鄧津華談歐亞混血兒對美中港影響

紐英崙華人歷史協會（CHSNE）為誌記五月份為亞裔傳統月，五月二日請得麻省理工學院教授鄧津華談歐亞混血兒的歷史與現狀，以及他們對美國、中國、香港三地的影響。

這場講座在布魯克蘭鎮（Brookline）圖書館舉行，共有五十多人參加。2013年出版的《歐亞混血兒的身分認同--以1842-1943年美國、中國、香港三地為例》（Eurasian: Mixed Identities in the United States, China, and Hong Kong, 1842–1943）一書的鄧津華，藉著歷史中著名的兩場跨族裔婚姻，生動描繪了歐亞混血兒的歷史演變，以及對美國、中國、香港三地的影響。

鄧津華指出，受排華法案影響，美國各大城市華埠，當年都有如『單身漢社區』，跨族裔婚姻是現實環境下的產物。

美國歷史中的兩樁著名跨族裔婚姻，分別發生在1875年和1913年。

1875年時，一名中國留學生和一名美國女子聯姻，紐約時報在報導婚禮時，並無任何負面描述。

40年後的1913年，受排華法案影響，另一名中國留學生和美國女學生結婚時，卻遭受巨大社會壓力，該名女學生的美國國籍都因此被取消了。

在美國的跨族裔聯姻禁令，直到1943年，因為中美兩國是二次世界大戰中的盟友，才解除。

            鄧津華以美國人口統計調查局的2010年數據指出，在跨族裔婚姻中，亞洲人佔了27%，是各族裔之首。她在回答觀眾提問時提到，歐亞混血兒對於香港的影響最大。從歷史觀察，在香港生活的混血兒，通常因為同時瞭解英國和中國的文化，在經濟和政治上往往獲得先機。

            橋水州立大學歷史系教授杜榮佳稱許表示，跨地域，跨族裔的研究中國，亞洲，是個非常新穎的角度。鄧津華挑出婚姻這題目，也是移民研究的一個新角度。

            紐英崙華人歷史協會行政主任甄翠嬿表示，該會舉辦這一講座，旨在喚起更多人關注，了解美籍華人，知道排華法案，天使島等重要歷史事件，也藉以和老一輩移民連線。

Tomorrow night (Tuesday, May 5) at 8 PM, WORLD Channel will air an amazing documentary about the phenomenon of 9-man volleyball which originated in Chinatowns across the country close to a century ago. According to Richard Chin: "For those of us who grew up in Chinatown and experienced the Chinese volleyball tournaments as either players or spectators, this sport was unique and so very well embraced throughout the Chinese American communities across the nation, not only as an athletic event, but also as ethnic camaraderie and preserving cultural traditions.   A few shots of Boston Chinatown are included in this film."

This film was just reviewed by The New York Times and NPR’s “The Takeaway” just featured the Chinese American filmmaker — who is from Massachusetts.

'BOSTON CREATES' TO HOLD TOWN HALL ON JUNE 2

Community Invited to Attend and Share Opinions and Ideas About Cultural Priorities

BOSTON - May 4, 2015 - Mayor Martin J. Walsh today announced the Mayor’s Office of Arts and Culture will hold the Boston Creates Town Hall on June 2, 2015 at English High School in Jamaica Plain. The Boston Creates Town Hall is the first large public event in Boston’s cultural planning process, designed to create a blueprint for arts and culture in the City of Boston. The community is invited to attend and share their opinions and ideas about the City’s cultural priorities.  Attendees are encouraged to register for the event in advance at http://bostoncreatestownhall.eventbrite.com.

Boston Creates will engage residents, visitors, and stakeholders to help local government identify cultural needs, opportunities, and resources and to think strategically about how these resources can help the community to achieve its cultural goals. The process will create a ten-year plan to prioritize, coordinate, and align public and private resources to strengthen cultural vitality over the long term.

“Boston Creates is an opportunity for everyone in the city to share their vision of how arts and culture fit into our future,” said Mayor Walsh. “We encourage everyone to come to the Town Hall to help us build upon the cultural assets of our City, and be a part of the plan that will position Boston as a municipal arts leader.”

The Boston Creates Town Hall will kick off the community engagement process.  It will be followed by interviews with individuals and groups to lay out a comprehensive map of Boston’s cultural assets, including its variety of arts organizations, festivals, and public art locations. Community Engagement Team Members are still needed for this process, and individuals interested in volunteering can apply at www.bostoncreates.org.

“Boston Creates depends upon community participation for its success,” said Julie Burros, Chief of Arts and Culture for the City of Boston. “We need to hear from as many voices as possible so we can create a plan that represents the unique identity of the city.  Over the next year, we will be reaching out to audiences across Boston, and the Town Hall is the first step.”

In partnership with the City of Boston, the Barr Foundation and the Klarman Family Foundation have provided the funding necessary for the cultural planning process. 牛頓台灣日人潮湧節目多香味飄場面壯觀

               (Boston Orange 周菊子牛頓市報導) 駐波士頓經文處、華僑文教中心與大波士頓僑社五月二日合辦的“牛頓台灣日”，掀歷年高潮，參加遊行，擺攤，出席遊逛的人數，全都打破紀錄。牛頓市海德公園一整個下午都人聲鼎沸，菜餚飄香，許多人流連忘返。

            “牛頓市台灣日”今年跨入第八屆，在僑教中心主任郭大文，以及張小慧，僑務委員馬滌凡和各僑團首長積極策劃的一連開過不下三次籌備會後，果真宣傳進更多角落，包括新加入行列的台灣基督教長老教會，台灣佛光山三佛中心，去年復會的台灣媽媽會，新成立的璞石中華文化工作室等組織，共有不下三十多個團體參加遊行，還全都分別拉出大紅橫幅做前導，場面非常壯觀。

            從一開始就和經文處，僑教中心合作辦理“牛頓台灣日”這活動的牛頓市市議員約翰萊斯（John Rice） 忍不住說，這活動越辦規模越大，已成為牛頓市，甚至麻州最大的台灣社區活動。牛頓市長塞提華倫（Setti Warren）也特地頒發表揚狀，宣佈五月二日為牛頓市的“台灣日”。

            經文處處長賴銘琪曾駐守波士頓六年，調職後，先駐華府，再返台述職，去年九月調升處長，才又回到麻州。二日致詞時，他抑不住高興地稱自己是“牛頓人“，因為他在牛頓市住過六年，兒子從牛頓高中畢業，女兒當年也在牛頓市的F. A. Day中學就讀。他很高興這些年來，台美關係已更進一步，持有美國護照者赴台灣，不必辦理簽證。

            當年與前數任僑教中心主任合作舉辦“牛頓台灣日”的馬滌凡，也很感慨，坦言這活動從人少到人多，旁邊的台灣公園如今花卉繁茂，是大家努力，走了很長一段路的結果。

        新任波士頓僑務委員梅錫銳，紐英崙中華公所主席阮鴻燦，都是台灣女婿。他倆都笑說，姻親關係把他們拉得和台灣更近。梅錫銳表示，希望這台灣日活動，能讓更多本地民眾在出門旅遊時，想到選擇台灣。他倆還都提醒出席大眾，八月九日到華埠參加中秋節聯歡會。

            麻州眾議員黃子安，劍橋市議員張禮能，波士頓市議員吳弭的代表王芳菲當天也都出席了，並分別送上表揚狀。曾任牛頓市議員的談繼欣也應邀上台致詞。

           

今年的“牛頓台灣日”除了遊逛攤位者更加多元，不但“老外”多了，還因為宣傳做得更廣，許多來自台灣海峽對岸的同胞，也都被美食，表演吸引到場，看到“珠媽廚房”做的“夫妻肺片”，“豬耳朵切絲”，忙不迭問攤位在那兒。打出“台美心”的美食攤位前，也排出了長長人龍。

            新英格蘭台灣青年商會幹部張劭聿和台美菁英協會會長洪聚佐，二人擔任司儀，也彰顯了“牛頓台灣日”在促使美國主流社會認識台灣之餘，也開始強調要讓在美的台灣人下一代，接觸，了解台灣文化，民俗，美食。

        二日的“牛頓台灣日”，從下午一點開始，有山地舞、民族舞蹈、扯鈴、採茶舞、Nia陳秀惠及LuLu Zumba蔡孟儒的帶動跳等文化表演，有各個台灣移民社團及中文學校在現場擺設的許多小吃及遊戲攤位，包括珍珠奶茶、台灣肉圓、肉粽、蘿蔔糕、芋頭糕、草仔粿、冬瓜茶、烤玉米、 魷魚羹、 掛包、愛玉冰、烤香腸 、滷味、肉粳、肉圓、魯肉飯、素麵線、豆花、台式涼伴菜、冬瓜茶、酸梅汁、油飯、蛋蛋麵、、茶油麵線、烤香腸, 義美冰棒, 阿舍乾麵、茶葉蛋、冬瓜茶滷蛋、紅豆圓仔湯、潤餅、素炒米粉、雞翼，讓許多人都有胃不夠大的感嘆。
        會場上還有中國結、風俗杯墊、趣味小飾品、空氣槍等展示，僑教中心也擺出了攤位，現場教作天燈、12生肖剪字，派發台灣觀光資料。

波市首名華裔市議員吳弭宣佈競選連任

(Boston Orange 周橘子波士頓報導) 波士頓市有史以來的首名華裔市議員，吳弭（Michelle Wu）昨（三）日以電郵向支持者宣布，將競選連任。由於今年幾無新人參選，坊間估計，她可順利連任。

吳弭在公開信中表示，市議員這工作讓人對時間有了更有趣的感覺。每一天都很長，各種選民關切的事務，政策工作，社區會議，議員會議，立法行動等等，把她的行程排得滿滿的。

在過去這一年多的她這第一任市議員任期內，她推動通過的條例包括給市府員工家長假（parental leave），讓變性員工也可享有醫療保險。波市府在簡化小企業牌照許可申請上，也有大步進展，確保市府服務有不同語言說明，還支持了藝術文化等等。

每星期她都發出市議會概要，讓市議會更透明，也更接近人民。十六個月過去了，該做的事還有很多，因此她已領取表格，準備競選連任，並要在五月十九日前收集一千五百個支持簽名，以取得候選人資格。

            麻州的市級選舉，每兩年舉行一次，2013年時，因為前市長萬寧路（Thomas Menino）宣佈不再競選連任，一下子跳出六十一人參選市長及市議員，熱鬧得無與倫比。

當時已是市議員的楊西（Charles C. Yancey)，還同時參選市長及市議員。在市議員選舉上，他順利連任。在市長選舉中，他的得票率排名第十。

        今年，由於波士頓市長任期是一任四年，馬丁華殊（Martin Walsh）倒是不需要有任何動作，市議員部分，也在經過二年前的激烈競選後，似乎大局底定，所有十三名現任市議員都將競選連任，站出來挑戰現任者的參選人，數目極少。

            波士頓選務局代理局長唐納文（John Donovan）表示，簡直安靜得有如掉根針都聽得見。

            在位已十九年的波士頓市不分區市議員莫菲（Stephen J. Murphy），人們大概已經有選舉疲倦感了。從市長選舉，州長選舉，以及位遞補席位舉行的特別選舉，還有選票問題投票，實在是太多選舉了。

            截至上個月，波士頓市九個選區中，有五個區的市議員還無競爭對手，有九名挑戰者出現。有意參選者，須在五月十一日填表申請，並在規定日期前繳交符合規定的選民支持簽名，分區議員二百個，不分區市議員一千五百個。選務局審核文件後，符合規定者才能名列選票。

            在2007年，因為參選人數不足九人，波士頓市沒有辦理四名不分區市議員的初選。2011年時雖然有九人參選，但市議員們投票通過，為節省經費不辦初選。

            根據銀行遞交的資料，來自多徹斯特的一名不分區市議員參選人，四十一歲，有四名小孩的Annissa Essaibi George ，已籌得三萬三千元，比四名不分區市議員中的三人，有三萬元的普斯莉（Ayanna Pressley），有二萬七千元的莫菲（Steven Murphy)，有七千元的吳弭都多。另一名不分區市議員米高法拉提（Michael F. Flaherty Jr.）曾參選波士頓市長，財庫最豐，有八萬七千元。

Participate or Lead a Citywide Design Activity this May

BOSTON - Monday, May 4, 2015 - Mayor Martin J. Walsh today announced a series of public conversations aimed at imagining the high school of the future. High School Redesign, a collaboration of the Mayor's Office of Education, Boston Public Schools (BPS) and the Boston Opportunity Agenda, will produce a set of recommendations and a design vision for changes to BPS high schools that will be implemented in the years to come.  The first of four public meetings will be held Monday, May 4 at the Presentation School Foundation in Brighton at 4 p.m. The City of Boston is also encouraging stakeholders to host their own visioning sessions  with the community and share that feedback with the High School Redesign team.

“High School Redesign is an opportunity for residents to contribute to Boston’s blueprint for modern learning,” said Mayor Walsh. “ I encourage every member of Boston’s vibrant, creative community — educators, school leaders, nonprofits, funders, colleges/universities, business communities, students and their families — to help us identify the tools our students need for future success.”

“BPS has made enormous strides in preparing our students for college and career, including innovations that have helped us to reach both a historic graduation rate and an unprecedented decline in the dropout rate,” stated Interim Superintendent John McDonough. “Yet, our work can’t stop here; we want to partner with the community to ensure our schools meet the emerging needs of all students, adapt to support our changing student population, and address the demand for new and different skills that will shape career paths in the next decade and beyond.”

“Our High School Redesign effort is guided by a set of design principles that we believe will spark imaginations across the city,” said Rahn Dorsey, Boston’s Chief of Education. “We hope you are inspired to participate in this unique and important effort that will lead us to a dramatically new vision for our local high schools.”

Over the past decade, BPS has partnered with community-based organizations, nonprofits and private funders on initiatives that have addressed the needs of at-risk students, moving the dial on students dropping out of school from nearly 2000 students in 2006 to an all-time low of 701 for the past school year. However, achievement and opportunity gaps persist that particularly disadvantage low-income and special needs students, as well as black and Latino males. For example, despite successfully graduating high school, too many high school students have to take remedial courses in college and have not gained the non-academic skills needed for future success.  

To address these challenges and ensure that new learning experiences exist that prepare young people for high demand jobs of the future, High School Redesign invites the public to share ideas through in-person design conversations, visiting HighSchoolRedesign-Boston.org, providing feedback via social media (#HSReD), and by participating in a High School Redesign competition later this spring.  

The City of Boston will host four High School Redesign forums and is encouraging the public to host and facilitate their own design conversations too.

梁振英五月四日到訪 賀國泰航空波士頓香港直航

香港行政長官梁振英將於五月四日晚搭乘國泰航空公司的波士頓、香港直航班機，抵波士頓出席晚宴並訪問，慶祝國泰航空公司這新航線啟動。

梁振英將趁此行機會，率政府人員及創新，科技業業，學界人士，於五月五日參訪波士頓的頂尖科研機構，包括麻省理工學院媒體實驗室，哈佛大學幹細胞研究所這兩所波士頓的頂尖科研機構。

            梁振英在訪問波士頓期間，還將出席香港駐紐約經濟貿易辦事處舉辦的午宴，與波士頓商會代表及地區領袖會面。

香港行政長官辦公室主任邱騰華、創新科技署署長王榮珍、政府新聞處處長聶德權、行政長官私人秘書陳嘉信和助理處長（傳媒）黎日正。創新及科技諮詢委員會主席楊偉雄等人，都預定隨行。

香港特區政府表示，在梁振英訪問波士頓期間，從波士頓回到香港服務的財政司司長曾俊華將署理行政長官職務。梁振英本人預定五月七日返港。
