Healey-Driscoll Administration Celebrates National Leadership in Making Child Care More Affordable and Accessible 

Massachusetts only state to continue funding child care stabilization grants  

at same level federal government did  

LOWELL – Today, the Healey-Driscoll Administration, state legislators, local officials and providers highlighted Massachusetts’ national leadership when it comes to making child care more affordable and accessible. In particular, Massachusetts is the only state in the nation to continue funding the Commonwealth Cares for Children (C3) stabilization grants for providers at the same level as the federal government.  

The Fiscal Year 2025 (FY25) budget signed by Governor Healey sustains the state’s commitment of $475 million for this program and makes it permanent. Last year, the C3 program contributed to a 7 percent increase in child care programs, adding more than 10,600 child care slots across the state.  

Governor Maura Healey, Education Secretary Patrick Tutwiler, Lowell Mayor Dan Rourke, Lowell City Manager Tom Golden, State Representative Vanna Howard, State Representative Rodney Elliott, House Majority Leader Alice Peisch, Education Committee Co-Chair Representative Denise Garlick and other local officials and community members marked this milestone at a Head Start preschool classroom at the Community Teamwork in Lowell. C3 supports early education and care providers’ day-to-day operational costs, including compensation that enables programs to better recruit and retain their staff while mitigating increased costs for families.This critical funding effectively helped to stabilize the state’s child care system, enabling early education programs to remain open, and is also supporting system-wide growth through investments in workforce, quality and affordability.   

“Massachusetts is the number one state for women, for having a baby and for raising a family. That’s in large part due to our commitment to making the strongest child care and early education investments in the country,” said Governor Maura Healey. “Our nation-leading efforts have added thousands of new child care slots across the state, and we’re continuing to partner with the Legislature to make child care more affordable and support our hardworking providers.” 

“The C3 program has been a huge success in keeping child care programs open, adding more seats, increasing educator salaries and reducing costs for families. Massachusetts is proud to be leading the way by sustaining this vital program,” said Lieutenant Governor Kim Driscoll. “We know that child care is foundational to our economy and key to our competitiveness, and want to make sure that employers, investors and workers alike know that Massachusetts provides the best access to affordable child care.” 

Thanks to strong state investment, the early education and child care system in Massachusetts has rebounded and now exceeds pre-pandemic licensed capacity by 7,100 child care spaces, representing a total increase of approximately 37,000 seats compared to the pandemic low in the Spring of 2021.  

“This summer, the Healey-Driscoll administration held 14 in-person and virtual listening sessions across Massachusetts. One thing we consistently heard from early education and care programs was how crucial C3 grants are,” said Education Secretary Dr. Patrick Tutwiler. “The pandemic era stabilization grants for the child care sector were a first and clearly demonstrated how critical this type of funding is to stabilize, heal, and transform the early education and care system. By continuing these grants on a permanent basis with full state funding, Massachusetts continues to lead the nation.” 

“One of the most important levers to address the market failure leading to high child care costs and low educator wages has been the C3 program. Under Governor Healey’s leadership, and in partnership with the Legislature, C3 remains a critical funding mechanism for the early education and care sectorthatprovides ongoingoperational resources to programs,” said Early Education and Care Commissioner Amy Kershaw. “With the continuation of this program, the state is investing in sustained and expanded capacity to serve working families and workforce and program quality and is building a system that is more accessible and affordable for allfamilies.” 

In addition to funding C3 at $475 million, the FY25 budget prioritizes early education and child care in a number of other ways, including:  

  • $872 million for child care financial assistance to support low- and moderate-income families, including families receiving services or supports from DTA and DCF, as well as staff working in early education and care programs.   
  • $85 million for reimbursements for early education and care providers who accept state child care financial assistance, known as rates, $20 million over FY24 for new rate increases this year to better cover the cost of providing care. This is a $20 million increase over FY24. 
  • $22.5 million for the Commonwealth Preschool Partnership Initiative (CPPI) to maintain FY24 expanded universal access to high-quality preschool, with a focus on gateway cities and rural communities. 
  • $18.5 million for supplemental grants to Head Start programs.   

Earlier this year, recognizing the essential role child care plays in supporting the state’s economy and competitiveness, Governor Healey signed an executive order directing all state agencies to help make child care more affordable and creating an Early Education and Child Care Task Force. The task force includes all cabinet Secretaries, who engages with industry and business leaders, organized labor, and other experts. They recently held a series of listening sessions across the state to gather input to help inform the administration’s approach to affordable child care. 

"Along with increasing our ability to fairly compensate teachers and staff, C3 grants and other state supplemental funding have enabled us to meet the increasing needs of our children and families.The soon to be open, Rita O'Brien-Dee Center for Behavioral Health and Development,is one of our responses to the great challenge of mental health for our children, staff and families and continued funding through C3 grants is helping us to provide this much needed programming for our community," said Karen Frederick, Community Teamwork CEO."We are grateful to Governor Healey and her Administrationfor taking a leadership role in ensuring this critical funding continues." 

“Affordable and accessible early education and care is core to being a competitive Commonwealth, and making C3 grants permanent is a monumental step forward for Massachusetts kids and families," said Senate President Karen E. Spilka. "Codifying C3 grants means keeping costs down for families, keeping doors open for providers, and helping educators get paid what they deserve. I'm proud the Senate led the charge to include this in our final budget, and grateful to the Healey-Driscoll Administration for swiftly getting these dollars to providers."

This funding is an expansion of the Mayor’s efforts to create a fun and safe environment for kids and families to enjoy community with a mini-grant opportunity for neighborhoods to host Halloween block parties.

BOSTON- Thursday, September 5, 2024 - Today, Mayor Michelle Wu and the Community Engagement Cabinet’s Office of Civic Organizing announced applications are now open for the Spooky Streets Grant Program. This funding is an expansion of the Mayor’s efforts to create a fun and safe environment for kids and families to enjoy community. Residents and community groups who apply and get approved will receive a mini-grant for $250 to purchase items such as candy, pumpkins, decorations, and face paint, making it easier and more affordable for neighborhoods to host Halloween block parties.  


“We’re working to make Boston the best place in the country to raise a family,” said Mayor Michelle Wu. “These spooky streets block parties provide safe, fun, and festive opportunities for our families to celebrate Halloween with their neighbors, and that is why we’re making it easier for everyone to apply for a grant. I can’t wait to see the costumes, decorations, and community gatherings this coming fall!”


This summer, the Mayor’s Office of Civic Organizing provided 54 grants to residents and community groups totaling $31,500 across 14 neighborhoods in Boston through the City’s Block Party Grant Program. The Mayor’s Office of Immigrant Advancement helped fund two block parties in support of non-profit organizations that serve the immigrant population in Boston.  


"We're thrilled to expand our community-building efforts through the Spooky Streets Grant. Since launching our Summer Block Party Grant initiative in 2023, our office has been dedicated to creating more opportunities for residents to connect and activate their streets,” said Director of the Office of Civic Organizing Nathalia Benitez-Perez. “With the Spooky Streets Grant, we hope to support even more events, bringing fun and traffic-free streets to Halloween and Harvest gatherings." 


For residents interested in applying, please see below:

  • Apply for the Play Street Closing Permit first here. Then you will be prompted to apply for the Spooky Streets grant. 
  • To be eligible, all block parties must be free and open to the public.
  • Block parties cannot be hosted on parks or private lots, and must be on a public street
  • Block parties must be hosted the week leading up to Halloween from Friday, October 25 - Sunday, November 3.
  • Block parties do not have to be Halloween-themed. 


“Activating our streets in the fall with fun activities that bring joy to our City’s youth and families makes me so proud to call Boston home,” said Community Engagement Cabinet Chief Brianna Millor. “Supporting individuals and organizations to fund efforts to expand our block party program is the positive energy we need in our city.” 


In partnership with the Mayor’s Office of New Urban Mechanics (MONUM), the City of Boston has streamlined the block party permit application process to improve constituents' experience and speed up approvals. The City has also expanded what activities are allowed at block parties without additional permits, including potluck food, tables and chairs, 10 by 10 tents, and more. A Block Party Planning Guide is available to help explain the planning process of hosting block parties in neighborhoods.


“Block parties are one of the best ways for residents to connect and build community with their neighbors,” said New Urban Mechanics Program Manager Nate Lash. “We are so happy to have made the permitting and planning process easier for residents.”


The deadline to apply for a Spooky Streets grant is Friday, September 20 at 5:00 p.m. The application can be found here (along with the necessary application for a Play Street Closing Permit), and residents and community groups can visit boston.gov/spooky-streets

波士頓僑團再上街頭 呼籲各界支持台灣加入聯合國

               (Boston Orange 周菊子波士頓報導) 來自7個僑團的30多名麻州居民,91日攜帶布條,標語牌,傳單,從麻州政府大樓前的波士頓廣場,遊行到隔壁有300多年歷史的波士頓花園,吸引路人注意,籲求支持臺灣加入聯合國 (UN)及世衛組織 (WHO)

              台灣僑團走上街頭,把支持臺灣加入聯合國、世界衛生組織這議題帶到主流社會一般民眾眼前,期以在國際間引發更多關注的行動,已在波士頓辦過好幾次。

              今年由波克萊台商會發起,有波士頓台灣影展協會、政大校友會、客家鄉親會、北一女校友會、璞石中華文化工作室、台灣世衛協進會等響應,30餘人魚貫而行的沿路發傳單、舉牌,十分引人注目。

              過往行人有的不明所以,刻意繞過;有的好奇,駐足探問,也有人熱情回應,加入合影,甚至舉臂呼喊支持臺灣的口號。

              陪同僑胞遊行的波士頓僑務委員郭競儒和波士頓僑教中心主任高家富在活動結束時,感謝僑胞們在勞工節假日還撥冗參加遊行,愛臺灣之心,值得嘉許表揚。郭競儒表示,「雖然我們都住在波士頓,但是我們也關心臺灣,關心臺灣甚麼時候可以加入聯合國」。她說,相信在大家的努力下,一定可以更快加入聯合國。

              根據維基百科上的背景資料,聯合國是個由50多國政府組成的一個世界性組織,1945425日在舊金山開會,並起草了「聯合國憲章」。當時的安理會5大常任理事國為中華民國、法國、蘇聯、英國和美國。

              1949年時,中國共產黨打贏了國共內戰,在中國大陸建立中華人民共和國,由國民黨主導的中華民國退居臺灣,形成兩個中國的局面。

              1971年的1025日,第26屆聯合國大會通過第2758號決議文,「恢復中華人民共和國在聯合國組織中的合法權利問題」,繼而形成中華人民共和國取得聯合國安理會5大常任理事國席位,中華民國退出聯合國的結果。

              近年來,臺灣為爭取國際支持,順暢地與世界各國互動,在新冠病毒肆虐全球之際,更以「臺灣能幫忙 (Taiwan can help)」的事實,積極呼籲各界支持臺灣加入世界衛生組織,加入聯合國。

一摩頓市亞裔涉嫌參與持槍搶劫 2 水療店 判入獄6年

               (Boston Orange 編譯) 美國檢察官麻州辦公室今 (4)日宣佈,一名摩頓市亞裔居民因夥同他人持械搶劫,被判入獄6年,監管保釋3年。

              麻州代理美國檢察官Joshua S. Levy稱,地方法院法官Nathaniel M. Gorton以唐立文在20226月間,參與持械搶劫布魯克蘭鎮和Stoneham市的水療店,判處入獄6年。

              檢察官稱,唐立文在2022612日的晚上850分走進布魯克蘭鎮的Balance Reflexology水療店,假裝是要做按摩的客人。當時只有一名員工在店裏。當店員鎖上門,把唐立文帶入後面的房間,準備按摩時,唐立文立刻說自己胃痛,不按摩了,要求退款。店員表示得請示老闆,唐立文就趁著店員打電話時,把門打開。

              唐立文的同夥,Alfeu BarbosaJonas Nunez戴著面罩,揮舞著槍枝,這時就走了進來。其中一人毆打店員的臉部,把店員打倒在地上,還拿槍指住店員的頭。

              Barbosa Nunez扯住店員的頭髮,把她拽到走廊上,一邊喝令她安靜,一邊用膠帶把她的手腕、腳踝綁了起來。他們在店內搜索了幾分鐘後,揣著500元現金和店員的手機逃逸。

              當晚大約1020分,這幾人又初級了。這次市搶Stoneham的媚的(May’s)水療按摩店。

              檢察官在一份聲明中形容,這些人抵達後,決定需要更多人來幫忙搶劫,於市Barbosa打電話求援。沒多久,就有一輛吉普車載著3個人抵達。

              檢察官說,BarbosaNunez,還有一名從吉普車上下來的人,戴著面罩,揮舞著槍枝,走進店裡,用膠帶把那時在店裡的人都綁了起來。

              這些搶匪最後從一名男顧客那兒拿走500元,從水療店的收銀機拿走大約600元,還有3部手機。

              4月時,Nunez已認罪,被判入獄23個月。Barbosa7月被定罪,判入獄10年。

              唐立文的辯護律師Erin Opperman要求判處唐立文服刑30個月,因為唐麗文並不知道他的同伴計畫著要在布魯克蘭鎮的水療店拿槍指嚇店員。他還說,唐立文知道該店業務,他也知道完全不需要用到槍。他還說唐立文並未積極參與Stoneham的搶劫,只是站在外面。

麻州文化協會新年度補助申請 10月6日截止報名

BOSTON – Mass Cultural Council announces that grant applications are now available for the FY25 Local Cultural Council (LCC) Program.

As the Commonwealth’s independent state arts agency, Mass Cultural Council is charged with bolstering the creative and cultural sector, thereby advancing economic vitality, supporting transformational change, and celebrating, preserving, and inspiring creativity across all Massachusetts communities. The Agency pursues this mission through a wide range of grants, initiatives, and advocacy for artists, communities, organizations, and schools.

In FY25, Mass Cultural Council will invest $5.7 million into the LCC Program, the nation’s largest volunteer-based, grassroots arts and culture public funding network. In total, 329 local and regional cultural councils award annual grants, ensuring public investment in, and access to, arts and culture in every Massachusetts community.

LCC grant awards, typically between $500-$750, support a broad range of projects and programs, such as operating support, ticket subsidies, field trips, artist residencies, public art, fellowships, community events/programs, site specific projects, and other activities, based on local priorities. Both individuals and organizations are eligible for funding.

Each LCC determines its own local eligibility requirements based on a community engagement process. Prospective applicants are encouraged to check each LCC's Council Profile to learn more about the local priorities for this funding round.

麻州有望增添一名亞裔眾議員 馬惠美在牛頓市初選獲勝

             (Boston Orange 周菊子波士頓報導) 亞裔麻州眾議員參選人馬惠美 (Amy Mah Sangiolo) 初選告捷,以83%的高得票率擊敗對手,順利晉級。坊間認為在選盤由民主黨壟斷的麻州,這初選結果等同宣告,麻州將再添一名有戰力的亞裔眾議員。

             115日的大選中,美惠美將和共和黨籍的Vladislav Yanovsky競爭代表牛頓市的麻州眾議員席位。

             1994年迄今,共連任15次的牛頓市在位眾議員Kay Khan早前宣佈退休,曾擔任數屆牛頓市議員,角逐過牛頓市市長的馬惠美,立即宣佈參選。

             麻州今年的州級選舉很沉寂,160名眾議員席位,只有26個出現競爭對手。其中牛頓市最為熱鬧,2名在位眾議員,從1994年起已已連任15屆的Kay Khan,和從1999年起連任13屆,代表牛頓市和布魯克蘭鎮 (Brookline)Ruth Balser宣佈退休,形成席位勢必由新人上任局面。

             馬惠美贏了米斗塞郡第11選區的民主黨初選。具有律師身份的她,在19972017年間,曾擔任10屆牛頓市市議員,目前在麻州總檢察長辦公室可負擔住宅組工作。

             在這次的選舉中,馬惠美的對手是牛頓市政治素人,在RTX擔任稽核,在強調政府透明的激進平台參選,28歲的Alexander Jablon

             今年的麻州選舉,參眾議員部分,也只見零星議員面對挑戰,40名參議員中,只有民主黨得票率79%Nick Collins,得票率80%Montigny ,得票率61%Pacheco,得票率71%G,得票率45%Driscoll,得票率50.2%Muratore面對競爭。11名共和黨籍麻州參議員都無競爭對手。

             麻州眾議員部分,42名共和黨籍議員,僅約5人面對挑戰。100多名民主黨籍議員也僅20人面對挑戰。其中華人熟悉,代表Saugust鎮等地的共和黨籍眾議員黃子安 (Donald Wong) 和民主黨籍,代表昆士市的陳德基 (Tackey Chan) ,在初選中都無競爭對手。

             在聯邦參議員部分,共和黨的初選由John Deaton64.9%的得票率晉級大選。民主黨在為候選人Elizabeth Warren無競爭對手。在聯邦眾議員部分,9個席位,8名民主黨在位候選人,都無競爭對手,唯一的共和黨籍在位候選人Burke 贏得46%的選票,競爭對手Govatsos28%選票。

             在麻州羅爾市 (Lowell),有華裔血統的柬埔寨裔羅爾市前市長Sokhary Chan Chau參選北米斗塞郡地契註冊官 (Register of Deeds),但在民主黨初選出以2517票輸給贏得3221票的Karen M. Cassella

薩福克郡最高法院書記選戰 Allison Cartwright宣佈勝利

               (Boston Orange 綜合報導) 在麻州今年州級選舉初選中最受矚目,最具競爭味道的薩福克郡最高法院書記一職,93日晚,一如眾所預期,有多名麻州大咖政要支持的Allison Cartwright自行宣佈勝選。

              大約晚上10點半時,Allison Cartwright在家人簇擁中來到牙買加平原的天堂 (Haven)”餐廳,感謝支持者。第一次參選公職的她說,「這不是我的勝利,是我們的勝利,是民主,也是法庭獨立的勝利,尤其是對麻州的最高法院來說」。

              Allison Cartwright 的大咖政要支持者,包括波士頓市長吳弭 (Michelle Wu),麻州眾議員John Moran,波士頓市議會議長Ruthzee Louijeune,市議員Ben Weber,以及薩福克郡最高法院現任書記Maura Dpyle也都來到現場慶祝。

              雖然10點半時,正式的選舉結果還未出爐,但是吳弭市長告訴現場群眾,Cartwright的競選團隊義工遍佈波士頓市、瑞維爾 (Revere)、溫卓普 (Winthrop),以及雀喜市( Chelsea)等地投票站,回報了來自投票機的數據。儘管郵寄選票也還沒計算,但他們很有信心,Cartwright贏定了。

              許多選民其實並不瞭解薩福克郡最高法院書記到底是一個什麼樣的職位,投票時有的人是看支持候選人的都是那些人,有些人看候選人本身有多長的公職經驗。

              薩福克郡最高法院書記這職位,主要負責管理法院的單一法官案件量,在一名法官過濾法院緊急上訴案件,決定哪一宗案件應該要讓所有的法官聆訊。書記也監管麻州律師協會新律師入會,處理律師紀律問題等。這是一個一任六年的職位,現任書記的年薪將近19萬元。

麻州 MBTA 首度推出低收入減價票 9/4起受理申辦

             (Boston Orange 周菊子麻州摩頓市報導) 94日起,麻州低收入民眾搭乘MBTA的所有交通工具,包括地鐵,巴士、渡輪、通勤火車,輔助客運系統 (The Ride) ,均可享有半價優惠。麻州政府估計約6萬人將獲益。

                     麻州州長奚莉 (Maura Healey)和麻州地鐵 (MBTA) 總經理伍偉華 (Philp Eng)等人, 3日在摩頓中心MBTA車站外宣佈,94日起,麻州首度推出低收入士減價票,凡是年齡在1864歲之間,年收入在聯邦貧窮線200%以下人士,均可上網,或親自到ABCD5個分支辦公室地點申辦減價票。ABCD執行長Sharon Scott-Chandler表示,之後將逐步擴張

換算下來,約等於年收入在3萬零120元的個人,或年收入在62400元以下的四口之家,都有資格申請。奚莉州長指出,使用低收入減價票平均一年可節省大約720元。

麻州地鐵一直以來都發行有減價票,凡是殘障人士,耆英、部分學生,以及25歲以下的低收入青少年,都可申辦、享有,但這還是第一次針對低收入人士推出減價票。

奚莉州長表示,改善人民經濟的一大要素是改善人民出行的能力,這低收入減價票將可幫助人們在無論是上學、上班或就醫時,都更無壓力。

麻州地鐵估計,一旦"低收入減價票"上路後,低收入人士搭乘MBTA交通工具的數量會增加30%左右,同時帶來相應的減少碳汙染,助益環保功效。

麻州地鐵早前估計,推出這低收入減價票,一年約需耗資2300萬元以彌補車資損失和服務增添,到2028年還可能增加至6200萬元。

摩頓市長Gary Christenson,華人前進會行政主任陳玉珍等人,都應邀出席了發佈會。摩頓市居民黃威培也應邀出席做見證。他帶著女兒到場,直言自己目前無車,待業,出門都靠地鐵,有了減價票,他將可以帶女兒去更多地方。近來物價高漲,經由這減價票節省下來的每一分錢,都可以讓他們生活得更輕鬆些。

94日起,民眾可攜帶證件,親自到ABCD5個地方辦公室申辦MBTA低收入減價票。ABCD執行長Sharon Scott-Chandler表示,收受申辦地點將逐步擴張至31處。麻州社區行動協會(Massachusetts Association for Community Action (MASSCAP) network)也受理申辦。

民眾也可上網,到mbta.com/income-eligible申辦。MBTA提供包括繁體、簡體中文等多種語言版本申請表。

波士頓粵曲圈聞人林德辭世

             (Boston Orange)波士頓僑界粵曲圈聞人,也是波士頓華埠獅子會前會長林淑明之父,林德 ( Tak (Peter) Lam)日前在家人圍繞中,於麻州安詳辭世,享年82歲。

              林德與家人從香港移民來美,定居波士頓後,以其戲曲專長,和夫人陳美燕一起,為波士頓粵曲圈增添許多風采,但凡社區舉辦活動,他們也總是和藹的有求必應出面助陣,自從他們夫婦倆的女兒林淑明加入波士頓華埠獅子會後,更經常為女兒撐腰,到中華頤養院、中華耆英會等地即興表演。

              林德身後遺有妻子陳美燕,3名子女林國龍、林淑瑜、林淑明,以及兒媳羅考英、女婿文順富和4名孫輩,分別住在麻州的昆士市、Braintree,以及Canton等市鎮。

              林家稱,林德在世時,妻賢子女孝,兒孫滿堂,一家人感情十分融洽,如今林德辭世,家人十分不捨。

              林德的追思告別儀式訂97 (週六)早上9點至中午12點,在永福殯儀館(13 Gerard Street, Boston, MA 02119) 舉行,隨後將安葬於龍都鎮中央墳場(327 North Street, Randolph, MA 02368)
