馬丁華殊未踐諾 波市新聘不多元

波士頓市長馬丁華殊(Martin J. Walsh)上任七週 ,聘雇39人,絕大多數都是助選功臣,白人,男性。波士頓環球報昨(21)日質疑他未實踐競選諾言,波市政府仍然不夠多元化,也未反映波市人口分佈概況。
            波士頓環球報指馬丁華殊在競選時,一再誓言,要打造一個能夠反映波市少數族裔及婦女占總人口一半以上的多元化政府。但該報從薪資賬冊,分析馬丁華殊團隊接掌波市政府後的第一波39名新聘人員,卻發現獲聘的絕大多數為白人,男性, 住在馬丁華殊的政治力量大本營多徹斯特,南波士頓。而且幾乎都來自他的競選團隊的各個層次。
            波士頓環球報指該報的分析發現,馬丁華殊在上任第一個月中聘用的26人,絕大多數都在市長辦公室工作,大約四分之三是白人。所有這26人,都和他的競選有某種關係,不是競選時的支薪員工,主要顧問,就是捐款者。
            麻州投票(MassVOTE)行政主任雪兒克勞福(Cheryl Clyburn Crawford)表示,她個人認為馬丁華殊未能實踐諾言。
            不過有些人認為,馬丁華殊才剛上任,應該再給他一些時間。
            根據美國人口統計局的統計,波士頓市是個人口約64萬的城市,其中53%為黑人,拉丁裔及亞裔。去年是波市廿年來第一次改選出新市長。馬丁華殊得以當選,有很大一部份原因是黑人及拉丁裔領袖支持他。
            麻州大學主要研究非洲裔美人文化智庫,Trotter機構的主任Barbara Lewis表示,社區造就了馬丁華殊,他應該有所回報。
            馬丁華殊一再矢言要多元化,週一他出席黑人歷史月活動時,還向大約兩百名出席者表示,要走的路還很長,但如果不從市政府開始立下高標準,作為市長的他,或者政府,又怎能期望他人也這麼做。
            波市府共有員工約19000人,不過一名新市長能夠雇用,填補職缺的範圍及數量,卻不向外界想像的那麼廣泛。市府工作有90%是受工會保護的工作。約有1000人是兼差擔任投票站員工,圖書館助理等。
            換言之,約有500個非工會職位,市長能夠發揮影響力。在萬寧路(Tom Menino)政府執政時,這些職位包括45個內閣、部門首長,以及分散在市府各個地方的工作。
            市長辦公室和鄰里服務辦公室(Office of Neighborhood Services),傳統上是最容易安插助選人員,高層顧問的地方。馬丁華殊就任後第一個月的聘雇,也集中在這兩個部門。
            根據記錄,鄰里服務部聘用了七人。其中五人為白人,五人為男性。
            馬丁華殊最近在接受該報訪問時,對於他未能聘雇更多人,感到沮喪。他說預算緊到他不想增聘員工,反而想稍後裁員。他說,自己競選市長,不是為了擴大市府的薪資賬冊,也不會為了要達到多元化目的而增聘員工。
在馬丁華殊聘用的這首批39人中,包括六名曾在州議會工作者。市長辦公室內有三名新聘員工來自波士頓前市議員小阿若約的市議員辦公室。小阿若約自己,或指派為人民服務長(chief of human services)。馬丁華殊的發言人表示,這三人將從波士頓市長辦公室轉到小阿若約的部門去。
有兩名波是新雇員是巴洛斯(John Barros)的競選員工。巴洛斯和馬丁華殊角逐市長一職落敗後,上週獲指派為經濟發展長。
麻州大學波士頓分校政治教授保羅渡邊(Paul Watanabe)表示,馬丁華殊從他熟悉的人中做首批聘雇,並不讓人意外。

 但是談到雇用400人時,討論這些雇用是否反映波市人口的多元化,就很合理了。

逾20亞裔團體合辦麻州長候選人論壇系列 3/4首場

麻州州長亞裔顧問委員會(Governor Patrick's Asian American Commission/Advisory Council)和20個亞美社區組織合作,將從三月四日起,舉辦一系列不分黨派的麻州州長候選人論壇。
            麻州州長亞裔顧問委員會表示,這論壇系列將是亞裔社區歷史性的團結合作,攜手參與公共事務。
         這一系列的候選人論壇,都將在信義大廈(Metropolitan, 38 Oak Street, Boston)社區室舉行。
            目前已排定的出席候選人,以及日期,時間如下:
            三月四日(週二)下午五點十五分至六點半,民主黨籍的外科醫生及生物科技高管艾維龍(Joe Avellone)。
         三月十日(週一)下午五點十五分至六點半,民主黨籍的麻州財政聽聽長葛羅斯曼(Steve Grossman)。
            三月廿五日(週二)下午五點十五分至六點半,聯合獨立黨(United Independent Party)全球醫療護理高管費爾覺(Evan Falchuk)。
            三月廿七日(週四)下午六點至七點,民主黨籍的貝里克(Don Berwick)。
            麻州州長亞裔顧問委員會指出,該會已發出邀請函給所有的麻州州長候選人。其中的麻州總檢察官柯克莉(Martha Coakley),已於一月份時出席該會的社區對話系列,進華埠和社區大眾見過面了。

波士頓馬拉松賽今年增獎金 總額近15萬元

B.A.A. Increases Prize Money Structure and Institutes Performance-Based Bonus Incentives for B.A.A. Distance Medley Events

B.A.A. 5K, B.A.A. 10K, and B.A.A. Half Marathon Will Reward Top Finishers.

BOSTON – The Boston Athletic Association (B.A.A.) today announced a new prize money structure for B.A.A. Distance Medley events, which will award nearly $150,000 USD in prize money each year, a 55% increase over the guaranteed total prize purse in 2013 for those three events. The purse for each race has been increased. In addition, bonus incentives have been established both for professional runners recording multiple top finishes at B.A.A. events in 2014 and for event record times set at B.A.A. Distance Medley events. Prize money awards and bonus incentives are equal for men and women.

The B.A.A. Distance Medley is a three-race series which combines the B.A.A. 5K on April 19, the B.A.A. 10K on June 22, and the B.A.A. Half Marathon, presented by Dana-Farber Cancer Institute and the Jimmy Fund, on October 12. Professional runners are eligible for bonus incentives for multiple top finishes in the same calendar year at the B.A.A. 5K, B.A.A. 10K, B.A.A. Half Marathon, and Boston Marathon®, beginning with the 2014 B.A.A. 5K, two days prior to the Boston Marathon. For example, a runner who wins three of those four events in 2014 will be awarded $50,000. Only the single highest bonus will be awarded to a runner.   The full prize money and bonus structures are listed below.

Boston Marathon principal sponsor John Hancock Financial Services provided the first-ever prize purse in 1986 and will continue to provide prize money and bonus incentives for the Boston Marathon. The prize purse for the 2014 Boston Marathon is $806,000. Through John Hancock’s sponsorship, the B.A.A. has awarded nearly $17 million in prize money and bonuses at the Boston Marathon since 1986.

New for 2014, bonuses for event record times established at B.A.A. Distance Medley events will be $5,000 for the B.A.A. 5K, $7,500 for the B.A.A. 10K, and $10,000 for the B.A.A. Half Marathon. Boston Marathon event record bonuses will continue to be provided through John Hancock’s sponsorship of the Boston Marathon.

“The prize structure for B.A.A. events promotes and recognizes elite athletes who achieve at the highest level of our sport,” said B.A.A. Executive Director Tom Grilk. “The mission of the B.A.A. remains the promotion of health and fitness through sports, and our commitment to elite athletes is an important component of our mission. We look forward to welcoming many of the world’s best athletes to our events in 2014.”

Established in 2012, the B.A.A. Distance Medley is now in its third year. In 2012 and 2013, the male and female with the fastest cumulative gun time in the three-race series each won $100,000 in prize money, in addition to prize money won at each race of the series.

Kenyans Allan Kiprono and Stephen Sambu were the men’s B.A.A. Distance Medley champions in 2012 and 2013, respectively. New Zealand native and Providence, RI resident Kim Smith was the women’s B.A.A. Distance Medley champion in 2012 and 2013. 

Also included on the B.A.A. schedule of athletic events is the B.A.A. Invitational Mile on Saturday, April 19, 2014. This one-mile road race, which starts and finishes at the Boston Marathon finish line, offers a $14,500 prize purse to professional runners. Top finishes at the B.A.A. Invitational Mile will not count toward B.A.A. Distance Medley bonus incentives.

BPHC to premiere “The Halls” at Emerson’s Paramount Center 2/21


Nearly 200 local youth expected to attend special screening of first-ever web series about teen dating and relationship violence

BOSTON – Close to 200 local teens, violence prevention advocates, and community partners will fill Emerson College’s Bright Family Screening Room at the Paramount Center for an exclusive sneak peek of the Boston Public Health Commission’s innovative new web series “The Halls.”  The youth-driven project represents a nearly year-long collaboration with local teens and aims to engage youth, particularly young men, in a citywide conversation about healthy relationships and preventing dating violence.

Created in partnership with Beyond Measure Productions, the eight-part series follows a group of fictitious Boston high school students as they confront the challenges of young fatherhood, trauma, masculinity, and personal identity.  Tension begins to build in the characters’ lives and in their school’s community when one of their peers is implicated in the alleged rape of another student.
