波士頓台山鄉親2025元旦茶敘 蛇年春宴訂在3月8日

               (Boston Orange 周菊子波士頓報導) 波士頓台山鄉親聯誼會11日在帝苑大酒樓開年,218人歡聚一堂,迎接2025新年,為即將於129日到來的乙已木年做準備。

              會中主要宣佈2件事,一是今年的農曆新年春宴訂在38日,請有意參加的鄉親抓緊時間報名,另外敦請翁宇才和伍健民遞補出缺的2個職員席位,將協助該會辦理接待會員等事務。

              出席嘉賓陳文珊在父親,老台山人陳天佐陪同中出席,並向台山鄉親們說明波士頓市政府正在辦理的波士頓華埠區域重劃,對華埠未來發展有極大影響,請鄉親們花時間進一步了解,並支持華人在華埠蓋酒店。

              鄺元傑隨後發言,強調波士頓鄉親聯誼會在5名會長的率領下,關心鄉親,愛護社區,希望鄉親們在新的一年,持續團結一致,支持該會為鄉親及社區服務。表示台山鄉親聯誼會已表態支持華人在華埠蓋酒店。

              波士頓台山鄉親聯誼會的5名會長,黃紹培,黃偉健,李樹靄,黃漢湖,陳晶年,以及顧問鄺元傑等人向鄉親們問好、拜年之餘,匯報去年都辦過哪些活動,還特底請出鄉親中的詞人墨客為新年增光,央朱紹昌做新年撰就一幅對聯,請梅宇國揮毫,在開年聚會現場展示裱好的長軸,彰顯台山人的知書達禮,有文化素養。

              朱紹昌,梅宇國說明這幅對聯是以行草寫成,文句為「台前春色重回,想樓綠平湖,梅香古塔萬里鄉關縈夢寐。山上學宮林立,看一中傑構,師範奇觀,百年盛業仰英才」。

              在黃紹培匯報過去一年來舉辦過許多活動,包括新年茶敘,慶祝雙親節,中秋節的鄉親聚會,以及率鄉親探訪中華頤養院,為華埠中秋節聯歡會,主街計畫的燈籠節等活動表演,積極支持社區的繁榮興旺。

Governor Healey Signs Money Transmission Bill that Protects Consumers Using Payment Apps like Venmo and PayPal

BOSTON – Governor Healey signed An Act relative to the regulation of money transmission by the Division of Banks (H4840), which puts consumer protections in place for Massachusetts residents who use payment apps like Venmo, PayPal, and CashApp -- while also leveling the regulatory playing field for businesses in the banking and finance industry.  

“With this new law, consumers in Massachusetts will now have protection when transferring money to friends and businesses through payment apps,” said Governor Maura Healey. “The use of apps like Venmo and PayPal has skyrocketed over the years, with billions of dollars exchanging hands, so the importance of this legislation cannot be understated.”    

“The signing of this bill illustrates our administration’s continued commitment to consumer protection,” said Lieutenant Governor Kim Driscoll. “It’s critical that residents using payment apps to send money are protected against fraud and that payment apps comply with our state’s regulations and adopts nationwide standards.” 

 “We are so excited to see the domestic money transmission bill become law because it will positively impact both consumers and businesses,” said Secretary of Economic Development Yvonne Hao. “In addition to offering protection for those using payment apps here in Massachusetts, the bill also establishes regulatory consistencies for any business offering the same services as banking institutions.”    

By modernizing existing Massachusetts law governing money transmission services to reflect the current day marketplace, the Domestic Money Transmission bill brings Massachusetts in line with the rest of the country in protecting consumers engaging in money transfers. This bill establishes a single statutory framework for the licensing, examination and regulation by the Division of Banks (DOB) for all money transmitters, including both foreign and domestic money transmissions, in Massachusetts. Payment apps like Venmo, PayPal, and CashApp will now need to obtain a license and comply with DOB regulations and consumer protection measures. 

"Given the popularity of peer-to-peer payment apps and the billions of dollars flowing through them from Massachusetts residents, this bill has been the legislative priority for the Division of Banks,” said Division of Banks Commissioner Mary Gallagher. “We appreciate the industry support on this policy change and thank the Legislature for passing this important consumer protection measure.”  

This bill also levels the regulatory playing field across businesses by establishing consistent supervision for non-bank entities offering the same services as banking institutions. Other changes include adopting a model law framework supported by a coalition of state financial regulators that enables regulators across multiple states to collaborate on supervisory and enforcement efforts and maximize resources, known as “networked supervision.” Being able to participate in networked supervision means that Massachusetts is part of an inclusive national system using common policies to prioritize work based on risk and resource availability leading to better consumer protection. 

“The Domestic Money Transmission Bill is a win-win for consumers and businesses across the Commonwealth,” said Undersecretary, Office of consumer Affairs and Business Regulation, Layla R. D’Emilia. Not only will consumers now have protection when using apps like Venmo, CashApp, PayPal and others, but businesses will benefit from the move toward uniform nationwide standards that enhance regulatory efficiencies and help reduce the regulatory burden on the industry. Thank you to the Legislature, especially the Chairs of the Financial Services Committee, for the continued support in passing this bill.” 

“This bill modernizes the statutory framework needed for the Division to attain accreditation, aligning Massachusetts with national standards and strengthening its ability to effectively oversee and regulate domestic money transmission,” said Representative James Murphy (D-Norfolk), House Chair of the Joint Committee on Financial Services. “It’s a significant step forward in supporting the Division’s strategic objectives and ensuring robust consumer protections across the Commonwealth. I want to express my gratitude to Commissioner Gallagher for her expertise and dedication, which have been essential in shaping this legislation to protect consumers and enhance the state’s financial landscape. I also thank my Committee Chair counterpart, Senator Feeney, for his collaboration on this important issue.” 

“As cutting-edge technology continues to provide more ways in which residents of the Commonwealth can make financial transactions, it is critical to adapt our laws and implement new tools to protect consumers transmitting money through third-party applications, such as Venmo, PayPal, and Cash App,” said Senator Paul Feeney (D-Foxborough), Senate Chair of the Joint Committee on Financial Services. “I want to thank my House Co-Chair, Representative Jamie Murphy, the Commissioner of Banks, Mary Gallagher, and the Healey-Driscoll Administration for their steadfast partnership and dedicated advocacy toward closing this consumer protection gap. I am proud of our collective work to protect our residents’ financial transactions from potentially bad actors and ensure we keep pace with emerging trends in the financial services sector.”

Massachusetts Economic Assistance Coordinating Council Approves New Projects in Gateway Cities to Receive $1.8 Million in Tax Credits  

Projects Will Create 125 New Jobs, Retain 40 Existing Jobs, and Spur $14.5 Million in Private Investment 

BOSTON – The Massachusetts Economic Assistance Coordinating Council (EACC) approved two projects for participation in the Economic Development Incentive Program (EDIP), a program that seeks to create new jobs and help businesses grow by offering credits to lower taxes in exchange for job creation. The awardees, CMZ USA LLC in Brockton and Nye Lubricants Co. Inc. in Taunton, are both manufacturers expanding in Gateway Cities. They will receive a total of $1,890,000 in state tax credits for their projects that are expected to create 125 net new jobs, retain 40 jobs statewide, and leverage approximately $14.5 million in private investment. Both of this round’s applicants are manufacturers with projects in Gateway Cities.  

Additionally, the EACC has approved two new Vacant Storefront Projects in Western Massachusetts that will receive EDIP refundable tax credits of $10,000 each. The awardees are LaBonte and Banas LLC D/B/A Toasted in Northampton and Comfort Bagel in Westfield. 

“This round of awards through the Economic Assistance Coordinating Council will support small businesses that bring economic energy to our communities and manufacturers seeking to expand their footprint in Massachusetts,” said Economic Development Secretary Yvonne Hao. “We are proud to offer this vital economic development tool that helps make our state the best place for businesses to launch, grow, and succeed.” 

The Healey-Driscoll Administration's economic development bill that was recently signed into law, the Mass Leads Act, reforms EDIP to lean into Massachusetts’ competitive advantage in supporting early stage, high-growth companies. While maintaining the existing overall statutory cap, this legislation would increase the cap on refundable credits to make the program fully refundable and improve program mechanics to strengthen execution as a key business development tool for the state, especially as it pertains to supporting the startup economy in Massachusetts.   

“The Economic Assistance Coordinating Council is dedicated to supporting businesses of all sizes and across every sector as they grow their operations and create new jobs in Massachusetts cities and towns,” said Undersecretary of Economic Foundations Ashley Stolba. “We look forward to seeing how this round of awards will benefit economic activity across the state in the years to come." 

The projects include:  

EDIP Certified Projects
EDIP is designed to foster job creation and stimulate business growth. A company that participates in EDIP may receive state tax credits and local property tax incentives in exchange for a commitment to create new jobs, retain existing jobs, and commit private investment to the project. 

CMZ USA LLC - Brockton 
CMZ Machinery Group is a 75-year-old Spanish company that produces high-precision metalworking machines for industries including automotive, defense, aerospace, sustainable energy, and healthcare. CMZ operates seven manufacturing plants, five subsidiaries, and an extensive distribution network across Europe, Turkey, and the United States. CMZ is seeking to expand its business in the US by investing in its own warehouse and plant, distributing products through a yet-to-be-created dealer network to sell and service CMZ machines. CMZ plans to invest $2 million and create 25 new jobs in Massachusetts. The EACC has approved $375,000 in EDIP tax credits. 

Nye Lubricants Co. Inc. - Taunton 
Nye Lubricants Inc. is a Massachusetts-based lubricants company with a German parent company, FUCHS, the world's largest independent supplier of lubrication solutions. Nye plans to develop more than 120,000-square-feet of space for a 78,000-square-foot R&D Technology Center and a 42,000-square-foot warehouse and add 100 new jobs. Approximately 80 of the new jobs will be professional STEM jobs. The EACC approved $1,515,000 in EDIP tax credits and the City of Taunton approved a 15-year TIF valued at $876,765. 

Vacant Storefront Program
The Massachusetts Vacant Storefront Program helps municipalities revitalize their downtowns and commercial areas. Municipalities may apply to the EACC to designate a defined downtown or other commercial area as a Certified Vacant Storefront District. After such a designation, a business may secure a commitment of local matching funds in order to apply to the EACC for refundable EDIP tax credits for leasing and occupying a vacant storefront in that district. 

Vacant Storefront Projects:  

LaBonte and Banas LLC D/B/A Toasted - Northampton 
Toasted is a breakfast and lunch restaurant featuring a full café bar with barista drinks. The EACC awarded Toasted $10,000 in EDIP state tax credits and the business also received a $10,000 municipal grant from the City of Northampton.  

Comfort Bagel - Westfield 
Comfort Bagel has a shop in Holyoke and is opening a second, larger location in Westfield with its own dedicated kitchen. The EACC awarded Comfort Bagel $10,000 in EDIP state tax credits and the City of Westfield provided the business with $14,265 in funds through Community Development Block Grant (CDBG), a federal program that supports community development activities to build stronger and more resilient communities. 

Vacant Storefront Districts: 

City of Springfield – Springfield has approved the Mason Square area as a Vacant Storefront District, including Wilbraham Avenue from King Street to McKnight Street and State Street from Berlin Street to Terrence Street. The district has 17 available vacant storefronts, and the City committed $500,000 in CDBG funds to small business assistance programs for FY2025, with a match of up to $50,000 per business.   

About the Economic Assistance Coordinating Council  
The Massachusetts Economic Assistance Coordinating Council (EACC) is a state board comprised of public and private sector officials that review and approve Economic Development Incentive Program projects and tax credit incentives. The EACC also approves local Tax Increment Financing and Special Tax Assessment agreements for municipal property tax relief associated with an EDIP project. The EACC’s is part of the Massachusetts Office of Business Development (MOBD) in the Executive Office of Economic Development, which assists businesses expanding in and relocating to Massachusetts, with specific attention paid to projects that create and retain jobs and invest capital. The MOBD team provides a highly responsive, central point of contact that facilitates access to resources, expertise, and incentive programs for businesses.

               (Boston Orange 周菊子波士頓報導) 國民黨波士頓分部11日在波士頓華埠乞臣街會址開年團拜,介紹新任委員,頒發黨證給2名新黨員,五、六十人歡聚一堂,展望新的一年,繼續支持民主、自由。

              波士頓國民黨常委張韻蘭在會中介紹了第57屆波士頓國民黨委員,其中張韻蘭、周仙梅、陳家驊已是老資格委員,司徒榮新、陳新友、梁娜玲、吳繼隆等則為新人。當選候補委員的是李美絨、鄭增壽。代表出席中華公所的委員為陳家驊。

張韻蘭在報告時坦言,過去這一年狀況不斷,痛苦非常。先是前任常委江文玲請辭,在黨員們要求下,儘管當時她已安排8月份腦部要動手術,仍應允出面代理,沒想到接著江文玲、袁建業夫婦搬回台灣,王競芳、薛劍童夫婦遷居他州,李若蘭、蘇麗萍、蔣碧如等委員都因家中有人生病等因素,陸續請辭,她被迫向上級申請,這才把原本應該年底才辦,三年一次的委員選舉,提前到六月底辦理。

由於當選的新任委員中,有梁娜玲 (會長)、陳新友、吳繼隆來自大陳同鄉會,鄭增壽(理事長),司徒榮新來自榮光會,坊間出現三會合併議論。張韻蘭也特地在會中說明,三會各自存在,但彼此支援,沒有合併這回事。

              當天還有頒發黨證環節,常委張韻蘭頒發黨證給梁自由、梁周秀英夫婦,歡迎他倆加入波士頓國民黨的大家庭。她並向出席黨員們報告,新的一年計畫每三個月辦一次慶生會,聯誼友情,希望黨員們把黨部當作第二個家。

              在團拜活動中,波士頓經文處處長廖朝宏,僑教中心主任高家富在會中分別應邀致詞,並和全美洪門致公堂元老余麗媖,波士頓國民黨員們一起互相打躬作揖的拜年,互祝新年好。

              廖朝宏感謝波士頓國民黨過去一年來支持該處活動,儘管經歷動盪,仍團結一致。他期許波士頓國民黨員們繼續關愛台灣,督促政府朝向自由民主的方向邁進。

              高家富以台北101和紐約時代廣場、澳洲雪梨大劇院的元旦煙火對比,直言台灣的自由民主、科技經濟上的發展都讓人驕傲。他代表僑委會委員長徐家青向大家拜年,祝福眾人事事順心,期許波士頓國民黨將來繼續支持僑務工作。

波士頓經文處2025元旦升旗 弦樂歌聲取代舞龍舞獅

            (Boston Orange 周菊子麻州牛頓市報導) 駐波士頓台北經濟文化辦事處 (TECO Boston) 11日早上11點,在位於麻州牛頓市的波士頓僑教中心門外廣場,舉行升旗典禮,頒發協辦雙十國慶有功人員謝狀,欣賞歌樂,享用美食,迎接2025年。

              波士頓經文處今年的元旦升旗,從演唱國歌的朱冠蓉,到負責展旗、升旗的波士頓臺灣影展協會共會長林致中、攝影志工夏承賢,波士頓臺灣龍舟隊會長邱偉哲、活動組長李承哲,都是年僅廿、三十歲的年輕人,加上擔任會場志工,還都只是高中生的海外青年文化大使,使得2025年元旦升旗典禮,成為歷年青春氣息最濃厚的一次。

              今年的開年慶祝會和往年不同之處還有沒了舞龍舞獅,但有劍橋合唱團在指揮顏毓芬率領下,出動11人演唱「忘了我是誰」、「一剪梅」、「掌聲響起」等3首歌,由伯克利和波士頓音樂學院學生組成的弦樂四重奏以大中小提琴演奏了「天公落水」、「望春風」、「四季紅」等曲目,給出席者格外不同的感受。

              升旗後的致詞儀式由波士頓僑教中心主任高家富主持。波士頓經文處長廖朝宏、僑務委員陳仕維、紐英崙中華公所主席雷國輝、牛頓市議會議長Marc Laredo,牛頓高地社區發展協會主任John Rice等人一一致詞。

              廖朝宏處長說,就在一天之前,人們才送走精彩的2024。在這一年中,台灣又一次成功舉辦了一場過程公平又透明的總統大選,人們向世界再次傳送強而有力的訊息,要延續並致力維護民主的生活方式。去年台灣也得到來自國際的巨大支持,在巴黎奧運中贏得獎牌,棒球隊第12次的贏得世界冠軍。

              廖朝宏還套用麻州經濟發展廳廳長郝伊平最常掛在嘴邊的「麻州隊」,稱「台灣隊」讓大家驕傲,和「美國隊」一起,都是「民主隊」。

              陳仕維說,中華民國國旗象徵著民主、自由、法治,在海外看到這面旗幟升起來,讓人感動的感受就是不一樣。

              雷國輝表示中華公所和中華民國台灣一樣都相信民主自由,近年來每年都和余麗媖等人合作,在雙十國慶期間,把中華民國國旗懸掛在波士頓華埠的每個角落,在波士頓市政府廣場升旗,這天來到牛頓市升旗,象徵著華美人士都追隨孫逸仙博士 (孫中山)的腳步,追求並維護民主、自由。

              Marc Laredo代表牛頓市歡迎人們來到牛頓市。他說他這天要強調的只有兩點,一是民主,一是歡迎人的社區,而那就是牛頓市的價值觀。

              John Rice從波士頓僑教中心舉辦升旗典禮開始,就每年參加至今。他笑說今年不一樣的是,他的媳婦要求他用中文說新年快樂,相信明年他可以用中文說更多吉祥話。

              致詞儀式結束後,廖朝宏處長頒發感謝狀給去年協助辦理雙十國慶的有功人員,包括余麗媖、雷國輝、張韻蘭、黃周麗桃、陳仕維等人。由於黃周麗桃身體不適,未到現場,由其夫黃國麟代表領取。

              今年的升旗典禮現場,穿著黃色背心的波士頓榮光會,以及穿著黃色T恤的海外青年文化大使,還有僑教中心志工最為顯眼,共有不下150人到會。

波士頓洪門致公堂迎接2025 胡振勝、譚偉明就任主席

               (Boston Orange) 波士頓洪門致公堂1229日在波士頓華埠泰勒街會址,舉行新屆職員就職典禮,連任主席胡振勝和新任主席譚偉明在40多名嘉賓、兄弟道賀中,由元老伍伯和和余麗媖主持監交儀式,接掌大任。

              由於會所正在重新裝修,波士頓洪門致公堂今年的就職典禮,上香、敬酒、宣誓,切金豬,簡單而隆重,除了彼此互為兄弟的波士頓安良工商會,以及近年來合作無間的紐英崙中華公所之外,全無外賓。

              洪門致公堂早在1848年於美國成立,最初在舊金山,其後陸續在其他城市成立當地分堂。波士頓的洪門致公堂由於有司徒美堂在1885年加入洪門後,1894年創辦波士頓安良工商會,1904年又接待了孫中山,傾力支持孫中山創建了中華民國而格外聞名。

                          過去這幾年,波士頓洪門致公堂推選出來的首名女主席,當上全美洪門致公堂首名女總理,如今已升任為元老的余麗媖,更為波士頓洪門締造了歷史紀錄。

             一家四代都是洪門人的余麗媖深知傳承重要,近年積極加強波士頓洪門致公堂與洪青體育會之間的交流互動,曾任主席的湯偉業,甫卸任主席的黎亦置,現任主席胡振勝,以及今年出任主席的譚偉明等人,都來自洪青體育會。

              新一屆的波士頓洪門職員為,主席胡振勝、譚偉明,秘書翁偉健,財政朱耀鐘,外交余志文、鄺炎彬,理財阮文良,核數周柏堅,康樂陳國航,出席中華公所代表游誠康,幹事鄧安。洪清會長陳偉理、劉凱文。
