Second Round of New Grant Program to Increase Access to Local Food

BOSTON – Today, the Baker-Polito Administration announced $3.3 million in grants to address urgent food insecurity for Massachusetts residents as a result of the COVID-19 pandemic and make the Commonwealth’s food system more resilient. This funding is being awarded as part of the second round of the new $36 million Food Security Infrastructure Grant Program, created following recommendations from the Administration’s COVID-19 Command Center’s Food Security Task Force, which promotes ongoing efforts to ensure that individuals and families throughout the Commonwealth have access to healthy, local food.

“Increasing access to fresh, local food is critical to ensure the health and wellbeing of all Commonwealth families,” said Governor Charlie Baker. “Through this grant program, we are helping residents and businesses who’ve been impacted by the COVID-19 pandemic while making investments in building a strong and equitable local food system for Massachusetts that is prepared for the future.”

“These grants are targeted to connect the Commonwealth’s local food producers and distributors to the families and communities that are currently most underserved by fresh food options,” said Lieutenant Governor Karyn Polito. “Additionally, these grants will help address the economic impact of the pandemic while funding important investments in customer and worker health and safety.”

The goal of the Food Security Infrastructure Grant Program is to ensure that individuals and families throughout the Commonwealth have equitable access to food, especially local food. The program also seeks to ensure that farmers, fishermen and other local food producers are better connected to a strong, resilient food system to help mitigate future food supply and distribution disruption.

The second round of the grant program includes 34 awards totaling $3,324,349 to fund investments in technology, equipment, increased capacity, and other assistance to help producers distribute food, especially to food insecure communities. When evaluating the applications, considerations included equity, economic impact and need, sustainability and scalability of efforts, and ability to support producer readiness to accept SNAP and HIP benefits. This round follows the first round of $2,941,838 in grants awarded last month to 26 recipients.

“Massachusetts is lucky to have a rich and diverse supply of local food, but too many families and residents continue to struggle with hunger and food insecurity during this public health emergency,” said Energy and Environmental Affairs Secretary Kathleen Theoharides. “Our administration is pleased to invest in our local producers and businesses through this grant program to help expand the distribution of healthy, fresh food throughout the Commonwealth.”

“Every individual, family and community in the Commonwealth should have access to nutritious food, and the Command Center’s Food Security Task Force has been working to address the increase in food insecurity for families as a result of the COVID-19 pandemic,” said COVID-19 Response Command Center Director and Health and Human Services Secretary Marylou Sudders. “These grants support increased access to nutritious food in all corners of the Commonwealth and strengthen the food supply chain beyond the pandemic.”

Applications will continue to be evaluated on a rolling basis through September 15, 2020. Eligible grantees include entities that are part of the Massachusetts local food system including production, processing and distribution, the emergency food distribution network, Buy Local, community and food organizations, school meal programming, urban farms and community gardens, non-profits, and organizations that provide business planning, technical assistance and information technology services. This grant program implements the recommendations of the Food Security Task Force, which was convened by the Massachusetts COVID-19 Command Center in response to increased demands for food assistance. The task force is composed of a broad group of public and private members charged with ensuring food insecurity and food supply needs are addressed during the COVID-19 public health emergency.

The Food Insecurity Infrastructure Grant Program was announced in May 2020 as part of a $56 million investment by the Baker-Polito Administration to combat urgent food insecurity for some Massachusetts families and individuals as a result of COVID-19. The Administration also announced a $5 million increase for the Healthy Incentives Program to meet increased demand for local produce and to increase access points that process SNAP and HIP benefits, $12 million for the provision of 25,000 family food boxes per week through a regional food supply system, and $3 million in funding as an immediate relief valve to food banks.

Last week, the Baker-Polito Administration launched the MassGrown Exchange, an online platform designed to facilitate business-to-business connections within the local food system for products and services. Developed by the Massachusetts Department of Agricultural Resources (MDAR), in collaboration with the Division of Marine Fisheries (DMF), this platform was established to both address COVID-19 disruptions to the local food supply and to serve as a helpful tool and resource for Massachusetts growers and producers in accessing markets beyond the duration of the COVID-19 emergency.

Engineering firm Payette begins Rapid Planning Phase, engaging stakeholders to inform project roadmap

BOSTON – The Baker-Polito Administration today announced that a vendor has been selected and has started work on an expedited capital project to reimagine the future of the Soldiers’ Home in Holyoke. Payette has been awarded the contract for the first phase of the expedited capital project, the Rapid Planning Phase, which consists of completing a needs assessment and conducting stakeholder engagement. This work will inform the development of the implementation plan to meet the April 15, 2021 federal Veterans’ Affairs’ State Home Construction Grant application deadline. 
  
Payette’s 12-week engagement work will identify a sustainable, public health-centered, implementation roadmap to provide significant upgrades to the Holyoke Soldiers’ Home. More about the capital project is available here.

“Our administration is committed to supporting important facility improvements for the Soldiers’ Home to ensure the facility can provide the best care possible for the veteran residents who have served our country with honor,” said Governor Charlie Baker. “We look forward to this next phase of these planned upgrades which include both immediate infection control solutions and longer-term improvements.”

“We have a unique opportunity to shift the models of long-term care that we offer to our veterans, following the pandemic that has shined a spotlight on necessary and urgent infection control needs,” said Acting Veterans’ Services Secretary Cheryl Lussier Poppe. “We look forward to the continued progress that will be made at the Soldiers’ Home in Holyoke, ensuring our most vulnerable demographic of veterans are cared for in the safest, and most appropriate environment.” 

“We are continuing to move forward with our comprehensive planning process for making necessary capital improvements at the Holyoke Soldiers’ Home,” said Secretary of Administration and Finance Michael J. Heffernan. “This upcoming work and our continued collaboration with state, local and legislative partners will help ensure the Holyoke Soldiers’ Home accommodates the current and future needs of Massachusetts veterans.”
  
“We are pleased to be partnering with Payette for this rapid planning process,” said DCAMM Commissioner Carol Gladstone. “They bring a great understanding of the needs and issues our veterans are facing today.  
  
The scope of work includes four key elements: 

  1. Update needs assessment: Develop an updated needs assessment to include current and future demographic needs of veterans in Massachusetts. 
  2. Engage stakeholders: Using a variety of methods, gather input from a broad base of stakeholders to develop strategic guidelines for transforming the Home, including veterans and their family members, staff and management, members of the Board of Trustees, federal and state legislative leaders, local officials and interest groups, veteran advocates, and administration officials. 

  1. Prioritize infection control: Review and evaluate ongoing infection control measures and infrastructure upgrades to ensure the highest standards are met in light of the pandemic. 

  1. Explore feasible implementation scenarios: Outline up to three scenarios with order-of-magnitude cost estimates, financing options, and realistic timelines for regulatory approvals, design, and construction. 

Payette is a well-known firm that has done scores of similar projects, including completing the Community Living Center and Campus Framework Plan for Chelsea Soldiers’ Home. 

While the expedited capital project will address long-term facility viability, the Executive Office of Health and Human Services (EOHHS), the Department of Veterans’ Services (DVS) and the Division of Capital Asset Management and Maintenance (DCAMM) have been addressing immediate capital needs, including a $6 million refresh of units, to significantly improve infection control for the  residents and staff. The refresh includes refinishing the living and working environment to support infection control, including the installation of air purification units.

Another 38 Affiliates to the Entity List

WASHINGTON – The Bureau of Industry and Security (BIS) in the Department of Commerce (Commerce) today further restricted access by Huawei Technologies (Huawei) and its non-U.S. affiliates on the Entity List to items produced domestically and abroad from U.S. technology and software. In addition, BIS added another 38 Huawei affiliates to the Entity List, which imposes a license requirement for all items subject to the Export Administration Regulations (EAR) and modified four existing Huawei Entity List entries. BIS also imposed license requirements on any transaction involving items subject to Commerce export control jurisdiction where a party on the Entity List is involved, such as when Huawei (or other Entity List entities) acts as a purchaser, intermediate, or end user. These actions, effective immediately, prevent Huawei’s attempts to circumvent U.S. export controls to obtain electronic components developed or produced using U.S. technology.  
In May 2020, BIS amended the longstanding foreign-produced direct product (FDP) rule to target Huawei’s acquisition of semiconductors that are the direct product of certain U.S. software and technology. Today’s amendment further refines the FDP rule by applying the control to transactions: 1) where U.S. software or technology is the basis for a foreign-produced item that will be incorporated into, or will be used in the “production” or “development” of any “part,” “component,” or “equipment” produced, purchased, or ordered by any Huawei entity on the Entity List; or 2) when any Huawei entity on the Entity List is a party to such a transaction, such as a “purchaser,” “intermediate consignee,” “ultimate consignee,” or “end-user.”
This amendment further restricts Huawei from obtaining foreign made chips developed or produced from U.S. software or technology to the same degree as comparable U.S. chips.
“Huawei and its foreign affiliates have extended their efforts to obtain advanced semiconductors developed or produced from U.S. software and technology in order to fulfill the policy objectives of the Chinese Communist Party,” said Commerce Secretary Wilbur Ross. “As we have restricted its access to U.S. technology, Huawei and its affiliates have worked through third parties to harness U.S. technology in a manner that undermines U.S. national security and foreign policy interests. This multi-pronged action demonstrates our continuing commitment to impede Huawei’s ability to do so.”
The following 38 new Huawei affiliates across 21 countries were added to the Entity List because they present a significant risk of acting on Huawei’s behalf contrary to the national security or foreign policy interests of the United States. There is reasonable cause to believe that Huawei otherwise would seek to use them to evade the restrictions imposed by the Entity List.

The Temporary General License (TGL) has now expired. This rule further protects U.S. national security and foreign policy interests by making a limited permanent authorization for the Huawei entities on the Entity List. This limited authorization is for the sole purpose of providing ongoing security research critical to maintaining the integrity and reliability of existing and currently “fully operational networks” and equipment.
In a concurrent rule, BIS revised the Entity List to require a license when a party on the Entity List acts as a purchaser, intermediate consignee, ultimate consignee, or end user to an EAR transaction. This aligns with the additional restrictions imposed in the revisions to the FDP, when any of the Huawei entities on the Entity List are a party to the transaction, such as by acting as purchaser, intermediate consignee, ultimate consignee, or end user.

             (Boston Orange) 第二屆波士頓台灣影展在8月份以2部台語片開幕後,8月8日晚還舉辦線上座談會,由電影學者鄧紹宏和導演梁秀紅對談不同世代的”自由戀愛觀”,讓觀眾一窺同婚議題在台灣現狀。
             影展選映的是1967年辛奇導演的台語片三八新娘憨女婿,和2019年梁秀紅執導的前世情人的情人
                 鄧紹宏指出,三八新娘憨女婿經過修復,再重現觀眾眼前,反映了今年的影展主題”失物招領(Lost & Found)”,也讓人看見年輕人在那個年代的爭取自由戀愛,和”前世情人的情人” 所展現的現代年輕人爭取同性結婚自由,有著很相似過程,談的都是台灣人的婚戀觀,只是時空衍進,人們的想法不斷更新,將來的人聽到”同婚”,可能和現在的人聽到”自由戀愛”一樣,都覺得那是人們與生俱來的選擇權,沒什麼大不了。
在座談中,鄧紹宏請本身是馬來西亞人,不會說台語的梁秀紅分享了許多幕後花絮,以及拍片的起心動念過程。
梁秀紅坦言,她來台灣念書時,才接觸到台語作品。台藝大老師廖金鳳提及的老台語電影讓人有機會見到當年的街景,人事,引發她把台灣於2019年5月立法院三讀通過同婚法這一具歷史意義事件,納入電影,留下記錄的念頭。
在對談中,鄧紹宏深入地問了許多問題,包括她不會台語,怎麼拍台語片,片中挑大梁的父親吳明奉今年五月驟逝,在她眼中,明奉哥是甚麼樣的演員,梁秀紅那段在台灣新電影中常見的吃飯場景,父女和各自的女友圍圓桌共餐的鏡頭,從飯廳拉至客廳,再拉到客廳電視的螢幕中,是想要表達甚麼特別含意。梁秀紅表示,那是提醒觀中,一切都會成為過去。

BOSTON - Monday, August 17, 2020 - Mayor Martin J. Walsh today announced that the City of Boston has signed a contract with Sterlingwear of Boston, a locally-owned, third generation East Boston garment manufacturer, to produce up to 150,000 medical gowns for Boston's first responders and frontline workers. The partnership has helped re-employ highly skilled garment workers while providing needed Personal Protective Equipment (PPE) in response to the COVID-19 pandemic. 

"During these challenging times, I am pleased that the City of Boston has been able to support a long-time, locally owned business, while producing needed, high quality PPE to support Boston's first responders," said Mayor Walsh. "We will continue to support our local and small businesses that employ our residents and fuel our neighborhoods."

The COVID-19 pandemic has caused a worldwide shortage of Personal Protective Equipment (PPE), and Mayor Walsh and the Greater Boston Labor Council (GBLC) worked closely together to identify a way to support both a locally-owned business and workers, while increasing the supply of PPE for Boston's first responders and frontline workers. Prior to pivoting operations to produce medical gowns, Sterlingwear of Boston was set to close after the federal government ended a 45 year contract to manufacture the traditional U.S. Navy wool peacoats earlier this year.  Sterlingwear of Boston is the last remaining garment manufacturer in the City of Boston.

The City of Boston has created a platform to help businesses source the personal protective equipment (PPE) and cleaning supplies they will be required to have available in order to ensure the safety of employees and customers as industries reopen.  Along with industry-specific reopening requirements, the page includes a list of self-identified, local suppliers of PPE and cleaning supplies, information on the Commonwealth of Massachusetts' vendor database, and partner organizations helping to connect businesses with vendors.

波士頓經文處孫儉元處長到任 拜會12僑團

             (Boston Orange 周菊子波士頓報導)新到任的駐波士頓台北經濟文化辦事處處長孫儉元,波士頓僑教中心主任潘昭榮,815日展開僑社拜會之旅,儘管礙於新型冠狀病毒疫情,不少僑團有忌憚,仍一連2日拜會共12個僑團及姓氏公所。
             815日這天,在波士頓華僑文教中心安排,兩名波士頓僑務委員蔣宗壬,梅錫銳,前任中華公所主席陳家驊陪同下,這場拜會之旅從成立於1923年的紐英崙中華公所開步,陸續拜會了藝聯慈善社,朱沛國堂,安良工商會,紐英崙至孝篤親公所,洪門致公堂,李氏公所,伍氏公所。
             816日的行程則有波士頓中國國民黨,黃氏宗親會,阮氏公所,昭倫公所。

             紐英崙中華公所主席鄭慧民當天率同中文書記馮武成,英文書記阮鴻燦,財政余寶愛,核數張青梅等義務職員,以及在中華公所全職工作的行政主任朱蘇珊,辦公室總管朱鄺坤珍兩母女等人歡迎孫儉元處長,潘昭榮主任。
             鄭慧民向孫處長,潘主任介紹了中華公所歷史概要,帶他們參觀會議廳的歷屆主席照片牆,以及由僑界善心人士捐款,僑委會支持所設立的波士頓華僑文教中心圖書館,說明中華公所也關心社區事務,正在和市議員聯絡,要反對塔醫和愛默生學院私下協議的要在華埠之內再設立一處新型冠狀病毒檢測站。

             藝聯慈善社有主席湯偉雄和該社元老黃賢池出面接待,中文書記陳廉和兩名年逾90的老會員吳永超,蔡羨相也到場歡迎。身為藝聯慈善社總顧問的鄭慧民,說明該社創立於1953年,是波士頓華埠內最早創立的非宗親會社團。他稱許先人明智,不但在哈佛街和泰勒街交界處購置了多棟物業,還在科士曉墳場買有一大片墓地,讓200多個會員家庭都不需要為往生後擔心。

             朱沛國堂有顧問朱紹昌作介紹,主席朱健威,財政朱瑞生,西文書記朱蘇珊,核數朱平臻等人出面接待。為示親切,朱氏宗親特地拿出一瓶從台灣買回來的金門高粱待客。陳家驊也代為指出,該公所顧問朱自律當年出身鳳山陸軍官校,其父朱曉東是中華頤養院創辦人之一,早於1920年代已來波士頓。
             波士頓安良工商會則是波士頓創立最早的社團之一,1893年就已成立。815日這天有全美安良工商會總理陳仕維,以及會長伍輝民,陳文棟,財政陳文浩等人出席接待。席間陳仕維強調安良工商會一向支持民主、自由,和台灣關係密切。

             至孝篤親公所迎接孫儉元,潘昭榮的陣容最龐大,舜裔篤親公所美東副總理陳文浩,兩名公所元老陳仕維,陳建立,兩名公所主席陳偉民,陳文棟,議長暨前主席陳文珊,核數陳台榮,還有顧問陳滋源,以及婦女部共同主席陳伍佩芳、陳韓幼文,中文書記陳秀珍,英文書記陳黃美蘭,庶務陳珊珊等人。陳建立特地印了中英文的至孝篤親公所簡介,送給孫儉元處長,潘昭榮主任各一份,告訴他們,至孝篤親公所創於1923年,搬遷數次,1964年才遷至夏利臣街77號現址,原本設在泰勒街上的陳穎川堂,近年也遷回現址3樓。
             洪門致公堂也很隆重,有元老伍伯和,監堂阮振強,主席余麗媖,湯偉立,監督梅少華,黃國威等人列席歡迎。席間湯偉立指出,國父孫中山曾經到訪波士頓,還在洪門會所內住過。梅少華更索性拿出洪門年前製作的精美洪門簡史,送給孫儉元,潘昭榮各一本。余麗媖強調,洪門與中華民國淵源深厚,當年的72名黃花崗烈士就有不下68人是洪門兄弟。她希望經文處能加強與傳統僑社的聯繫,並堅守中華民國這國號。
             李氏公所有歷任主席李奇舜,李天生,李源沛,以及公所幹部李翠屏等人出面接待。他們指出李氏前輩中有不少能人,包括月前辭世的麻省理工學院教授李燦輝的父親,李氏公所大樓那麼有中國特色,就出於他的建議與設計。李奇舜還透露,李氏公所為使宗親聚會時,有地方可以停車,已斥資在昆士市華勒斯頓地鐵站附近,買下一大塊地,將來改建完工後,考慮把宗親會的會所搬過去。

             伍胥山公所有元老伍伯和,主席伍輝民夫婦,在聯邦小企業行政局任公共事務專員的伍少武,從空軍退休,熱愛龍舟,擅繪畫的伍振中等人出席歡迎。伍氏以公所會址不大,疫情期間要保持社交安全距離,當天只只讓5名貴客進入會址。
             816日的拜會行程,波士頓國民黨也不開放,只讓孫處長,潘主任和隨行的波士頓僑務委員蔣宗壬,僑教中心工作人員張小慧進入會所,常委張韻蘭,前任常委李伍綺蓮,王競芳,中文書記李若蘭等人出席歡迎。

             黃氏宗親會有元老黃國威,主席黃光沐,議長黃國麟,婦女部主席黃周麗桃,以及數名宗親出席。黃國威強調黃氏一向中立,以服務宗親、僑胞為主要任務。
             阮氏宗親會有主席阮素梅,前任主席阮鴻燦夫婦,阮浩鑾夫婦等出席接待。阮浩鑾及阮鴻燦分別說明他們都在僑社服務多年,在波士頓政界關係良好,如果有需要,很願意代為居間聯繫。阮浩鑾還說明他和已辭世的黃述沾,多年來一直都在培訓青少年打排球,舉辦比賽。阮浩鑾還是太平洋特許學校的共同創辦人之一。他女兒當年就在這學校內學中文。
             昭崙公所有主席謝如鍵,前主席許揚威,譚榮熾,中文書記謝寶生,總幹事謝中之等人出席接待。席間謝中之感謝台灣在香港困難之際力挺,希望繼續支持香港。前主席許楊威也說,當年他從香港移民來美,也是出於對香港未來民主自由狀況的擔心,迄今他也一直關注香港的局勢發展。

北美台商會和高醫中和醫院越洋簽合作協議

             (Boston Orange 周菊子麻州報導)北美洲台灣商會聯合總會和台灣高雄醫學大學附設中和紀念醫院在美東時間814日晚9點多,越洋簽署醫療服務合作備忘錄,並舉辦北美COVID-19治療保健面面觀視訊講座,為台灣機構與海外僑胞的跨洋合作,開創先河。
             北美洲台灣商會聯合總會會長吳明怡和高雄醫學大學附設中和紀念醫院院長鍾飲文,藉視訊連線,同步簽署了這份合作備忘錄。高醫中和醫院承諾為台商會員提供專人服務窗口,醫療健保諮詢,甚至折扣優惠。

             在簽約儀式之後的北美COVID-19治療保健面面觀視訊講座,高醫中和醫院還安排了鍾飲文院長就COVID-19現狀做了簡介,高醫醫學系主任暨附設中和醫院內科主任盧柏樑,高醫附設醫院精神醫學部主治醫師陳正生,依序分別講談”COVID-19感染管制措施-高醫經驗分享,以及平常心轉動-因應COVID-19”
             這場視訊會議的主持人在吳明怡總會長,鍾飲文院長之外,北美台商聯合總會健康福利主任委員,本身是藥劑師的波士頓僑胞蘇鴻昌。

             在演講之後的座談,高醫在前述各人之外,還邀了副院長黃尚志,國際醫療中心主任張乃千,以及陳彥旭,許超群兩名教授,一起回答僑胞們有關醫療健保,COVID-19的各項問題。當晚提問非常踴躍,波克萊台灣商會理事陳玉瑛也代表許多家有在學子女的家長們問,在疫情未消之際,是否適合讓孩子們回校上課。

             來自全美各地的與會僑胞,當晚發言十分踴躍,在蘇鴻昌的要求下,高醫的一眾醫師們還特地在會場多停留了20多分鐘,一一回答問題。北美洲台灣商會聯合總會會長吳明怡非常開心,頻頻感謝母校支持
