台北市長蔣萬安訪波士頓 邀僑胞協力打造國際都會 (視頻、照片)

(Boston Orange 周菊子波士頓報導) 台北市長蔣萬安偕同市府團隊, 98日晚來到訪美第2站的波士頓,經紐英崙中華公所和紐英崙中華總會統籌,先在波士頓華埠的帝苑大酒樓和300多僑胞共聚,9日再拜會波士頓市府,到哈佛甘迺迪政府學院演講。

這是蔣萬安就任後第一次訪美。他說選擇第2站就來波士頓,是因為波士頓和台北是姊妹市,歷史悠久,而且是重要的商貿夥伴。此行北市府團隊將拜會波士頓市議會,參訪哈佛、麻省理工學院,談具體合作計畫,以及市府交流、合作項目,將把所見所聞帶回台北,讓台北不斷進步,成為一流的國際大都會。

                  蔣萬安在晚宴上感謝紐英崙中華公所主席雷國輝,紐英崙中華總會主席余麗媖的安排,僑胞們的邀請,鼓勵僑胞返台,把在海外累積的經驗帶回去。他引述歷史,稱「中山先生在1894年成立興中會,和志同道合青年宣誓要恢復中華,成立聯合政府,1909年還來到波士頓,參加波士頓致公堂的新內閣就職大會,同年成立波士頓同盟分會,傳承融合中國以民為本,以及西方美國的政治制度。

許多人不知道,蔣萬安和波士頓其實淵源也頗深。蔣萬安透露,他的兩個姐姐當年都在波士頓念書,一個在波士頓大學 (BU),一個在愛默生學院。他自己在費城念書時,也常到波士頓參加活動。

                      蔣萬安還透露,波士頓經文處處長廖朝宏是蔣萬安的政大外交系學長,廖處長夫人和蔣市長夫人石舫亘,當年是政大室友。

蔣萬安藉「獨在異鄉為異客,每逢佳節倍思親」這王維詩句,期許僑胞們腳踏五湖四海,仰望同一月亮,傳承同一中華文化及民族傳統,歡迎僑胞們今年10月回台灣,參加在歷經32年終於啟用了「大巨蛋」,欣賞今年回到台北舉行的國慶晚會。

                    大波士頓僑胞,尤其不是來自台灣的僑胞,很多人還不知道蔣萬安是蔣中正以來的蔣家第四代,他父親蔣孝嚴當年擔任僑委會委員長時,曾經來波士頓,拜會中華公所。

來自台灣的僑胞比較興奮,有的要合照,有的要簽名,成大校友會的元老會長劉泰國還忍不住進言,波士頓台灣影展協會董事會主席康麗雪趁機送上影展T恤、面罩和手袋。

                       台北市長蔣萬安市府團隊,此行包括台北市議會議長戴錫欽,以及張斯綱、徐弘庭、林杏兒、陳宥丞、林征宇等共6名議員,交通局局長謝銘鴻,資訊局局長趙式隆,產業局局長陳俊安,都市發展局副局長簡瑟芳,研討會主委及國際事務執行長余政華,青年局局長兼發言人丁偉等6名局處首長,以及其他隨行人員。

Healey-Driscoll Administration Celebrates $25 Million in Federal Funding for Roadway Safety Improvements  

LYNN – Today, Lieutenant Governor Kim Driscoll joined US Deputy Secretary of Transportation Polly Trottenberg, Congressman Seth Moulton and Mayor Jared Nicholson of Lynn to celebrate that Massachusetts communities and two entities have won $25 million to improve roadway safety. The awards include $9.5 million for Lynn to implement low-cost street design changes to reduce the risk of crashes. 

The awards are part of the U.S.Department of Transportations(USDOT) Safe Streetsand Roads for All (SS4A) Grant Program, which was established through the federalBipartisan Infrastructure Lawand includes approximately $5 billion in appropriated funds to be awarded over the next five years.Grants were made to 10 municipalities across the state, as well as the Massachusetts Bay Transportation Agency (MBTA) and the Metropolitan Area Planning Council (MAPC.)  

“Improving roadway safety for drivers, bikers and pedestrians is critical for improving quality of life across our state. These grants will help our communities do the work that is most needed to keep residents and visitors alike safe on their streets,” said Governor Maura Healey. “I want to thank our partners in the Biden-Harris administration for granting these awards and congratulate the awardees for their hard work to secure these funds.” 

“As a former Mayor, I know how critical these federal awards are to supporting our communities and making our residents safer,” said Lieutenant Governor Kim Driscoll. “We are continuing to compete aggressively to bring more federal dollars home to advance these important initiatives. Thank you to our partners at USDOT for these awards and the continued support of Massachusetts transportation needs.” 

“I am pleased to join Massachusetts leaders to celebrate that a dozen awardees including Lynn are receiving $25 million from the Biden-Harris Administration to make their streets safer for everyone,” said U.S. Transportation Deputy Secretary Polly Trottenberg. “We are proud to have found a formula that works for a large Federal program that is helping solve a national safety problem by working at the local level, in partnership with local leaders and community members.” 

“Making our streets safer for all users is a key part of our mission to deliver an equitable transportation network for the residents of Massachusetts,” said Transportation Secretary Monica Tibbits-Nutt. “We are grateful to members of our congressional delegation who helped secure this Safe Streetsand Roads for All funding from the U.S. Department of Transportation, and we look forward to supporting municipalities as they advance safety improvements in their communities.”  

 "The Safe Streets for All program has been a key focus of the Federal Funds and Infrastructure Office. We know that SS4A is invaluable to advancing our goals to make roads safer everyone while prioritizing community collaboration and have worked diligently to ensure that Massachusetts communities benefit from this program," said Director of Federal Funds and Infrastructure Quentin Palfrey. "Thank you to the Biden-Harris administration, Secretary Buttigieg and all of our federal partners for these historic investments, and we look forward to seeing their impact across Massachusetts." 

 

“Lynn sits only ten miles from Boston, yet it has historically missed out on the same investments in high-quality transportation and infrastructure afforded to its regional neighbors," said Congressman Seth Moulton (D-MA-06). "I’m thrilled that Lynn, Peabody, and so many other deserving communities across Massachusetts will receive this federal funding -- made possible by the Bipartisan Infrastructure Law – to enhance road safety. I'm grateful for the continued partnership of the Governor and Lieutenant Governor, Senators Markey and Warren, leaders in Lynn and Peabody, the state delegation, and USDOT.” 

“We are incredibly grateful to receive this funding from our partners in Washington,” said Mayor of Lynn Jared C. Nicholson. “This grant will allow us to perform critical improvements that will benefit all drivers, pedestrians and cyclists who use our roads.” 

The SS4A program funding awards can be used to improve roadway safety by supporting communities in developing comprehensive safety action plans, conducting data analyses, and implementing projects and strategies that seek to significantly reduce or eliminate transportation-related fatalities and serious injuries. Additionally, awarded funding can also be used to support stakeholder engagement to ensure that all community members have a voice in developing plans, projects, and strategies.  

The Massachusetts recipients of this round of SS4A funding are the following:  

  • Lynn: $9,586,487 - to implement low-cost street design changes throughout 17 miles on high-injury routes to address systemic crash risks.  
  • Abington: $301,804 - to conduct supplemental planning and demonstration activities. The supplemental planning activities will consist of a traffic calming devices and corridor studies. The demonstration activities will consist of traffic calming and crossing treatments. 
  • Boston: $3,520,577 - to update the City's Vision Zero Plan and conduct demonstration projects to pilot ways to improve safety on Meridian Street and Border Street in East Boston, including tightening turning radii at key intersections, creating separated bicycle lanes, adjusting striping, adding colored bus and bicycle lanes, and adjusting signal phasing. 
  • Fitchburg: $423,795 - to develop a comprehensive safety action plan; develop an ADA transition plan; and deploy high-visibility crosswalks, curb extensions with flex posts, pedestrian scale lighting, and ADA curb ramps along priority roads lacking infrastructure for vulnerable road users.  
  • Haverhill: $743,778 - to implement temporary safety measures and analyze the most effective solution to meet the goal of zero deaths in the community.  
  • New Bedford: $237,267 - to conduct two demonstration projects in areas with a high prevalence of pedestrian-involved crashes. The projects will inform the local Regional Safety Action Plan. The first project will restrict parking near intersections and utilize temporary materials to implement curb extensions and other crosswalk visibility enhancements. The second project will explore the feasibility of converting wide one-way corridors that encourage high speeds instead to two-way streets. 
  • Peabody: $223,360 -to test safety interventions by altering the geometry of approximately 1.3 miles of Lynnfield Street and of key intersections along the corridor. A pop-up shared-use path will be added, the road will be restriped to narrow motor vehicle lanes, marked crosswalks at key intersections will be installed, and two intersections will be straightened and their corner radii reduced. 
  • MBTA: $2,155,020 - to retrofit 175 MBTA buses with the Mobileye technology, a collision avoidance system that provides real-time alerts and is designed specifically for buses with extended blind spots operating in crowded urban environments. The results of adding the technology, will inform future updates to the MBTA’s comprehensive safety action plan. 
  • MAPC: $7,509,376 - to update their comprehensive safety action plan; conduct a series of walkability and bike-ability audits in shortlisted high-risk locations, along with various activities to engage residents who live near those locations or pass through them frequently; and implement quick-build traffic calming projects. 
  • Quincy: $126,400 - to conduct demonstration activities to inform the local MPO's comprehensive action plan. 
  • Clinton: $356,204 - to develop a comprehensive safety action plan and conduct demonstration activities. 
  • Watertown: $806,192 - to conduct a Safe System Approach Educational Campaign and Citywide Speed Limit Study. Demonstration activities will include the deployment of traffic calming, pedestrian safety, and bicycle safety treatments near a school for the blind and visually impaired. 

The Safe Streets and Roads for All award is the latest example of how the Healey-Driscoll administration is aggressively competing for federal funds. At the beginning of the administration, Governor Healey established the Federal Funds and Infrastructure Office (FFIO) to help lead the state's whole-of-government strategy for pursuing federal dollars. Since January of 2023, Massachusetts has successfully brought more than $7 billion from the Bipartisan Infrastructure Law, Inflation Reduction Act, and CHIPS and Science Act to further priorities related to transportation, climate resiliency, job creation, and economic development. 

As of Friday, September 6, IMPACT was reporting year to date: a total of 80,630 crashes in Massachusetts, 225 fatalities from those crashes, 1,021 crashes involving pedestrians, and 840 crashes involving bicyclists. The IMPACT portal is a tool to support research, raise awareness about road safety, and support public safety initiatives. An interactive dashboard allows the user to look at data by municipality, by region, by mode of travel, (such as motorcycle), and to also learn about safety analysis tools.

               (Boston Orange周菊子麻州報導) 波士頓慈濟人文學校91日在慈濟基金會波士頓聯絡處會所舉辦第4屆「麻州中文教師職涯座談會」,請到4位老師分別講談教案設計,國畫實作,用學術對話做文化觀點比較,求職信撰寫與評改,為出席老師提供了豐富、有用的進修參考。

              慈濟人文學校新任校長鄧淑芳表示,麻州中文教師職涯座談會緣起於該校首任校長簡淑玲發想,經前校長彭淑敏努力推動,4年前終於落實。今年由她和陳佳蓓老師,繼續耕耘,希望能為有心加入,或已經執教的中文教師們提供進修機會。

              慈濟波士頓聯絡處負責人長金滿指出,教育是慈濟的4大志業之一,該會很感恩有機會提供這平台,為社區服務,也感謝波士頓僑教中心新主任高家富出席開幕式,僑委會贊助支持這活動。

              高家富致詞表示,這次座談會的講題,對主流學校及僑校老師都非常重要,具增進教師們專業職能功效,他很榮幸受邀出席,也希望將來能和教師們密切合作,共同推展華語文教育。

              今年這場會議邀到的講師及講題分別為,曾任波士頓市公校國際語言項目資深主任的林遊嵐博士介紹「以ACTFL5C文化取向導引做教案設計」;波士頓慈濟人文學校特約國畫駐校藝術家許聰玲闡述國畫,介紹基本工具,並以低中高年級程度作品為例做講解;布萊頓 (Brighton) 高中老師趙菁講解「如何利用結構性學術對話進行文化觀點比較」,波士頓市Baldwin早期學習實驗學校校長吳明真談「謀職的第一份敲門磚-求職信撰寫原則與評改」。

目標,包括溝通、文化、連貫、比較及社區,在溝通上要講究交流、理解,以及表達,在文化上要了解社會接受的行為模式,也就是習俗,以及反映基本信念和價值觀的文化產物。做教案時,不妨採用逆向設計,逐步引導學生,還要識別學生的語言水準,考慮到語用功能、內容、語境、文體長短及正確性等元素。林遊嵐還鼓勵老師們用Can-Do Statement (可以做到的造句)來提升學習效果;

許聰玲很仔細的介紹了國畫工具包括宣紙、毛筆、硯台、顏料,色盤、墊布,其中宣紙有生、熟之分,包括生宣的單宣、夾宣,熟宣的礬宣紙,礬棉紙、蟬衣箋,此外還有以絹做畫的。至於毛筆,分軟、硬與兼等3種毫毛,挑選要注意尖齊圓健等。墨有油煙、松煙,挑選有4原則,煙細、膠輕、色嘿、味香,磨墨時要輕漫正。硯台,有廣東肇慶的端溪硯,安徽歙縣的歙硯。

在顏料上,有礦物性的石綠,石青,硃砂,豬膘,赭石,白粉和植物性的花青,藤黃,胭脂等。其他的工具還有調色盤,儲水盂,薄毯,筆架,紙鎮,裁刀,印泥,印章等。

國畫種類則是一般分工筆,寫意,沒骨,潑墨。

許聰玲還即席示範文蘭、蝴蝶蘭、大菊花等初中高級畫法。

              趙菁老師的「如何利用結構性學術對話進行文化觀點比較」,從先徵詢各出席老師在課堂上最常用的對話活動是什麼開始,讓老師們鼓勵學生思考,結伴,分享,做小組討論,以及藉由電子通訊來加強互動。她表示,對話是雙方試圖從彼此身上學習並構建新意義的交流。學習者可藉由經驗和話語,把新舊知識連接起來,構建新的理解與知識。而做結構性學術對話,有增加詞彙量、提高讀寫及溝通能力,促使學生發展批判性思維,以不斷提問態度去聆聽、區分並思考問題等優點。

              吳明真校長以「謀職的第一份敲門磚-求職信撰寫原則與平改」為題,分享了她擔任校長,審閱求職信的經驗。他指出,寫求職信前的注意事項包括,把該講的內容濃縮成一頁,對有意應徵的職位,先做點研究,介紹信和履歷的內容要和放在如領英等公開網站上的一樣,事先思考自己可對所謀求職位帶來什麼樣的價值,最後找人幫忙做校對。

              至於求職信的格式,要有標題,開場問候,介紹,然後在正文中說明自己的資格、價值及目標,要求收信者採取行動,最後要簽名。吳明真還給出範例,供老師們參考。

波士頓市幼稚園學前班9月9日開學 「從搖籃到蠟筆」送揹包

             (Boston Orange 周菊子波士頓報導) 波士頓公校幼稚園和學齡前兒童班即將於99日開學,波士頓公校和「從搖籃到蠟筆 (Cradles to Crayons )」合作,6日傍晚特地到兒童博物館舉辦歡迎學童回校活動,派發入學準備資料,還送給小朋友們每人一個揹包。

             由於今年是第25屆的「歡迎上幼稚園」活動,波士頓市長吳弭 (Michelle Wu)和波士頓公校總監Mary Skipper特地出席,向小朋友和家長們表達歡迎之意。

             波士頓市公校「幼兒園倒數計時 (Countdown to Kindergarten)」主任Josette Williams表示,6日是個慶祝活動,歡迎所有即將進入波士頓公校幼稚園上學的小朋友們。這天家長們可以帶小朋友免費進兒童博物館遊玩,領個揹包,一件黃色的「歡迎上幼稚園」T恤,還可以現場諮詢交通、特別服務及營養等相關資訊。

             波士頓市幼兒期主任TeeAra Dias表示,波士頓市的普及學前班 (Universal Pre-Kindergarten)是為波士頓市34歲學齡前兒童提供,一年180天,每個上學日6.5小時的免費服務。

             TeeAra Dias表示,今年波士頓公校約有2600個,社區機構約有1500個,加起來總共有4000多個的學齡前兒童班學位,希望家長們可以充分利用波士頓市的照顧市民舉措。

             「從搖籃到蠟筆 (Cradles to Crayons )」的創辦人暨執行長Lynn Margherio表示,該機構今年預定在全麻州發放75000個背包給學生,其中約15千個預定要在波士頓市內25個地點發放。96日這天,她們準備了1800個揹包,在波士頓兒童博物館發放給來到現場的小朋友們。

麻州和羅德島州攜手採購新英格蘭歷來最大量離岸風力 2878兆瓦電力

Massachusetts and Rhode Island Announce Largest Offshore Wind Selection in New England History 

Selection of 2,878 megawatts from three projects will power the equivalent of 1.6 million homes in Rhode Island and Massachusetts. Selected projects will create thousands of jobs and generate billions of dollars in economic activity. 

BOSTON – Massachusetts and Rhode Island announced today the selection of 2,878 megawatts (MW) of offshore wind in the first coordinated procurement of its kind. As a part of the procurement, Massachusetts selected 2,678 MW in total from three projects. This selection is New England's and Massachusetts’ largest offshore wind selection to date, representing nearly 20 percent of Massachusetts overall electric demand, marking a major step forward for offshore wind generation and supply chain.  


Through this procurement, offshore wind will power over 1.4 million Massachusetts homes and reduce the state’s carbon emissions by the equivalent of taking one million gas-powered cars off the road. Collectively, these projects will create thousands of jobs and generate billions of economic activity. 

Massachusetts selected 1,087 MW of the 1,287 MW SouthCoast Wind multistate project, 791 MW of the 791 MW New England Wind 1 project, and up to 800 MW of the 1,200 MW Vineyard Wind 2 project. 

“Today we are proud to announce that, along with our partners in Rhode Island, we are taking an important step towards energy independence, cleaner air and transforming our economy. Simply put, we are going big,” said Governor Maura Healey. “This selection is New England's and Massachusetts’ largest offshore wind selection to date. We'll power 1.4 million more Massachusetts homes with clean, renewable energy, create thousands of good, union jobs, and generate billions of dollars in economic activity. The world will look to New England for the future of clean energy.” 

“This historic offshore wind selection is an important building block to our regional offshore wind industry,” said Lieutenant Governor Kim Driscoll. “This year, we broke ground on a new offshore wind port in Salem, expanded our terminal in New Bedford, invested in job training and academic programs and won $389 million in federal funds for transmission. Like any new industry, offshore wind has faced headwinds, but our coalition of states is rising to meet the challenges and seize the tremendous economic, climate, and energy opportunities on the other side.” 

"Today marks a historic milestone for Rhode Island and Massachusetts as we join forces to drive the largest offshore wind procurement in New England's history," said Rhode Island Governor Dan McKee. “With this project, Rhode Island is taking a significant step forward in meeting our Act on Climate goals and building a clean energy economy that benefits all Rhode Islanders. Together with Massachusetts, we are setting a precedent for regional collaboration in clean energy and advancing a sustainable, resilient future." 

“Today New England is showing continued leadership on seizing offshore wind opportunities, as part of nationwide clean energy progress that is surging under the Biden-Harris Administration,” said White House National Climate Advisor Ali Zaidi. “Just yesterday, the United States surpassed fifteen gigawatts of offshore wind projects approved – all under the Biden-Harris Administration – and today’s step forward by New England will help create even more good-paying jobs and local economic benefits as we strengthen the power grid with clean American energy. We will continue harnessing tools from President Biden’s Investing in America agenda to enable this progress, including federal funding awarded last month for New England grid upgrades, to support the growth of a new American industry that is activating factories, ports, and shipyards across the nation.”   

About the Projects 

All three projects intend to utilize Project Labor Agreements (PLAs), create thousands of jobs and direct investments in the regional economy. All of New England’s purpose-built offshore wind ports in New England – New Bedford, New London, Salem, and Providence Port – will have tenants through 2032 as a part of this selection.  

The SouthCoast Wind project expects to provide 3,915 high-paying jobs in Massachusetts and Rhode Island and will invest in programs, including through partnerships with Bristol Community College/National Offshore Wind Institute and the Massachusetts Maritime Academy, to offer training to Massachusetts residents to work in every level of the offshore wind industry. Construction on the project is expected to start in 2025 and is expected to deliver power by 2030.  

Avangrid’s New England Wind 1 project will create 4,400 full-time equivalent jobs. Avangrid has a PLA with the Massachusetts Building Trades Council for onshore construction work, and the National Building Trades Union for offshore construction. The project will provide $130 million in upfront and lease payments to spur the development of the offshore wind marshalling port in Salem and will locate an operations and maintenance hub in New Bedford. The New England Wind 1 project can begin construction as early as next year, with an expected commercial operations date in 2029.  

The Vineyard Wind 2 project will generate 3,800 job-years of employment across New England, with 80 percent in Massachusetts. The project will also provide up to $37.5 million in directly funded initiatives to foster a diverse, inclusive offshore wind workforce and supply chain, help address energy burden for low- and moderate-income households, advance regional research efforts in fisheries and the environment, and establish the region as a global climate innovation lab. The Salem Offshore Wind Terminal will be the staging site for the project’s wind turbine installation and O&M will be located in New Bedford. 

“Our region is heavily reliant on gas that comes to us from pipelines and ships. For decades, our entire region has experienced significant swings in prices while also worrying about reliability. Offshore wind will bring stability to Massachusetts at a critical time,” said Massachusetts Secretary for Energy and Environmental Affairs Rebecca Tepper. “Combined with solar and hydropower, Massachusetts future resource mix promises stability as our economy continues to grow. By going big with projects now, we will be able to get ahead of the world in the global race for developers, vessels, materials, and expertise.”

Recent Advancements  

Together, these three projects will accelerate the offshore wind industry by ushering in investment in the domestic supply chain and port infrastructure. Recent analysis from the U.S. Department of Energy found that the offshore wind industry will achieve “liftoff” when the sector deploys a steady stream of projects, beginning today, to help states achieve state clean energy targets. Today’s announcement from the three states represents a substantial contribution toward the goal of deploying the first 10 to 15 GW of U.S. offshore wind, which will establish the key enabling infrastructure and supply chain investment to support a long-term domestic offshore wind industry.  

The selection marks crucial progress towards Massachusetts achieving its goals for reducing emissions from the power sector and builds on recent regional achievements. The Commonwealth’s Clean Energy and Climate Plan anticipates offshore wind will be the primary source of electricity in the decarbonized energy system. This selection brings the Commonwealth 2,678 MW closer to its statutory target to procure 5,600 MW of offshore wind by 2027. Last month, the U.S. Department of Energy selected the New England states’ Power Up New England proposal for $389 million in federal funding to support investments in offshore wind transmission and multi-day battery storage infrastructure. In addition, federal regulators accepted an ISO New England proposal to implement a new, state-driven procurement process for regionally beneficial transmission. This approval positions the New England states to request that ISO New England issue a competitive solicitation for proposals to address longer-term transmission needs, such as transmission to interconnect offshore wind or other clean energy resources, in late 2024 or early 2025. And next week, Massachusetts will host the 45th annual New England Governors and Eastern Canadian Premiers Conference, where the key topics of discussion will be hard-to-decarbonize sectors and offshore wind supply chain.  

In Rhode Island, the project would build upon Rhode Island’s goal of increasing the state’s renewable energy portfolio with additional offshore wind energy, which would increase to 630 megawatts of total offshore wind capacity with this next offshore wind project. 

“Rhode Island is happy to work together with Massachusetts to continue our offshore wind investments and advance our state’s commitment to a 100% renewable energy standard by 2033,” said Rhode Island Office of Energy Resources Acting Commissioner Chris Kearns. “The selected project by Rhode Island Energy would grow the state’s offshore wind resources, over the long-term reduce our dependence on fossil fuels, provide support to the state’s transition to electrification measures and provide good economic development and job opportunities.” 

Next Steps 

Following this announcement, the Massachusetts Electric Distribution Companies (EDCs) will begin contract negotiations with the selected developers. Additionally, DOER and MassCEC will begin negotiating a Memorandum of Understanding (MOU) with each developer to memorialize and track the commitments made in their bids regarding economic development, environmental justice communities, and low-income ratepayer benefits. Contracts resulting from this solicitation will be filed with the Department of Public Utilities (DPU) for review and approval. When contracts are filed at the DPU, more information about the projects and the evaluation process will be made public, including project pricing and net benefits analysis, and economic development commitments. DOER estimates contracts will be filed at the DPU this winter. 

Similarly, Rhode Island Energy (RIE) will begin contract negotiations with the selected developer. Additionally, RIE and the Rhode Island Office of Energy Resources will begin to work with Commerce Rhode Island on a Memorandum of Understanding (MOU) with the selected developer to memorialize and track the commitments made in their bid regarding economic development. Any contract resulting from this solicitation will be filed with the Rhode Island Public Utilities Commission (PUC) for review and potential approval. If a contract is filed at the PUC, more information about the project and the evaluation process will be made public, including project pricing and net benefits analysis. RIE estimates a contract may be filed at the PUC this winter.
