EEOC SUES WISCONSIN PLASTICS FOR DISCRIMINATION AGAINST HMONG AND HISPANIC EMPLOYEES
Workers Fired for Lacking English Skills They Did Not Need, Federal Agency Charges
GREEN BAY, Wis. – Wisconsin Plastics, Inc. (WPI), a metal and plastic products manufacturer based in Green Bay, violated federal law by firing a group of Hmong and Hispanic employees because of their national origin, the U.S. Equal Employment Opportunity Commission charged in a lawsuit it filed today.
According to John Rowe, director of the EEOC’s Chicago District, which includes Wisconsin, the EEOC’s pre-suit administrative investigation revealed that WPI fired the Hmong and Hispanic employees based on 10-minute observations that marked them down for their English skills, even though those skills were not needed to perform their jobs. All of those fired had received satisfactory ratings on their annual performance evaluations while working for WPI’s Modern Plastics Division.
Such alleged conduct violates Title VII of the Civil Rights Act of 1964, which protects employees from discrimination based on national origin, which includes the linguistic characteristics of a national origin group. The federal agency sued after first trying to resolve the matter without litigation through its statutory conciliation process. The suit, captioned EEOC v. Wisconsin Plastics, Inc. (Civil Action No. 1:14-cv-00663), was filed in federal court in Green Bay and assigned to U.S. District Judge William Griesbach. The EEOC seeks lost wages and compensatory and punitive damages for the discharged employees and injunctive relief to end the discriminatory practices.
“Our experience at the EEOC has been that so-called ‘English only’ rules and requirements of English fluency are often employed to make what is really discrimination appear acceptable,” said EEOC Chicago Regional Attorney John C. Hendrickson. “But superficial appearances are not fooling anyone. When speaking English fluently is not, in fact, required for the safe and effective performance of a job, nor for the successful operation of the employer’s business, requiring employees to be fluent in English usually constitutes employment discrimination on the basis of national origin -- and thus violates federal law.”
The EEOC’s Chicago District Office is responsible for processing charges of discrimination, administrative enforcement, and the conduct of agency litigation in Illinois, Iowa, Minnesota, North Dakota, South Dakota and Wisconsin with Area Offices in Milwaukee and Minneapolis.

WRENTHAM WOMAN STEALING $2.7 MILLION FROM EMPLOYER, arraigned

WRENTHAM WOMAN ARRESTED, ARRAIGNED FOR ALLEGEDLY STEALING APPROXIMATELY $2.7 MILLION FROM HER EMPLOYER
Charged with Three Counts of Larceny Over $250; Bail Set at $35,000
BOSTON – A Wrentham woman was arrested and arraigned today on charges of allegedly stealing about $2.7 million from Dale Medical Products in Plainville, Attorney General Martha Coakley announced today.
Laurieann Richard, 39, was arrested at her home in Wrentham this morning and arraigned in Wrentham District Court on three counts of larceny over $250 this afternoon. Judge Emogene Johnson Smith set bail at $35,000 and ordered Richard to stay away from Dale Medical. Richard is ordered back in court on July 10.
The case was the result of an investigation referred to the Attorney General’s Office by Dale when it was discovered that its employee, Richard, stole hundreds of thousands of dollars from the company through corporate credit card cash advancements and other retail purchases.
At Dale, Richard managed the company’s accounts payable processes as well as the disbursement, management and payment of corporate credit cards to employees around the country.
Between July 2007 and April 2014, Richard allegedly used an unauthorized American Express corporate account in Dale Medical’s name to make more than $990,000 in retail purchases at local stores, supermarkets and restaurants in the Wrentham area, as well as other purchases from Amazon, Netflix, iTunes and several other online retailers. The credit card was also used to make more than $9,000 in payments on her 2007 Jeep Commander from March 2011 to June 2013.
In another scheme, Richard used her knowledge of Dale’s Juniper Mastercard corporate credit accounts to obtain approximately $977,000 in cash advances between August 2011 and April 2014.
Similarly, Richard allegedly used Dale’s corporate credit accounts with Citizens Bank to make retail purchases and cash advances worth more than $750,000 between January 2008 and July 2011.
The case is being prosecuted by Assistant Attorney General and Chief of the Attorney General’s Fraud and Financial Crimes Division Edward Beagan with assistance from State Troopers John Banik and Carly Rose, and Financial Investigator Marco DePalma.

This is the first time the President has done this:
President Lincoln had an open-door policy to the public. Visitors were constantly packed in the stairwells, crowding the hallways, and literally camping outside his office door.
President Jackson had a 1,400-pound block of cheese in his foyer, and any citizen was welcome to a chunk of it. (We're pretty sure you've heard from us about that one before.)
Fast forward to 2014, and that level of access hasn't changed -- it just looks a little different now. Case in point:
Yesterday, President Obama signed a memorandum to make federal student loan debt more affordable and manageable to repay. And today, for the first time ever, he is taking to Tumblr to answer questions that you -- Americans around the country, at desks and on buses and at dining room tables -- asked him about all things education.
You can watch him answer those questions today at 4 p.m. Eastern at whitehouse.tumblr.com -- and you should.
Because while we might not be able to pack everyone into the State Dining Room to watch the President respond in real life, Americans around the country will be able to see him respond to questions -- asked by people around the country -- in real time.

Mayor Walsh Launches Survey to Crowd Source Ideas for one of his Newest Initiatives: Civic Academies


BOSTON—Mayor Martin J. Walsh and his Office of Neighborhood Services launched a survey to gauge public interests around “Mayor Walsh’s Civic Academies,” a new program designed to cultivate civic leaders within Boston communities.

Mayor Walsh’s Civic Academies are currently in their beginning stages, and with the information collected, the City will look to frame the workshops around the interests and concerns of Boston residents. With long-term goals in mind, the Walsh Administration expects the structure of the program to evolve as the needs of residents shift. 

“As we prepare for the development of these Civic Academies, this is an opportunity for residents to share their ideas about how this service will be shaped,” said Mayor Walsh. “We want local, city government to be accessible to everyone; it enables everyone to attend various events organized by our City departments, participate in, and benefit from the positive changes that come along.”

Main Goals of Mayor Walsh’s Civic Academies:

Provide an outlet for all residents to collaborate with local government
Develop a better understanding of how to serve Boston residents
Create learning opportunities that support civic engagement and community service

奧巴馬簽署水資源改革發展法 波士頓海港疏濬工程可得三億元

PATRICK ADMINISTRATION CELEBRATES SIGNING OF WATER RESOURCES REFORM AND DEVELOPMENT ACT

$310 Million Investment Supports Job Growth and Infrastructure Upgrades in the Port of Boston
BOSTON – Tuesday, June 10, 2014 – Governor Deval Patrick today applauded the signing by President Barack Obama of the Water Resources Reform and Development Act, a bill that provides federal funds to support the $310 million Boston Harbor Dredging Project.  According to the Army Corps of Engineers, dredging Boston Harbor will double volumes at the Paul W. Conley Container Terminal in South Boston, and every $1 spent on dredging results in nearly $9 in return, yielding $2.7 billion in regional economic activity in Boston and across the Commonwealth. 
“By making the necessary investments in our nation’s ports and water infrastructure, this legislation creates new economic development opportunities in Massachusetts,” said Governor Patrick. “I am pleased that federal funding has been approved for the Boston Harbor Dredging project, which will help us create more jobs, increase trade opportunities and ensure the future economic competitiveness of the working port.”
Ports along the East Coast of the United States are investing to prepare for larger container ships that will be coming through the expanded Panama Canal when it opens in late 2015. Governor Patrick visited the Panama Canal and was briefed on its expansion during his innovation mission to Panama in March 2014. In addition to deepening the main shipping channels in Boston Harbor, the dredging project will deepen Chelsea Creek to ensure the safe and efficient passage of the 67 percent of the region’s petroleum needs that enter through the Port of Boston. 
 
The Water Resources Reform and Development Act provides $216 million in federal funds for the dredging project. The total cost of the project is estimated at $310 million. The Commonwealth and the Massachusetts Port Authority will split the remaining non-federal cost share of the project.
 
"The Boston Harbor Improvement Project is what investment in infrastructure is all about: a deeper harbor means increasing container traffic at the harbor, and every tax dollar spent will produce nearly $9 in business activity," said Senator Elizabeth Warren. "This federal investment will help strengthen our economy in Boston and throughout the Commonwealth."
 
“Boston Harbor is an economic anchor for the entire New England region, and this investment will help ensure its future as a port of world-class distinction,” said Senator Edward J. Markey. “Deepening the harbor’s shipping lanes will help expand Massachusetts’ economy, create jobs and spur investment in the entire region. I thank Governor Patrick, Mayor Walsh, Massport and the entire Massachusetts Congressional delegation for their leadership and commitment to securing this important funding.”
 
“I have been working to advance the Boston Harbor dredging work for several years, and I am pleased that federal funds are authorized for this project,” said Congressman Michael Capuano.  “When completed, the dredge will help make the Port of Boston more competitive internationally, create jobs in the region and provide a terrific economic benefit to the entire Boston area.”
 
"Today’s bill signing culminates a great effort by the Massachusetts Delegation, working in a bipartisan manner with our colleagues in Congress, to include $310 million for Boston Harbor dredging project in the Water Resources Reform and Development Act,” said Congressman Stephen F. Lynch. “This critical project will create jobs, prepare the Port of Boston to compete with its global partners in the growing ocean freight industry, and ensure that the port remains an economic engine for Massachusetts and the region for decades to come.” 
 
“This federal investment is great news for the Port of Boston and all of the businesses, workers, and consumers who rely on it,” said Massachusetts Port Authority CEO Thomas P. Glynn.  “Boston has a proud maritime tradition, and we will continue to work with Governor Patrick, the Legislature, and the Congressional Delegation to make sure it’s an economic engine for years to come.”
 
“Transportation is not just about moving goods and people – it’s about creating environments for economic growth and opportunity,” said MassDOT Secretary and CEO and Massport Board Chairman Richard A. Davey. “This funding will allow us to make needed investments in our own transportation infrastructure so that we may continue to be a leader in the shipping industry and compete on a global scale.”
 
“I join Governor Patrick in applauding the President for signing this important piece of legislation,” said Housing and Economic Development Secretary Gregory Bialecki. “These investments will not only create more jobs in the Port of Boston, but they will also help businesses expand, providing new economic development opportunities for the Commonwealth.”
 
Conley Container Terminal is a 101 acre facility that processed approximately 200,000 twenty-foot equivalent units (TEUs), the container industry standard of measure, in calendar year 2013. It has access to three waterborne trade lanes: The Far East, Northern Europe and the Mediterranean Region. Top containerized imports are frozen seafood, footwear, furniture and alcoholic beverages. Top containerized exports are hides and skins, paper, frozen seafood and scrap metal.

            (Boston Orange 周菊子波士頓報導)波士頓華裔退伍軍人會昨(九)晚舉行新屆職員就職典禮。會長司徒文信與一眾連任幹部在甫升任為麻州退伍軍人會副指揮官的麥克戴維斯(Mike Davis)主禮中,宣誓就任。

                        波士頓華裔退伍軍人會(American Legion, Chinatown Post 328)現有會員六十多人,其中絕大多數都是參加過二次世界大戰,越戰,韓戰等退伍軍人,正副會長司徒文信,區靖儀,張德強(Johnny Truong)是參加伊拉克戰爭的年輕一輩。其中的張德強今年才廿五歲。

昨日的就職儀式,簡單隆重,由原本擔任第七區會長,甫升任為麻州退伍軍人會第二把手的麥克戴維斯,以及指揮官Steve Pears,副官John Shank主持卸任,就任儀式。

會長司徒文信、資深副會長歐靖儀、財務余錦芳、秘書長周暢、糾察長陳文浩,以及執委會委員司徒焯榮、黃元輝等連任職位者,照慣例,列隊走到主禮官面前宣誓,再列隊退席。

波士頓華裔退伍軍人會的會員,波士頓榮光會的理事長石家孝,前理事長殷尚堅,理事陳世隆,池元山,駐波士頓臺北經濟文化辦事處處長洪慧珠,副處長陳銘俊等人,到會觀禮。

            洪慧珠應邀致辭時,稱許波士頓華裔退伍軍人會成員服務社區,對社會多所貢獻,也感謝他們與辦事處的合作。

下週將走馬上任新職,到麻州大學的退伍軍人服務部工作的司徒文信表示,查察政府的各項退伍軍人福利,協助退伍軍人獲得所需的就業,改善生活,聯誼資訊。

波士頓華埠退伍軍人會的會員,大都年事已高,曾經參與二次世界大戰的余錦芳,昨日未出席的黃君裕,都已年近九十。該會前會長柯威廉(William L. Cobham)今年一月過世,他的執委會主席遺缺,由黃國麟遞補。司徒文信感懷柯威廉對他的輔佐,關照之餘表示,積極尋訪年輕一輩退伍軍人,也將是該會工作重點之一。

司徒文信私下透露,他和副會長歐靖儀,糾察長陳文浩上週末走訪紐約華裔退伍軍人會,獲悉該分會有華裔會員約六百人,擁有四,五層樓的自置物業,租金收入足供該會開大會時席開百桌,全都免費,希望將來波士頓分會也能至少有個會所。

昨晚,一名現年三十七歲,十一歲時從香港來美,曾參軍十年的黃浩霖,也到會觀禮,希望熟悉波士頓華埠退伍軍人會。他羞澀表示,當初對退伍軍人會這組織並不了解,參加了另一個分會,正在嘗試轉會。

鄭茹表示,網協現有不下三千人在會員名單上,五百多人在鏈接(Linked-in)網上。網在過去一年內,製定五年發展計劃,舉辦35場以上活動,建立平台,幫許多人找到了他們的第一份工作,也協助初創公司找到他們的第一批員工,輔導者。在網協舉辦的各項活動中,“青少年創業(YES)”項目,創新(NEW)項目尤其讓他們驕傲。卸任後,她將主持網協的輔導項目。
新任會長陶東斌畢業於杜克大學,現為PTC公司的企業發展主任。他表示,網協來年將推出輔導者網絡(mentor network),有心者可藉出席,協助籌辦,贊助活動等多種不同方式,支持網協的運作。

接下來的一年裏,網協計劃舉辦場涵蓋討論中國公司西行大潮”的 職業論壇,以物聯網電子營銷以及互聯網金融等熱門話題為重點的四場大型技術會議。網協也將繼續夏季辦郊遊傳統,預定七月十二日到麻州西郊農場郊遊。
在年會中,網協青年創業計劃(YES8.0負責人黃少丹報告青少年創業比賽結果。她指出,該項目今年有28名學生參加,上了十一堂課,由改名“Blanc“,主要功能為讓使用者保持清醒的手錶奪得冠軍。該一創業隊伍由鍾德華任執行長,已登記成為公司,在產品正式面市前,已獲得二千元訂單。
創業工場(NEW2.0的負責人田田,報告了該項目比賽結果。提供無線電力解決方案的X2科技公司奪得冠軍,已籌得一百萬元,遷往中國的AiZhuBo電視公司奪得亞軍。iOvulationBlanc,敲習(Tap and Learn)等三隊,獲得季軍。

香港芭蕾舞團六月十八日起在麻州演出六場


美國歷史上最悠久,最出名的雅各之枕舞蹈節(Jacob's Pillow Dance Festival),今年再邀香港芭蕾舞團參加,並請33名團員中的菲菲魏巍沈杰,參加六月十四日的開幕典禮匯演。
雅各之枕舞蹈節是個《紐約時報》譽為「全國舞蹈之樞紐」的活動,場地座落在麻州西郊的伯克夏爾丘(Berkshire Hills)的Ted Shawn 劇院(358 George Carter Road, Becket, Massachusetts),今年將從六月十四日起,進行至八月三日,預定有不下五十個舞團,做350場左右的表演,講座、展覽、電影、課堂、巡演和社區活動,其中有的售票,也有許多可免費進場。
香港芭蕾舞團是2012年時,首度亮相雅各之枕舞蹈節,演出非常成功,今年再獲邀請,除六月十四日參加開幕演出外,將於六越十八日至廿二日間,做專場演出。

香港芭蕾舞團表示,這三個作品各具特色,對該團各有著不同意義。
《她自己的房間》實踐了舞團呈獻及推廣亞洲編舞家的作品的理念。費波是中國當前最讓人期待的編舞家之一,作品深受中國文化影響,在中央芭蕾舞團時,他發掘出一種結合古典芭蕾舞與當代舞的風格。
納曹.杜亞陶是一位享負盛名的編舞家,他的芭蕾作品以一套別樹一格 的身體語言見稱。《卡薩廸》這全男班作品,是展現舞團男舞蹈員出色技巧與藝術修養的最佳選擇。
克里茲托夫.帕斯特曾是荷蘭國家芭蕾舞團的駐團編舞家,最近成為波 蘭國家芭蕾舞團的藝術總監。他的《光與影之間》作品,靈感來自多種巴羅克時期的舞蹈和畫家米高安哲羅、維梅爾與林布蘭的作品,以《哥德堡變奏曲》中的抒情調開頭,帶出優雅的雙人舞,其後在《第三號管弦樂組曲》配樂下引發出更豐富的獨舞、雙人舞及群舞,能讓所有舞蹈員發揮所長。
香港芭蕾舞團藝術總監歐美蓮與舞蹈員對於能夠再次參加雅各之枕舞蹈節,都感興奮,指這演出既可提升他們的藝術修養,又給了他們機會做香港的文化大使。

中華廣教學校徒步行 籌款五萬元 破紀錄

(Boston Orange周菊子波士頓報導)中華廣教學校昨(6月8)日籌款徒步行,約一百五、六十名師生,社區人士參與。在至孝篤親公所鼎力匡助下,籌款數額大破紀錄,共得不下五萬餘元。
今年的廣教學校籌款徒步行(Walk for Fund),約有一百三十名學生,廿名老師,校董及義工參加,中,小班學生尤其多。

            參加籌款徒步行的社區人士,除家長,家屬,波士頓安良工商會會長黃國健,紐英崙中華總會的余麗媖,美國銀行的資深財務顧問黃若蘭外,幾乎全為至孝篤親公所宗親。
廣教學校校長曾秀芬透露,包括已允諾,還未收到的捐款在內,廣教學校自己今年籌得約達一萬元,來自至孝篤親公所的捐款有四萬元。
據悉至孝篤親公所在公所內發起募捐活動,還以公所將相應(match)捐款為誘因,鼓勵宗親做善事。結果熱心宗親的個別捐款合共二萬元,加上相應捐款,共捐出四萬元。

昨日陽光和絢,廣教學校師生們穿著印有校徽的紅色 T 恤,在波士頓警察局的翁天生(Tommy Young)等兩名騎自行車警察護送下,由校董會董事長蔡倩婷率領出發。
他們從廣教學校位於泰勒街87號的校址出發,繞經屋街,華盛頓街,走進波士頓廣場,來到麻州政府金頂大樓前拍照後,轉往波士頓公園的天鵝湖畔享用義工燒烤的熱狗麵包,在樹蔭下圍坐,暢談。

廣教學校的行政助理粱蓓,技術支援兼夏令營統籌余紹強,中國語文項目首席導師宋成珍等人,都夾在隊伍中招呼參加徒步行的小朋友。
廣教學校的16名董事中,有蔡倩婷,雷國輝,鍾曼怡,吳弭,李壽泮, 陳仕維,陳家驊,梁素珍等人到會。

護持廣教學校最力的董事陳毓禮,因為膝蓋疼痛,昨日並未現身,反倒是他的哥哥陳毓璇,已高齡九十的姊姊阮陳金鳳,都參加了徒步行,慢步當車。以往每年必到的李伍綺蓮,因為孫子行畢業禮,昨日也未能出席。
下星期日(十五日),廣教學校將在董事長蔡倩婷親自下水划舟的盛況中,首次組隊參加波士頓香港龍舟賽,六月廿一日(週六)舉行結業典禮。廣教學校每週一至五,早上九點至下午六點上課,父母可提前於早上八點送小孩到校,選修活度包括表演藝術,美術,健體運動,思考及創意科技等的暑期班,將從六月三十日起開課,一期四週,費用為八百到九百元。
