BRA announces public engagement plan for urban renewal extension process
Residents encouraged to attend community meetings and join conversation on social media

BOSTON – The Boston Redevelopment Authority (BRA) is moving forward with the public process to seek ten-year extensions for 14 of the 16 expiring urban renewal plan areas in the city. Urban renewal began as a post-World War II federal program to address widespread blight and disinvestment in America’s cities. But it has evolved in recent decades as a more nuanced tool for redevelopment and revitalization, managed by states and municipalities, to spur economic development in urban areas across the country. Boston is one of 31 other cities and towns in the Commonwealth that has active urban renewal plans.
In December, BRA Director Brian Golden and senior officials briefed the Boston City Council on the extension effort. Since then, the agency has created a dedicated website, www.bostonurbanrenewal.org, to provide information about urban renewal and the ongoing extension process. The website features an interactive map with details about the plan areas, significant development projects facilitated by the urban renewal, historical information, and a place for people to make suggestions about how these planning tools can be used most effectively to cultivate vibrant neighborhoods. The website will be updated with content throughout the public process.
Three community kick-off meetings will be held in the coming weeks to introduce the broader public to how urban renewal tools are used currently. The meetings, each of which will offer the same content, are scheduled for the following dates and locations:
  • Tuesday, March 31: Boston City Hall (BRA Board Room, 9th Floor) at 6:00 p.m.
  • Thursday, April 2: Blackstone Community Center, 50 W Brookline St, at 6:30 p.m.
  • Monday, April 13: Madison Park High School (Cardinal Hall), 75 Malcolm X Blvd, at 6:00 p.m.
Following the series of community kick-off meetings, the BRA will organize another round of public workshops in late spring to solicit ideas for updating the goals of the various urban renewal plan areas. More public meetings are scheduled for the summer and fall to synthesize the public’s feedback and present the future of urban renewal in Boston. The extension process is expected to last through the end of the year.
The BRA is also encouraging people to participate in the conversation about urban renewal on Twitter by tweeting @BostonRedevelop using the hashtag #URBoston.
“We look forward to facilitating a robust conversation with residents across the city about the future of urban renewal in Boston,” said Director Golden. “This is an opportunity to overcome the stigma associated with heavy-handed urban renewal strategies of the past and create a shared set of goals to successfully guide redevelopment efforts for years to come.”
The original plans and goals from the 1950s, 1960s, and 1970s were very prescriptive, but this extension process will focus on soliciting ideas to create a more flexible framework for urban planning and economic development. The revised goals will better reflect the contemporary urban environment by incorporating new realities such as climate change and resiliency, for example, which were not a consideration in Boston’s historical urban renewal plans. Insights gained through the public process can inform the citywide master plan that the BRA will undertake later this year. Boston's last general plan, completed in 1965, was an outgrowth of the urban renewal planning efforts that began prior to the creation of the BRA in 1957.

A total of 18 urban renewal plan areas, spanning approximately 3,000 acres (or ten percent of land in Boston), are currently active. The BRA intends to allow smaller urban renewal plans in Allston and a portion of Downtown to expire, as the redevelopment goals in those places have been met. Two other plan areas, in the West End and around North Station, are not set to expire, but the BRA will explore aligning their expiration dates with the other active plans.
The Commonwealth’s Department of Housing and Community Development (DHCD) approved a one-year extension to the active plans in January to allow for the ongoing public engagement process, meaning the majority of Boston’s plans will expire in April 2016. The BRA is not seeking to create new urban renewal areas or expand existing plans as part of this extension process.
Boston’s urban renewal plans were last extended in 2005, and the BRA hopes that the current effort will be much more inclusive, thoughtful, and transparent. Following the public engagement process, the BRA will seek approval from the agency’s Board of Directors, Boston City Council, and DHCD for the ten-year extension of the plans.

 Announces $4 million in grant funding to place Boston residents on a continuum to success

BOSTON – The Office of Jobs and Community Services (JCS), an affiliate of the Boston Redevelopment Authority, recently released three open and competitive requests for proposals (RFPs) that better reflect the organization’s core mission of helping Bostonians fulfill their educational and employment aspirations. By realigning the goals and strategies of funding sources to Mayor Martin J. Walsh’s citywide economic opportunity agenda focused on tackling income inequality, JCS seeks to place residents, including youth and adults, on career pathways to economic success. The ultimate goal of this continuum of resources is to get people into careers that provide a living wage and opportunities for advancement.

“For some Boston residents, the ladder to financial security is still out of reach, and I am dedicated to creating opportunities for professional and educational growth,” said Mayor Walsh, who launched the JCS-led Office of Financial Empowerment last fall. “City organizations can make a difference by establishing clear pathways to success through job creation and workforce training. There are many talented women and men here; why not make a solid investment in the future of Boston's neighborhoods?”

The RFPs for the Alternative Education Initiative (AEI), Community Development Block Grant Public Services (CDBG-PS), and Workforce Innovation and Opportunity Act (WIOA-Youth) for the 2016 fiscal year, beginning July 1, 2015, are premier funding opportunities meant to drive people toward these pathways. Under the RFPs, JCS is looking for organizations to work together to build an integrated support structure for education, employment, and training services to prevent gaps in pathways and ensure uninterrupted support to at-risk individuals and families. For certain populations, like seniors and people with disabilities, the emphasis is on helping individuals remain self-sufficient and retain their incomes.

Each RFP is informed by a set of policy principles that align grant strategies and funding goals with the City’s economic opportunity objectives. JCS conducted a thorough assessment to formulate these principles, which included an extensive review of well-documented best practices, a city-wide scan of community resources, and an analysis of workforce development efforts around the country.

“The Mayor’s economic opportunity agenda has a clear mission of enabling wealth building opportunities for residents,” said Brian Golden, Director of the Boston Redevelopment Authority. “Using these principles and data, the BRA and JCS can focus funding streams toward the programs that will best serve disadvantaged populations and the Mayor’s strategic vision.” 

The common goal of all three funding sources is to connect Boston residents with a continuum of opportunities for quality education, training, workforce development, and support services that lead to long-term economic security. All contracts are expected to begin July 1, 2015.

Alternative Education Initiative (AEI)
Projected funding: $502,250, based on 2015 fiscal year
Funds target out-of-school and in-school youth between the ages of 16-21 who have dropped-out or are at risk of dropping out from traditional high schools. The goal of the grant is to help participating youth attain high school diplomas and the skill sets needed to increase their future employability and earning potential. The funding addresses complex barriers faced by students whose needs are not met in a traditional academic environment.

Key changes related to Boston’s economic opportunity agenda include:
  • Increased focus on college and career preparation for dropouts and off-track students.
  • Increased focus on the school-to-college and school-to-career continuum with an emphasis on an early introduction and exposure to post-secondary education and career opportunities, allowing youth to establish career goals and interests, and to experience improved educational and employment outcomes, such as dual enrollment strategies.

Workforce Innovation and Opportunity Act (WIOA)
Projected funding: $1,266,510, based on 2015 fiscal year
Funds will target economically disadvantaged and undeserved youth between the ages of 14 and 24 years old, with preference given to out-of-school youth to align with the new requirement that 75% of funds serve that population. The goal of the funds will be to improve career, educational, and economic prospects of participating youth. The funding allows for a wrap-around approach that incorporates youth development, education and workforce strategies, and holistic support services with a particular focus on employment outcomes.

Key changes related to Boston’s economic opportunity agenda include:
  • Serve more out-of-school youth: 75% of the funds must be spent on out-of-school youth, as opposed to 30% in the former Workforce Investment Act (WIA). The new Act extends the out-of-school youth age limit from 21 to 24 years.
  • Increased focus on work experiences: 20% of the funds must be spent on work experiences. Therefore, JCS proposes that programs incorporate work-based learning strategies.

Community Development Block Grant Public Services (CDBG-PS)
Projected funding: $2,296,484, based on 2016 fiscal year
Funds will target low-income Boston residents with incomes at or below the 80% of Area Median Income, with preference given to re-entry or court-involved individuals, out-of-school youth, dislocated workers, seniors, individuals with disabilities, homeless individuals, documented immigrants, English language learners, and long-term underemployed or unemployed individuals. The goal of the funding stream is to place participants into careers that provide them with long-term economic stability. 

Funding streams are being finalized, and could increase or decrease before awarding.

紐英崙潮州同鄉慶新春 380人聯歡 明年赴加拿大懇親

(Boston Orange 周菊子波士頓報導) 紐英崙潮州同鄉會三月廿二日晚在潮州城大酒樓,席開三十八桌,慶祝乙未羊年新春,宣佈國際潮團聯誼年會今年訂十一月廿日在加拿大溫哥華舉行,該會會長楊克敬將率隊出席。

潮州同中,不少人是越,棉,寮華僑,幾乎每個人都能說至少兩,三種以上語言。當晚的司儀鍾炳南,會長楊克敬,就分別以潮州話,國語,粵語致詞,充分表現了他們的語言天才。
楊克敬感嘆時光荏苒,1994年時該會成立的情景仍歷歷在目,轉眼卻就已是廿年後,鄉親們的人生紛紛跨進另一階段,不少人已高齡八十,還有許多人加入祖字輩行列,但鄉親們的團結不變,敬老扶幼愛心依舊,發揚中華文化的努力持續。一百三十多個家庭的四百多名成員,一直有錢出錢,有力出力,彼此扶攜,讓人覺得十分溫暖。

楊克敬會長指出,在熱心會員籌辦,會員交費支持下,該會每年都舉辦許多活動,聯絡彼此鄉情,還成立了敬老組,在龍都鎮(Randolph)大墓園買下福地,供鄉親們他日魂歸天國後使用。每年的春節,中秋節,感恩節,父親節,母親節也都舉辦活動,讓鄉親們聯絡感情。
駐波士頓台北經濟文化辦事處處長賴銘琪,波士頓華僑文教中心主任郭大文順應情勢,拜年致詞使用的語言種類,也增加了和潮州話類似的台語,讓潮州同鄉們很有親切感。

超級盃傳統 冠軍隊對手隊市長攜手服務社區一日

波士頓市長馬丁華殊(Martin J. Walsh)西雅圖市長穆瑞(Ed Murray)和美國公司(AmeriCorps )成員在廿一日這天,攜手為社區服務,向超級盃冠軍獻禮。
            這是誌記超級盃的傳統年度活動之一,贏得超級盃冠軍城市的市長,和對手隊所來自城市的市長,要和美國公司成員一起為社區服務一日。
美國公司是聯邦政府志工服務機構“全國社區服務”所轄管的其中一個項目,創辦了“超級盃冠軍隊社區服務日”這活動。今年的活動,由麻州掌管志工服務的麻州服務聯盟承辦。
波士頓市長馬丁華殊和西雅圖市長穆瑞,以及聖史帝芬(St. Stephen’s)青年項目的美國公司主任 Bill Basl等人,和美國公司成員,社區志工,聖史帝芬項目的青少年一起,參與了建籃球場,重漆廚房,藝術室等等社區服務活動。

Latest Seasonally Unadjusted Job and Unemployment Estimates for Local Labor Markets in Massachusetts

BOSTON MA – March 24, 2015 – Today the Executive Office of Labor and Workforce Development (EOLWD) reported that the seasonally unadjusted unemployment rates for February were down in seventeen labor market areas; unchanged in four areas; and up in three areas, according to the  Bureau of Labor Statistics.  Compared with February 2014, over the year, unemployment rates were down in all of the labor market areas.

During February, four of the fifteen areas for which job estimates are published recorded seasonal job gains, one had no change in jobs and the remaining ten areas lost jobs.  The largest job gains were in the Springfield, Brockton-Bridgewater-Easton, Worcester, and Lowell-Billerica-Chelmsford areas.  New Bedford was the only area to have no change in its jobs level.  Since last February, all fifteen areas added jobs with the largest percentage gains in the Barnstable, Lynn-Saugus-Marblehead, New Bedford, Leominster-Gardner, and Lawrence-Methuen Town-Salem areas.

In order to compare the statewide rate to the local unemployment rates, BLS estimates the statewide unadjusted unemployment rate for February was 5.4 percent, down 0.2 of a percentage point from the revised January 2015 rate.  Over the year, the statewide unadjusted rate was down 1.2 percent from the February 2014 rate of 6.6 percent.

The seasonally adjusted statewide February unemployment rate, released on March 19, 2015 was 4.9 percent, down 0.2 of a percentage point over the month and down 1.1 percent over the year.  The rate was 0.6 of a percentage point below the national unemployment rate. 

The statewide seasonally adjusted jobs estimate showed an 800 job gain in February and an over the year gain of 58,100 jobs.

The labor force, unemployment rates and jobs estimates for Massachusetts, and for every other state, are based on several different statistical methodologies specified by the U.S. Department of Labor’s Bureau of Labor Statistics.

The unadjusted unemployment rates and job estimates for the labor market areas reflect seasonal fluctuations and therefore may show different levels and trends than the statewide seasonally adjusted estimates.

紐英崙余風采堂邀中領館參加春宴 多個僑團杯葛拒出席

(Boston Orange 周菊子波士頓報導) 大波士頓僑團春宴,今年首度出現杯葛情況。紐英崙余風采堂三月廿一日晚的春宴,約有三桌半的僑團席位在會場晾空。
            大波士頓的傳統老僑社團,一向有春宴時互派代表到賀的習俗,嘉賓,宗親歡聚,總是歡騰熱鬧。
            紐英崙余風采堂的春宴,許多僑團也早預定了出席,但上週傳出余風采堂不但照傳統,向駐波士頓台北經濟文化辦事處發出邀請,還在大約二週前也向中國駐紐約總領事館發出了邀請,儘管余氏內部對此一邀請狀況意見分歧,但一週前開會討論後決定,請柬已經寄出,要求撤回邀請太失禮,只能找折衷處理辦法。
            駐波士頓台北經文處獲悉結果,大感失望,決定不出席當晚的春宴。
            包括紐英崙至孝篤親公所,波士頓安良工商會,波士頓洪門致公堂,伍胥山公所等,當晚有多個僑團也因此杯葛,未派人出席,以致會場內,至少有三桌僑團席位空在那兒,頗為顯眼。由於僑社內許多人同時屬於多個不同社團,倒是難以一一判定到底都有那些僑團為此採取了杯葛行動。
            紐英崙余風采堂主席余國華表示,紐約中領館去年透過黃國威和余氏接洽,六月七日派人專程到訪。事後有人提議該邀請中領館參加春宴,以示回禮,他們感到理所當然,並未想太多,才發生這一狀況,純屬意外。余國華希望僑社不要因此小題大作。
            一名不滿發生這一狀況的顧問指出,余風采堂早於今年一月十一日開族務會議時,已決定了邀請名單,主席余國華當時唸給宗親們聽的邀請名單,並沒有中領館,但大約二週前,梁添光和余風采堂聯繫,約主席,顧問等人和中領館副總領事鍾瑞明,領事王軍飲茶聚談。上週六,中領館再度透過梁添光請飲茶,並由梁添光在席間把填好的請柬交給余氏公所遞給中領館官員。
            他透露,約一週前,余風采堂一日開三個會,包括元老會,懇親籌備會,族務會議時,一名元老,一名全美總長,八名顧問和兩名副主席為此激烈爭執,最後在請帖已發出,要顧及宗族面子下,維持同時邀請兩岸局面,但將要求兩岸官員都不要致詞,以淡化情況。
            他指出,余風采堂把春宴請柬交給了梁添光兒子所開印刷廠印製,因此梁添光能持有余氏的空白請帖,自行填寫。他並補充說明,指梁添光邀約飲茶時給人的印象是中領館邀了許多僑團一起,怎知去到見面場地時,才發現只有余氏宗親。
梁添光昨日坦承是他代為安排中領館和余氏見面,但強調余氏自己有此意願,並於二月廿二日在梁忠孝堂春宴時,向當時到訪的馬翠宏領事反映了,他才可能促成此事。梁添光表示,如今時代不同,兩岸官員同時出席僑團活動並不新鮮,波士頓僑界應以團結和諧為重。

余風采堂今年的新春慶祝,由台風穩健的余明茹,即將於今年十月結婚,年輕俊帥的余雅倫擔任司儀。余氏宗親余翠梅創辦的華林功夫學校派出兒童醒獅團,獻演採青獻桔,扯出“龍馬精神”,“步步高升”的吉祥語,拉開慶祝序幕。
余氏婦女部的合唱團,舞蹈隊在婦女部主席,也是余氏主席夫人瓊珠率領,大合唱,跳集體舞的助興,從“迎春花”,“荷堂月色”,“歡樂年年”,“榴槤飄香”到排舞,共換了三套衣服,倍增現場熱鬧氣氛。
余氏顧問余厚利的五歲孫女余靜雯以電子琴演奏“小步舞曲”,“野生騎手”,大搏讚嘆鼓掌聲。余陳寶愛的獨唱也博得台下稱讚“好聲音“。

最特別的是,中領館副總領事鍾瑞明,大方獨唱“飄雪”,音色渾厚,沈穩,讓許多人首度察覺他有把好嗓子。
