姜有國：全球再興博雅教育

大波士頓中華文化協會藝文小集新年度首場講座談博雅教育，。

今年接任藝文小集召集人，在博睿（Brill ）出版社任編輯的姜琴，請來中國醫學發展美國基金會副主席John Watt博士談“台灣和中國大陸早期公共衛生的發展”，波士頓學院伍玆學院副院長姜有國博士談“作育英才—臺灣和中國大陸博雅教育的展望與挑戰”。

姜有國指出，“博雅教育（Liberal Arts Education）“和通識教育，講究通過人文，科學，以及跨學科知識，以思辨模式，奠定學生的專業素養，批判精神，倫理思維，使之成為具社會責任感的世界公民，旨在培養完美的人。

如今的教育為追求學校排名，因應信息科技發達，國際學生及教師流動頻繁，學生畢業後就職機會等實用價值，走向了更重視專業教育這一方向。

不過，他和一批團隊最近做的調查研究發現，全球高等教育學院，包括哈佛，ＭＩＴ，耶魯等名校，最近在思考教育的遠景和目標到底為何時，開始打破傳統的實用和職業教育，把博雅教育列為必修課，以期在全球化發展中，培養出卓越的全人和世界公民。

姜有國指出，其實中國大陸及台灣，很早以前就採行過博雅教育。

台灣在民國四十年代後期有東海大學，民國六十年代有清華沈君山等強調博雅教育。台灣教育部還在民國七十三年規劃博雅教育課程，民國九十二年成立博雅教育委員會。

中國大陸從1896年的北京大學前身，京師大學堂起，包括復旦，清華，南開，輔仁，燕京，聖約翰等等大學，都重視博雅教育。1949年到1980年代，為因應國家經濟建設與社會主義發展的需要，採用了蘇聯的教育模式，注重培養專才，1995年才在52所高校成立了以“文化素質教育”為藍本的博雅教育。北京大學在2001年成立袁培計劃實驗班，2007年成立提供300門博雅教育課程的元培學院（博雅教育學院）。

姜有國在講談中簡單比較了中國大陸與台灣在博雅教育上的做法異同，直陳到底博雅教育應該包括什麼內容，各界還有很多歧見，不同看法。但重視包括情商，講究培養學生批判，分析能力的全面教育，卻是全球教育界的共識，兩岸在倫理價值觀上，都面對著挑戰。

當晚出席的趙鍾英，齊雅明，沈安平，楊波，蔣紅，王子仁，胡世沛等許多人各有意見，兩名年輕人也對台灣和中國大陸教育界現狀發表了與年長一輩不同的看法。討論十分熱絡。

姜有國會後透露，耶穌會正在籌備，數年後到香港籌辦一所講究博雅教育的大學。

波市公校一月註冊

Parent University is an opportunity for parents to sharpen their skills as they work in one of life's most important and demanding roles. Sessions focus on child development, what children are learning in schools, advocacy, parent leadership and effective parenting skills.    Launched in 2009, Parent University was established by the Boston Public Schools Office of Family and Student Engagement as the primary strategy to build the capacity of parents to be actively engaged in their children's education. this Saturday    Trotter Innovation School wins national Asthma-Friendly Schools Initiative award   The American Lung Association has recognized the Trotter Innovation School with the 2013 Asthma-Friendly Schools Initiative Champion Silver Award. The AFSI Champion Awards are given in recognition of schools that have taken positive strides to create a healthier learning environment using the strategies outlined in the Asthma-Friendly Schools Initiative. Silver and Gold level winners are schools that have gone above and beyond to protect the health of their students, faculty and staff.  The faculty at the Trotter School decided to use AFSI Award funding be to compile "starter kits" that would be provided to other Boston Public Schools to assist them in implementing the AFSI in those schools - with Trotter faculty and staff acting as champions and consultants. The American Lung Association will provide clipboards containing asthma emergency information for use by coaches, bus drivers and other school personnel in conjunction with the Asthma Basics asthma education program. BPS will be provided with 20 Open Airways For Schools® kits and provided a free program training for school nurses and personnel. Two hundred and fifty inhaler spacers will be distributed to children taking part in OAS. A number of posters detailing how to properly use an inhaler will also be distributed by the Lung Association. The Lung Association's AFSI Champion Award acknowledges schools that have helped to develop a comprehensive asthma management plan.  The Lung Association encourages schools to take positive steps toward creating an asthma-friendly school by maximizing school health services, providing asthma education, creating a healthy school environment, and ensuring all students can participate in physical education and activity. January is the month to register for 2014-15 Kindergarten, 6th & 9th grade    Students who will begin Kindergarten, 6th grade or 9th grade in the fall of 2014 should register for school during the First Registration Period, which ends Friday, January 31. Families should visit any BPS Welcome Center in January to register for school and make their school choices. Students making selections for grades other than K, 6 and 9 should wait until the Second Registration Period, which begins February 5. All applications received within a registration period are processed at the same time, not in the order received. It doesn't matter if you apply on the first day or the last day of the registration period. BPS will run the school choice lottery after the completion of each registration period and will send school assignments by mail. He's lived his entire life within a mile of the Zoo, and it's always been his favorite place to visit. Adam set a goal of raising $500 to support Zoo New England, in particular Ussuri the Amur leopard - his favorite animal. He dedicated his $10 monthly allowance towards this goal, and he sold hot chocolate and cookies outside his home to raise more money. Adam spoke about his efforts at his school assembly to inspire schoolmates, and he created an informational flyer explaining the impact of fossil fuel on wild habitats and offering tips on how to support conservation organizations including Zoo New England. Not only did Adam reach his $500 goal-he far exceeded it by donating more than $2,000 to date in support of the Zoos' conservation efforts. The award will be presented at Zootopia 2014 on May 3, 2014 to further the recipient's project, conservation work and education. (Boston Orange 周菊子波士頓報導) 波士頓華埠主街十一日晚在喜臨門大酒樓舉辦春宴暨年度籌款晚會﹐二百多人匯聚。主街董事長余俊明宣佈，馬年花市將於一月廿七日至三十日在華埠牌樓旁擺出攤位，來年盼與商戶合作，繼續繁榮華埠經濟。

波士頓新市長馬丁華殊（Martin J. Walsh)在就任時曾說，將重振主街計劃，以幫助社區繁榮經濟。十一日晚他本人雖未出席，但派出代表到會。

波士頓市府內轄管主街計劃的鄰里發展部（Department of Neighborhood Development)，十一日晚也首次有鄰里發展部主任狄琳（Sheila A. Dillon）和其麾下的主街計劃項目主任吉文（Stephen Gilman）聯袂出席。狄琳與一名出席者交談時還透露，馬丁華殊重視可負擔住宅，華埠之內，除了正在施工中的24號地段，將要動工的好事福/平安巷發展計劃之外，未來一，二年內，還將推出另一棟可負擔住宅大樓的建造計劃。

華埠主街董事長余俊明當晚在會中做該機構年度報告，說明去年辦過春季波士頓大清掃，秋季掃街活動，為華埠治安巡邏隊，警民聯歡日等公共安全活動當義工，和國土安全局的海關及邊界保護局（CBP）合作，捐款五千元給紐英崙中華公所辦理清掃街道的“華埠商區改善計劃”，和華美銀行合辦創業講座，和Rope & Gray律師樓，畢馬威（KPMG)會計師樓合辦稅務講座，推廣在本地店鋪購物活動，小企業週六聚會活動，裝飾窗戶，參與舉辦華埠中秋節，在華埠主街的夏日聯歡會中推出卡拉ＯＫ比賽等活動。

主街計劃的主要社區服務之一，是代表波市府，為企業提供修繕門面的相對補助款，從一般的二千五百元到一萬元不等，去年共有肥牛火鍋店，茶道（Tea Do），香滿園（Asian Garden），功夫茶等四家店申請獲得補助。

余俊明指出，由於余顯生的提議，華埠主街從2011年開始舉辦農曆新春花市，並稱之為“余顯生花市”。今年在金神賭場大方贊助下，該機構將繼續這為期四日的花市傳統，並改名“金神花市”。

當晚到會的嘉賓，有駐波士頓臺北經濟文化辦事處處長洪慧珠，副處長陳銘俊，波士頓華僑文教中心主任郭大文，以及波士頓市政府的市議員吳弭，普斯莉（Ayanna Presley)，波士頓市鄰里發展部（Department of Neighborhood Development)主任狄琳（Sheila A. Dillon）， 波士頓市長馬丁華殊的代表Jordon Deasy，以及紐英崙中華公所主席阮鴻燦等人。

會中還安排了中華書法會的吳紹營，方厚正即席揮毫，麥炳潤做捏麵人。已宣布競選麻州州長的衛斯理鎮議會主席暨Parexel公司主管Joseph Avellone這晚也特地到會拜票。

劍橋夕陽紅進波城華埠匯演迎春

劍橋中國文化中心麾下的夕陽紅活動站，十一日下午在波士頓華埠昆士小學禮堂“迎春匯演“。十七項節目內容十分多元，大陣仗場面不少，近六百名觀眾看得頻頻鼓掌。

劍橋中國文化中心夕陽紅活動站創立于2001年三月廿五日。根據該站公佈在網上的數據，如今已有註冊會員850多人。

2011年時，該中心與華人前進會合作，首次從麻州郊區進波士頓華埠辦“兔年春節聯歡會”，今年2014，由“夕陽紅後援會”，“夕陽紅子女會”支援，中城家庭服務中心，閩南同鄉會波士頓分會，多一味餐館，LAS翻譯公司，Ａ＋車體公司，鍾氏會計師事務所，關榮基，廉清宇等不下13個機構及個人贊助，再度踏進波士頓華埠，借著氣氛歡樂，琳琅滿目的演出，拉近郊區與城區華人的距離。

這場2014“夕陽紅迎春匯演”，由夕陽紅主任方慧，夕陽紅後援會的Jenny Lou，夕陽紅子女會的盧小平擔任總策劃，劍橋中國文化中心董事長紀虎民，副董事長陶凱擔任行政總監，喬萬鈞擔任藝術總監，曾獲歌唱比賽冠軍的李照原，曾獲選為中國小姐的樂趙令瑜擔任司儀。

十七項表演節目，由大波士頓亞裔青少年交響樂團演奏“新春樂”，“四季調”，夕陽紅合唱團全體上台，在喬萬鈞指揮，謝宏勛伴奏下，演唱“荷塘月色”，“夕陽紅”，“游子情思”等開場。

夕陽紅活動站成員組成的小樂隊，合唱團，健身隊，舞蹈隊等， 和外邀嘉賓全場穿插演出。

夕陽紅的自己人，有小樂隊做民樂合奏，演出“採茶舞曲”，“春江花月夜”，合唱團女聲合唱“相逢是首歌”，王開成，方厚正等人的男女聲對唱“花兒與少年“，健身隊示範太極“晚霞新韻”，時裝隊以“綉江南“展出美麗服飾。夕陽紅還有兩個特別演出，一是李嘉音，陳明華費心妝扮，全套戲服上身的演出京劇古典舞”天女散花“，一是鎮德華笛子獨奏”棗園春色“

應邀參演的嘉賓有浮雲相聲社的時家琰，張欣然演出“買吊票”，牛頓中文學校少兒舞蹈班的余尚雋在五名美少女伴舞中高唱“歌聲與微笑“，李照原穿上一身白西裝演唱”母親“，喜洋洋樂隊的夏耘琵琶獨奏“彝族舞曲”，劍橋中國文化中心藝術團表演舞蹈“酸咯溜溜”，花腔女高音廉豔獨唱“瑪伊拉“，新英格蘭音樂學院歌劇系蔡楠獨唱”我愛你中國“。

整個迎春匯演在夕陽紅舞蹈隊的“好運來“中落幕。

波市年輕流浪漢大增5%

大波士頓街頭無家可歸的流浪漢中，年輕人越來越多了。

2012年末時，波士頓官員數算了街頭流浪漢人數有6992，較之前一年增加了5%，和2001年比，則增加了17%。

在波士頓市中心區席地而睡，討錢的流浪漢，人數似乎也更多了。波士頓市中心商業改善區（Downtown Boston Business Improvement District）人員去年夏天開始在晚上，每月數一次街頭有多少流浪漢。十月份時，他們發現有40人睡在梅西百貨一帶街道上。

由於波士頓城中區一帶有幾個庇護所，湯廚房，以及許多其他服務，流浪漢長期以來遊蕩在波士頓廣場到綠路，以及以前稱作紅燈區那一帶的巷弄及凹陷牆角。

美國住宅及市區發展部（The US Department of Housing and Urban Development）去年一月報告，美國的流浪漢人口從2010年以來，增加了14%，達到將近二萬人。從幼稚園到十二年級的流浪學生人數之多，更是創歷史紀錄，在麻州之內，不到十年之間就增加了一倍，上一個學年，有935名學生不和父母或監護人住在一起，和2004-2005學年相比，增加了將近三倍。

十月份時，麻州平均每晚安排2100個流浪家庭住進汽車旅館，也是一項紀錄。根據麻州住宅及經濟發展辦公室的數據，有些日子，這數目還超過了住在庇護所的家庭。

2011年麻州開張了州內第一家專為流浪青年提供社會服務的“苦水橋（Bridge Over Troubled Waters）”後，求助青少年近年人數大增，該機構常常還得額外收容青少年到鋪在康娛室地板上的床墊睡。

在去年九月到十一月之間，苦水橋為394名青少年提供服務，比該機構之前一年協助的青年人數多了近三倍。該機構協調員Mark McLaughlin表示，通常他們會在夏天看到數目大增，然後冬天減少，但去年卻全年都有很多青少年住進該機構。

麻州地區最大的庇護所之一的松街客棧（），在截至去年十二月初時，共接待了663名青少年，以及年紀在18歲至24歲之間的青年成人，比2010年多了一倍，和2008年比則多了四倍。

在哈佛廣場有個走入式的流浪青年中心“青年有火（Youth on Fire)”。該機構項目經理Ayala Livny表示，經常性的有500多名訪客尋求服務，和十年前相比，增加了近五倍。

他們發現，流浪青年常常落得遊蕩街頭，更容易陷入犯罪或被虐情況，只因為他們不能接受成人庇護所有時嚴苛的條件要求。

為了更好地了解流浪青少年，麻州政府在2012年成立了一個特別委員會。該會將于本月推出第一個全州直至24歲人士的流浪漢統計調查。去年十二月，波士頓市做了流浪青年計算，共有191名無人陪伴的青少年。

該委員會共同主席暨麻州流浪漢聯盟（Massachusetts Coalition for the Homeles）法律擁護主任Kelly Turley表示，他們將要求流浪青年接受計算，分享經驗，藉以作為訂政策，設立住宅項目，完整服務的參考。

波士頓警察局A-1區社區警察小組長利瑪（ Tom Lema）表示，警察局正和“苦水橋“，“聖法蘭西斯屋（St. Francis House）” ，為流浪漢提供識別證。

Boston health officials announce first influenza-related death this season

Remind residents that the flu vaccine is the best protection against illness

BOSTON – A Boston man in his sixties with underlying health conditions is the first death linked to influenza this season in the city, the Boston Public Health Commission announced today.  Since October, there have been 158 reported cases of influenza in Boston, resulting in 47 people being hospitalized.

“We extend our deepest sympathy to the family and friends of the deceased for their loss,” said Dr. Barbara Ferrer, executive director of the Boston Public Health Commission.  “We often forget how serious of an illness the flu can be, especially for vulnerable populations, and it’s important that we keep encouraging people to get vaccinated as flu season can stretch into March or April.”

Health officials are asking residents to contact their primary care physician, community health center, or local pharmacy to get vaccinated if they have not already.  The vaccine is recommended for everyone six months of age and older, and it must be given on an annual basis as flu virus strains change from year to year.

The BPHC has free flu shot vouchers that were generously donated by Walgreens as part of the December Vaccinate Boston campaign, which Blue Cross Blue Shield of Massachusetts supported.  Residents are encouraged to call the Mayor’s Health Line at 617-534-5050 for more information.  The Walgreens vouchers are only redeemable for adults over the age of 18.

Certain populations, including the elderly, young children, pregnant women, and people with underlying health conditions, such as asthma, diabetes, and heart disease, are at greater risk of becoming seriously ill if they contract the flu.  Others that might not be at risk for severe illness themselves can still transmit the infection to vulnerable people.

Health officials suggest the following tips to avoid getting sick or spreading germs:

• Contact your primary care physician, community health center, or local pharmacy to get vaccinated against the flu.
• Wash your hands often with soap and water for 20 seconds, especially after coughing or sneezing. If water is not nearby, use an alcohol-based hand sanitizer.
• Try not to touch your eyes, nose or mouth. Germs can spread easily this way.
• As much as possible, avoid close contact with people who are sick.
• If you have a fever or feel ill, stay home.
