【洛杉磯訊】華美銀行於424日宣佈與洛杉磯著名博物館The Broad長達十年的合作,助博物館的藝術教育項目,為當地民眾帶來更多高品質的文化藝術展覽活動。在十年合作期間,華美銀行將攜手The Broad推出一系列別開聲面的藝術活動及展覽。2017年的春季活動將四月底隆重揭開序幕。此外,525日,華美銀行CEO吳建民(Dominic Ng)將與傳奇人物The Broad合夥創始人Eli Broad同台,展開一場難得一見領袖。兩位行業領導人在各自領域,為推動社區發展貢獻傑出,不遺餘力地促進文化交流。他們將在對談中分享其在商業、藝術和慈善領域的獨到見解。

WALPOLE MAN PLEADS GUILTY, SENTENCED TO JAIL IN CONNECTION WITH SEXUALLY EXPLOITING A CHILD AND POSSESSING CHILD PORNOGRAPHY

BOSTON – A Walpole man has pleaded guilty and been sentenced to nine months in jail in connection with sexually exploiting a child and possessing child pornography on personal devices kept at his home and his state office, Attorney General Maura Healey announced today.

Michael Kickham, age 54, pleaded guilty today in Suffolk Superior Court to the charges of Posing a Child in a State of Nudity (two counts) and Possession of Child Pornography (two counts). Following his plea, Judge Kenneth Fishman sentenced Kickham to serve nine months in the House of Correction followed by five years of probation. The AG’s Office recommended a sentence of two to three years in state prison followed by five years of probation.

Kickham was arrested in February 2016 by Massachusetts State Police assigned to the AG’s Office, Massachusetts State Police assigned to the Norfolk County District Attorney’s Office and Walpole Police.

            Massachusetts State Police assigned to the Norfolk County District Attorney’s Office began an investigation in October 2015 after receiving information from the National Center for Missing and Exploited Children (NCMEC) about an online account that had allegedly uploaded an image of child pornography. Investigators traced the online accounts to Kickham.

            On Jan. 27, 2016, State Police assigned to the Norfolk County District Attorney’s Office executed a search warrant authorizing the search of all computers and storage devices found in Kickham’s Walpole residence.  Based on information learned during the execution of that warrant, officials later executed a second search warrant authorizing the search of all computers and storage devices at his then office in the Administrative Office of the Juvenile Court. The case was also referred to Massachusetts State Police assigned to the AG’s Office. Subsequent investigation of devices seized revealed alleged images of child pornography and evidence of posing children in a state of nudity.

This case was prosecuted by Assistant Attorney General Megan McLaughlin, of AG Healey’s Enterprise, Major and Cyber Crime Division. It was investigated by the Norfolk District Attorney’s Office, Massachusetts State Police assigned to the Attorney General’s Office, Massachusetts State Police assigned to the Norfolk District Attorney’s Office and investigators from the AG’s Digital Evidence Lab, with assistance from Walpole Police.

BOSTON - Massachusetts Democratic Party Chair Gus Bickford today released the following statement regarding a new Republican plan to raise the cost of healthcare for Massachusetts residents:

“While Republicans in Washington try to resurrect President Trump’s plan to slash health coverage for millions of Americans, their colleagues in Massachusetts have a plan to raise the cost of healthcare for 1.2 million Massachusetts residents.

“Governor Baker’s budget proposal already cuts benefits for nearly 300,000 Obamacare beneficiaries. Republicans at every level of our government need to stop their ideological assault on our healthcare.”

The plan announced by House Republicans today would charge premiums to 1.2 million Massachusetts residents who receive MassHealth, raising their annual costs by an average of $2,000. Outside Section 72 of Governor Baker’s budget would eliminate certain healthcare benefits for close to 300,000 people in the MassHealth CarePlus program for Obamacare beneficiaries in Massachusetts.

頂大學人論金門與沖繩文學 解析冷戰庶民生活


由來自臺灣的訪問學人分享研究成果的「頂大訪問學人學術論壇」從2013年開始辦理,已邀請許多不同領域的學人分享他們有趣的成果,帶領聽眾進入更多不同的領域。2017年首場演講則邀請透過教育部頂尖大學計畫到哈佛大學訪問研究的中興大學朱惠足教授,以「翻譯『冷戰』:沖繩與金門的語系文學」為題,探討同為軍事島嶼的沖繩與金門,兩地文學反映出冷戰時空背景下市井小民深受軍事影響的生活,解析這特殊的歷史與地理背景,文學創作者如何透過文字表達軍事島嶼的特殊性。本次活動由哲學星期五主辦籌劃,與紐英崙中華專業人員協會及駐波士頓教育組共同合辦,成功吸引老中青不同世代聽眾齊聚一堂,激盪美麗的交流火花。

朱教授首先以美國總統川普外交顧問建議將日本沖繩的美軍基地移至臺灣的新聞為引言,帶出冷戰背景下,美軍在日本沖繩設立軍事基地的歷史。朱教授接著解釋沖繩與金門同為軍事島嶼,地處邊陲,同樣具有無法歸屬於哪一個國家,卻是與他國接觸最前線的共同特性,兩地也因此發展出不同於主流中心的文學語系。對於日本東京居民而言,生活中並不會見到美軍,因此覺得隨著冷戰結束進入「戰後」時代,然而沖繩因美軍基地長期駐紮,冷戰對於沖繩當地居民而言,並沒有結束,仍然持續中,而美軍享有的治外法權,也使沖繩居民承受大部分日本遭受的國家主權與人權的壓迫。長期下來,引發沖繩居民近年反對美軍基地的抗議活動。沖繩文學家又吉榮喜及崎山多美透過他們的作品深刻與寫實地刻劃出沖繩居民的心境與生活樣態。

而位於兩岸軍事前線的金門,也與日本沖繩有相似的特性,民眾的生活與戰爭、軍人密不可分。朱教授從兩位金門作家作品:黃克全的<四個故事>及吳鈞堯的<破>,介紹金門的特殊文學性。黃克全的作品中,透過父親敘說國軍誤認他是間諜而遭審問與疑似刑求的4種不同細節故事,反映出金門居民深受戰爭影響的恐懼及心理創傷。吳鈞堯則透過主人翁的回憶,以妯娌互鬥、軍人役男與金門女性的情慾流動及鄰里女鬼傳說等雙重寓言暗喻兩岸從軍事對抗的緊張情勢,到台商赴中國大陸投資的經濟交流等現實。金門則隨著兩岸政經關係的改變,從戰事的前線,搖身一變成為經濟交流的後門。(教育組提供)


經過朱教授精彩豐富的解析分享,聽眾踴躍提問關於臺灣主體性、金門年輕一輩文學作品、方言在文學的表現方式等問題。朱教授坦言,不管是沖繩或金門的文學界都出現斷層,目前較少有年輕一代的沖繩與金門文學家。關於方言在文學作品中的呈現,方言如實地顯現當地居民生活型態,但也形成翻譯成其他語言上的困難,朱教授認為這是一種不可翻譯性,如朱教授嘗試將沖繩文學作品翻譯成中文,作品中的沖繩語以台語譯出,但沖繩語卻變成了台語,閱讀上仍感到怪異。問答中,也有聽眾分享自身想法與講者交流,這名聽眾認為或許臺灣可以思考如何運用軟實力,在包括日本與中國,及新興東南亞國家的東亞下,發展臺灣特色,讓世界看見臺灣。而語言也可以是世界認識當地族群文化資產的通道,因為接觸到當地族群文化,而吸引更多人學習當地語言及認識更多當地文化資產,成功將當地族群特有的文化推廣到世界。本活動在講者與聽眾精彩的互動交流中,圓滿劃下完美的句點。

"尋找苦幹" 發掘好萊塢影史中消失的李靈愛


(Boston Orange 周菊子波士頓報導) 華人製作的電影苦幹,早在1941年就曾得過奧斯卡最佳紀錄片獎? 美國決定參加第二次世界大戰,也是因為它?預定 427(週四)79點,在麻州大學波士頓分校做波士頓地區首映的尋找苦幹(Finding Kukan)”,將帶觀眾認識美國電影界中的華裔女中豪傑李靈愛((Li Ling-Ai)”
               製作兼導演龍羅賓(Robin Lung)是在2008年時,從李靈愛為父母所寫傳記,生命是長久的(Life Is For A Long Time)”這本書中發現,在好萊塢華人鳳毛麟角,多半演苦力的年代,李靈愛就曾於1941年發行中國抗戰史實片,還得了奧斯卡最佳記錄片獎,曾在御前(羅斯福總統面前)放映,當下大感興趣。
               龍羅賓卻沒想到,這部由李靈愛出資,攝影家史考特(Rey Scott)走遍重慶,貴州,蘭州,西藏,戈壁,甚至滇緬公路來拍製,連當年中國戰區委員長蔣介石夫婦都入鏡的影片,竟然在奧斯卡電影學院裏沒留下檔案,美國國家檔案局也只有一個不到30分鐘版本。
               可是這明明是一部影響廣泛影片,其中日本大轟炸重慶的實景,還震動美國主流社會,引發美國參戰(第二次世界大戰)呼聲高響,為什麼會失踪?
為協助拍竣該片,李靈愛當年不惜大量出售個人珠寶首飾來籌資,理應掛名製片,但她在影片末尾卻只列為技術指導。龍羅賓認為,這背後一定有故事。
“尋找苦幹”於是成為龍羅賓一發不可收拾的使命,也成為她耗時六,七年完成,對亞裔美人歷史極有意義的一部紀錄片。
從龍羅賓蒐集,並整理發表在她尋找苦幹網站中的資料中,讀者及觀眾可以發現,1908年在夏威夷出生,家中9名子女她排行老六的李靈愛,的確是個不尋常的女子,從小接受西方教育,進名校Punahou,和奧巴馬總統是校友,還同時在木蘭中文學校師從清廷御用學者,學習中文,舞蹈及音樂,大學時就已是出名的劇作家及導演。她父母都是當年執業的第一批華裔西醫,還開辦了夏威夷的第一份中文報紙,第一家中文學校木蘭,
               龍羅賓在搜尋李靈愛的相關資料,探訪李靈愛與史考特的親友時,還意外的從訃聞上發現史考特葬在喬治亞州,有4個兒子。2009年,她從史考特的其中一個兒子那兒,得到一份完整的苦幹紀錄片。
               427日,尋找苦幹將作為麻州大學波士頓分校電影峰會,以及波士頓獨立影片節的主映影片,在Chico Colvard主持,下午46點舉行的拍攝中影片比賽,以及67點的接待會後,於7點放映,導演龍羅賓將於映後與觀眾互動。

Open studios encourages residents to visit art studios, meet artists in their neighborhoods
BOSTON - Friday, April 21, 2017 - Mayor Martin J. Walsh, The Mayor's Office of Arts and Culture, and the Boston Open Studios Coalition today announced the 2017 Season of Boston Open Studio events. Throughout Boston, neighborhoods will host Open Studios and Art Walk Events, giving residents and visitors an opportunity to explore neighborhoods, meet artists, purchase artwork and learn about artists' creative practice.

"As we continue to support artists in Boston, open studios offer artists an opportunity to share their work from the comfort of their own studio," said Mayor Walsh. "Open studios is also a great way to showcase the cultural offerings that exist in every corner of the city."  

Just as each neighborhood in the city is unique, so are the open studio events. Each one features a variety of artists who work in different mediums, from wood to ceramics, printmaking, painting, mixed media, graphic design, jewelry and other mediums. There are group shows, as well as the opportunity to learn more about the working environment and techniques employed by individual artists.

"Open studios are a friendly, accessible way for the community to connect with local artists and get an up close and personal look at their creative process," said Julie Burros, Chief of Arts and Culture for the City of Boston. "We look forward to seeing a wide variety of artwork throughout this year's open studios."

"Being part of Roslindale Open Studios allows me to connect face to face not only with dozens of other artists, but also year-after-year with my customers," said Chris Lang, a local photographer. "I love having the chance to speak with them each year about my work, helping them add to their collections or just catching up and showing them my latest works."

Programs Follow Release of Inter-Secretariat Working Group Report

BOSTON – The Baker-Polito Administration today announced a suite of six new programs aimed at increasing affordable access to clean energy and energy efficiency programs. The programs build upon the efforts of the Affordable Access to Clean and Efficient Energy Final Working Group Report, also released today, and are the final component of the Baker-Polito Administration’s $15 million Affordable Access to Clean and Efficient Energy (AACEE) Initiative. The announcement was made by Governor Baker at a tour of a Newton Housing Authority complex that has been upgraded with clean energy technologies as part of the Commonwealth’s Earth Week celebration.

“These new programs will allow for more low-income families in Massachusetts to access more affordable clean energy,” said Governor Charlie Baker. “The report shows continued collaboration across state government is crucial to the Commonwealth building upon the success we have achieved in reducing the energy burden for low-income communities.”

“This kind of collaboration between state agencies and regional and municipal partners on the front lines of clean and efficient energy across the Commonwealth will effectively help families gain access to clean energy technology,” said Lieutenant Governor Karyn Polito. “This suite of programs will help unleash the full potential of Massachusetts’ clean energy programs by expanding access at all economic levels.”

Among the programs launched today is Affordable Clean Residential Energy (ACRE), which seeks to fund six awards for up to a total of $3 million to nonprofits that serve low income residents focusing on housing or supplying energy services. The awards aim to provide lifetime energy cost savings of up to $4.5 million for low income residents by funding programs that support the installation of solar electric and air-source heat pump systems in homes that contain one to four housing units. Further, the Department of Energy Resources’ (DOER) Green Communities Division will offer Affordable Access Regional Coordination (AARC) grants to Regional Planning Authorities and Councils of Government to build in-house expertise around energy efficiency and clean energy through programs that provide training, education, and coordination services to municipal or community organizations that support low income populations.

“The Baker-Polito Administration is committed to working across municipal, state, and federal agencies to break down barriers to affordable, clean energy and maximize program impact for Massachusetts’ residents,” said Energy and Environmental Affairs Secretary Matthew Beaton. “DOER continues to lead the charge to ensure that residents across the Commonwealth have local access to clean and efficient energy technologies.”

In order to build upon the intergovernmental cooperation that is the cornerstone of the AACEE, DOER will continue to work with the Department of Housing and Community Development (DHCD) to identify and support renewable energy improvements in state-sponsored public housing that provide significant energy savings for the Commonwealth’s housing authorities.

“The Commonwealth continues to be a national leader in solar installations and energy efficiency programs, but our efforts will only continue to be successful if all residents have access to the same clean energy opportunities,” said Department of Energy Resources Commissioner Judith Judson. “As DOER works to implement our next solar incentive program, the efforts of AACEE initiative focus our efforts on expanding access to more residents to increase their energy savings.”

“Our administration is committed to collaboration, and this working group is creating exciting new programs that work across agencies to improve the quality of life of low-income residents,” said Undersecretary of Housing and Community Development Chrystal Kornegay. “Ensuring low-income residents can access reliable, low-cost clean energy is a benefit to the community, the environment and working families across the Commonwealth.”

DOER is also announcing the Zero-Energy Modular Affordable Housing Initiative (ZE-MAHI) grant program, which will help Massachusetts achieve significant replicable improvements in the energy performance of mobile and manufactured housing in the Commonwealth through the replacement of existing manufactured homes with new modular zero energy housing.

“By expanding access to clean energy resources for residents across the Commonwealth, we are able to increase adoption and grow the state’s renewable energy portfolio,” said MassCEC CEO Stephen Pike. “This program will increase options for low-income families to access clean, renewable energy, providing new opportunities to meet their energy needs with innovative, cost-effective solutions.”

DOER recently released the final design for the Commonwealth’s next solar incentive program, Solar Massachusetts Renewable Target or SMART. SMART will continue Massachusetts’ nation leading solar growth with widespread access for all ratepayers, including low income residents and community shared solar. Once a new solar incentive has been approved and goes into effect, DOER will provide a $300,000 competitive grant for a low income community shared solar project that demonstrates an effective project design and use of the new incentive. 

“Massachusetts has been the most energy efficient state in the nation for the past six years,” said Senate President Pro Tempore Marc R. Pacheco (D-Taunton), founding chair of the Senate Committee on Global Warming and Climate Change. “Making it easier for folks of all income levels to take advantage of new technologies and more sustainable programs makes sense not only for our environment, but our economy as well. We need to do all we can to keep our energy bills low, and this grant program will help many more residents take advantage of a clean energy future.”

“I applaud the Baker-Polito Administration for expanding opportunities for low-income families across the state to utilize cost-saving clean energy technologies like solar panels and heat pump water heaters,” said State Representative Thomas A. Golden, Jr., Chairman of the Joint Committee on Telecommunications, Utilities, and Energy. “Under the leadership of Speaker DeLeo and Governor Baker, we have made great strides towards our shared goals of energy efficiency, clean energy jobs, and emissions reductions for Massachusetts.”

In addition to the many programs released today, DOER is also releasing an RFI to develop a whole building incentive program for multifamily subsidized affordable housing. The whole building incentive program will identify demonstration project opportunities and support energy- and cost-saving solutions that utilize both energy efficiency and renewable energy technologies.

Governor Baker continued the Administration’s commitment to preparing for and combatting climate change by signing an Executive Order which lays out a comprehensive approach to further reduce greenhouse gas emissions, safeguards residents, municipalities and businesses from the impacts of climate change, and build a more resilient Commonwealth. The Executive Order emphasizes the importance of intergovernmental cooperation and public-private partnerships to the overall mission of combatting climate change.
