波士頓市初選天氣不暖選民不熱


波士頓昨(24)日辦理初選,一早氣溫不到華氏六十度, 民眾出門意願不高,儘管市長加上不分區市議員共有31名候選人,各投票站的投票率直到中午都仍偏低,只有約10.71%的已登記選民,亦即39451人, 投出了他們神聖的一票。
(補註:波士頓市府選務局昨晚十點半左右公佈的資料,全市有368207名已登記選民,只有30.75%出席投了票)
            這和四年前的2009年只有8%選民出席投了票相比,多了12000人出席投票。倒還算好。
            波士頓市府選務局23日時公佈,波市共有365000名登記選民有資格投票。該局昨日派出1500名選務工作人員,到全市255個選區,150個投票站服務,其中有400人能流利的說第二種語言。各投票站從早上七點開到晚上八點。
            波士頓選民將在這場初選中,選出兩名得票最高的市長候選人,以及八名不分區市議員候選人,進入十一月五日的大選。
            截至昨日中午以前,沒有任何一名市長候選人在波士頓華埠的信義大廈投票站前出現過。派有助選員在那駐守的候選人,只有參選市長的丹康利(Dan Conley),巴洛斯(John Barros),馬丁華殊(Martin Walsh)
            不分區市議員候選人,只有本身為華裔的吳弭(ichelle Wu)親自到場拜票。
在信義大廈前助選的人,陳毓璇,陳毓禮,陳文浩,陳文棟,陳偉民,翁耀漢,梁素英等人是丹康利和吳弭的支持者,逢人就派發一張選票樣本,列出所有候選人的姓名,號碼,但特別註明,市長請投11號丹康利 ,不分區市議員請投第14號吳弭。
在華人前進會工作的鄺寶蓮,余翠鳳等人,也逢人就發傳單,籲請選民投12號巴洛斯。中文傳單上還寫明,“請投選票左邊市長候選人欄排名最後的候選人”。他們還擺出一份非常大的候選人評比表,詳列華人協選會的問卷調查結果。
余翠鳳等人還利用機會,收集簽名,準備把到2015年時把最低工資提高到9.25元,到2016年把最低工資提高到10.50元,員工多餘11人的公司,每年可享40小時有薪病假的這一提案,推動成為2014年大選的選票問題。
包括酒店工會成員孫炳煌,以及在波市房屋局工作的一名越南裔女子,則是馬丁華殊的支持者。
            華盛頓接和屋街交界的入口處,昨日熱鬧十分,電線桿上掛滿了競選標語牌。信義大廈投票站外,則是巴洛斯(John Barros)的競選標語牌,尺寸最大,最是顯眼。           
            根據本報記者昨日在華埠一帶投票站收集的投票數結果,信義大廈投票站在下午一點多時,已有474人投了票。南端(South End )天主教高中投票站的第3選區第7小選區,有540人投了票。該投票站同時是第8選區的第1及第2小區,第9選區的第1小區的投票站,依序有120 216 259人投了票。選民出席投票熱度不高。 
            波士頓環球報指稱,在各候選人居住的選區中,出席投票率最高的是多徹斯特(Dorchester)Savin Hill 區。那兒住有兩名市長候選人,麻州眾議員馬丁華殊(Martin J. Walsh),曾任醫療護理執行長的華查克(Bill Walczak)。他們兩都住在第13選區(ward)的第10小區(precinct)。截至中午時,該一選區的出席投票率已達20%
            根據波市選務局公佈的資料,出席投票率次高的是波市議員約翰康納利(John R. Connolly)住的西洛士百利( West Roxbury) 區,第20選區的第10小區,約18%的人出席投了票。
            第三高的是薩福克郡地方檢察官丹康利(Daniel F. Conley)住的西洛士百利第20選區第20小區。約15%的選民出席投了票。
            出席投票率最低的是波市議員麥可羅斯(Michael P. Ross)住的任務丘(Mission Hill),只有5%的選民出席投票了。曾任麻州眾議員及波市鄰里發展局局長的雷琪(Charlotte Golar Richie)也只好一點點,她住的多徹斯特會議屋丘(Meeting House Hill),也只有7%的選民出席投了票。
            有不少選民直到投票前,都還沒決定,到底要投票給誰。昨日在信義大廈投票站前,就有一名西人選民,見到波市不分區市議員候選人吳弭,就明白表示自己還未決定要投票給誰,請她即席發表政見。
            也有選民也反映,萬寧路在位20年了,不再尋求第六度連任,波市才廿年來第一次有這麼熱烈的參選情況。
各候選人在特許學校,教育改革,可負擔住宅,交通,就業機會,土地發展等議題上,競相發表意見,卻一直沒有哪個候選人顯得格外吸引人,許多選舉專家都說,今年的波市選舉,很難預測結果,最近的數次民意調查,領先的有約翰康納利,丹康利,馬丁華殊,雷琪等人。

慶祝雙十晚會展現台灣音樂創作人才氣 觀眾熱情尖叫


僑委會的「榮耀世紀、喝采中華」雙十文化訪問團,23日晚在約翰漢考克廳以懷舊校園民歌,新潮舞台表演,漫畫人物服裝,國語腔廣東歌,掀起一陣陣的爆笑,尖叫,安可聲。
            當晚出席的觀眾,很能配合製造氣氛,不但台上唱,台下哼,還在主持人蘇來的臨場指導下,以“尖叫”,“uncle”代“安可”的迎接演員上台。許多觀眾離場時,滿臉帶笑,心滿意足的讚嘆道,這場古典加流行的表演看得很過癮,台灣音樂界多才多藝的原創人才還真不少。
            僑委會安排的這慶祝雙十文化訪問團,由「種子之歌音樂文化工作坊」承辦,演出人員包括創辦該工作坊,曾被譽為“女聲教科書”,得過金鼎獎作家女演唱人獎的許景淳;三受新聞局邀為金曲奬評審,曾是歌星,參與創辦飛碟唱片公司,主持過許多廣播節目的蘇來;台灣校園民歌的最重要奠基者之一葉佳修;曾獲選為最受歡迎表演藝術偶像,參與創辦了“果陀劇場”,有“音樂劇王子”暱稱,曾在楊德昌所執導“牯嶺街少年”一片中演出的王柏森;台灣第一個能在一場音樂會中一氣呵成演奏完帕格尼尼“24首綺想曲全集“的盧耿鋒;發表過600首歌,現為文化大學音樂系助理教授的林隆璇等人,個個都來頭不小,有重量級經歷,也都是既能創作,又能演唱,演奏的全才。
演奏吉他的劉士堉;演奏鋼琴的吳宜玲;以“化裝舞會”一炮而紅的于台煙以及新生代歌手林子等人,當晚也都各有出色表現。
駐波士頓經濟文化辦事處處長洪慧珠,僑務委員馬滌凡,陳家驊,僑教中心主任郭大文等人,在演出開幕前和率團到訪的僑委會僑教處長莊瓊枝互換禮物,頒感謝狀給全美台灣同鄉聯誼會會長陳永茂等。
當晚的表演,有很大一部分都在展演各演出者的創作成就,演唱也因此有好幾段“串燒”式演唱,從開場沒多久的蘇來和許景淳合唱“讓我與你相遇”,“月琴;葉佳修唱“思念總在分手後”,“鄉間小路”,更是幾乎每首歌背後,都有一段故事。
其中的“讓我與你相遇”是許景淳在1986年為了她和李泰祥的相遇而寫的歌。葉佳修的“思念總在分手後”經過30多年,許多著名歌星演唱過後,甚至有了100多種版本的唱法。
葉佳修當晚穿著類似霓彩裝的衣服,在台上又蹦又跳,和他當年出道時,抱著吉他慢條斯理的演唱,有著180度的轉變。但他唱出蔡琴唱紅的“再愛我一次”,潘安邦唱紅的“外婆的澎湖灣”等歌時,讓台下許多觀眾,忍不住跟著哼了起來。
自稱已息歌多年,露出一雙修長美腿的于台煙,演唱了她得金曲奬第一張專輯上的歌“抉擇”,以及她出道時的第一首歌“化裝舞會”。她還透露,當年唱片公司告訴“某年某月的某一天”哪首歌的作者,要讓于台煙演唱他的新作時,那名作曲者竟感嘆“怎麼我的歌,都是拿給長得不怎麼樣的人唱”,讓台下看著美麗的于台煙,爆笑起來。
當晚有不少爆笑片段,其中一段是一身打扮有如從漫畫中走出來的林隆璇,緊接在表演時不但換了兩套衣服,還在舞台上脫外套,背心的王柏森之後出場。他感嘆表示,得用才氣對付風騷。
盧耿鋒穿著一身銀外套,黑皮褲,用小提琴演奏廣東歌“上海灘“,還邊拉小提琴邊轉圈,讓觀眾讚嘆的大喊安可。
許景淳是當晚節目的製作人,也是當然主角,她演唱了“天頂的月娘“,”玫瑰人生“等多首自己創作的歌曲之外,還應現場觀眾要求,從”望春風“,”愛拼才會贏“,唱到”踏雪尋梅“,”康定情歌“,”月亮代表我的心“,一連串演唱了許多歌曲。
會場氣氛一整晚高昂到欲罷不能,最後才在演員們大合唱“浮雲遊子”,“萬水千山總是情“這首廣東歌,以及”梅花“,才揮手說再見。
演出結束後,經文處處長洪慧珠在鴻運酒家宴請演出團,慰勞他們一整晚的辛苦。經文處副處長陳銘俊仗著他和葉佳修是花蓮高中的前後期同學, 差點是加州柏克萊大學的同學(葉佳修獲錄取,但沒入學),又都是客家人,幾重關係下來,還讓葉佳修破例清唱了一曲他的處女作“流浪者之歌”。

Reflections from Harvard: A Conversation with China Vanke Chairman Wang Shi

Mr. Wang Shi is the Founder and Chairman of China Vanke, the largest real estate company in China and the largest real estate developer in the world. He also serves as Executive Director for The One Foundation, Honorary Chairman for China Entrepreneurs Forum, and as an Independent Director for the World Wildlife FundSohu.comChina Resources Land, and Modern Media Holding. 
Wang Shi has been named by Fortune Magazine as one of 
"Fifteen Business Leaders Who've Changed China."

Mr. Wang Shi is an avid mountain climber and has scaled the Seven Summits. He has climbed Mount Everest twice, at the age of 53 and at the age of 60, both times breaking the Chinese record for the oldest person to reach the summit.

For the past 2 years, Mr. Wang Shi has served as a Visiting Scholar at the Harvard Fairbanks Center. As Mr. Wang completes his journey at Harvard, he would like to offer his reflections and share his experiences.

波市選舉非正式結果 馬丁華殊、約翰康納利及吳弭打入十一月大選

根據波士頓市政府的非正式計算結果,市長候選人中的馬丁華殊(Martin Walsh),以及約翰康納利(John Connolly)依序以18.47%,以及17.22%的得票率,在初選中獲勝,將於十一月五日一決勝負。

不分區市議員部分,19名候選人中有8人打入大選。華裔候選人吳弭雖然是第一次參選,卻以11.44%的得票率,高居第四位。
兩名波市現任不分區市議員普莉斯萊(AYANNA S PRESSLEY),莫菲(STEPHEN J MURPHY),都順利入圍,得票率依序為16.71%,以及12.35%。曾任波士頓市議員,並參選過市長的米高法拉提(MICHAEL F FLAHERTY),得票率高居第二位,15.54%。
其餘四名入圍者,為曾進華埠中華公所拜票的Martin J. Keogh,曾出席波士頓華埠社區中心活動,公開表示自己是同性戀者的Jeffrey Ross,以及A. Essaibi George,和Jack F. Kelly, III,得票率依序為6.13%, 5.43%, 4.77%, 4.64%。

PATRICK ADMINISTRATION AWARDED $11.67 MILLION U.S DEPARTMENT OF LABOR ‘PAY FOR SUCCESS’ GRANT

Commonwealth pursues next step for performance-based investments to spur innovative solutions to social issues, achieve better outcomes and save taxpayer dollars

BOSTON – Monday, September 23, 2013 – Governor Deval Patrick today announced that Massachusetts has been awarded an $11.67 million grant from the Obama Administration’s U.S. Department of Labor that will expand the Patrick Administration’s Social Innovation Financing juvenile justice project by providing additional success payments tied to increases in employment and reductions in recidivism.

"Social innovation financing is helping us shape our future by creating innovative tools to tackle long term social issues,” said Governor Patrick. “I thank the Obama Administration for recognizing the potential social innovation financing has to help us change the delivery of state services to save money and improve program performance. This grant will help create brighter futures for some of our most vulnerable youth."

“This grant will allow the Commonwealth to expand the scope of our Social Innovation Financing juvenile justice project aimed at helping to put at-risk youth on a path to success,” said Secretary of Administration and Finance Glen Shor.  “Through this innovative, results-oriented project, we can achieve better outcomes while stretching every taxpayer dollar as far as possible.”

“All youth deserve a promising future,” said Secretary of Labor and Workforce Development Joanne F. Goldstein.  “We thank the Department of Labor for these resources as we work together with partnering organizations and vulnerable communities to promote employment opportunities for some of our most high-risk youth.”

Through competitive procurements, the Commonwealth has preliminarily selected Roca as the service provider and Third Sector Capital Partners as the project intermediary for the juvenile justice initiative. Roca’s nation-leading intervention model has been successfully helping the most high-risk young people break the destructive cycles of poverty, violence and perpetual incarceration. Third Sector Capital Partners is a nonprofit organization that delivers strategic financial solutions in support of evidence-based programs that serve the nation's most vulnerable communities.

In January of 2012, the Patrick Administration announced its plan to allow Massachusetts to enter into "pay for success" contracts designed to encourage innovative solutions to social problems, improve the performance of government and save taxpayer money. In August of 2012, the Administration announced it had taken the next step toward finalizing these agreements by announcing apparent successful bidders for pay for success contracts to address juvenile justice and chronic homelessness.

The Administration is partnering with Roca and Third Sector Capital Partners to support youth aging out of the juvenile justice and probation systems so as to assist them in making successful transitions to adulthood. This contract will be designed with the specific goal of reducing recidivism and improving education and employment outcomes over several years for a significant segment of the more than 750 youth who exit the juvenile justice system, and the several thousand who exit the probation system annually. The U.S Department of Labor Grant will allow the Commonwealth to expand the scope of this project to serve nearly 400 additional at-risk youth.
