Strengthening the AAPI Community Through New Bullying Prevention Efforts

Hines Ward, retired NFL wide receiver and former member of the President’s Advisory Commission on Asian Americans and Pacific Islanders, shares his story on bullying.

More than one-quarter of students between the ages of 12 and 18 reported being bullied at school during the 2010-11 school year — nearly 7 million students. Some Asian American and Pacific Islander (AAPI) students face bullying and harassment based on their immigration status, such as Micronesian students whose families have recently immigrated to the continent and Hawaii. Others are bullied for the way they look, such as turbaned Sikh youth, or for their English language skills. 
Students who are bullied don’t feel safe, and students who don’t feel safe can’t learn. Students involved in bullying are more likely to have challenges in school, to abuse drugs and alcohol, and to have physical and mental health issues. Being bullied endangers students’ academic achievement and ultimately their college and career readiness. And in some areas, bullying of AAPI students is rampant. For example, one 2014 study found that over two-thirds of turbaned Sikh youth in Fresno, California reported experiencing bullying and harassment. And another recent study found that half of the 163 Asian American New York City public school students reported experiencing some kind of bias-based harassment in a 2012 survey, compared with only 27 percent in 2009. 
When children are singled out because of a shared characteristic — such as race, sexual orientation, or religion — or a perceived shared characteristic, the issue not only affects that individual but the entire community. Policymakers believe that AAPI students who are bullied face unique challenges, including religious, cultural, and language barriers. In addition, there has been a spike of racial hostility following theSeptember 11 attacks against children perceived to be Muslim. The classroom should be the safest place for youth, but for some AAPI students, it can be a very dangerous environment.
Unfortunately, this issue of AAPI harassment is nothing new. In 1982, Vincent Chin became a household name in AAPI homes when he was attacked and killed because he was mistakenly perceived to be Japanese. To facilitate a conversation on this issue, in 2011, under the leadership of Amardeep Singh, former member of the President’s Advisory Commission on AAPIs, the White House Initiative on Asian Americans and Pacific Islanders (WHIAAPI) hosted a Bullying Prevention Summit in New York City.

However, more work needs to be done. Earlier this month, on the fifth anniversary of the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act, the White House announced several efforts to address hate crimes, including a new Interagency Initiative on Hate Crimes. As a part of these efforts, WHIAAPI, in partnership with the
 U.S. Department of Justice, the U.S. Department of Education, and the U.S. Department of Health and Human Services, is launching the AAPI Bullying Prevention Task Force to proactively address bullying in the AAPI community. In the wake of increasing concerns about the high rates of bullying among Sikh youth and incidents such as the attacks on as many as 30 Asian American students at South Philadelphia High School in December 2009, the AAPI Task Force will help ensure that the AAPI community is aware of federal resources and remedies available to them.

The AAPI Task Force brings together federal experts in civil rights, language access, education, community relations, public health, mental health, and data to find creative solutions to help the AAPI community. These experts will coordinate the efforts of their federal agencies to work closely together with stakeholders to better understand the impediments to seeking relief and support, analyze data regarding the prevalence of bullying in the AAPI community, improve outreach, develop training and toolkits for schools, students, and parents, and explore and recommend policies to address the AAPI community’s growing concerns about bullying of AAPI youth. 
Building upon previous efforts and working closely with federal representatives and community leaders, I look forward to seeing the AAPI Bullying Prevention Task Force make much needed progress on this very important issue in the AAPI community and furthering our commitment to improving the quality of life of AAPIs.

查理貝克請東北大學副校長任幕僚長

麻州候任州長查理貝克(Charlie Baker)昨(十七)日還宣布了任命東北大學營運長暨資深副校長柯迪許(Steven Kadish)為幕僚長。
查理貝克陣營表示,柯迪許在政府,醫療保險,高等教育領域有豐富經驗,監管過複雜組織,也成功經營了很多重要項目。
柯迪許在查理貝克公佈的聲明中表示,他為能夠加入查理貝克陣營,為麻州人民服務感到驕傲,期待著能實踐候任州長把麻州變得更繁榮的這具野心遠見。
柯迪許在東北大學監管人力資源,校園計畫,企業危機管理,購買,公共安全,以及數個重要部門。他也曾經擔任過達特茅斯學院的財務長兼執行副校長,布里吉罕婦女醫院的全球衛生公平主任,哈佛朝聖者醫療保險公司行政及項目管理資深副總裁。
在高等教育及醫療保險業之外,柯迪許還在州政府工作過十二年,出任過的重要職務包括健康及人民服務廳次長,麻州大學醫學院營運助理副校長等。

查理貝克任命州議員出任環保能源長

麻州候任州長查理貝克(Charlie Baker)昨(十七)日再宣佈一名新內閣閣員的任命。麻州眾議員畢騰(Matt Beaton)將出任能源及環保事務廳長。
畢騰本人是一名環境工程師,在麻州議會的環保,天然資源及農業委員會服務多年,經驗豐富。
            查理貝克在宣佈這一任命的聲明中表示,畢騰有著領導新政府綠色能源計劃,保護麻州開放空間的適當經驗,將能以更有效率,多元化的方法,來降低能源開支,減少二氧化碳排放量。
根據查理貝克團隊公佈的資訊,畢騰獲有屋斯特理工學院(WPI)的生物科技學士學位,波士頓大學的能源及環境分析碩士,當過環境工程師,可持續性顧問,持有LEED專業認證,曾經開過綠色大樓及能源效率顧問公司,打造了麻州第一個被動式節能屋(Passive House)。在擔任麻州議員期間,他是預算,以及環保及自然資源及農業等委員會的委員,發起制定過數項能源及環保法案。


波士頓兩大外交官都是昭倫公所宗親

紐英崙昭倫公所十六日獻金豬祭祖,歡迎兩名新宗親,駐波士頓台北經濟文化辦事處處長賴銘琪,以及波士頓華僑文教中心主任郭大文,屆。
            紐英崙昭倫公所十六日由總幹事謝中之主禮。主席許揚威,副主席譚榮熾,譚柏林,謝如鍵等人在昭倫公所位於泰勒街會址裏,和新宗親賴銘琪,郭大文一一向祖先敬酒,上香,報告新添兩名宗親。
            賴銘琪,郭大文獲悉自己原來也是姜太公後裔後,欣然同意加入紐英崙昭倫公所,十六日特地到公所會址上香,祭祖。
            賴銘琪致詞時全程用廣東話。他表示,昭倫公所歷史久遠,又一向支持民國,民主,他很高興自己也是這門宗親的一份子。
            許揚威,謝中之表示,昭倫公所是由談譚許謝等四姓宗親組成的姓氏公所。昭倫公所復會後,大波士頓人漸漸熟知,阮氏是昭倫之友,後來陸續查到有32姓氏都和姜太公有淵源。但倒是沒想到現在竟有人指出其實有66姓氏都是姜太公後人,可能總共有九十多個姓氏,都是姜太公後人,要發揚“周師齊祖姜太公,談譚許謝老祖宗,百家宗師世稱頌,昭明倫理人推崇”這昭倫精神
       
星島日報在今年一月十日的一篇文章引述台灣自由時報的報導,指台灣桃園縣“姜太公信仰文化協會”執行長邱垂境表示,很多人聽過“姜太公釣魚,願者上鉤“的故事,卻不知道自己姓氏的始祖也是姜太公,還在海外各地分別有自己的姓氏公所。
這些姓氏包括邱,呂,高,姜,盧,紀,羅,謝,許,郭,賴,連,賀,柯,丁,丘(),齊,強,申,尚,封,向,文,左,薄,逢,井,駱,年,浦,古,查,聶,平,鄺,景,柴,麻,芮,竹等等。
台灣北部的第一間“姜太公廟“,也於去年年底至一月間,在桃園八德市破土動工了。
許揚威透露,紐英崙昭倫公所設在泰勒街的會址,目前是租用的,每月得付租金將近兩千元,數目不算少,但昭倫公所宗親的熱心,真是沒話說,會所內貼滿了紅紙條,全是宗親們慷慨捐款的紀錄,包括譚榮熾,譚柏林,甚至姜家,每個人都有錢出錢,有力出力,不但讓宗親在華埠有落腳,聚會場所,更增加了宗親向心力。
當天到會的包括昭倫公所康樂譚發海夫婦,阮謝少珍,以及2009年入會的新英格蘭台灣商會會長許炳煌等人。

紐英崙藝術學會與波士頓華人攝影協會合辦攝影展

紐英崙藝術學會攝影班和波士頓華人攝影協會合作,在愛丁保羅街舉辦攝影展。十五日下午開幕時,會場人頭湧湧,盛極一時。
這場匯集波士頓華埠,麻州郊區華人攝影好手作品的展覽,將在愛丁堡羅街25號二樓,從十一月十五日展至十二月五日。
在十五日的開幕儀式中,波士頓華人攝影協會會長李明偉為兩會的合作,大感興奮,強調同為攝影愛好者,交流切磋擦火花。他還特地送梅國治一件該會T恤,藉以象徵兩會今後將更進一步合作。
梅國治當天應邀致詞,感慨表示時間無情,光陰荏苒,匆匆已過六十年。他以該會董事長趙羨藻展出的一幅早年作品指出,要拍出好攝影作品,得顧及構圖,光影等要素的變化不大,但拍攝者的裝扮及裝備,可就大不相同了。
紐英崙藝術學會現任會長,一向以擅長書法知名的梅宇國,為表慶祝,當天特地在會上朗誦了兩首他寫的詩,讓部分出席者驚詫指出,藝術學會成員近年似乎流行跨界多元化發展,擅長寫書法的,精於繪畫的,會寫詩的,都要在各自原本專精領域之外,再展現其他才能。
 紐英崙藝術學會攝影班資深學員張小茵指出,在曾任該會會長的資深攝影家梅國治繼續帶隊指導,朝氣蓬勃的梅芬芳當上班長為學員服務之後,他們這攝影班面貌一新,一連辦了好幾個攝影和圖像處理學習班,也辦過幾次攝影展,藉以促使學員們掌握攝影技巧,提高水平,學員人數,士氣都更見高昂。
今年以來,他們這班組隊到多個景點實地拍攝,包括到鱈魚角(Cape Cod) 海灘拍日落、燈塔,到荷花池拍荷花,遠赴新罕布夏州(NH),佛蒙特州(VT),緬因州(ME),以及藍丘(Blue Hill)拍楓葉。今年九月還到西雅圖十天,拍了雪山,海灘落日,麥田,夜景等。
展出攝影作品者包括梅國治,謝明偉,張小茵,梅芬芳,以及陸德禮,楊波,陳朝南,金薇薇,鄭嘉韞,陳子傑,李明偉等人。
