大波士頓地區今年的五星旗升旗典禮，將於9月13日（週六）早上11點至下午1點半，在波士頓市政府廣場前舉行。

        波士頓華人前進會昨（4）日宣佈，今年的慶祝中華人民共和國成立66週年升旗典禮，訂9月13日（週六）早上11點半至下午1點半，在波士頓市政府廣場前舉行，歡迎各界出席。

            早上11點半進場，迎賓表演，12點升中美國旗，嘉賓致詞。12點半到1點半，文藝表演。

            熟悉籌備活動者透露，波士頓市府廣場地鐵站，仍在整修中，籌備活動時已然頗為傷腦筋，沒想到今年還殺出個波士頓音樂節，比他們動作更快的預定了最接近十月一日的週末時間，幾經協調後，在相比之下最理想的時間，就是9月13日，他們也只得遷就。

            據悉，為因應中國政府9月3日大閱兵，各地配合看轉播活動，大波士頓升旗典禮籌備會議，今年以電子郵件形式舉行。文娛表演部分仍由劍橋中國文化中心負責統籌，包括夕陽紅廣場舞，腰鼓隊舞蹈等，節目豐富。邀請嘉賓部分，由華人前進會出面。

中車美國首座車廠破土 上哈佛談“夢之旅”

(本報記者菊子劍橋市綜合報導)中國中車公司副董事長余衛平4日晚在哈佛大學以“夢之旅”為主題，暢談“高鐵與中美合作”，申論高鐵與麻省理工學院關係，期盼中美攜手，把高鐵帶到世界各地。

余衛平以一幅高鐵分布圖顯示高鐵已把中國連接成一個大城市為例，坦言中車希望和美國公司攜手，將來也發展出一幅美國高鐵分佈圖，在波士頓，紐約，華府（DC）之間建造高鐵，讓人在84分鐘之內，就能從波士頓抵達紐約，甚至達成從北京到紐約只要兩個半小時的夢幻美景。

9月4日下午，總值約9500萬元的中國中車公司的美國總部及車體製造廠，在麻州春田市破土動工，預定2017年底竣工，隨即於2018年春，投入製作麻州地鐵公司所訂購，合約總值5億6600萬元的284輛橘線，紅線地鐵車輛。其中橘線152輛，紅線132輛。

麻州州長查理貝克（Charlie Baker），春田市長沙諾（Domenic Sarno）等人昨日都出席了破土盛事。麻州交通局（MassDOT）表示，預計第一輛車的交車時間會在2019年1月。

據悉，麻州政府這次更新交通系統，未向聯邦政府申請任何經費資助，以期有權要求車體在麻州內組裝，並藉以重振早從1845年起，麻州就設有華生（Wason）製造公司的麻州本地交通工業榮景。

中國中車這筆合約，估計可為麻州春田市增加150個相關就業機會。

            麻州交通局表示，中國中車新工廠的永久性職位，從2007年開始，最起碼的薪資為一年66,000元。一旦製造廠建好，佔地將超過22萬平方公尺，其中包括測試軌道。

            中國中車是今年六月中國北車和南車公司合併後成立，共有員工17萬5700人的新公司，也成為全世界最大的鐵路公司。

負責在麻州落實合約的余衛平是中國中車副總裁，4日晚與哈佛大學中國學生學者聯合會等機構合作，在哈佛大學舉辦“夢之旅”論壇，指出中國高鐵網總長已達17000公里，在全球鐵路中佔60%，目前還在每天以8.2公里的速度增長，估計到今年年底，總長就可增至19000公里。

余衛平在會上闡述中美兩國之間的鐵路關係，從當年華人來美當鐵路工人；美國林肯總統簽署太平洋鐵路法案，連接起美國東西岸；有中國鐵路之父稱謂的詹天佑，先落腳美國麻州春田市，再進耶魯大學修土木工程，回中國後釐定了中國鐵路標準；中科院院士沈志雲53歲才到麻省理工學院進修輪軌動力學，回中國後催生了高鐵，還不斷提速，使得中國高鐵成為全世界最受歡迎的高鐵公司。

在哈佛大學舉行的中國中車“夢之旅-高鐵與中美合作”論壇，應邀發言者還包括曾任美國副國務卿，現為哈佛國際經濟教授的庫柏（Richard Cooper），麻州參議員暨交通委員會主席Thomas McGee，美國中國總商會副會長暨中國電信美洲公司總經理韓茁，美國中國總商會副會長暨中國工商銀行紐約分行總經理蕭玉強，美國西屋公司（Wabtec）副總裁John Fink。

台山同鄉祈世界和平 紀念抗日戰爭勝利七十週年

(Boston Orange 波士頓報導) 台山同鄉聯誼會 3日晚席開43桌，在帝苑大酒樓隆重舉辦“紀念中國人民抗日，世界反法西斯”戰爭勝利七十週年大會，希望後輩子孫記住日本曾經侵略中國這國仇家恨，可原諒，不可忘，祈求世界長保和平。

台山同鄉聯誼會會長李照桃表示，該會幹部六月份開會時認為，抗戰期間，台山曾五次淪陷，備受轟炸等的戰亂凌虐，所有台山人對日本人當年的無故侵華，無不憤慨填膺。

 “九千萬里敢慨同仇，八年抗戰滅頑敵”，“七十春秋，光輝歲月，

他們認為，不管國民黨，共產黨各自打了哪些戰役，對他們台山人，華人來說，更重要的應該是記住七十年前，多少無辜平民百姓，因為日本人的野心而家破人亡，這國仇家恨，怎能忘記。

9月3日晚，台山同鄉會的慶祝抗日戰爭勝利七十週年大會，在全體起立，唱中美國歌的儀式中揭幕。

當晚到會嘉賓包括中國駐紐約總領事館副總領事鍾瑞明，領事王軍，紐英崙中華公所主席阮鴻燦，全美餐館聯誼會副會長，來自緬因州的東方紅餐廳老闆李日騰等人。

紐英崙婦女新運會會長湯鳳鳴，中華耆英會行政主任梅伍銀寬等人也都應邀上坐主席台。

            會上，台山同鄉聯誼會不但發給出席者每人一份“紀念抗日戰爭七十週年”專刊，上載“抗戰期間，台山五次淪陷”的歷史事蹟，還敦請波士頓兩名飛虎隊員，年逾90 的黃廷琛，陳啟邦上台，憶述當年參戰事蹟，並送給他們兩人各一份同鄉會製作的戰爭紀錄片DVD。

            儀式之後，台山同鄉們輕鬆聚會，包括副會長吳子瑞，朱星發等人和台山婦女組成二重唱，一連唱了“保衛黃河“，”松花江上“，”歌唱祖國“等歌曲。

            中領館副總領事鍾瑞明也大方獻唱，歌聲之好，博得許多讚賞聲。

Labor Day Weekend Program to Coincide with National Impaired Driving Crackdown

BOSTON – The Massachusetts Alcoholic Beverages Control Commission (ABCC), in conjunction with the National Highway Transportation Safety Administration (NHTSA), will crackdown on impaired driving this weekend, Treasurer Deb Goldberg announced today. The 2015 national campaign, "Drive Sober or Get Pulled Over", is in effect through September 7.

The ABCC will focus enforcement efforts at bars throughout the Commonwealth known to have sold alcohol to convicted drunk drivers.

“This enforcement supports safer roads and highways throughout Massachusetts,” Treasurer Goldberg said. “Our efforts prevent the sale of alcohol to intoxicated individuals who could place the driving public at risk, while also establishing a long-term deterrence for bar owners from over-serving.”

According to a report from the Centers for Disease Control and Prevention (CDC), alcohol is involved in 40 percent of traffic crash fatalities resulting in 17,013 deaths and injuring an estimated 275,000 people annually. Data indicates that well over 50 percent of drunk driving arrests originate at bars.

In addition to police stopping impaired drivers on the roads, the ABCC’s Sale to Intoxicated Persons (SIP) enforcement program is considered an effective tool by Alcohol Law Enforcement (ALE) officials nationwide.

This weekend, the ABCC will also be working with police departments that have identified high risk locations in their communities.

The "Drive Sober or Get Pulled Over" initiative is funded by the National Highway Transportation Safety Administration (NHTSA) through the Executive Office of Public Safety (EOPS) Highway Safety Division (HSD) in conjunction with the ABCC and local law enforcement.

First-in-the-nation effort aims to educate all medical students on pain management and safe opioid prescribing methods

BOSTON – In an effort to arm the next generation of doctors with the tools to curb the opioid epidemic, Governor Charlie Baker met with the Massachusetts Medical Society and the Deans from four medical schools today to discuss opportunities for enhancing curriculum and establishing cross-institutional best practices in pain management and safe prescribing of opioids.

“The avenue prescription pain pills can provide to addiction and heroin use further stresses the need for advancing safe and responsible prescribing methods in the medical community,” said Governor Charlie Baker.  “I am proud that the leaders of the major medical schools here today are committed to working collaboratively with us and each other to review the existing curricula for medical students around safe prescribing and proper use in order to begin curbing this public health epidemic.”

Providing doctors additional training on opioids was part of the comprehensive set of 65 recommendations released in June by the Governor’s Opioid Working Group. The Massachusetts Medical Society (MMS) has been a strong partner, leading the way in reviewing best practices for opioid prescribing. 

“Massachusetts is home to the best medical care in the world.  We are a national leader of cutting-edge diagnostics and innovative technologies to treat complex conditions,” said MMS President Dennis M. Dimitri, M.D. “With this collaboration by four major medical schools, we are again setting a new standard—this time for giving our young medical students and residents enhanced education to manage pain properly, while identifying addictive behaviors and getting patients into treatment, when needed.”

The four medical institutions – University of Massachusetts Medical School; Harvard Medical School; Boston University School of Medicine; and Tufts School of Medicine – instruct about 3,000 medical students per year.  With today’s first meeting, attendees agreed to continue towards making recommendations regarding identified best practices, curricula enhancements, and opportunities for public/private, cross-institutional collaboration.

“Whether they aspire to be a primary care doctor, emergency physician or a surgeon, participating in this type of training early on gets them thinking about the importance of pain management for their patients as well as the importance of choosing the right pain management tool,” said Commissioner Monica Bharel, M.D., Department of Public Health.
