網約車司機上麻州府 齊聲要求成立工會

               (Boston Orange 周菊子波士頓報導) 數以百計的網約車司機在數個不同組織支持下,今 (17) 早聚集在麻州州政府二樓的大樓梯前,發表了一份網約車經濟報告,指陳網約車司機實際收入甚至低於麻州最低時薪標準,籲請通過眾議會法案1099,讓他們成立工會。

              在這份由「司機要求正義 (Driver Demand Justice) 」聯盟發表的報告中,麻州的網約車司機,大約每5人中就有3人,實得收入低於麻州最低時薪標準的15元,中位時薪為12.8元。

              該報告還指出,由於UberLyft的司機被定位為獨立合約商,因而在申報所得稅時,還得額外繳交7.65%的社會安全及醫療補助稅。如果把繳稅因素納入計算,那麼網約車司機的收入會更加絕對的少於時薪15元這麻州最低標準。

              網約車司機的收入,還有大約一半是花在了汽油、汽車維修等開銷上。而且在大波士頓,網約車司機上工後,大約有53%的時間是處於無客狀態,也就是那段時間工作,但沒有收入。

              這份報告是由「大湖數據 (Big Lake Data) 」用網約車司機們使用的應用程式Grodwise,根據1929UberLyft司機,在20227月到20236月間的100萬次載客行程分析出來的。

              波士頓環球報稱,麻州獨立工作聯盟 (Massachusetts Coalition for Independent Work)發言人Conor Yunits表示,1929人在網約車司機中只佔極少數,因而前述分析低估了網約車司機的真正收入。他指出,BW研究合夥公司的一份2021年報告的發現是,麻州網約車司機的平均收入是每小時26元。

              今年第2季時,Uber表示,波士頓地區司機賺到的時薪是33元,還把等候的時間都計算進去了。

              Yunits還表示,網約車的企業架構就是位駕駛提供承接那一次載客行程的選擇自由,或是同時使用多個應用程式來工作。如果他們以正規班次方式工作並受薪,選擇自由就可能會消失。

              華人前進會透露,該會組成的網約車微信群,有200多名華裔網約車司機。17日這天,來自中國天津,住在水城,在國內原本從事水處理研究的網約車司機高進,經由華人前進會副主任陳穎琪翻譯,分享了他的個人經驗,並強調要成立工會,才能保障他們這些個別人士的權益。      

              他說,去年6月某天晚上,他開車載著2名乘客到尚莫維爾市,因道路維修工程,必須繞道而行,不料乘客因此不滿,竟報復的向Uber公司誣告他吸毒後開車。Uber公司接獲投訴,沒有給他解釋的機會,直接關閉了他的帳號,還上報給麻州交通局,導致Lyft也把他的帳號封了。

              高進表示,自己這輩子從未碰過毒品,被投訴後,也去相關機構做了好幾次毒品檢測,又參加了幾次聽證會,才終於證明自己的清白。之後,Lyft恢復了他的帳號,但Uber卻至今拒絕處理,他很冤枉,卻投訴無門,感到很沮喪。因為這種情況,他才強烈想要有個工會。他相信不只有他自己遭受不公平待遇,而是整個網約車司機行業存在有問題,他認為只有成立了工會,網約車司機們的權益才能得保障。

              另一名未上台致詞的華裔網約車司機,住在Weymouth,現年57歲的Alan Deng,也有不幸遭遇。他告訴波士頓環球報,自從Lyft刪減給網約車司機的分成後,儘管他的工作時間同樣長,收入卻減少了。今年9月他出車禍,沒法再開車了,但是由於網約車司機是屬於零工分類,他無法取得工傷補貼,也難爭取保險賠償。出車禍後,Lyft公司也幾乎沒有任何表示,這些情況也都讓他支持成立工會。

舊愛迪生電廠大樓重新發展工程招聘會10/18

          (Boston Orange 編譯) 波士頓市議會議長Ed Flynn在推特上提醒民眾,1018日下午36點,在波士頓市哥倫比亞路 (Columbia) 1663號街 (Summer) 776號的Curley社區中,有個就業機會展。

                   位於南波士頓和海港區交界處,原本是波士頓愛迪生電力廠的歷史大樓,正在重新翻修,把15.2英畝的地,建成168萬平方英尺的綜合用途大樓。

                 776團隊將借這次的就業展,邀請民眾探詢工程、建築、項目管理,可持續性等等領域的就業機會,甚至有工會的實習機會。



僑委會「戀念臺灣」兒少短期體驗營 10/20起接受報名

             (Boston Orange)僑務委員會和教育部國教署合作,將於 112 學年度下學期恢復辦理「戀 念臺灣海外僑民兒童或少年至校短期體驗計畫」,1020日起受理申請。

              波士頓僑教中心1017日發佈消息,請有意帶兒女返臺參加活動的家長,在1020日至1112日之間,到僑委會的「僑務活動報名系統」網頁 (https://register.ocac.gov.tw/cht/index.php?/sign/nostalgia fortaiwan)填表申請。

              「戀 念臺灣海外僑民兒童或少年至校短期體驗計畫」旨在鋪陳海外僑民的幼童或少年和國內同年齡學童一起學習的機 會,增加他們對臺灣風土及人情之美的認知,進而認同臺灣文化,鏈結對 臺灣的情感。

              僑委會於民國 107 108 學年度與教育部國教署合作 辦理「戀念臺灣海外僑民兒童或少年至校短期體驗計畫」,鼓勵海外僑民帶 6 15 歲子女回臺,短期居留,以隨班附讀方式 學習正體漢字、體驗臺灣文化與習俗。

僑委會表示,該活動在辦理期間深獲國內民眾及海 外僑界好評,既有效提升了臺裔子女對臺灣的認同與感情,激發他們持續學習華語文的意願,也拓展了本國青年學生的國際視野,奠立跨國交流契機。

107 學年度共計有 13 國、139 人次學童返臺體 驗。108 學年度將在 15 縣市擴大辦理,有43 所中小學參加,共有來自 29 個國家、669 位學童提出申 請,共計媒合成功 610 人(總體驗為 689 人次),媒合成功率為 91.18%

鑒於海外僑民對體驗計畫有高度期待,僑委會與國教署決議自 112 學年度下學期復辦,計有 16 個縣市、31 所國民小學及 11 所國 民中學參加。活動日期為 113 3 1 日起至 113 6 30 日止,申請體驗天數以 5 30 個上課日為原則,每人最多申請體驗 1 次。

波士頓華埠牌樓英雄廣場10/25 添新名譚阿勇

         (Boston Orange 綜合報導) 波士頓退伍軍人服務局將於1025 (週三)下午三點半,在 波士頓華埠牌樓前的必珠街 (Beach)舉行儀式,以「英雄廣場」路牌,向時隔80年後找到的二戰英雄譚阿勇 (Wing O. Hom) 致敬。

                       美國退伍軍人會波士頓華埠328分會會長司徒文信 (Matthew Seto)和波士頓退伍軍人服務局局長Robert Santiago 1011日十,都專程前往紐約出席了葬禮,向這位當年於波士頓參軍的第二次世界大戰大兵譚阿勇 (PVT. Wing O. Hom) ,在時隔80年後,由於基因檢測,身份大白,得到遺骸從義大利運回美國紐約安葬機會的二戰英雄,表達敬意。

                   國防戰俘/失蹤人員局 (Defense POW/MIA Accounting Agency,簡稱DPAA)711日時宣佈,該局於今年4月,經人類學及粒線體的基因分析,辨識出譚阿勇的遺骸。

                      19442月,出生於廣東開平,時年20歲,還是一名學生的譚阿勇,在義大利羅馬南部Cisterna di Latina的安齊奧戰役 (Battle of Anzio) 中失蹤。

譚阿勇是棣屬於第 3 步兵師第 7 步兵團 B 連的大兵 (Private)19442月,他奉派到義大利,參加Cisterna di Latina鎮的一場激戰,沒想到他卻失蹤了,軍隊一直找不到他的屍體,而他也從未被申報為戰俘,於是19452月,軍方宣佈他死了。

                      譚阿勇逝後,曾獲頒紫心勳章、青銅星勳章、他的家人也一直惦記著他。在同源會推動,美國政府決定以金質獎章表揚所有曾經參加第二次世界大戰的華裔軍人後,譚阿勇的姪子譚振強 (Ken Hom) 更加覺得,應該要讓叔叔曾經參戰的事蹟,讓更多人知道,於是2019年國殤日,在Instagram上張貼了譚阿勇的基本訊息,藉以悼念。

                  相關資訊引起DPAA注意,並列入檔案後,沒想到在
2021年時,有人在義大利Nettuno,靠近彭特羅特小村莊 (hamlet of Ponte Rotto) 的西西里羅馬美軍公墓 (Sicily-Rome American Cemetery) 發現一堆身份不明遺骸。國防戰俘/失蹤人員局 (DPAA) 在義大利研究尚未辨識之美軍逝者的歷史學者認為,那很可能是譚阿勇的遺骸。

                     經過內布拉斯加州奧福特空軍基地(Offutt Air Force Base)的人類學及粒線體基金檢測,今年4月確認了那的確就是譚阿勇的遺骸。這才有了DPAA和譚阿勇家人,1011日在紐約華永生殯儀館舉行的葬禮。譚阿勇也葬在了布碌崙(Brooklyn)長青墓園 (Evergreens Cemetery) ,和他父母長眠一處。

                   美國退伍軍人在11日的追思會現場,又正式的頒給譚阿勇優良服務勳章,以及第二次世界大戰勝利獎章。紐約同源會也送上了國會頒發的金質獎章。

                 美國政府估計,第二次世界大戰時,約有72000人仍處於失蹤狀態。DPAA2015年以來,經由從45個國家送回來的遺骸,已辨識約1200名士兵、水手、空軍,海軍的身份。 (更新版)

麻州撥款750萬元保護地方景觀

Healey-Driscoll Administration Awards $7.5 Million for Landscape Conservation Projects 

BOSTON – The Healey-Driscoll Administration today awarded $7.5 million in grant funding to enhance and protect large acreages of land throughout Massachusetts. Through the Landscape Partnership Program, the Executive Office of Energy and Environmental Affairs (EEA) is supporting six projects to improve and expand public recreational opportunities, water supply, ecosystems, and habitats. The program will also support the "Forests as Climate Solutions Initiative" to protect high-quality forested land.   

“We’re investing to protect our forests and agricultural land while strengthening our communities. This program is just one example of how we’re taking a whole-of-government approach to making Massachusetts more resilient,” said Governor Maura Healey. “Our Administration is proud to assist these communities in acquiring land and creating vibrant, accessible green space that will boost the quality of life in Massachusetts.” 

“As a former mayor, I know the importance of cross-sector collaboration and the success that comes from those partnerships,” said Lieutenant Governor Kim Driscoll. “These grants will build connections between communities and the nearby natural spaces. Increasing access to open space will help connect residents to the outdoors and give our residents – especially young people – a stake in stewarding the environment for generations to come.” 

The Landscape Partnership Grant Program was created in 2011 to facilitate large-scale projects that sustain the integrity and resilience of ecosystems, protect the viability of farm and forest economies, and expand public outdoor recreational opportunities while enhancing partnerships among state, municipal, and non-profit entities. This year’s awards will conserve over 2,000 acres from Hampshire County to Martha’s Vineyard and are part of the administration’s efforts toward building climate change resilience and protecting critical natural landscapes. 

“Land conservation is a significant part of our climate strategy. Our natural lands are the original carbon capturers and will serve as an important tool as we ramp up our efforts to reduce emissions,” said EEA Secretary Rebecca Tepper. “The projects being awarded are tremendous examples of ways agencies and organizations can work together to protect properties from the impacts of climate change.” 

“By preserving our land and making our outdoor public spaces more accessible, we are creating a Commonwealth that builds communities, is environmentally friendly, is climate resilient, and is more welcoming for all of our residents,” said Senate President Karen E. Spilka. “I’m thrilled to see these grants go to these deserving public spaces, and I’m thankful to the Healey-Driscoll Administration for prioritizing our environment and publicly accessible outdoor space.” 

“Wilderness conservation and access to green spaces are critical to the balance of life for both the Commonwealth's environment and that of its residents,” said State Representative Ann-Margaret Ferrante. “Preservation of these areas helps to maintain the natural wonder and ecological impact of Massachusetts and its native wildlife. At the same time, maintaining access for residents to be able to respectfully use these places as areas of respite and recreation provides improved quality of life for our residents. Thank you to the Healey-Driscoll Administration for this investment into our communities.” 

Landscape Partnership Grant Program awardees are:

  • Town of Middleborough and Department of Conservation and Recreation (DCR) – Fort Hill Conservation Project: $1.25 million to protect 278 acres that extend protection to 2.25 miles of the Taunton River in Middleborough. In addition to conserving important agricultural lands, mitigating future flood impacts, and creating new opportunities for recreation, these lands are of important archaeological and cultural significance.
  • DCR and Sudbury Valley Trustees – Nobscot Hill Project: $1.25 million to purchase a conservation restriction on 134 acres in Framingham currently owned and managed by the Mayflower Council of Boy Scouts of America. This property, which provides trail connections and recreational opportunities to members of the public, and is adjacent to Callahan State Park, will be permanently protected for conservation and recreational values.
  • Essex County Greenbelt Association, City of Gloucester and Manchester Essex Conservation Trust – DeNormandie Woods Project: $1.25 million to protect 290 acres that are part of a 1,462-acre expanse of protected forestland spanning Manchester, Essex, and Gloucester. The property offers a well-established trail network that adjoins water supply protection lands and is presently enjoyed by hikers as well as trail bikers.
  • Kestrel Land Trust, Town of Southampton, Mass Audubon, Holyoke Water Works and Massachusetts Department of Agricultural Resources (MDAR)—Mountain Waters Conservation Project: $1.25 million to purchase conservation restrictions and property totaling 1,025 acres of wild and working land in a region notable for its ecological integrity and climate resilience. The regions forestland feeds waterways such as the Manhan and Connecticut Rivers and provides clean drinking water to several urban and rural communities including Holyoke, via the Tighe-Carmody Reservoir and Barnes Aquifer.
  • Mount Grace Land Conservation Trust, Mass Audubon, DCR – Division of Water Supply Protection, Town of Barre and East Quabbin Land Trust – Hawes Hill Conservation Corridor: $1.25 million to protect nine properties that will continue to be sustainably managed by private landowners for forestry, agriculture, and recreation. Conserving these properties will protect drinking water, promote climate resilience, enhance connectivity, support the local economy, and bolster conservation east of the Quabbin Reservoir a half hour from Worcester.
  • Sheriff’s Meadow Foundation and Martha’s Vineyard Land Bank Commission – Pimpneymouse Farm: $1.25 million for protection of 166 acres at Pimpneymouse Farm on the island of Chappaquiddick, Edgartown. The Project directly abuts 612 acres of protected open space and makes many significant trail connections feasible.

麻州下個月開始不保證給移民安置緊急庇護所

              (Boston Orange 周菊子波士頓綜合報導) 麻州州長奚莉 (Maura Healey) 和副州長Kim Driscoll 1016日這天,聯袂宣佈,「麻州承受不住了」。雖然麻州不會廢除「庇護權利 (Right to Shelter) 」法令,但月底後來到的移民,麻州將無法保證提供緊急庇護所。

              奚莉州長一早出席東北大學EXP研究中心開幕典禮後,趕回州政府大樓,召開記者會,說明麻州現已安置7000多個家庭,其中一半是兒童的約23000人,分別住進麻州各地90多個庇護所。估計到本月底,一旦這數量超過7500個家庭,或大約24000人時,麻州將無力再繼續安置之後來到的移民。

              奚莉州長強調,麻州需要聯邦政府經費援助,需要國土安全局提供工作簽證,以俾麻州「授人以漁」的為移民家庭提供就業培訓後,可以讓這些移民家庭早日脫離庇護系統。

              麻州眾議會議長Donald Marinao上週日(15)WCVB電視台接受訪問時透露,麻州議會已動議,在奚莉州長今年8月簽署的32500

萬元緊急援助及庇護系統預算之外,再增撥25000萬元的補充預算,以因應目前的危急狀況。

              為盡量迅速安置移民,並協助他們自立,奚莉州長還宣佈了麻州緊急庇護系統,將在下一階段採取幾個步驟,包括指派L. Scott Rice中將出任緊急援助主任,優先幫助那些已在庇護所中居住了頗長一段時間的家庭,轉換成更永久性的居所,經由MassHire區域人力委員會及職業中心,以及麻州企業基金 (Commonwealth Corporation Foundation) ,來協助移民家庭接受就業培訓,爭取工作機會。

              奚莉州長透露,有些移民家庭住在緊急庇護所已達一年以上。

              奚莉州長說,已經有好幾個月了,麻州一直在以一種無法持續的比率來擴大庇護所容量,以因應高漲的需求。但是儘管所有公務人員,庇護所提供者,以及國家衛隊辛勤工作,麻州已經到了無法繼續安全,並負責任的擴大庇護的地步。

              麻州政府從111日起,將無法增加新的庇護單位。在那之後尋求庇護的家庭,將須接受評估,有健康及安全危機者,將獲得優先安置。其他無法和庇護所立即銜接上的,將被放在等候名單上。

              麻州還將盡快協助家庭轉進穩定住所,包括評估有哪些家庭已住在庇護所內很久了 超過15個月以上,並優先協助這些家庭離開原本旨在短期提供的庇護系統。麻州也將擴大支持諸如HpomeBASE等地快速安置,以及承租援助計畫。

              HomeBASE是一項資助符合資格流浪家庭繳納第一個月即最後一個月租金和押金,並提供搬遷費用,津貼,以及持續的住宅開銷,以幫助家庭在現有的居住環境中穩定下來。

              麻州政府也要求聯邦政府,信仰機構,以及其他的非政府組織協助支持流浪家庭。    MassHire啟動的新計畫是在麻州14個庇護所,位大約1500個家庭提供就業培訓機會。MassHire的南岸據點,已和鄧肯甜甜圈(Dunkin Donuts)合作,提供了30個就業機會,和Plymouth地區聯盟庇護所提供者合作,為庇護所居民找工作。MassHire的北部中心也開始和一家當地庇護所合作,為一名庇護所居民在Lwominster的一家零售店,找到工作。

              麻州政府表示,為幫助移民家庭,麻州政府過去這幾個月來都在庇護所內提供MIRA (麻州移民難民援助聯盟)承辦的「移民援助服務」,9月中起,經由重新安置機構提供額外的法律援助服務,1017日起,和移民組織合作,在大型庇護所為100多個家庭提供不收費服務,十月底將和5個法律服務機構合作,在25個庇護所提供服務。聯合陸移民救濟基金 (The United Way Migrant Relief Fund) 也將支持移民家庭的基本需要,包括臨時住所,食物、衣服、尿片,衛生用品,交通,健康篩檢,翻譯服務,英語課,以及法律援助。該基金從8月推出,已籌得120萬元。

              國土安全局人員上週也曾派員到麻州視察,和麻州、波士頓,屋本的州市官員及民調洽談,以了解麻州的情況。

                            麻州健康 (MassHealth)也在經由1115豁免,要求聯邦給那些在緊急庇護所內登記為MassHealth會員的家庭,提供最多6個月的臨時住所資助,以及其他的幫助。

             (Boston Orange 周菊子摘譯) 麻州副州長Kim Driscoll,教育廳廳長Patrick Tutwiler16日早上在波士頓大學最新,也是新英格蘭最綠化的電腦及數據科學中心大樓,宣佈鼓勵學生投入相關科目研修,訂1016日至20日舉行的麻州2023STEM (科技工程數學)週,即刻啟動。

              麻州政府選定的2023STEM週主題為「你的科技工程數學未來,是我們的科技工程數學未來(YOUR STEM future is OUR STEM future)」。Kim Driscoll副州長強調,政府希望學生們能夠藉著STEM週,或是藉由清潔能源創新職業通道(clean energy innovation career pathway),了解到所有的相關人力培訓機會與項目。她和麻州州長奚莉希望教育者和企業雇主為下一代打開大門,鋪出康莊大道。

              在啟動式現場,陳列有許多幼稚園到12年級學生在做的科研項目,包括探討清潔查理士河方法,消除氣候錯誤資訊的方法,鼓動人們對STEM教育有更多興趣的方法等。

              麻州教育廳指出,40%多的麻州經濟是以STEM領域的工作為中心,包括先進製造、資訊科技,醫療護理,生物科技和清潔能源,意味著為學生改善STEM通道,和麻州的人需求直接相關。如果要因應STEM經濟快速成長的需求,麻州政府在2024會計年度中撥款4640萬元給大學先修及創新通道項目,比之前一年的會計年度增加了1400萬元。上個月還又撥了65萬元做創新職業通道計畫補助,以支持學校發展新的職業通道,包括6個新的清潔能源通道項目。

              每年十月第三個星期舉辦的STEM週,由教育廳以及STEM理事會,和9個區域STEM網路合作舉辦。整個麻州的學校,大學院校,博物館,企業都會為所有年齡層的學生舉辦以STEM為焦點的活動。

BOSTON – Today, Lieutenant Governor Kim Driscoll joined Education Secretary Patrick Tutwiler to kick off the annual Massachusetts STEM Week, a weeklong series of events across the state to encourage students to see themselves in STEM and highlight the variety of educational and workforce training opportunities in STEM fields available to students of all ages. This year, the Healey-Driscoll administration has chosen “YOUR STEM future is OUR STEM future,” as the theme of STEM Week 2023, to emphasize that current students are the next generation of scientists, engineers, and inventors whose innovations will define the future, including continued efforts address the climate crisis. 

STEM Week is a call to action for educators and employers across Massachusetts to help open doors for our youngest generation, especially to STEM pathways,” said Governor Maura Healey. “By empowering each and every one of our students to explore every option available to them, and allowing them to see STEM as a viable, exciting pathway to their future, we will inspire the next generation of STEM innovators and the future leaders in our efforts to combat the climate crisis.” 
“We depend on the math, science, technology, and engineering students of today to be the industry leaders of tomorrow. And in the context of the global climate crisis, Massachusetts also depends on future STEM leaders and innovators to deliver progress and sustainable solutions as we fight for a cleaner planet,” said Lt. Governor Driscoll. “This STEM Week, we really want students to learn about all the STEM opportunities and programming available to them, whether it’s through the clean energy innovation career pathway, pursuing a nursing degree, or even participating in a STEM internship.” 

Lt. Governor Driscoll and Secretary Tutwiler were joined at the STEM Week Kickoff Event and young scientist exhibition by k-12 students in the Boston area, as well as students, faculty and staff at Boston University. The event was held at Boston University’s Center for Computer and Data Sciences, the largest fossil-free building in Boston and one of the greenest buildings in all of New England. At the kickoff, the Lt. Governor signed the proclamation officially declaring October 16th through 20th STEM Week in the Commonwealth. Students presented a variety of STEM projects, exploring ways to clean the Charles River, solutions for eliminating climate misinformation, and even ways to encourage more interest in STEM education. 

“Our current students are the next generation of scientists, engineers, and inventors whose future innovations will serve to tackle the challenges we face as a society, and to illuminate possibilities we don’t yet know exist—but we have to help get them there. STEM Week will help students realize and explore potential futures in high demand industries, where they can find successful and fulfilling careers,” said Secretary of Education Patrick Tutwiler. “I am so grateful to the schools, colleges and universities, museums and businesses that are hosting engaging events where students can see firsthand how exciting and meaningful a future in STEM can be.”

So many of the heroes who emerged from the pandemic were the scientists and engineers who, in record time, invented, manufactured, and distributed inexpensive COVID tests, robotic-driven, large-scale PCR testing, and a new vaccine technology and delivery system. Looking forward, the dual task of sustaining our world’s energy needs while preventing and mitigating catastrophic climate change may be the greatest existential challenge we ever face. More than 40% of Massachusetts’s economy centers on jobs in STEM fields, including advanced manufacturing, information technology, health care, biotechnology, and clean energy, which means improving STEM pathways for students is directly related to the Commonwealth’s workforce needs. In order to meet the demands of the rapidly growing STEM economy, the Healey-Driscoll Administration’s FY24 budget delivers $46.4 million for Early College and Innovation Pathways, a $14 million expansion over fiscal year 2023, and just last month awarded nearly $650,000 in Innovation Career Pathway planning grants to support schools in developing new career pathways, including six new clean energy pathway programs.  

STEM Week takes place during the third week of October each year and is organized by the Executive Office of Education and the STEM Advisory Council in partnership with the state’s Nine Regional STEM Networks. Across the Commonwealth, schools, colleges and universities, museums and businesses will hold STEM-focused events for students of all ages.
