波士頓兩棟辦公大樓賣13億元

波士頓地標大樓易主，黑石集團（Blackstone Group LP）已同意，以13億元賣出兩棟座落於波士頓後灣區（Back Bay）的顯赫辦公大樓。，

一名知道這交易的人士透露，在波士頓後灣區座落於波約斯頓街（Boylston）500號和柏克萊街（Berkeley）222號的這兩棟大樓，共用一個停車場。買主是摩根史坦利公司（JPMorgan Chase & Co.），以及為安大略（Ontario）市政員工退休基金系統做投資的牛津地產集團（Oxford Properties Group）

2007年時，黑石集團旗下的辦公室物業股權信託（Equity Office Properties Trust）在波士頓買下很多物業，其後陸續減持。牛津集團早前已買下幾棟黑石集團在波士頓所擁有的大樓。

這兩棟大樓的平均售價約為每平方英呎一千元，大概是波士頓辦公大樓近年來售出的最高價格之一。

去年，牛津集團領頭的一組集團，斥資21億元，向黑石集團買下了五座辦公大樓。

華人前進會劉衛恆上任波市鄰里住宅信託基金委員

華人前進會項目及營運主任劉衛恆昨（13）日在波士頓市政府宣誓，走馬上任為波士頓市鄰里住宅信託基金（Neighborhood Housing Trust Fund）委員。

         波市鄰里住宅信託基金的職責是使用來自土地展的連鎖金（linkage fee），建造或保留可負擔住宅。該基金共有成員七人，在劉衛恆之外，還有波市議員Frank Baker，Mossik Hacobian， Catherine Hardaway，Vivian Leo，Nicholas McDonald，以及 Kimberly Thai等人。

         華人前進會在昨日公佈的新聞稿中指出，劉衛恆出生於波士頓市南端（South End），目前住在布萊頓（Brighton）。在加入華人前進會之前，他畢業於華埠的昆士小學，學歷包括史丹佛大學亞美研究系學士，波士頓大學非牟利機構管理及領袖利文憑。曾是武士體育俱樂部，亞裔及太平洋美人青年聯盟，以及華裔青年計劃等機構成員。他目前也是波士頓市氣候行動計畫執行委員會，墨水塊（Ink Block）AC酒店影響顧問小組，以及華埠聯盟執委會的成員。

         根據波士頓市政府的相關資料，鄰里住宅信託基金主要是用來協助土地發展商為建造可負擔住宅時，填平必要的經費差額。在一般情況下，每名申請者可獲得不超過75萬元的款項。在2015年內，波市的這筆經費資助了14向新發展計畫，促成建造512個住宅單位，其中476個為可負擔住宅。

         波士頓市長馬丁華殊（Martin Walsh）今年5月18日才宣佈，撥款3900萬元來支持波士頓市內的建造可負擔住宅土地發展。該筆經費中有2700萬元來自聯邦政府及鄰里發展局（DND）的本地資源，以及來自波士頓鄰里住宅信託的1170萬元，估計可建造或保留1,194個住宅單位。

第四屆新興資訊科技年輕學者研討會談基因，大數據，創業

新興資訊與科技協會日前以“領袖，創新與成長”為主題，在麻省理工學院舉辦一連兩日的第四屆年輕研究員會議(EITA-YIC 2015)，不下六，七十名青年學者共聚一堂，在大數據，生物材料，創業投資等多個不同領域交流。

今年的會議由賓州大學醫學院教授王立三，哈佛大學醫學院助理教授許益祥擔任會議主席，馬里蘭大學教授李偉智，達納

法伯癌症研究中心計算性生物學癌症中心副主任王耀煜，麻省理工學院白頭生物醫學研究院等人李湘盈博士等人組成籌備委員會。

王立三，李偉智等人指出，新興資訊與科技協會（EITA）為促進兩岸三地的科研學術交流，推動學術研究成果產業化，從2001年起究每年在不同地點舉辦會議。在美國也每年輪流在東西岸舉辦不同主題的會議。

以年輕學者為主要對象的專場會議，今年跨入第四屆。駐波士頓台北經濟文化辦事處處長賴銘琪，應邀為開幕式致詞。

二個月前才獲聘為哈佛大學終身教授，在基因及複雜疾病部門生物科學組，以及哈佛大學陳曾熹公共衛生學院任教的李志浩（Chih-Hao Lee），當天以“代謝韻律，免疫標記及肥胖相關健康狀況（Metabolic rhythm, immune signaling and obesity-related health conditions）”為主題，講述他所帶領實驗室最近發現，ILC2等細胞，可以在規範人體代謝功能，改變人的生理時鐘等方面發生作用，讓人更容易重建身體健康。

王立三在會上講談了“ DNA-Seq及RNA-seq實驗上的生物資訊挑戰”。

在李偉智主持的企業創投與研究座談中，王耀煜，Kyper執行長張宗堯（Michael Chang），CharmPI.com創辦人李務熙等人分別從企業投資研究，大數據及分析，機器學習，數據科學等角度闡述各自心得。

應邀發表論文的講者中，除了教授，還有不少創辦公司者，以及來自美國境外的學者，包括創辦Prentice實驗室的余禎翔博士，從香港來的香港大學機械工程系教授馮憲平，成功大學電機系教授施權峰等人。

中国探险家历时66天骑自行车穿越美国 成功抵达终点

来自中国云南的探险家金飞豹、费宣、金飞彪、李鹏飞、杨海东等5人，8月8日上午骑车抵达美国西海岸城市洛杉矶的圣塔莫尼卡海边的66号公路终点路牌，宣告历时66天的骑自行车穿越美国行程成功。66岁的费宣同时创造了华人年龄最大的骑自行车穿越美国的纪录。美国国会众议院外交事务委员会主席、联邦众议员Ed Royce为每一位探险家签发了国会贺状，表彰他们的英雄行为给社区带来的鼓舞和激励。

6位探险家6月3日从美国东海岸城市波士顿的普利茅斯港出发，跨越美国13个州，一路骑行5815公里，顺利完成预定的计划，并提前抵达终点。抵达时，现场欢迎人群中掀起一片欢呼之声。

据领队、中国知名探险家金飞豹介绍，一路上全体队员克服了路面对车胎的损伤、炎热和干燥的气候、休息环境的起伏变化、骑行过程中的意外伤痛等各种状况。除了凭借队员们坚强的意志力之外，更要感谢一路上的美国朋友、以及各机构和义工们的鼎力支持。

在谈及骑行穿越美国的感受时，金飞豹表示，充分感受到与众不同的美国民间和社会，特别是沿号称美国母亲之路的66 号公路骑行，可以称之为美国文化和历史的深度体验之旅。

今年66岁的费宣，拥有年龄最大徒步抵达北极、穿越格陵兰岛、徒步穿越撒哈拉沙漠中国人的纪录。这次骑车穿越美国、全程坚持、体重减轻了近10 磅，抵达终点时精神和身体状况良好。作为资深的地质矿产专家，他正行走在绚烂的人生下半场中，尽情探索美丽的大自然。他表示，已经在开始规划下一个的探险行程。

知名旅游网站美国途风网总裁汪洋表示，勇士们凯旋归来，是我们中国人的骄傲，也再次刷新了了中国人征服世界的历史记录。勇士们在传播低碳出行的生活理念同时，也促进了美中两国民间的相互理解。

探险家们同时也是成功的中美民间友好大使，他们沿途向美国7个城市的市长转达了昆明市市长的友好信函。来自云南中医学院第一附属医院的李鹏飞医生也向美国各界人士广泛推介所属医院。获得了相当积极的回应。

Governor Baker Announces One-Year Delay in Implementation of Costly ACA Provision Employers with 51-100 employees will avoid a price shock to their health insurance rates

BOSTON – Today, the Division of Insurance issued a bulletin authorizing carriers in the large group market to renew existing plans for employers with 51-100 employees. Pursuant to a federal transition policy, issued in March of 2014, the state’s decision to permit renewals will delay the impact of the merged market rules and prevent significant premium increases for small and mid-sized employers. 

“I am pleased to announce that this guidance will help mitigate substantial premium increases for many Massachusetts residents,” said Governor Charlie Baker. “Allowing employers with 51-100 employees to remain in the large group market will retain a level of rate predictability and plan flexibility for both employers and their employees.”

The federal Patient Protection and Affordable Care Act requires that, no later than January 1, 2016, a state’s small group market must be defined as groups of 1 to 100 eligible employees. This definitional change will result in a merging of the 1 to 50 Market with the 51 to 100 Market and will subject the 51-100 employer groups to the small group market rules.

The federal government issued a notice on March 5, 2014 outlining a transitional policy allowing employer groups of 51-100 to renew in the large group market at the state’s discretion.  Recognizing the potential market disruption to 51-100 employers, Governor Baker wrote to the federal Centers for Medicare and Medicaid Services (CMS) in April 2015 to request a permanent waiver from this provision. Consistent with the April request, the issuance of this bulletin today will provide predictability for at least a year for employers and employees, as well as for carriers, until CMS makes a more final decision regarding the Commonwealth’s request for a permanent waiver.

BOSTON  - Thursday, August 13, 2015 - Mayor Martin J. Walsh today announced Sara Myerson as the City of Boston's Executive Director of Imagine Boston 2030, Boston's first citywide plan in fifty years. As Director of Imagine Boston 2030, Myerson will report to Mayor Walsh and will oversee the two-year public engagement process to create a roadmap for success leading up to Boston's 400th birthday. "Now is our chance to set the course for the next generation by creating a comprehensive plan for Boston, and Sara has shown that she will efficiently lead this multi-year effort," said Mayor Walsh. "Sara is committed to our core values of affordable housing and creating a Boston that is thriving, healthy and innovated and we're thrilled she has stepped up to lead Imagine Boston." "I am excited to have the opportunity to engage in this innovative citywide conversation about holistically envisioning the future of Boston," said Myerson. "Over the next two years, we will look to integrate the range of ambitious planning efforts in existence or underway and engage the community in developing a cohesive strategic vision for preserving, enhancing and growing our neighborhoods in a way that promotes a more equitable, livable, sustainable and resilient Boston."   Myerson most recently served as Executive Director of the Office of Olympic Planning, where she helped develop the City of Boston's plans and policy as the potential hosts for the 2024 Olympics and Paralympic Games. She previously served as the Chief of Staff and Director of Policy at Preservation of Affordable Housing in Boston, which owns and operates nearly 8,500 affordable housing rental homes throughout the country. Prior, she was a Senior Analyst at HR&A Advisors, Inc. where she advised clients on the economics of complex public-private development initiatives. In addition, Myerson served as an Associate in the Urban Investment Group at Goldman Sachs and also spent time as an analyst in their Merchant Banking Division and Investment Banking Division. Myerson holds a Master in Urban Planning from Harvard University and a Bachelor of Arts from Middlebury College. The City has begun reaching out to residents to hear how they would like to participate in Imagine Boston 2030. Residents are asked to fill out a short survey, which will help the City and its consultant craft strategies for engagement throughout this process.   Mayor Walsh launched Imagine Boston 2030 in May at a speech delivered at Faneuil Hall as part of the Innovative Design Alternatives Summit. Starting with an evaluation of baseline conditions, the City expects to begin a robust public visioning process this fall where community members will be able to contribute ideas to shape Boston's future. A final citywide plan is expected to be adopted in Summer 2017. About Imagine Boston 2030 Imagine Boston seeks to knit those efforts together with other key themes to guide our city into 2030. A citywide plan will serve to implement the ideas set forth in those other plans and to offer additional ideas for the physical and economic development of Boston. 昆市市長候選人首度辯論互攻訐 第二場8/18

昆士市今年的市級選舉，8月11日晚熾熱起來，四名重量級市長候選人，在共和黨昆士市委員會舉辦，並有電視轉播的“候選人論壇”中互相攻訐。

共和黨昆士市委員會當晚在北昆市“最佳西方亞當客棧（Best Western Adams Inn）”的“憲法亭（Constitutional Pavilion）”裏舉辦的這場“候選人論壇”，邀請了今秋參選的所有27名候選人出席，除3人缺席外，其他的候選人都出席了。

在這場約100多人出席的論壇中，四名重量級候選人的辯論，當然是最受矚目的一部分。

這四名昆士市長候選人，包括現任市長柯奇（Thomas Koch），昆市不分區市議員古楚（Doug Gutro），學校委員會委員馬洪妮（Anne Mahoney），昆市前市長費林（William Phelan）第一次同時出現，彼此競爭，要成為昆士市首名四年一任的市長。

昨（12）日，各候選人都在臉書上發佈有利於自己的報導及照片。昆市市長柯奇還秀了一張麻州州長查理貝克（Charlie Baker）昨日去探訪昆市的照片，顯示他有州長支持。

查理貝克兩日前公佈成立海港區經濟發展協會時，也指派了昆市市長柯奇為委員之一。

整個論壇活動長約二個半小時，每名出席候選人都有一分鐘介紹自己，三十秒回答兩個不同問題，然後有兩分鐘的時間做總結陳述。主持人是 昆市共和黨委員會主席Christine Cedrone。

            在辯論中，停滯的市中心振興計畫，全市到處都有土地發展項目，房地產稅等是市長候選人的主要討論話題。

            古楚，馬洪妮，費林都攻擊柯奇，聲稱這個城市需要更好的領導人。柯奇以自己的成績做回應，表示他在昆市的基礎設施及服務上做了重要投資，還吸引來州及聯邦政府經費。

            九月廿四日時，包括市長，以及第2，3，5區的市議員席位，都須辦理初選。贏得初選者，才能進入11月3日的大選。

            下一場候選人論壇，將於8月18日（週二）晚六點半，在“義大利之子（Sons of Italy, 120 Quarry St. )會所舉行，由昆市同性戀晤面（Quincy LGBT Meetup group）主辦。
