MAYOR WALSH RESUBMITS FY18 BUDGET

MAYOR WALSH RESUBMITS FY18 BUDGET, PROPOSES INVESTMENTS FOCUSED ON FURTHER IMPROVING QUALITY, EQUITABLE CITY SERVICES
Data-driven investments aimed at creating a thriving, healthy and innovative City
BOSTON - Monday, June 19, 2017 - Mayor Martin J. Walsh today resubmitted his proposed Fiscal Year 2018 (FY18) budget, which through strong fiscal management and strategic savings initiatives allows for further investment in quality City services in neighborhoods across Boston, and builds on the success of existing City programs. The $3.15 billion budget proposal represents an increase of $148.5 million, or 5 percent, over the FY17 budget, and follows 27 City Council hearings that identified opportunities for further targeted investments, while still balancing sustainability and fiscal responsibility.
"I am proud that through the City's sustainable fiscal strategy, we are able to make strategic investments in initiatives that have proven to be successful in making Boston a thriving, healthy and innovative City," said Mayor Walsh. "This proposed budget makes record investments in education, and represents a smart and responsible approach that will contribute to our City's long-term prosperity."
As part of the budget resubmission, Mayor Walsh is proposing to further invest in key initiatives, including:
  • Two additional graffiti busters to ensure Boston's neighborhoods remain clean. Through CityScore, Boston saw an increase in demand for graffiti removal beyond what current staffing levels could remove on time;
  • Double the capacity of the Mobile Sharps Team to pick up more improperly discarded hypodermic needles, due to an increase in requests submitted through 311. Over 20,000 needles were collected by the team in 2016;
  • Add four new mental health clinicians to the Boston Emergency Services Team (BEST) to co-respond with police officers to people exhibiting signs of mental illness. With these additional clinicians, the program will be able to cover all districts in the City and expand the program's success in diverting people from arrest to mental health resources;
  • Add building inspectors to increase capacity to meet the growing demand for commercial and residential inspections. This will result in a reduction of inspection waiting time for residents and developers alike;
  • In addition to a $1 million increase to the Vision Zero Capital Program, the City will add transportation engineering capacity, provide enhanced Vision Zero outreach, repair about 60 existing bike racks, and add an estimated 180 new bike racks to curb serious crashes and increase the number of people commuting by bike;
  • Pilot a Youth Development Grant Program, which will complement the City's Summer Jobs program, the Shannon Grant Program and the Safe and Successful Youth Initiative; and
  • Add two additional yard waste pickups next summer to better meet constituents' needs.
These additional investments are made possible with health care cost containment savings and reduced debt service costs achieved as a result of the City's triple A bond rating and low cost of borrowing. The above additions of the budget resubmission complement investments in the Mayor's FY18 budget proposal aimed at creating a thriving, healthy and innovative city. A few of those highlights include:
  • $14 million more in extended learning time to allow more than 15,000 additional students in 39 schools to receive 120 more hours of learning time, or the equivalent of 20 added school days a year;
  • Makes numerous research-driven education investments and reforms, including expanding Excellence for All, adding pre-kindergarten (K1) seats, and providing supports to 3,000 students that have been identified as experiencing homelessness, in an effort to eliminate achievement gaps.
  • Adds support services for veterans not eligible for VA programs,building on the early success from Boston's Way Home, the City's plan to end chronic and veteran homelessness;
  • Adds 20 police cadets to the Boston Police Department to diversity the police force;
  • Uses data to change the way we deploy Emergency Medical Technicians (EMTs) to Boston Common and the Recovery Road area to improve patient outcomes and ambulance utilization;
  • Adds a full-time hokey in every Public Works District, and revitalizes marking and crosswalks to ensure that City streets are clean and safe;
  • Expands PAATHS (Providing Access to Addictions Treatment, Hope and Support) to include evenings and weekends;
  • Provides pilot program for industrial level cleaning for firehouses to reduce cancer risks for firefighters.

麻州長計畫5年撥款5億支持生命科學業

(Boston Orange周菊子波士頓整理報導) 麻州州長查理貝克(Charlie Baker)(15)日宣佈,計畫撥款55億元,繼續支持麻州的生命科學,醫藥科技發展。
查理貝克是在1922日於聖地牙哥舉行,有25國參加的BIO國際大會上,正式宣佈了這仍待麻州議會通過的計畫。細節內容包括為創造新工作機會的公司撥列近3億元的樓宇,設備開銷資助,以及可高達15000萬元的稅款優惠。麻州生命科學中心將繼續管理這筆資金。
查理貝克表示,和麻州現有,由前州長派區克(Deval Patrick)2008年提出的生命科學業1010億元計畫相比,他打算更專注於創造就業機會的人力發展。
麻州生命科學業領袖人物三個月前才在麻州生物科技協會的會議上呼籲,應該跨入生命科學計畫2.0”時代,查理貝克也表示了將繼續支持。
查理貝克辦公室表示,州長將於20日到聖地牙哥參加會議,拜會Vertex製藥,並和位於聖荷西的思科(Cisco)公司高管晤談。他還將在大會上邀請與會者明年到波士頓來參加會議。
有觀察者指出,麻州前州長派區克(Deval Patrick)是在BIO會議上宣佈了麻州支持生物科技業的1010億元計畫,但2015年在費城,以及2016年在舊金山舉行的BIO會議,查理貝克都沒去,今年有了55億元這計畫,他終於撥冗去聖地牙哥參會了。
生物科技業人士指出,波士頓早從1970年代就已經是分子生物研究的前沿地區,但有許多人對於玩弄分子感到不舒服,於是劍橋市議會在19766月時舉行了DNA實驗公聽會。
                         百奧健(Biogen)共同創辦人暨諾貝爾獎得主Phil Sharp表示,最後劍橋市同意讓分子生物在市內做研究,百奧健也成為第一個拿到劍橋市基因工程執照的公司。
            1978年正式成立的百奧健,如今已是有7000多名員工的大公司,在坎德(Kendall)廣場一帶,吸引來許多大大小小的生物科技公司,使得這地區成為全世界生物科技公司最高度集中地區。
            旗艦創投執行長Noubar Afeyan表示,早年企業偶爾會從大學找專利,大學院校則會把從事這類活動的教授當成異類,懷疑他們的動機,但是現在純科學和營利科學之間,已經不再有距離。

Baker-Polito Administration Proposes Life Sciences Initiative
 Invests up to $500 million over five years to bolster state’s leadership in education, research and development, workforce training

BOSTON— The Baker-Polito Administration today announced a legislative proposal to bolster Massachusetts’ leadership in the life sciences sector, which would provide up to $500 million over five years for strategic investments in public infrastructure, research and development, workforce training and education, including up to $295 million in capital authorization and up to $150 million job-creating tax incentives. The funding will continue to be managed by the Massachusetts Life Sciences Center (MLSC), which is co-chaired by Administration and Finance Secretary Kristen Lepore and Housing and Economic Development Secretary Jay Ash.

“We are committed to supporting the public-private partnerships and strategic investments that have made Massachusetts a global leader in the life sciences, research, development and medical advancements,” said Governor Charlie Baker.“This proposal empowers the Commonwealth and the Massachusetts Life Sciences Center to continue that success, attracting world-class companies in innovation and technology, giving researchers the best available tools and educational environment, training our workforce and providing successful careers here in Massachusetts.”

On Wednesday, Governor Charlie Baker will address the 2017 BIO International Convention in San Diego, reinforcing the Baker-Polito Administration’s commitment to the Commonwealth’s leadership in the growing life sciences sector as companies look to expand and grow, and welcoming attendees to the 2018 BIO International Convention being hosted in Boston next June.

“Our administration has a strong commitment to increasing educational opportunities in science, technology, engineering and math for students across Massachusetts,” said Lieutenant Governor Karyn Polito. “We have a talented pipeline ready to lead and learn in the life sciences, and through this proposal, we are excited to provide more opportunities for the Commonwealth’s fastest growing industry.”

“Massachusetts is recognized as a leading global hub for life science innovation and advancement, and our financial commitment will ensure that we continue to hold on to that distinction,” said Kristen Lepore, Secretary of Administration and Finance. “These strategic investments will enhance the workforce skills and economic vitality in the Commonwealth.”

“Massachusetts’ unique combination of workforce, academic institutions, hospitals, infrastructure, and financing opportunities allowed us to develop, over the last three decades, a leading biotech cluster. The addition of the Life Sciences Initiative made us the best in the world. Today’s announcement by Governor Baker recognizes that in order to remain on top, we must continue to foster a consistent and welcoming business environment for life sciences companies to grow and move here,” said Robert K. Coughlin, President and CEO of MassBio. “For Massachusetts residents Governor Baker’s actions mean more high paying jobs in all corners of the state for years to come. Strategic priorities for the initiative include strengthening investments in human capital to fortify the state’s skilled workforce pipeline, expanding opportunities for companies to access both private investment capital and dynamic public infrastructure resources, developing new scientific innovations that deliver higher outcome, affordable therapies to patients, and leading the convergence revolution in digital health, biopharma, medical devices and engineering.

“This proposal will build upon previous investment by the Baker-Polito Administration that has propelled Massachusetts to the top of so many national lists including innovation, growth potential and R&D investment,” said Executive Office of Housing and Economic Development Secretary, Jay Ash. “It will also allow the state to remain competitive, enhance workforce training opportunities, leverage tax incentives to encourage new job creation, and launch infrastructure projects that will reinforce the global competitiveness of R&D centers and the development of a robust biomanufacturing sector.”

The five-year, $295 million bond authorization in the proposal would provide capital funding that will enable the state to strengthen the ecosystem through collaborations that maximize third-party investments and sharpen the Commonwealth’s competitive edge.

“The Mass Life Sciences Center has been instrumental in creating a strong life sciences ecosystem in Massachusetts by providing support for startup companies, workforce development, and tax incentives,” said  Dr. David Walt, Chair of the MLSC Scientific Advisory Board. “Continued support from the Commonwealth for these high-quality programs will enable entrepreneurs and businesses to succeed in bringing transformative technologies and therapies to the marketplace in a competitive global life sciences market.”

In addition to seeking new capital authorization for the MLSC, the administration’s legislative proposal also extends and expands the authorization of a key state tax credit that finances job growth. The proposal would permit the MLSC to award tax incentives for an additional ten years and increases the MLSC’s current annual statutory cap up to $30 million on tax credit awards.

Under its current structure, the tax incentive program provides a cost-effective way of attracting new and relocating companies to the Commonwealth while ensuring the state retains current commercial activity and captures investments from future growth. The program’s track record shows that once incentives anchor job creation, companies will exceed their growth projections by larger margins, creating further leverage on the state’s incentive awards.

Investment Fund programs will be funded a projected $55 million over five years through the annual consolidated net surplus, the same funding mechanism as the current initiative.

Building on prior initiatives, this proposal further distinguishes Massachusetts as the global leader in life sciences. Since its inception, Massachusetts, through the MLSC, has invested more than $650 million across the state, including:

          More than $429 million in capital infrastructure grants, giving Massachusetts multiple state-of-the-art facilities that have improved research, manufacturing and administrative capabilities for the companies and institutions throughout the Commonwealth
          More than $116 million to medium-to-large companies committed to growing jobs within the Commonwealth through the MLSC Tax Incentive Program
          $62 million outfitting lab space in middle schools and high schools, advancing scientific research, subsidizing internships and developing programs to educate the state’s workforce
          $33 million via grants and loans for small-to-medium sized businesses in the life sciences

Nearly $11 million will prepare over 3,000 residents to fill growth industries' talent gaps
BOSTON - Monday, June 19, 2017 - Mayor Martin J. Walsh today joined Boston Foundation President, Paul Grogan, to announce a nearly $11 million investment in training Boston residents to meet the talent needs of the region's growth industries at TechHire Boston. The collaborative effort, supported by the City of Boston's Neighborhood Jobs Trust, The Boston Foundation and various private funders, will support job training, internships and bridge-to-college-and-career programs to strengthen and diversify the talent pipeline in Boston. The investments are projected to serve more than 3,000 residents from underrepresented neighborhoods.
 
"In order to prepare our young people for the jobs of the future, we must invest in the training programs that recognize the needs of Boston's growing industries," said Mayor Walsh. "I thank the Boston Foundation and all of our public and private partners for stepping up to meet our shared goal to support our next generation while creating a talent pipeline for our small and large businesses."
 
"The Mayor's announcement is important not just for the money it provides, but for the message it sends -- that workforce development is a key opportunity for our City," said Paul Grogan. "We hope the City's investment will inspire other funders as it inspired us to commit to a long-term strategy that creates brighter futures for Boston's diverse workforce."

The Greater Boston tech industry poses significant benefit to the region, yet faces a serious talent shortfall, according to a recent SkillWorks report, "Information & Communication Technology: Shared Prosperity in the Digital Age." The report found that the Greater Boston tech sector:
 
  • Accounts for a majority of the state's 156,000 computer and mathematics-related IT jobs;
  • Supports higher-than-average wages for computer and mathematical occupations;
  • Is projected to grow, with 40 percent of firms surveyed projecting a near 9 percent growth rate in IT jobs over the next 12 months.
However, the study also found that nearly three-quarters of surveyed firms reported difficulty finding qualified IT workers in the last 12 months. These firms noted that many applicants failed to meet their standards for work experience and occupation-specific training.  

The new pipeline investment announced by Mayor Walsh and The Boston Foundation targets these needs in collaboration with community partners. With the City of Boston leading the way with a one million dollar investment in the tech talent pipeline, the Boston Foundation followed suit, investing $10 million over five years for training and support in several growth industries from tech to manufacturing to hospitality. Examples of funded projects include the establishment of a new Business Analyst program with Colaberry at Roxbury Community College; the doubling of summer internships in Boston's Tech Apprentice program; the expansion of a Jewish Vocational Service (JVS) program to develop a healthcare IT pathway to Bunker Hill Community College; and a new Cyber Warrior Academy to help entry-level tech workers upgrade to cyber security analyst positions.

TechHire Boston, an employer-led industry consortium convened by SkillWorks and the Boston Private Industry Council (PIC) in partnership with the City of Boston, was created in September 2016 to identify solutions to closing the IT skills gap. 第二場台灣盃壘球賽 竹蜻蜓奪冠

2017年第一屆波士頓臺灣盃(Formosa Cup)壘球賽於618日在牛頓市近郊Auburndale Park舉行,共有駐波士頓臺北經濟文化辦事處、紐英崙中華公所及竹蜻蜓俱樂部等3隊近50人參賽。經交叉混合進行3場賽事,結果由竹蜻蜻蜓俱樂部以20負的優異表現奪冠,獲得首屆臺灣盃獎盃;紐英崙中華公所則在廣邀僑社青年加入後,陣容更加堅強,表現不俗,以11負的戰績獲得第2名;而駐波士頓臺北經文處在處長賴銘琪領軍下,充分展現「以球會友」的精神,連敗2場,敬陪末座。

賴銘琪在球賽開幕式致詞感謝竹蜻蜓俱樂部主辦這項球賽活動,並對經文處球員下達「只准輸、不准贏」的指示,也說明冠軍隊可以在獎盃鑴刻年份與隊名,之後每年舉行球賽,由冠軍隊伍保留獎盃1年;紐英崙中華公所主席陳家驊表示,自從上次與駐波士頓臺北經文處進行壘球賽輸球後,全體球員力求獲勝,所以這次參賽者除了原班人馬外,也邀請僑社青年及僑領第二代子弟助陣,更在上星期日自行到球場集訓,已經做了最充分的準備。波士頓僑教中心主任歐宏偉則期許參賽的青年球員,積極參與各項僑社活動與服務,也鼓勵傳統僑社與青年世代透過球類運動多加聯誼交流,增進彼此的聯繫互動。


球賽進行時歡笑聲不斷,也有由眷屬組成的啦啦隊為球員加油打氣,3隊隊員在賽後一起烤肉、分享自備的餐點,溫馨熱絡。賴銘琪也因為球賽當天是美國的父親節,特別準備大蛋糕祝賀在場為人父者父親節快樂,並相約再擇期舉行友誼賽。(波士頓僑教中心提供)

55艘高桅帆船今日遊行波士頓海港

            (Boston Orange 周菊子波士頓報導) 來自14個國家的55艘高桅帆船,今(17)日早上9點起,將在海上列隊遊行,然後從即日起至621日,一連五天,分別停泊在5個碼頭,供遊客參觀,估計將為波士頓帶來200500萬名遊客,逾億元商機。

            這是慶祝加拿大聯邦成立150週年,巡迴六國,繞行大西洋7000海哩的高桅帆船賽大會師(Rendez-Vous 2017 Tall Ships Regatta)活動之一,全美僅停留波士頓一站。
            波士頓市長馬丁華殊(Martin Walsh),聯邦參議員馬基(Ed Markey),大波士頓會議及遊客局董事長Patrick B. Moscaritolo,加拿大魁北克市代表,Sail Boston董事會主席等人,16日下午2點在波士頓Rowe碼頭前舉行開幕式,會場旗幟飄揚,古裝民兵列陣排隊,場面十分隆重。

            麻州州長查理貝克(Charlie Baker)和波士頓市長馬丁華殊,波士頓市警察局局長伊凡斯等人,15日也特地聯袂舉行記者會,說明高桅帆船訪問波士頓期間的安全問題,提醒民眾,許多街道在活動期間將暫時封閉。

高桅帆船並不是第一次到波士頓,有船隻列隊在海上遊行的,大約要推回到2000年,船隻數目之多及國際化程度之高,絕對沒法和這次比。波士頓揚帆發言人Robin Reibel也說,這是17年來第一次有這麼大規模的帆船遊行。2009年也曾經有過高桅帆船到波士頓,但那次只有3035艘船。這次卻有55艘。
Patrick B. Moscaritolo為此稱許馬丁華殊是偉大市長,排除萬難促成此事,與波士頓揚帆(Sail Boston)合作數年,募集150萬元來辦這活動,估計可為波士頓市吸引數百萬遊客,創造逾億元商機。

           這些高桅帆船是將停泊在波士頓魚碼頭(Boston Fish Pier),世貿中心碼頭( World Trade Center Pier),扇碼頭(Fan Pier)Rowe 碼頭(Rowe’s Wharf),以及查理士程海軍碼頭(Charlestown Navy Yard)

           高桅帆船賽大會師活動是413日先從英國皇家格林威治出發的,要在5個月內,依序到葡萄牙(Portugal)的正弦市(Sines),百慕達,然後波士頓,再繼續航行到加拿大魁北,哈利法克斯,以及法國的Le Havre市做比賽。總共有40艘船及3000名船員要穿越北大西洋,拜訪前述選定的港口。
            擠身A級的高桅帆船不下14艘。這些船隻分別來自秘魯(Peru),荷蘭的Europa號,德國的Alexander Von Humboldt II,西班牙的El Galeon,厄瓜多爾的Guayas ,英國的Blue Clipper,加拿大的Bluenose II ,智利的Esmeralda等將以艦隊形式遊行穿過堡壘島。

           波士頓揚帆將再五日活動期間,每早7點起就向民眾開放數個觀賞地點。包括南波士頓的堡壘島(Castle Island),扇碼頭(Fan Pier),靠近城中區的哥倫布公園(
Christopher Columbus Park),北端的Langone公園,以及東波士頓查理士城的海軍碼頭港。
           有意上船參觀的民眾須注意有許多物品不能攜帶上船。
            關於船隻的一些有趣事包括,最長的一艘船是長379尺的祕魯海軍訓練船Union號。
