MBTA週日(十五)停駛

米蘭昆拉德感嘆“不能承受的生命之輕”,大波士頓人怨嗟,波士頓“不能承受的風雪之重”。一度強調要儘量如常營運的MBTA,昨(十三)日宣佈,為顧及乘客及員工的安全,所有MBTA公共交通工具,週日(十五日)停開。
            MBTA所有的地下鐵,通勤火車,巴士,渡輪等服務,週一(十六日)是否恢復運行,還待進一步評估天氣。
            MBTA在公佈的聲明中表示,天氣預報指即將來臨的大雪濕重,風速極高,將顯著影響MBTA安全載送乘客,提供可靠服務的能力。
            該聲明指出,樹木及電線可能倒塌,路上的能見度也將受影響,萬一地鐵在站與站之間壞了,將被迫要乘客下車,所有的乘客,地鐵員工,以及公共安全工作人員都將因此可能面對危險。
            MBTA是在氣象局向麻州東部發出暴風雪(Blizzard)警告,指該地區可能降雪十四吋,風速高達每小時七十五哩。
            MBTA在過去數週一連經歷幾次暴風雪打擊後,目前仍在力圖恢復正常運作中。
            MBTA做出這一決定的部分原因是昨日下午及傍晚,有一連串的通勤火車班次取消。
            為MBTA經營通勤火車的Keolis通勤服務發言人 Mac Daniel表示,因為火車短缺,往費奇堡/南艾克頓(Fitchburg/South Acton),哈佛維爾(Haverhill),羅爾(Lowell),以及紐百利/岩港(Newbury/Rockport)等路線的火車班次都取消了。他表示,大雪及天冷影響了火車設備。他們面對著因為天冷而引發的各種問題。
            費爾蒙(Fairmount)線的有些火車服務,改由巴士取代。
            MBTA表示,所有的十二條通勤火車路線,都遲了廿到四十分鐘。
            在地鐵部分,橘線恢復全面服務,紅線也正在全面恢復中。
            北昆士及碧樹(Braintree)站之間將持續以巴士銜接。週五晚,有三十輛彼得潘(Peter Pan )巴士來支援。週日時,這些站之間的乘客,也將繼續搭乘巴士。
MBTA表示,週六(十五日)時,從波士頓城中出發的最後一班車,不會晚於凌晨十二點五十分。週日,他們將開始清除積雪,進行維修。
Daniel表示,由於天氣太冷,至少有十架通勤火車取消了班次。綠線的B線即紅線也因為有車壞了而延遲了班次。

New traffic flow to improve public safety, access

BOSTON - February 14, 2015 - Mayor Martin J. Walsh announced today the South Boston Emergency Transportation Reconfiguration (ETR) will go into effect on Saturday, February 14, 2015 at 10 p.m. to reconfigure several streets in South Boston to one-way only in an effort to improve public safety. The ETR will end on April 1, 2015. 

In advance of the upcoming blizzard, a snow emergency and parking ban in Boston will also go into effect today at 10 p.m. Ticketing and towing will not begin until midnight.  

"Boston has seen unprecedented levels of snow over the past few weeks, totaling nearly 80 inches, and more is expected," Mayor Walsh said. "Boston's Public Works Department has been working around the clock to remove snow from the neighborhoods, however this emergency reconfiguration will help assure the safety of residents and drivers, and improve access to roadways for public safety officials."

The Walsh Administration met with local elected officials on Friday to develop the ETR plan.

"I applaud Mayor Walsh for working with South Boston's elected officials to facilitate a plan to get our neighbors around in the safest manner possible," City Council President Bill Linehan said. "We've had historic amounts of snow in a very short period of time. Sub-zero temperatures and potentially 15 more inches of snow on the horizon require creative measures.  We should always sacrifice convenience for safety."

"I have heard several concerns from constituents about traffic and congestion in the neighborhood, which affects response time of police, fire, and emergency vehicles," City Councillor At-Large Michael Flaherty said. "Public safety is our first priority, and I support the Mayor's decision to redirect traffic in an effort to restore order and improve accessibility on South Boston's streets." 

“The city’s public safety officials have decided that, due to these unprecedented conditions and the cumulative snow fall, this is a necessary measure. We ask for the public’s cooperation during this effort in what we all hope will be a short term solution,” State Senator Linda Dorcena Forry (D-Dorchester) said.

"As elected officials, public safety is our #1 priority," State Representative Nick Collins (D-South Boston) said. "I applaud Mayor Walsh and his team for coming up with a bold and innovative strategy to make our streets in South Boston more accessible in the aftermath of the unprecedented amount of snowfall this winter season. I ask that residents remain patient as this process unfolds and as the city and state work together to improve transportation and safety conditions."

"As the Police Commissioner and a lifelong resident of South Boston, I support the Mayor in implementing this temporary traffic reconfiguration," Boston Police Commissioner William Evans said. "Public safety is my first priority and this plan will assist my department in delivering effective services. " 

"This reconfiguration will enhance the public safety response in South Boston," said Boston Fire Commissioner Joseph Finn. "Minutes count for firefighters and alleviating congestion on the side streets allows for a better response to those who need our help." 

"This effort will have a significant impact on access to the side roads in South Boston and help Police, Fire and EMS when they are in an emergency situation," Boston Transportation Commissioner Gina Fiandaca said. "BTD will be working in the neighborhood all day to ensure that appropriate signage is up before implementation so residents are aware of all changes and how it might impact their travel."

"Nobody knows the city streets better than Mayor Walsh and nobody knows better how to keep them safe," Suffolk County Superior Court Clerk for Civil Business and South Boston resident Michael Donovan said. "It takes a great leader to take this step and, once again, Mayor Walsh is getting out ahead of the next impending storm."

Even numbered streets will be west-bound and odd numbered streets will be east-bound. Main arterials will remain two-way streets. Streets that are currently one-way streets will maintain their original direction. 

Boston Transportation Department will place "Do Not Enter" signs and barricades at 7 a.m. in advance of the emergency reconfiguration going into effect at 10 p.m. City employees will be in the neighborhood beginning at 8 a.m. to discuss the change with residents and provide detailed information.  

Boston Police Department will have an increased presence in South Boston to help with adoption of the emergency program.

東北大學辦創業故事分享會 六分之四創辦人仍在學

東北大學中國學生學者聯合會(NUCSSA)日前舉辦“留學生創業分享會”,邀六家企業創辦人或代表分享經歷,讓人驚詫發現,大波士頓地區華人不但在創業領域上漸從高科技轉向生活化,創業者也從已就業人士,研究生,擴展至在校本科生,甚至高中生。
            以往的創業故事,多半來自MIT、哈佛等學校,或紐英崙中華資訊網路協會等機構,已有華裔學生不下三千人的東北大學,這天卻以應邀出席的六家公司,有三家是由東北學生或校友創辦,顯現該校在創業上的不落人後。
            東北大學CSSA的秘書長馮申,公關副主席姜奧迪,職業發展部部長趙嘉琪,主持人徐以安等人動用朋友關係,請到的六名嘉賓,戎子欽,王子憶及汪致遠,劉家霖,劉曉,張景赫,何弦,分別為海聘網,NGO密室脫逃,Food-Easy-Go,無二烤肉,友邦車行,Sushi Station這六家公司的創辦人,投資者或合夥人。其中五人目前仍是在學本科生,研究生。
他們在分享創業故事時,面對臉孔和他們一樣年輕的同儕,話說得格外坦白,但人多時間少,不少聽眾想要深入了解的創業步驟,細節,大都只能一筆帶過。
        從路邊餐車發展到開實體店,正籌備擴大營業,要再開一家實體新分店,還抱著將來開連鎖店,大展鴻圖野心的“無二烤肉”老闆劉曉,以及開Sushi Station的何弦,年紀都剛跨過三十,在當天出席的創業者中,是資歷最深的二人。
何弦提出了五點注意事項,一能忍受孤寂,二要考慮夥伴是否彼此絕對支持,三得準備至少足夠一年的營運經費,四是撐得住一天只睡二到五小時,五是要想清楚自己如何定義成功。他也強調,有心創業者必須學習心很強,因為幾乎每天都有新東西要學。
            他感慨透露,以前朋友很多,創業後,因為工作,幾乎沒閒暇時間,以前的朋友就漸漸都消失了,身邊只剩下家人,同事。
            劉曉提醒有心“下海”的人,創業其實是一種生活方式,如果純粹是為了賺錢去創業,很可能半途而廢,尤其是在創業過程中,有太多很多瑣碎的事,但堅持就能成功。
            當晚主持人,東北CSSA職業發展部部長,修讀心理學博士的趙嘉琪,代表出席同學提出好些問題,包括創業在市場定位,品牌推廣,產品質量的把關之外,最大的挑戰是什麼。
            幾乎每個出席的創業者都說,人。最困難的是如何管理人事,經營關係,留住好員工,請走不適任者。
            “密室脫逃”的汪致遠和王子憶都是還在巴布森學院唸本科的大學生。他們透露這家以設計獨特活動為主要業務的公司,共有四名創辦人,但其中一人在經營路上和另外幾人卻逐漸步調不一,最後他們動用類似“杯酒釋兵權”做法,共進數杯酒,把盞說心事,才勸退了那人,把公司業務重新帶上軌道。
            投資進友邦車行,親自操作業務的張景赫坦言,剛開始時,既要上課,又要上班,差點把女朋友都丟了。期間還因為不熟悉相關細節,大打廣告,吸引來多到自己應付不了的業務,結果生意沒做成,還自掏腰包的為錯誤交了不少學費。
        Food-Easy-Go的劉家霖坦言,他們的這家公司,面對的困難之一是請司機,其次最怕遇道路上塞車。他們也是在經營中學習,繼續改善。
目前還在麻省理工學院讀研,之前創辦過LTG考試準備平台,數個月才開辦了海聘網的戎子欽,有收受風險投資經驗。他表示,風險投資出錢,是買控制公司的權力。想要找錢創業的人,就得考慮這方面的問題。
當天的出席者提了不少問題,包括想在美國創業,是否必須找持有綠卡者合作,學生的F1身份要如何轉合法居留,找會計師,律師的費用,創業是否要全職投入才更好等。他們在分享會結束後,也紛紛和個別創業者交流,索要微信帳號,準備將來進一步請教。

東北大學孵化學生創業“三件寶”

目前東北大學已開設6門創業課程供在校學生選修學習,包括《大學生KAB創業教育》、《創業教育基礎》、《創業設計與實踐》、《創新創業知識與技能》、《創造性思維與技法》、《創造原理與發明技法》。“創業先鋒班”中已湧現出一批創業先鋒,包括億創科技服務公司、蜂窩煤團隊、五方中圖工作室、917創意攝影文化工作室等25家虛擬註冊實體運營的公司,飛送科技服務公司、東新科技有限公司等3家實體註冊公司。
在東北大學,像“飛送”這樣的創業團隊還有很多,奇潤化工有限責任公司、意次方創意策劃工作室、易簡萃升書院……位於采礦館科普基地的大學生創新創業園如今已有14支創業團隊入駐,成為東北大學學生創業孵化的重要基地。
東北大學副校長姜茂發說,為了激活學生的“創造基因”,東北大學自2000年起在全校範圍內開展創新創業教育,並組建“創業先鋒班”,進行“創業精神”、“創業知識”、“創業實踐”、“創業技能”四大板塊的教育。
東北大學目前可為學生提供三類不同對接模式的創新創業平台。一是大學生創新創業園,二是以東北大學創行團隊和學生科學技術協會為代表的校院兩級創新創業社團,三是以大一創意節,大二科普節、大三科技節、大四創業節為核心的實踐體系。

麻州長宣佈下週是情人節週


麻州州長查理貝克(Charlie Baker)昨(十三)日宣佈,下週是“情人節週”,希望藉此刺激大波士頓被幾場歷史性大雪攪亂的商家生意。
            查理貝克和麻州住宅及經濟發展長艾許(Jay Ash),以及本地企業東主一起宣佈,二月十四日到廿一日,是全州性的“情人節週”。
            查理貝克說,下星期,麻州政府鼓勵所有人在本地消費,以幫助商家彌補過去幾週以來,因為飛機航班取消,積雪阻路,交通不便等因素所承受的經濟損失。

Governor Baker Announces Valentine’s Day Week to Boost Local Business

BOSTON – Today at the State House, Governor Charlie Baker announced that due to the unprecedented snowfall and historic winter conditions impacting the Commonwealth’s economy, next week shall be declared “Valentine’s Week” to boost business for local retailers, restaurants and small businesses.  Joined by Housing and Economic Development Secretary Jay Ash and local business owners, the Governor signed an official proclamation declaring  “Valentine’s Week” will be recognized statewide from February 14th-February 21st to promote patronage to stimulate the economy despite the difficult winter weather that has reduced traveling and restricted business.

“I am pleased to declare ‘Valentine’s Week’ for the Commonwealth to sweeten up the local economy and encourage more business at our local shops in the spirit of this holiday,” said Governor Baker.  “The unprecedented snowfall impacting the Commonwealth has taken a toll on everyone, especially the retailers, restaurants, and small businesses that depend on an uptick in reservations and activity around Valentine’s Day.  Next week, we urge everyone to do their part to shop locally and make up for the past few weeks of limited travel and business as a result of all the recent snow.”

“Valentine’s Day is not only a day to show our appreciation for others, but it also an important holiday for many businesses that rely on deliveries, purchases and reservations to keep their doors open and make payroll,” said Lt. Governor Polito.  “Next week, we urge people across the Commonwealth to visit their downtowns and local retailers to pick out flowers, candy or something special for your valentine.”

Governor Baker, Lt. Governor Polito and Secretary Ash declared that February 14th through February 21st will be recognized as “Valentine’s Week” throughout the state at a press conference with Jon Hurst, President of Retailers Association of Massachusetts, Bob Lutz, President of the Mass Restaurant Association, and Dave Andelman, President of the Mass Restaurant and Business Association.

Whereas the recent, unprecedented snow fall has taken a tremendous toll on the retailers and restaurants in local cities and towns across the Commonwealth; and

Whereas access and travel to businesses has been difficult for both patrons and workers; and

Whereas Saturday, February 14 is officially Valentine’s day, a day when many purchases and reservations are traditionally made; and

Whereas the people of the Commonwealth are generous and caring; and

Whereas the spirit of Valentine’s Day is the expression of kindness, friendship and support and need not be limited to just one day

Now, Therefore, I, Charles D. Baker, Governor of the Commonwealth of Massachusetts, do hereby proclaim the week of February 14 to February 21 to be

波士頓僑團籲麻州政要支持台灣加入“跨太平洋夥伴協定”

繼「新英格蘭大波士頓台灣商會」(TCCNE)及「波士頓台灣同鄉聯誼會」(TBAB)於日前分別由許欽俊會長及林展輝會長領銜簽署,其他理事及會員連署的方式,致函麻州Baker州長、WarrenMarkey兩位聯邦參議員,及NealKeatingKennedy三位對台友好的聯邦眾議員後,「紐英倫中華專業人員協會」(NEACP)亦本著支持台灣故土的心情,於12日由周萬欽會長、董事會王世輝董事長,及其他董事、會員連署致函該等政要,籲請他們支持台灣加入「跨太平洋夥伴協定」(Trans-Pacific Partnership, TPP)

TPP是一橫跨太平洋兩岸,由包括美、日在內12個主要國家正如火如荼談判中的自由貿易協定(FTA),談判預計在2015年底將獲致協議。根據已公諸於世的相關資訊,TPP的自由化水準頗高,將超越目前一般的FTA,會員國彼此間除將撤除大部分的貿易及投資障礙,還將調合彼此間影響貿易及投資的國內法規,例如環保、勞工保護及智財權等,甚至連改革國營事業都列入談判。一旦TPP成形,將是全球最大、影響力舉足輕重的FTA,除有助會員國及該區域的整體經濟、貿易和投資成長外,會員國間的經濟體制也將進一步整合。


馬總統領導的執政當局已多次對外宣示加入TPP的決心,並同步接洽TPP現有的12個成員國政府,希望他們能正視台灣在太平洋地區的重要經貿地位,支持台灣加入TPP的談判。美國是TPP舉足輕重的會員,對其他會員具有一定的影響力,廣泛爭取美國各界的支持,正是台灣嘗試突破的各項努力之一。而在美的台灣僑界一向支持台灣不遺餘力,也多希望助政府突破國際上的困難局面,樂見台灣參與國際社會。以上三個僑團分別於信中指出台美2013年的雙邊貿易額達636億美元,台灣是美國在全球排名第12大的貿易夥伴(2014年更挺進至第10),且是亞太地區第10大的經濟體,台灣倘能加入TPP,不僅有益美國等12TPP的成員,也有利整個亞太區域的穩定發展。此外,台灣是麻州在亞洲排名第4大的出口市場,台灣在麻州的投資已超過7億美元,創造上千個工作機會,台美間透過TPP進一步開放貿易及投資,對麻州的出口及創造就業有利。而且台灣有決心能符合TPP全面而高標準的開放水準,請麻州政要支持台灣。

MAYOR WALSH ANNOUNCES TWO CONTESTS TO RAISE AWARENESS ABOUT FAIR HOUSING IN THE CITY OF BOSTON


Boston – Mayor Martin J. Walsh today announced two contests, hosted by the Office of Fair Housing and Equity, to raise awareness about fair housing. An art contest calls for young Bostonians grades 1-12, to submit art work depicting the theme, “Boston opening doors for all.” The second contest, the Fair Housing Landlord Award, will recognize landlords and housing providers who not only provide safe, healthy housing, but who also provide housing that is affordable and accessible to all. Winners of the contests will be announced in April, which is Fair Housing month.


"There is no place for discrimination of any kind here in the City of Boston. This contest, in addition to a number of efforts lead by the Office of Fair Housing will help raise awareness for those who are in need of assistance. Boston is open to all, and it is important that we spread the word.”

“We believe that every month is Fair Housing Month – that is our charge and our mission,” said Dion Irish, Executive Director of the Office of Fair Housing and Equity. “Each April Fair Housing Month is celebrated due to the passage of the Fair Housing Act in April 1968, just days after the assassination of Dr. Martin Luther King Jr. and the rioting that followed.”

Ninety percent of Boston housing was built before 1978 and often contains lead. Families looking for housing in Boston often experience discrimination because of the presence of lead paint, denying families the opportunity to live where they want. While State law requires property owners remove lead hazards from homes occupied or to be occupied by children age six and under, landlords are incentivized not to rent to pregnant women and families with children under 6 to avoid lead abatement costs.

Before familial status protection was added to federal laws, over 50% of landlords in the United States refused to rent to families with children. Both the Art Contest and Fair Housing Landlord Award not only educate our youth about the Fair Housing Act, but it also rewards landlords who abide by the law and continue to make Boston a welcoming city for all.


Applicants for the Art Contest must meet the following criteria: 
  • Student lives in Boston,  grades 1-12
  • Submission must be received between January 16th and March 1st
  • Submission must depict theme “Opening Doors for All” in the art work

Applicants for the Landlord Award must meet the following criteria: 
  • Nomination may be submitted by tenants, tenant organizations, community groups, and housing providers viawww.cityofboston.gov/fairhousing/
  • Nominations will be accepted from February 1st until March 13th, 2015. Self-nominations are accepted
  • Nomination must consist of a statement, not more than one type written page or 300 words, stating why the nominee should be recognized

“麻州挑戰”走向國際化 倫敦,以色列,波士頓三地齊推創業孵化

從麻州起步,現已成為全世界最大創業孵化器的“麻州挑戰(MassChallenge)”,十一日正式展開今年的接受申請程序,首度在波士頓,以色列,英國等三地同時進行,將發出總額一百五十萬元的獎助金。
麻州州長理貝克(Charlie Baker)應邀為項目動致詞,分享了他個人對爭取進創業孵化器,有如參選“美國偶像(American Idol)“,參與就有收穫的看法,以及他個人深有體會,創業也必須具備的“不要怕失敗”這種精神。
他回憶指出,2009年時,他在沒人,沒錢,沒概念自己是否有勝算的情況下,決定參選麻州州長,由於各方面資源有限,競選十五個月,約三萬五千人捐了大約一千一百五十萬元給他,結果還是輸了。他們的競選團隊檢討得失,下一次再參選,結果就贏了。他創業也是這樣,就是要不怕失敗。
笑談中,理貝克還指參選麻州州長有意外好處,他因此知道了一百八十度轉型成功Nypro公司很“酷”,創辦人在麻州建了美國第一個俄國文物博物館。
“麻州挑戰”今年有頗大幅度的變動,不但更加強調國際化,宣佈繼以色列之後,倫敦也成立了據點,還將新推出“校友”,國際,以及業支持者等三個委員會,以期為入駐孵化器的初創企業們,提供更多資源。
“麻州挑戰”另將於三月十日,推出一個新項目“麻州製造(Made@Massachusetts)”,要以五千平方呎空間,為醫療器材,機械人,移動電子通訊等硬體領域創業者,提供快速製作品模型的場地,及相關生資源。
會上,“麻州挑戰”介紹了該機構的新一批員工,包括波士頓據點的新任執行長貝利(Scott Bailey),營運長Des Pieri等人。
Des Pieri表示,國際化是該機構未來工作重點之一。他計劃五年再另外在十個國際城市設立“麻州挑戰”項目。他也透露,該機構為擴大營運,目前正在招人,有十八個職位空缺。
根據麻州挑戰早簽公佈的資料,兩名創辦人中的Akhil Nigam已離職他去,原任執行長的John Harthorne ,轉任“麻州挑戰”以色列的共同執行主任。
“麻州挑戰”波士頓執行總經理貝利表示,去年他們收到來自五十個國家,以及美國四十個州的一千七百份申請書。其中獲評價最高的一百廿八個創業團隊,獲選來波士頓,進駐位於波士頓碼頭區的該機構總部。今年估計將有二百家創業團隊可在波士頓,倫敦的“麻州挑戰”參加為期四個月的“加速器”項目,分享波士頓地區的一百五十萬元,倫敦地區的五十萬英鎊的獎助金,並免費使用該機構提供的輔導服務,辦公室空間,以及全球關係脈絡。
貝利去年曾應邀赴台灣演講。他坦言去年並無任何來自中港臺的創業團隊申請參加,希望將來這情況會有改變。
