MAYOR WALSH FILES REQUEST FOR REHEARING WITH FERC IN REGARDS TO PROPOSED WEST ROXBURY PIPELINE
Cites public safety concerns for West Roxbury Residents 

BOSTON - Thursday, April 2, 2015 - Mayor Martin J. Walsh today joined the West Roxbury delegation to announce that the City of Boston has filed a request for a rehearing with the Federal Energy Regulatory Commission (FERC) in regards to the West Roxbury Lateral Gas Pipeline. The City's request comes in response to FERC’s Final Environmental Impact Statement on March 3, 2015 which would allow Algonquin Gas to construct a new High Pressure Gas Line along Washington Street and Grove Street in West Roxbury in addition to a Metering and Regulation Station across from the West Roxbury Crushed Stone. The proposed pipeline poses public safety concerns because it would be constructed directly across the street from a quarry that uses dynamite on a daily basis. 

"I have listened to the concerns of the community, and we have asked Algonquin Gas and Spectra Energy several times to find a new route for this pipeline," said Mayor Walsh. "The project as proposed poses real public safety risks for West Roxbury residents, and we must work together with the community and with our city, state and federal partners to find a solution that is in the best interests of West Roxbury residents." 

The City's rehearing has been filed on behalf of the West Roxbury Delegation: Mayor Walsh, U.S. Congressman Stephen F. Lynch, Senator Michael Rush, Representative Ed Coppinger, City Councilor O’Malley, and the Boston City Councilors at Large.

"Mayor Walsh, Senator Rush, Representative Coppinger and Councilor O'Malley have been absolutely relentless in the fight to change the route of the pipeline."  said Congressman Lynch. "I am proud to join Mayor Walsh today in filing for a rehearing from FERC. We are all together on this. We will use every avenue to protect the neighborhood. We have consulted with Attorney General Maura Healy and we'll continue fight to protect the public's safety,"

“We have heard concerns from hundreds of residents in our community on the proposed gas line project in the area,” said Senator Rush.  “It is incumbent on us to seek out answers to public safety, environmental and quality of life issues before this project moves forward.  I commend Mayor Walsh and his legal staff, as well as my colleagues on the state and federal level who have worked jointly on, and continue to pursue, methods to protect our neighborhoods.”

“Today's filing is a big step as we look to give the community a real opportunity to have their voices heard in opposition to the proposed Spectra natural gas pipeline," said Representative Coppinger. "Through a strong coalition of neighbors, West Roxbury Saves Energy and other community groups, and our dedicated elected officials, we have made it clear to FERC that residents of West Roxbury and Roslindale demand a seat at the table.”-

UNITED STATES REACHES SETTLEMENT WITH PROVIDER OF MASSIVE OPEN ONLINE COURSES
TO MAKE ITS CONTENT ACCESSIBLE TO THE DISABLED
 
BOSTON – Carmen M. Ortiz, U.S. Attorney for the District of Massachusetts and Acting Assistant Attorney General Vanita Gupta of the Civil Rights Division, announced today that the Department of Justice has entered into a settlement agreement with edX Inc. to remedy alleged violations of the Americans with Disabilities Act (ADA).  The agreement resolves the Department’s allegations that edX’s website, www.edx.org, and its platform for providing massive open online courses (“MOOCs”), were not fully accessible to individuals with disabilities, including individuals who are blind or have low vision, individuals who are deaf or hard of hearing, and individuals who have physical disabilities affecting manual dexterity, in violation of Title III of the ADA.  Among other things, the settlement requires edX to provide accurate captioning for the deaf, oral navigation signals for the blind, and programing changes so those with dexterity disabilities can navigate content without struggling with a hand-operated mouse.
 
“Critical portions of education are moving online, in tandem with the rest of our social experience.  This new, educational online world readily can, and should be, built from the outset in a way that does not discriminate against those with disabilities,” said U.S. Attorney Carmen Ortiz.  “Access to high quality education is one of the essential pillars of our democracy and to the well-being of our communities.  This agreement ensures that those with disabilities will not be left behind.” 
 
“MOOCs have the potential to increase access to high-quality education for people facing income, distance, and other barriers, but only if they are truly open to everyone.  This landmark agreement is far-reaching in ensuring that individuals with disabilities will have an equal opportunity to independently and conveniently access quality higher education online” said Acting Assistant Attorney General Gupta.  “edX is to be commended for working with the Justice Department to take such steps.”  
 
edX was created by the Massachusetts Institute of Technology and Harvard University in 2012 as a nonprofit platform for select universities to offer MOOCs to the world.  The consortium’s 36 charter members include University of California at Berkeley, Georgetown, Dartmouth, Caltech, the Sorbonne, and Peking University, in addition to Harvard and MIT.  Today, edX has approximately 60 university and institutional members providing over 450 courses to over 3,000,000 learners.  The courses are offered largely for free in subject matters as varied as business, computer sciences, hard sciences, food and nutrition, and social sciences.
 
         Today’s agreement requires edX to make significant modifications to its website, platform, and mobile applications to conform to the Web Content Accessibility Guidelines (WCAG) 2.0 AA, which are industry guidelines for making web content accessible.  Under the agreement, edX will also provide guidance and authoring tools to the entities that create and post courses on www.edx.org, many of which are independently covered by the ADA, to assist them in creating accessible course content.  Because edX makes its software code freely available, any modifications to that code under this agreement will enable other MOOC providers to enhance the accessibility of their online offerings.
 
The four-year agreement requires edX to:
 
  1. make the edX website, its mobile applications, and learning management system software, through which online courses are offered, fully accessible within 18 months;
  2. ensure that its content management system, called Studio, which edX makes available to entities creating online courses, permits posting of accessible content;
  3. make its content management system fully accessible and equipped to create courses that are accessible to learners with disabilities within an additional 18 months;
  4. provide guidance to course creators at its member universities and other institutions on best practices for making online courses fully accessible;
  5. appoint a web accessibility coordinator;
  6. adopt a web accessibility policy;
  7. solicit feedback from learners on the accessibility of the courses;
  8. conduct web accessibility training for employees responsible for the website, platform, and mobile applications; and
  9. retain a consultant to evaluate conformance of the website, platform, and mobile applications.
Title III of the ADA prohibits discrimination on the basis of disability by public accommodations in the full and equal enjoyment of the goods, services, facilities, privileges, advantages, and accommodations of places of public accommodations.  Title III of the ADA also requires public accommodations to take necessary steps to ensure individuals with disabilities are not excluded, denied services, segregated, or otherwise treated differently because of the absence of auxiliary aids and services, such as accurate captioning of audible materials and labeling of visual materials.  The Justice Department has long considered Title III and its implementing regulation to apply to the online services and communications of public accommodations.
 
This case was handled by Assistant U.S. Attorney Stephen P. Heymann of Ortiz’s Civil Rights Enforcement Unit, and Trial Attorneys Eugenia Esch, William F. Lynch, and Dov Lutzker of the Department of Justice’s Disability Rights Section of the Civil Rights Division.

"I said on Wednesday that John Fish should be an ambassador for Boston 2024, which is a position he holds now as Chairman. I want to be very clear, I did not call for John to step down from his role. John was one of the first people to carry a vision for the Olympic bid in Boston and I strongly believe that he should continue to be involved as we move forward."

Mayor Gary Christenson is reaching out to Malden residents in an effort to fill a vacancy on the Planning Board. The nine-member Planning Board is the primary special permit granting authority under the City's zoning ordinance (land use regulations). The Planning Board also has two associate members, one of whom participates when there are not nine full members available for the hearing or when a member is present but has a conflict of interest. Members of the Planning Board participate and vote on all petitions, hearings, and/or matters before the Board for which they are in attendance and do not have a conflict of interest.
The Planning Board administers the subdivision control law, makes recommendations to the City Council on zoning amendments, and conducts master planning activities. The Planning Board meets the second Wednesday of every month at 7:00 PM in City Hall, 200 Pleasant Street, Council Chambers, 3rd floor, and as necessary.

麻省醫療國際,中美華人醫師協會和哈佛大學醫學院華人專家學者聯合會合作,三月廿九日在波士兒童醫院舉辦了一場中美醫院院長哈佛峰會,探討以轉化醫學和大數據在醫院管理中的應用
合作夥伴醫療體系(Partners HealthCare任董事長大衛托奇雅納(David F.  Torchiana聯合國經濟發展委員會副主任朱西蒙(Simon Chu),中南大學湘雅醫院院長孫虹廣州金域檢驗集董事梁耀銘, 南京中醫藥大學副校長程海波,寧波市人民醫院副院長姜建帥以及安徽醫科大學生命科學院副院長周海勝等人,當天分別就大數據在醫院管理,診療,科研中的應用最佳醫院管理模式的探討這兩個主題,發表報告,談話。
大衛托奇雅納原本是麻州醫師組織主席,上個月才上任為年營業額一百一十億元,麾下有六千名醫生,六萬名職工的合作夥伴醫療體系(Partners HealthCare)董事長兼執行長。
當天他在麻省總醫院醫師屈振生協助翻譯下,介紹1869年在波士頓出生,迄今仍為美國外科史中最重要人物的Ernest Amory Codman醫師,以及質量檢測(quality measurement)的歷史。他在結論中表示,質量檢測已證明在疏忽及改善護理上很有價,公開質量檢測報告是必要也不可避免的,但是如果做得不妥當,病人會受傷害,專家們必須管理過程。
中南大學湘雅醫院院長孫虹在會中介紹了湘雅醫院的歷史和近年快速發展的歷程,以及中國公立醫院的改革及其深遠意義。
聯合國經濟發展委員會副主任朱西蒙以美國的醫療及保險系統為借鏡,分析,闡述中國當今醫療系統的改革,公立及私立院的地位,醫療大市場中的機遇等。
廣州金域檢驗集董事梁耀銘以中國醫療檢驗行業最大集團創始人的身份,介紹了該一行業在中國的商業化過程,發展機遇與挑戰。
寧波市人民醫院副院長姜建帥以該院為例,介紹了信息化管理對醫院現代化,提高效率等的意義及作用。
南京中醫藥大學副校長程海波,當天以轉化醫學與研究型醫院為主題,發表講談,介紹了多個轉化醫學研究機構,包括中國-哈佛醫學院轉化醫療聯合中心,上海國家轉化醫療中心等。 
安徽醫科大學生命科學院副院長周海勝當天從大數據轉化醫學研究的核心,包括大數據的儲存,管理,並行計算,分析等技術,以及知識展現和轉化等四個重點談起, 對大數據的醫學應用,做了詳盡闡述。他認為,如今的大數據轉化醫學研究有十個目標,包括保護健康,促進健康,延長壽命,預測疾病,提前警告疾病,預防疾病,制定公共衛生政策,個人參與,個體化醫療,以及精確化醫療等。不過相關人才匱乏,如何剔除偽數據等,是這一領域發展面對的挑戰之一。
會議主席功雄在開幕致詞中表示,近年來,醫療衛生信息發展迅速,基因組學,生物技術等跨學科資訊整合,大數據應用,都對更精準治療,甚至預防,有很大幫助,該一會議旨在促進中美醫院交流科研成果,治療經驗,協助醫院利用信息,更好的管理醫院,提高服務品質。

新康樂樓預定下週竣工 舊中華頤養院取得翻修許可

中華耆英會,波士頓華人佈道會昨(一)日在波士頓華埠治安委員會中宣佈喜訊,康樂樓擴建工程,預計下週竣工,中華頤養院舊址已可進行翻修。
            波士頓華埠治安委員會昨日出席者不少,但議程清淡,在例行的警察局罪案紀錄報告之外,只有一宗陳情案。
            BBR公司的Joe Conniea與律師Paul Johnson昨日陳述,該公司計畫在尼倫街64號,製作30呎的巨型螢幕廣告,所有的電力將由該公司承擔等等。出席會議者之一的李衛新表示,這樣的廣告將使尼倫街變得有時代廣場,和波士頓華埠特性不合。
            波士頓市警察局A-1區警長鄺志強(Ken Fong)昨(一)日表示,上個月華埠平靜,但因波市流民收容所的狀況變化,南、北車站附近流民活動增多。
            上個月,波士頓華埠共發生三宗搶劫案,三宗惡性攻擊案,一宗侵入案,二宗汽車偷盜案,七宗小規模破車而入偷盜案,三宗移動車輛傾罪案,一七七宗移動車輛違規案,發出五十九章停車罰單。
            鄺志強表示,在必珠街,華盛頓街都有車輛被匪徒傾入,取走電腦,手袋等物品的案件。前晚在必珠街和林肯街交界處,還發生一宗惡意攻擊案,受害者表示有人向他暗示有槍,要他交錢出來,他沒理會的逕自走開,那人竟拿酒瓶打他。
            鄺志強指出,因為政府最近准許流民在南,北車站逗留,附近一帶的流民活動增多,民眾宜加強注意自身安全。
            中華耆英會行政主任梅伍銀寬在會上報告好消息,康樂樓擴建工程,預計下週竣工,益士石街上的街道,終於可以恢復寬敞。
            波士頓華人佈道會陳卓明牧師也高興透露,該會買下的中華頤養院舊址,終於取得牌照,可以進行翻修工程了。
            華埠王氏青年會行政主任Patricia Barnwell報告,該會將於四月廿六日舉辦每年一度的“健康兒童日(Healthy Kids)“。
            司徒玉貞報告,波士頓亮晶晶的大掃除活動,預定五月二日舉行。

一、    研習目的:
協助僑營企業掌握經營環境變遷及電子商務發展之契機,及運用網路行銷策略與經營管理實務,以提升僑營企業經營能力,並促進與國內業者之商機交流。
二、    研習時間:2015622日至73(週日不上課)
