastructure and industrial sectors;
·         educating workers in early to mid-career stages to be qualified for higher paying, sustainable jobs;
·         addressing a critical shortage of specialized workers with operations technology and cybersecurity knowledge; and
·         establishing a workforce to provide information security for critical infrastructure and manufacturing organizations making our nation safer.

STATEMENT OF ATTORNEY GENERAL MAURA HEALEY ON SJC DECISION REGARDING ICE DETAINER REQUESTS

BOSTON – Today, Attorney General Maura Healey issued the following statement on the Massachusetts Supreme Judicial Court’s decision in the case of Lunn v. Commonwealth. This is the first statewide decision in the nation on whether local law enforcement officials may, as a matter of state law, detain someone at the request of federal immigration authorities.

“Today’s decision is a victory for the rule of law and smart immigration and criminal justice policies, and a rejection of anti-immigrant policies that have stoked fear in communities across the country. As my office argued in this case, Massachusetts law protects our residents from illegal detention and prevents the federal government from forcing local law enforcement to make decisions contrary to the public safety interests of their communities. This decision allows local law enforcement to focus their resources on keeping people safe.”

In March, AG Healey together with Suffolk County Sheriff Steve Tompkins filed a brief arguing that there are many ways that state and local law enforcement agencies cooperate with the federal government if a particular individual poses a threat to public safety, but that should be left to those authorities to decide consistent with local needs.

Many organizations submitted briefs supporting the AG’s filing, including the Immigration and Refugee Clinical Program at Harvard Law School, the Criminal Defense Clinic at Boston University School of Law, Massachusetts Association of Criminal Defense Lawyers, and Suffolk Lawyers for Justice, Inc., as well as thirty academics in the field of immigration law.

Today’s decision closely tracks the arguments laid out in the brief by the AG’s Office. In the decision issued today, the SJC found that “Massachusetts law provides no authority for Massachusetts court officers to arrest and hold an individual solely on the basis of a Federal civil immigration detainer, beyond the time that the individual would otherwise be entitled to be released from State custody.”

Similar to what the AG’s Office has also argued, the decision also makes clear that this is a matter that is best addressed by the Legislature, if they wish to do so.

麻州成立亞裔反細分同盟 晤陳德基了解H3361提案源由

(Boston Orange  周菊子整理報導)美國多州最近出現細分亞裔法案,麻州也有華裔眾議員陳德基提出H3361法案。消息傳出後,一群關心此事華人,日前成立麻省反細分同盟,準備爭取跨黨派支持,反對麻州通過這一法案。
20169月加州通過細分亞裔法案AB1726後,紐約,華盛頓,明尼蘇達各州都出現類似法案。2017年六月下旬,羅德島州針對教育的通過S0439法案,讓麻州居民發現,今年一月初,麻州也有眾議員陳德基提出了類似的H3361法案。
”麻省反細分同盟因此於715日在八福菜館成立,其中5名成員並於日前和麻省家庭聯盟主席Andrew Beckett做代表,約談兩名麻州華裔眾議員,陳德基及黃子安,並在會後撰寫了一份晤談報告。
他們強調這次會談的主旨在了解兩名議員對此事的態度,先建立關係,再表達反對立場。
在貝爾蒙鎮居民趙剛主筆的報告中,陳德基提出H3361法案的理由是麻州內亞裔正加速多元化,華裔之外,來自印度,越南,柬埔寨等國家的移民人數不斷增加,政府缺乏關於這些亞裔中少數族裔的充裕數據,難以更適切的幫助他們。
由陳德基發起,20168月成立,由5名眾議員組成的”麻州議會亞美小組(Asian-American caucus)”,也已表態支持H3361法案。據悉,目前已有大約16名議員支持此案。
”麻省反細分同盟”認為,H3361法案的條文字句攏統,有潛在危害性。
H3361要求所有的政府機構或半官方機構(quasi-state agencies),由訂立州法而形成的實體,或州政府機構的下附組織,都必須根據美國人口統計局的定義,來收集亞裔美人及太平洋島民的所有及各類型數據,其中的五大亞裔族裔更應該有個別的數據報告。
”麻省反細分同盟”認為,這做法違反了美國憲法第14條修正案的保護美國居民平等的規定,而且一旦政府細分亞裔的收集了詳細數據,將更容易在教育,移民,歸化,醫療,福利,行業的營業執照等方面,針對性的打壓某一特定亞裔族裔,例如華人。因此為麻州亞裔合法居民的權益著想,他們必須反對這一法案。
出席晤談的溫徹斯特(Winchester)華人協會成員,也是溫徹斯特鎮議會議員的韓巍,在晤談中拿出一張加州庫柏提諾學區的族裔調查表,上面黑人,白人,西班牙人都只有一個選項,但只佔加州人口6%的亞裔,卻分成17個選項,其中華人還以語種分成4個選項。他質疑細分亞裔法案這做法,有如把亞裔放到顯微鏡下研究,居心可疑。
他們認為,由於細分亞裔法案是由亞裔議員從幫助亞裔的角度提出,其他議員可能想當然爾的支持。”麻省反細分同盟”的反對,在外界看來會變成亞裔反對幫助亞裔,情況十分尷尬。
不過,麻省反細分同盟在對外報告中表示,麻州議會亞美小組中的日裔眾議員Keiko Orral和同盟成員晤談後,態度已轉變,麻州參議員Jason Lewis也支持他們。
根據網路資料,細分亞裔法案的支持者,反對者,似乎都由亞裔帶頭,也最初都是為了教育。支持者想幫助來自東南亞的弱勢亞裔移民得到更多政府照顧,反對者鑒於加州平權運動影響所及,史丹福,哈佛,耶魯等優秀大學,根據族裔,訂定錄取配額,剝奪了優秀亞裔子女進入好大學機會,更恐怕排華法案可能因此再度發生。
大概從2012年開始,就有東南亞移民團體從教育角度出發,推動細分亞裔法案,日裔聯邦眾議員麥克本田(Mike Honda)2013年提出了HR 5343"所有學生都算數法案(All Students Count Act)”2015年也有聯邦參議員Mazie HironoS389案。2016年有支持亞裔美人權益的Reappropriate發表長文,指1870年美國人口統計局第一次在調查表上列出華人(Chinese)”這選項,但加州是在1850年代就通過了反華法案,所以分類收集亞裔數據,和排華法案其實無關。
反對細分亞裔者主要以哈佛大學等名校招生錄取不公平為例,指出一旦細分,亞裔中的華裔,將更容易被挑出來做打擊對象,他們強調,亞裔第二,第三代,甚至第四代,早已無異於美國人,卻要把他們從美國人中分別出來,怎能不說是種族歧視呢。再者,納粹的屠殺猶太人,盧旺達的針對特定族裔大屠殺都發生在做了族裔調查之後,怎能不令人心生疑懼,另外,亞裔一旦細分,又何止華人,印度人,越南人,菲律賓人,韓國人,日本人這6大族群,不知要細分到甚麼程度才夠。

紐約到華府只要29分鐘? Elon Musk要造超迴路列車

(Boston Orange) 鋼鐵俠馬斯克(Elon Musk)720日在推特上說,政府口頭批准他建超迴路列車(hyperloop)了,從紐約經費城到華府只要29分鐘。。
他創辦的一系列公司中的The Boring將承擔此一重任,建一條地下通道,連接紐約,費城到巴爾的摩(Baltimore),然後接往美國首都華府。整個行程只要29分鐘,比紐約人搭地鐵穿越曼哈頓還快。
馬斯克的這條推文很吸引人,儘管沒細節,仍然馬上引起人們提出一堆問題,更有許多人表示懷疑。諸如費用誰付,要多久才能建成,要怎麼見等等,都沒有答案。
也沒有任何跡象顯示政府裏的哪個人看到了這計畫,並口頭同意了。交通部曾把有關這計畫的一個查詢,轉給了白宮,然後有封發言人的回覆電郵說,我們有過充滿希望的討論,都有心要在基礎設施上做革命性改變,也相信偉大的解決方案經常來自私人企業,來自創造力。
            在回覆人們的疑問時,馬斯克透露了更多看法。他寫了在每一個案中的從市中心到市中心,在每一個城市中有多至一打,甚至以上的出入電梯。
            馬斯克計畫的29分鐘行程,比人們現在可有的選擇,時間明顯縮短很多。從華盛頓開車到紐約大約要5小時,搭AmtrakAcela高速火車,時間能縮短到大約2小時45分鐘,從紐約甘迺迪機場到華府的雷根國家機場最快,也要1小時15分鐘。
            關注馬斯克的人,早就聽說過這計畫。馬斯克是一名很有創造力的發明家,系列創業家,和人合作創辦了Paypal,電動車公司特斯拉(Tesla)。他早在2013年就透露過那時名叫Hyperloop的這一計畫,那時的計畫是從舊金山到洛杉磯只要30分鐘,時速大約800哩。
            路透社(Reuters)表示,未來幾週內,工程師會進行超迴路列車的重要測試,把人和貨物裝進真空管式的內城交通系統中,發送出去。

一名女發言人表示,位於洛杉磯的超迴路列車一號(Hyperloop One)公司將研發相關科技,並準備要製造長28尺,可在軌道上發送的真空管。 

成都天府國際生物城和波士頓中美企業創新中心簽合作協議

成都天府國際生物城和中美企業創新中心遷戰略合作協議。
(Boston Orange )成都天府國際生物城六人代表團7月中旬訪問已連續三年排名全美第一的生物科技城波士頓,和中美企業創新中心(CUBIC),以及開瑞龍集團簽訂戰略合作協議,進一步拉近成都和波士頓的距離。
            GEN(Genetic Engineering & Biotechnology News)期刊以國家衛生署(NIH)撥發經費,創投資金,專利數量,實驗室空間,就業機會等五項要素為標準,評估全美那些城市的生物科技產業最繁榮。波士頓/劍橋已從2015年起,連續三年排名全美第一。
            過去這二,三年來積極開發生物醫藥城的四川成都,正準備把生物醫藥打造成該市的第二引領產業。成都天府國際生物城的組團訪問波士頓,就是為這目標進一步下功夫。
成都國際生物產業城投資開發公司董事長李欣洧表示,他們踏向海外的第一步,選擇波士頓這個全美5大教學醫院有4家在這兒的城市,因此也在順理成章不過了。他相信在成都已聚集加拿大全球藥物商業化中心(GDCC)中國中心,默沙東普萊美創新藥國際研究中心,畢曉普癌症研究所等國際化生物醫藥項目,也在今年初陸續引進,設立了成都藥物產業技術研究院,諾創研究院之餘,將可藉著中美創新創業中心蔗平台,達成更多的國際企業、校際合作,吸引更多人才。
有意在成都天府國際生物城內設立開瑞川成都藥業公司,打造世界首個納米醫藥硅谷,集納米醫藥研發,孵化,商業營運於一體的開瑞龍集團,也和成都天府國際生物城一起,要和中美創業創新中心在技術轉移,人才招引等方面合作。

成都天府國際生物城還在活動中匯報,該機構已於2016年和成都高薪區與雙流區合作,入庫233個項目,簽訂了62個項目,總投資額達788億元。

波市長挑出華埠等五社區 規定行車慢至時速20哩

MAYOR WALSH ANNOUNCES SELECTION OF FIVE NEIGHBORHOODS FOR PARTICIPATION IN NEIGHBORHOOD SLOW STREETS PROGRAM
Five neighborhoods will begin work on traffic-calming plans this year
BOSTON - Thursday, July 20, 2017 - Mayor Martin J. Walsh and Boston Transportation Commissioner Gina N. Fiandaca today announced the selection of five neighborhoods that will join the Neighborhood Slow Streets program in 2017. The Neighborhood Slow Streets program is a community-based effort to reduce speeds and improve the quality of life on Boston's local streets. The following five neighborhoods will work with the Boston Transportation and Public Works Departments to plan and implement their Neighborhood Slow Streets projects:

●      Chinatown
●      Grove Hall/Quincy Corridor
●      Highland Park
●      Mount Hope/Canterbury
●      West of Washington Coalition

"The Neighborhood Slow Streets program brings us closer to achieving Vision Zero by proactively lowering speeds on streets where Bostonians live, play, and travel," said Mayor Walsh. "This initiative is a great collaboration between city agencies and communities that delivers traffic calming results that will make our neighborhoods safer."

The Boston Transportation Department received applications from 47 different communities across 16 of Boston's neighborhoods. Each proposed area went through a scoring process that considered where vulnerable populations live and where more crashes were occurring. BTD used objective criteria that included the number of households with youth under 18, the percentage of the population aged 65 or older, the number of crashes per mile within the area, and the presence of parks, libraries, and transit. The five selected communities were among the top-scoring of the nearly 50 zones evaluated.

"This program not only improves safety on our streets, it also brings great quality-of-life benefits," said Commissioner Fiandaca. "I'm grateful for everyone's hard work on their applications this year. I look forward to working in partnership with the five selected communities."

BTD anticipates planning work to begin in the five new communities this year. The Neighborhood Slow Streets process calls for a community walk to kick off the process, allowing residents to identify key challenges and areas where residents would like to see changes. When completed, the selected Neighborhood Slow Streets areas will be equipped with visual and physical cues to slow drivers to 20 MPH, making each street feel more inviting for people of all ages who are walking, playing, or bicycling.

"So many communities stepped up to partner with the City on this important work," said Chris Osgood, Chief of Streets and Acting Commissioner of Public Works. "Providing a clear, simple way to participate and a transparent selection process are examples of the ways that we continue to embrace the ethos of Go Boston 2030 as we implement that plan's many projects and policies."

Mayor Walsh announced in May a commitment to increase Boston's Vision Zero investment by $1 million in Fiscal Year 2018 (FY18) to $4.1 million, dedicated to Boston's Neighborhood Slow Streets program

Today's announcement builds on work already underway in the two pilot communities as traffic-calming plans go into construction at the Talbot-Norfolk Triangle in Dorchester and the Stonybrook neighborhood of Jamaica Plain. Construction work is anticipated to begin in August or September.

Details about this year's process, including the evaluation methodology and scores for each proposed area, are available at boston.gov/neighborhood-slow-streets. Information about applying for the next round of Neighborhood Slow Streets zones will be made available in early 2018.

This initiative is part of Go Boston 2030, the City's strategic transportation plan, will invest $709 million over the next five years to implement safer streets, more reliable and predictable transportation, and improved transportation access for residents.

Vision Zero, the City's plan to eliminate fatal and serious traffic crashes in Boston by 2030, leads Boston's strategy to reduce injuries for pedestrians and cyclists. Key Vision Zero accomplishments include lowering the City's default speed limit to 25 MPH; establishing dedicated, protected bike lanes; launching the Neighborhood Slow Streets program; and making pedestrian and cyclist safety a focus when planning major roadway construction. Earlier this month, the first Vision Zero annual report was released, detailing additional investments.
