新英格蘭地區今年第二場華測、兒測10/27舉行


駐波士頓臺北經濟文化辦事處教育組新英格蘭中文學校協會合作,今年續辦的華測及兒測,共有約200人報名,已於1020日在勒星頓中文學校和威廉斯大學(Williams College)辦完第一場,下一場訂1027日在中華語文學校與和理大學(College of the Holy Cross)舉行。
            經文處教育組表示,2013年的華語文能力測驗(華測)及兒童華語文能力測驗(兒測),在新英格蘭區去年辦得很成功之下,今年還有外州考生應試。
兒童華語文能力測驗部分,今年和去年一樣,測驗三個等級:萌芽級、成長級與茁壯級。華語文能力測驗部分,今年只測考4個等級:基礎級至流利級(Level 2-5)
勒星頓中文學校在十月廿日這天,成為華測,兒測歷年來的最大考場,有超過報名人數一半的約120名考生,在該地點應試。
            勒星頓中文學校考場,今年還吸引了不少外州考生,包括新罕布夏州Bedford 高中有6名學生,在中文老師王明德鼓勵下報名參加今年的華測,還在考試後享用王老師供應的臺灣風味麵包。紐約州及西岸洛杉磯,都有學生趕來考試,為明年赴臺升學的計劃做準備。
            教育組指出,參加華語文能力測驗既可瞭解各人的華語文能力及學習成效,取得通過華語文能力測驗證書,也是有心申請臺灣教育部「臺灣獎學金」者需具備的申請條件之一。
教育組表示,旅居美國僑生有意回臺灣就學者,需符合各校系所招生辦法規定,但獲得通過華語文能力測驗證書者,當然更有優勢。
            1020日這天,駐波士頓辦事處領務組在勒星頓中文學校設置行動領務辦公室,為出席測驗民眾提供各項護照、授權書等領務諮詢的便民服務。

Come and learn more about China-Taiwan issues with Strait Talk during the week of Oct 26th to 31st! 
Strait Talk is a non-partisan dialogue program that seeks to transform international conflict by connecting young people from both sides of the Taiwan Strait and the United States and empowering them to strive for peace.
This year, we bring to Brown University four unique and interesting panels on the Taiwan Strait conflict. Free food and drinks will be provided during the events. The goal of these events is to educate the delegates and the Brown community about the Taiwan Strait conflict by bringing leading scholars to Brown to share their knowledge, and to thereby increase the reach and effectiveness of the Symposium. This panel seeks to explore the American, Chinese, and Taiwanese approaches to foreign policy and security. We would also like to look into the future challenges in maintaining a three-way peaceful relationship among the US, China and Taiwan.

Today, Congressman Michael Capuano endorsed State Representative Martin J. Walsh in the race to be the next Mayor of Boston.
“Marty is one of the few people that I have ever met that I would cross over broken glass to help. I don’t do this very often because I think members of Congress should use their endorsement and their support very sparingly,” said Congressman Capuano at today’s press conference. “[Marty Walsh] will stand up for people – he’ll stand up for human rights, civil liberties. He’ll stand up for education. He’ll stand up for housing needs and do it with strength, with integrity, and directness.  I don’t think you could ask for more from any elected official. I’m glad to be here with my friend – and I don’t use that term too loosely, ‘my friend’ – the person that I am happy to endorse and support today as the next Mayor of the City of Boston, my friend Marty Walsh.”
“Congressman Capuano has been a mayor himself, and has been a progressive leader and a champion for working families in Massachusetts for many years,” said Rep. Walsh. “I’m honored to call him my friend, and honored to receive his endorsement and support today.
Michael Capuano serves as the U.S. Representative for Massachusetts's 7th congressional district, which includes approximately 75% of the City of Boston, as well as Somerville and Cambridge. He was first elected to Congress in 1998. Prior to his election to Congress, Capuano served as the Mayor of Somerville for nearly a decade. Somerville is the most densely populated municipality in New England.
The press conference announcing this endorsement took place today in Hyde Park. Rep. Walsh and Congressman Capuano were also joined by State Representative Angelo Scaccia and Boston City Councilor Felix Arroyo, both who have also endorsed Marty Walsh for Mayor.

2014 海外華裔青年語文研習班即起接受報名


中華民國僑務委員會2014年將舉辦七個班別的「海外華裔青年語文研習班」,即日起接受報名。
僑委會的海外華裔青年語文研習班,限年滿14足歲至未滿24歲的年青人報名,2014年共開七班。各班研習時間,「第一期」為16日至216日,「第二期」224日至46日,「第三期」428日至68日,「第五期」106日至1116日,「第六期」128日至2015118日。
暑假期間有前述的「第四期」,以及「暑期青少年班」二個班別,「第四期」在630日至810日期間舉行,限年滿18足歲至未滿24歲者參加。 「暑期青少年班」則限14歲至未滿18歲之青少年報名,研習時間為71日至811日。
僑委會舉辦海外華裔青年語文研習班的目的在增進海外華裔青(少)年華語文能力、認識傳統中華文化與台灣多元文化,瞭解中華民國進步發展現況,並促進海內外青年互動交流。凡目前居住於海外,身心健康、學行良好、有高度學習華語文意願,並能適應團體生活、願意遵守學習生活公約之華裔青(少)年均可報名參加。
班均於開辦前6個月開始受理報名,額滿截止。其中的「第4期」及「暑期青少年班」,依地區配額分別受理報名,報名日期為201411日至228日止。
活動期間,週一至週五安排華語文、民俗技藝、文化研習課程,晚間自行參加晚自習、休閒、知性或網路等輔助課程;週六及週日另彈性安排藝文及青少年遊藝活動。
課程內容包括()語文教學:華語教學(每週24小時,包括視聽教學2小時)及華文電腦網路課程等。()文化采風:包含書法、國畫、童玩、編織、結藝、紙藝、篆刻、扯鈴、中國功夫、民族舞蹈等課程(以上課程由學員依志願自由選修,惟視學員人數多寡調整開班)。()晚間活動:安排晚自習、輔助教學或休閒活動等。()專題講座或海內外青年聯誼。()教學參觀(每週4小時):參觀近郊之文化社教景點,認識台灣的人文歷史與自然生態。()寶島攬勝:參觀台灣各項政經文教建設及具台灣寶島特色之名勝古蹟。

Dan Wolf 退出下任麻州州長選舉


Dan Wolf to End Gubernatorial Campaign
Boston - October 22, 2013 - With great excitement and high hopes, after careful discussions with family, friends, and colleagues, in July I threw my hat into the ring to become the next Governor of Massachusetts.

My reasons have not changed. If anything, my passion and concern has strengthened as my understanding of the challenges and opportunities has deepened:

We must rebuild our economy from the middle out, reverse decades of increasing hardship to hardworking friends and neighbors, and use government as one of the tools to help accomplish those goals.  Even the so-called “recovery” we are experiencing proves the point: 95 percent of the wealth that has returned to our economy in recent years has gone into the hands of just 1 percent of our population.

But, after an exhilarating start, since August my campaign has been suspended.  The State Ethics Commission has ruled that because the company I founded 25 years ago, Cape Air, has non-negotiable operating agreements and leases to use Logan Airport, I am in conflict.

In the weeks and months since August, we continued to hope that the Commission would resolve this matter in a timely fashion, allowing me to move forward with my campaign, creating a regulation that would also encourage others to serve the public while protecting the public’s trust.

However, after the Commission’s meeting last Thursday, October 17, it is now clear that no resolution, regardless of its form, will be reached for at least several more months, quite possibly longer.

Given that timing, I feel I have no option but to end my campaign for Governor.

I do so with deep regret, but also with every hope that I will remain as State Senator from the Cape and Islands, continuing to advocate for our environment, social justice, public education, jobs that provide living wages, and economic opportunity.

I do so remaining idealistic and optimistic, but also recognizing the practical and pragmatic: With continued uncertainty, re-starting a gubernatorial campaign months from now is not feasible.

I do so with gratitude for the blessing and privilege of serving the citizens of the Commonwealth.

I do so with concerns, given the process thus far, that well-intentioned regulation can have the unintended consequence of keeping – or forcing – people with great life experience out of public service.

To those who have helped and supported me so much, my deepest thanks.  We all know that there are many ways to make a contribution, many ways to help, many ways to fight.  We also know that sometimes one door closes so another can open.

I promise to continue to contribute, help, and fight.  And I look forward to walking through the next door together.

波士頓僑情座談會談傳承培育年輕人


波士頓華僑文教中心昨(20)日以繼往開來為主題,召開僑情座談會。 出席者建言台灣政府提高台灣資訊在谷歌搜尋中的能見度;加強電子版宏觀報的市場行銷;設法搭橋,讓老僑分享經驗,提供機會,幫助台灣年輕一代留居,傳承。
            波士頓的兩名僑務委員,陳家驊、馬滌凡,將於十一月六日回台灣出席僑務會議。波士頓華僑文教中心循例,在他們行前召開僑情座談會,促請本地僑胞就僑務工作提建言,給回饋。
與會僑團首長在會中建言,應改善谷歌搜尋結果,加強宏觀報的市場行銷,盼政府協助地方搜集僑商,僑青資訊,建立僑商及人才數據庫,統籌辦理讓僑商求才和青年求職能夠橋接的聯誼,交流活動等。兩名僑務委員將與提議各人商議,做成議案,找人連署後,提交橋委會僑務會議討論。
            駐波士頓台北經濟文化辦事處處長洪慧珠,副處長陳銘俊,波士頓華僑文教中心主任郭大文,昨日與兩名僑務委員一起主持會議。僑務咨詢委員李伍綺蓮,僑務顧問游勝雄,莊紀華,僑務促進委員蔣宗任,殷尚堅,石家孝,陳式儀等本地僑團首長,共有近三十人出席。
            波士頓僑教中心為力行節約政策,昨日拿出投影機,把事前以電子郵件發給各僑團首長的44頁“僑務委員會議中心議題說明”,打在螢幕上做討論前簡報。未如以往般派發打印在紙張上的資料。
            會議主題為“繼往開來,永續經營僑社,布網建雲,創新服務僑胞”,預先訂定的研討專題包括“建構僑青網絡,加強僑社聯繫及凝聚有我力量,推展雲端僑教,結合僑商網絡並拓展新興市場,攬才育才留才策略等。
            該份說明也列舉僑務工作所面對的最新情勢,包括僑社生態不斷變化,兩岸僑務競爭方興未艾;移民世代遞嬗,僑社面臨傳成問題;伴隨華文教育主流話,僑教內容亟帶調整因應;全球經貿挑戰日遽,僑商網絡益顯重要;人口結構變遷,僑生政策有待重新形塑;全球化及科技快速發展,僑務工作應與時俱進。
            該份說明列舉的當前僑務工作因應策略包括,積極聯繫服務僑攝,建構全球僑青網絡,協助推展雲端僑教,開發新興市場,規劃育才留才策略,發展資訊華僑務等。
新英格蘭台灣青年商會會長康麗雪,副會長王力遠,竹蜻蜓壘球聯盟會長王志維,新英格蘭中文學校協會會長陳式儀是昨日出席僑務座談會議者中年輕的一輩。
在莊紀華提出上谷歌(Google)搜尋僑教資訊,先跳出來的大都是中國大陸的簡體字網頁,不知政府是否有任何方法,讓台灣網頁能見度高些;殷尚堅探問有多少人收得到電子版宏觀報,能否轉發(Forward)等議題後,王力遠,王志維,陳式儀等人紛紛發言,表示訂定市場行銷計劃,加強社交媒體等科技應用,搜集數據作整和根據等,應該都是可行方法之一。
自己開公司的王力遠還指出,來自台灣,留居波士頓的年輕人越來越少,如何設法幫年輕人找到就業機會,也是解決僑社傳承問題的途徑之一。
