教師節 五到十月 各國慶祝日不同

“教師節快樂”?昨(9月10)日有許多人在微信群祝賀教師們節日快樂,不少人這才發現,原來“教師節”兩岸不同軌,各國不同俗。
            教師節在台灣是9月28日,在中國大陸是9月10日,在韓國是5月15日,在新加坡是9月的第一個星期五,在馬來西亞是5月16日,在越南是11月20日,印度是9月5日。
            維基百科稱中華民國的教師節,最早由南京中央大學在1931年發起建立,1952年時頒訂至聖先師誕辰及教師節為9月28日,並沿襲至今。
中華人民共和國在1949年建國後,1951年時取消教師節,把它合併到5月1日的國際勞動節,直到1985年才重訂9月10日為教師節。
至於為什麼定9月10日?有一種法是讓學生在每年新學年(秋季)之初慶祝,另一種法是為紀念「革命導師」毛澤東在那之前一天去世。
至於為什麼不更早恢復教師節,不以9月28日的孔子誕辰日為教師節?一般意見是大概與政治氛圍有關,尤其是在文革期間(1966年─1976年),教師被貶為「臭老九」,「打倒孔家店」的口好喊得很響。
,2013年時,曾有人提議把教師節改定為9月28日,但未見下文。
1994年時,聯合國教科文組織把每年的10月5日訂為世界教師日(World Teachers’ Day),目前有一百多個國家在這天舉行慶祝活動。

BOSTON – Governor Charlie Baker today named Maria Z. Mossaides to the position of Child Advocate.  Maria is a skilled attorney, advocate and executive with nearly four decades of experience in child welfare, government and court administration. 
“Maria is well known and highly respected for her work to protect our most vulnerable citizens—our children,” said Governor Baker.  “She has the knowledge, passion and integrity to provide an independent voice, ensuring children are safe and receive timely, quality services. I thank Judge Garinger for her years of devoted service to the Child Advocate and tireless efforts to support our families and children.”

“I went to law school many years ago to serve as an advocate for children.  Child welfare is my soul work,” said Mossaides.  “For me to work on a statewide basis to make sure that all children have the opportunity to thrive, I can’t think of a better job.”

Mossaides succeeds Gail Garinger, who retires on September 11th.  Governor Baker has named former Commissioner of the Department of Social Services Linda Carlisle as Acting Child Advocate, effective tomorrow, until Mossaides’ appointment becomes effective on October 13th. 

Appointed by Governor Bill Weld and then Secretary of Health and Human Services Charlie Baker in 1993, Carlisle received a management award from the Child Welfare League of America as well as statewide recognition for improving adoptions.  Last November, Carlisle also co-chaired Governor Baker’s “State of the State” transition committee, identifying priority issues for the incoming administration.  Carlisle has a master’s degree in Public Affairs and Administration from Columbia University. 

Mossaides has held senior positions within the Commonwealth’s Executive Office of Health & Human Services, Administration and Finance, and the Judiciary.  As a consultant to the US Office of Civil Rights, she helped ensure equal education to minority, female and disabled children.  As acting commissioner of the Office of Children, she successfully advocated for changes to permit the reporting of institutional abuse and neglect.

Since 2008, Mossaides has served as Executive Director of Cambridge Family and Children’s Service, which supports youth and strengthens families in more than 100 cities and towns across Massachusetts.  She has also served on the board of the Children’s League of Massachusetts, including as its chair from 2012 - 2014.  The League is an umbrella organization that represents over 80 private organizations and individuals that collectively advocate for public policies and quality services for children and families.

“Maria’s vast experience as an advocate, lawyer and executive in both the public and private sectors provides the perfect platform for the Commonwealth’s Child Advocate,” said Marylou Sudders, Secretary of the Executive Office of Health and Human Services, who chaired the nominating committee.  “She will use data to understand systemic issues that impact the lives of children in the Commonwealth and her ability to work closely with the Legislature and the many stakeholders will ensure that policy solutions can be adopted and implemented.”

In 2008, the Legislature passed a law establishing the Office of the Child Advocate (OCA) to ensure children placed in the care of the Commonwealth receive humane and dignified treatment, examine on a system-wide basis the care and services provided to children and advise the public and government on how to improve services to children and families. 

The process for selection of the Child Advocate is also delineated in law and consists of a 14 member nominating committee representing state human service agencies, non-profit child advocacy agencies, the juvenile court, the social work professional association and social work union.

BOSTON, MA – The Red Sox, the American Red Cross, and Beth Israel Deaconess Medical Center will host the 14thannual Day of Remembrance Blood Drive at Fenway Park on Friday, September 11, from 7:00 a.m. to 7:00 p.m. Those who are eligible are invited to donate blood in honor of those lost in the 2001 terrorist attacks.

Those interested in donating blood can enter the ballpark through Gate D located on the corner of Yawkey Way and Van Ness Street. The World Series Trophies will be on hand for photos and all participating donors will be eligible for $12 discounted tours of Fenway Park.  Since its inception in 2002, the annual blood drive has collected nearly 10,000 units of blood with the potential to help up to 30,000 people.

“The Red Cross is happy to continue to partner with the Boston Red Sox and Beth Israel Deaconess Medical Center to host the Day of Remembrance Blood Drive and we encourage all those who can to give blood this Friday at Fenway Park,” said Donna M. Morrissey, director of national partnerships, Red Cross Biomedical Services. “In working with the Red Sox, Beth Israel, and the community, we hope to honor those lost in the 2001 terrorist attacks by helping others survive.”

The Red Cross has entered into a new national partnership with 9/11 Day, the largest charitable initiative in the United States. Last year, more than 40 million people observed September 11 by performing good deeds to help others. The goal of 9/11 Day is to keep alive the spirit of unity and compassion that arose in the immediate aftermath of the 9/11 attacks, providing a positive, helpful way for people to annually remember and pay tribute to the 9/11 victims, and honor those that rose in service in response to the attacks.

How to donate blood
Simply download the American Red Cross Blood Donor App, visit redcrossblood.org or call 1-800-RED CROSS (1-800-733-2767) to make an appointment or for more information. All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver’s license or two other forms of identification are required at check-in. Individuals who are 17 years of age (16 with parental consent in Massachusetts), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.

熱浪襲波士頓

波士頓氣溫,昨(9)日下午高達華氏93度。國家氣象局說,氣溫這麼高已連續第三日,形成了1983年以來的第一個九月波士頓熱浪。
這不尋常的高溫,使得許多學校的環境都讓人不舒服。包括傅萊明罕(Framingham),羅倫斯(Lawrence),至少有兩個學區昨日下午因天氣太熱,在臉書上宣布了提早下課。
麻州東部昨日的氣溫,昨日大都高達八,九十度。週二(98日)時,一度高達96度,也打破了2007年的紀錄。之前的紀錄是1971年時的91度。
在鱈魚角及島嶼地帶,氣溫可能低10度,形成高溫的主要原因是新英格蘭東南部的高氣壓團。西南風帶來更高的氣溫,以及更高的露點。
            未來幾天的氣溫,估計會逐漸下降。波士頓市四週會大約79度,週五時大約73度。每年這段時間的平均氣溫為75度。
            波士頓市長馬丁華殊(Martin Walsh),波士頓公校總監張欽棠(Thomas Chang)昨日都發佈了因應熱浪指南,希望幫助市民,師生及家長涼快一些。

波市長提早透露將競選連任

波士頓市長馬丁華殊(Martin J. Walsh)昨(9)日在薩福克(Suffolk)大學接受波士頓環球報的政治快樂時光(Political Happy Hour 訪問時透露,2017年時他會競選連任,而且他也不排除競選更高職務的可能。
馬丁華殊上任以來,民意支持率一直很高。他也一直表示,希望至少當兩任市長。不過他從未正式宣佈過。昨日接受波士頓環球報訪問時,他正式宣佈,將競選連任,當然要先做完後面24個月的任期再說。

馬丁華殊透露,他既面對著市長要接受大眾檢視的事實,也掙扎著想保有私人生活。當麻州眾議員時,他可以隨興戴上頂棒球帽就走出門的享受生活,但當市長後,他甚至不可能有踏出家門卻沒人認識的時候。現在他很少自己開車,他的私人生活經常見諸報章。有時幾乎沒法過正常人的生活。

CITY OF BOSTON PRESENTS EMERGE: BOSTON'S ARTS FESTIVAL 
Boston - Wednesday, September 9, 2015 - The Mayor's Office of Arts and Culture is proud to host Emerge: Boston's Arts Festival (formerly (ähts): the Boston Art Festival),on Thursday September 10, 2015 from 5:00 to 10:30 pm. The one-night event will feature several visual arts showcases throughout Boston City Hall, including the Fay Chandler Emerging Artist Award and Exhibition, art vendors, and several installations. 

The festival kicks off in the City Hall's South Entrance Hall Courtyard Level at 5:30 pm with the Fay Chandler Award for Emerging Artists in memory of Fay Chandler, with support from the Chandler Family.

中國經濟不景 麻州學校憂心

中國經濟不景,美國,尤其是大波士頓的學校遭殃?
波士頓環球報(Boston Globe)昨(8)日刊出一篇文章,指過去五年來,大波士頓地區學校的營運,越來越仰賴國際學生,尤其是來自中國大陸的學生。
            曾任薩福克大學國際項目主任,現為國際學生招募顧問的Marguerite Dennis表示,在高等教育界,幾乎每所學校都有中國項目,並仰賴中國學生填滿學位空缺。這些學校現在都擔心中國的經濟情況,是否會影響學生們出國留學的數量。
            根據國際教育學院(Institute of International Education)的2014年報告,在美國城市的外國學生人數排行榜中,大波士頓排第三。
            去年,在波士頓上大學的44,000名外籍學生中,有13,000名中國學生。根據該報告,這些國際學生去年給麻州帶來19億元經濟收益。全美約有275000名中國學生。許多人是高中畢業就來美了。
            波士頓大學和東北大學是大波士頓中國際學生人數最多的兩所大學。
            波士頓大學全球項目副教務長暨副校長王威立(Willis Wang)表示,該校也關注中國經濟動盪的情況,並在學生抵達時,關切問候。
學校入學許可處人員表示,一旦十月,十一月,學生陸續完成註冊入學手續後,才會更清楚中國經濟情況,是否影響了學生入學率。
            東北大學表示,該校的9000名國際學生十分多元化,就是為了避免這類變化。總的來說,該校大學部學生約有6%來自中國大陸。
            波士頓大學的國際學生中,2014年約有41%來自中國大陸,比兩年之前的31%增加了不少,該校的國際學生總數也從6,602增加到7,831
            根據美國國務院數據,過去五年來,發給中國學生的簽證數目,增加了至少一倍,從2010年的128000,增加到2014年的259000
            來到新英格蘭中國學生人數的動盪,影響的其實不只是大學。近年來,中國父母甚至送子女到美國唸中學,私立預備學校,或是在勒星頓等富裕郊區排名前面的公校地區買房子。

            波士頓地區的大學入學許可顧問吳丹表示,人們也許對不穩定有點驚恐,但大多數的富裕家庭,卻因此更想把子女送出國唸書。
