 Healey-Driscoll Administration Provides Guidance for Residents to Stay Safe During Extreme Heat 

DCR Expands Access to Public Swimming Areas Across the State 

 

BOSTON – In advance of the significant summer heat expected in Massachusetts over the next few days, the Healey-Driscoll Administration announced expanded access to swimming areas and issued important personal safety guidance 

 

As Massachusetts will experience some of its most intense heat in the coming days, it’s important for people to make a plan to stay safe – including staying hydrated, limiting strenuous activity, and checking in on one another,” said Governor Maura Healey. We’ve expanded hours at DCR swimming pools, beacheswaterfronts and spray decks to allow for more opportunities for residents to cool off. We’re grateful to the workers who are putting in the time and effort to support these extended hours. All of us can do our part to help our friends and neighbors beat the heat.”  

 

“As a former mayor, I understand the unique challenges thrust upon municipal leaders by this kind of weather, and we appreciate their efforts to provide equitable access to climate-controlled facilities,” said Lieutenant Governor Kim Driscoll. “I echo the Governor and encourage everyone to plan ahead for what is sure to be a hot couple of days.”  

 

As part of the Administration’s commitment to helping residents beat the heat, the Department of Recreation and Conservation (DCR) will extend operational hours across its robust statewide network of pools, wading pools, spray decks, beaches, and waterfronts. For today, DCR pools will close at 7:45 p.m.; beaches and waterfronts will be guarded until 6:45 p.m.; wading pools will operate until 7 p.m.; and spray decks will run until 9 p.m. DCR anticipates similar extended hours for Thursday, July 27 and Friday, July 28. Swimmers in Massachusetts should only enter the water in designated areas protected by professional lifeguards. DCR encourages swimmers and beachgoers to adhere to the following water safety tips: 

  • Keep a close eye on children near the waterParents and guardians serve as the first and primary line of safety for their children 

  • Teach children to always ask permission before going near the water 

  • Avoid alcohol or drugs 

  • Don’t dive headfirst in the water 

  • Don’t swim beyond your skillset 

  • If caught in a rip current, don’t swim against it. Swim parallel to the shoreline to escape it and then at an angle toward the beach 

  • If a person in your group goes missing, check the water and notify lifeguards and park staff immediately 

The National Weather Service heat advisory indicates that most of the state will experience heat index values of 95 to 104 degrees on Thursday and Friday afternoon. Those hot temperatures and high humidity can cause heat illnesses 

 

To reduce the risks of heat related illness including heat stroke and heat exhaustion, residents should: 

  • Minimize time spent outdoors, especially during the hottest parts of the day 

  • Stay hydrated by drinking lots of water and avoiding alcoholic or caffeinated beverages 

  • Seek out air conditioned buildings like libraries and community centers to spend time inCall 2-1-1 to find locations of cooling centers or shelters near you 

  • Never leave children or pets in the car alone – the temperatures will rise to unhealthy levels very quickly 

  • Check in on neighbors who may need assistance making a plan, including the homebound, elderly, or disabled   

  

As always, call 9-1-1 in an emergency. 

 

“DCR’s beautiful beaches and pools provide a safe place for families and children to cool down from the heat and we are happy to be extending hours at our facilities with this week’s expected oppressive heat and humidity,” said DCR Commissioner Brian Arrigo. “We are grateful to our pool and waterfront staff including our lifeguards for stepping up to help us provide expanded access to our swimming areas for residents across the stateOur staff will be taking extra precautions to watch out for each other and our visitors during this extreme heat.”

麻州地鐵藍線水族館及仙境站8月有10場音樂演奏

    (Boston Orange 編譯) 麻州地鐵和麻州交通廳 (MassDOT)、柏克萊音樂學院合作,從725(週二)起至8月底,將由柏克萊音樂學院學生將在水族館及仙境 (Wonderland)地鐵站表演,讓適合所有年紀的音樂溢滿在氣氛中,藉以在今夏讓地鐵藍線乘客感覺更好。

            柏克萊音樂學院學生們在水族館站外的表演,將是每周二傍晚的5點到6點半,仙境站的表演則是在每週四早上8點到10點的通勤時間。

            這個時段是配合Sumner隧道的關閉維修施工期,在這期間地鐵藍線也將保持免費。

            柏克萊音樂學院音樂治療中心門診主任Cynthia Koskela指出,聆聽現場音樂對人體頭腦及情緒狀態,特別是在繁忙的通勤時可能形成的壓力,都有很好的紓緩作用。

Sharon Durkan 以70%得票率成功遞補為波士頓市第8區市議員

             (Boston Orange 綜合編譯) 波士頓市第8區市議員補選結果,毫不意外的由現年32歲,曾是波士頓現任市長吳弭當年屬下的Sharon Durkan,以70%的壓倒性得票率當選。

              由於這是補選,當選者只能遞補原任者所餘任期,也就是到今年年底為止,Sharon Durkan將和她那43歲的競爭對手,在薩福克郡地方檢察官辦公室已工作17年,現任沒收資產/假釋及減刑長的Montez Haywood,將在今秋117日的市議員選舉中再次對壘,爭取下一任市議員的完整2年任期。

              Sharon Durkan來自喬治亞州,來到麻州北安普頓上史密斯學院 (Smith College) 後,涉入政治,擔任前麻州參議員Eric Lesser的財務主任,畢業後不久的2015年為時任波士頓市議員的吳弭工作,之後一直積極參與麻州政治,也曾在聯邦參議員Edward Markey麾下工作過,近年還擔任民主黨波士頓第5區主席。

Sharon Furkan宣佈參選後,不但原任第8區市議員的白凱欣 (Kenzie Bok) 背書支持,連波士頓市現任不分區市議員Ruthzee Louijeune也支持。

              波士頓市第8區市議員的選區範圍包括畢肯丘(Beacon Hill),芬衛(Fenway)、後灣(Back Bay)到任務丘 (Mission Hill),因原任市議員的白凱欣 (Kenzie Bok) 轉任波士頓房屋局 (BHA)局長,席位出缺,波士頓市府依法辦理補選,當選者將做完白凱欣 的餘下任期,到今年年底。

              Sharon Durkan和她的競爭者,現年43歲,在薩福克郡地方檢察官辦公室擔任沒收資產/假釋及減刑長的Montez Haywood,將在今秋的市議員選舉中再次對壘,爭取下一任市議員的完整2年任期。

              這是Sharon Durkan第一次參選公職,Montez Haywood則在2019年時,就曾參選同一席位。那年初選時有5人競爭,Montez Haywood的得票數敬陪末座。

              在募款能力上,他們倆人的差距頗大,截至上個月底,Sharon Durkan共募得66千元,Montez Haywood只有8000元。

              這次的補選,雖然Sharon Durkan有大陣仗的支持者,但選民出席投票率並不高,根據非正式投票結果,該區28個投票站只有2817人出席投票。

波士頓市27、28兩日進入熱浪緊急狀態 15個BCYF中心向市民全面開放

              (Boston Orange 編譯) 波士頓市長吳弭 (Michelle Wu) (25) 日宣佈,由於天氣預報指氣溫將高達華氏90度,甚至100度那麼高,2728日這兩天,波士頓將進入熱浪緊急狀態,市內15所青年及家庭中心 (BCYF)將向居民全面開放,供人納涼。

              波士頓市府也為此發出熱浪警告,提供忠告,提醒市民在大熱天氣中採取預防措施,以確保安全。

              吳弭市長表示,夏天是人們一起活動、玩樂的時候,但這只有在社區團結一起採取必要的預防措施,保持安全,免於過熱時才可能實現。她敦促居民有任何問題時,都可撥打311,尋求援助。

              為協助居民涼爽,波士頓市的15個青年及家庭中心 (BCYF)都將在週四及週五這兩天,從早上9點至下午5點開放。查詢各中心名單,可上市府官網boston.gov/heat。在全市各地的公園及遊樂場,也將開放64個人工玩水池 (splash pads)。特定的波士頓青年及家庭中心室內游泳池,以及北端(North End)Mirabella波士頓青年家庭中心戶外池,也將開放。

              去年夏天熱浪來襲時,波士頓的緊急救護服務隊接到的911電話數量,增加了15%20%

              波士頓公共圖書館也可供居民躲避熱浪,館內有很多適合幼童,青少年及成人的活動。

              波士頓公校鼓勵學生們及其家人為炎熱天氣做好準備,適當的飲水、著衣,也歡迎家庭送小孩參加會給學生提供飲水及餐食的暑期項目。大部分的夏天活動場地都有冷氣及風扇。波士頓供水和汙水處理局 (The Boston Water and Sewer Commission)的水車,將從週三到週五的早上11點至下午5點,停在表面路(Surface Road)和必珠街(Beach)交界處的華埠牌樓。

MAYOR WU DECLARES HEAT EMERGENCY JULY 27-28, OPENS 15 BCYF COOLING CENTERS TO ALL RESIDENTS


The City of Boston is also issuing a heat advisory July 26-29, encouraging residents to take precautions to stay safe in the hot weather

BOSTON - Tuesday, July 25, 2023 - Today, Mayor Michelle Wu declared a heat emergency in the City of Boston beginning Thursday, July 27 through Friday, July 28, due to the upcoming weather forecasts. High temperatures will reach into the 90s, with the heat index expected to reach the mid-90s to 100 degrees. Additionally, the City of Boston is issuing a heat advisory Wednesday through Saturday, encouraging residents to take precautions to stay safe in the hot weather.


“This summer is an opportunity for Boston residents to have fun and stay active together—but this is only possible when our community comes together to take necessary precautions to stay safe from extreme heat,” said Mayor Michelle Wu. “Heat waves can endanger anyone, regardless of age or health, and it is critical for everyone to stay hydrated, limit outdoor activity when possible and wear plenty of sunscreen. The City is here to support residents through a variety of programming, and I urge anyone with questions to call 311 for assistance in keeping protected against the heat.”


To help residents stay cool, cooling centers will be open at 15 Boston Centers for Youth & Families (BCYF) community centers Thursday and Friday from 9:00 a.m. to 5:00 p.m. A full list of centers can be found at boston.gov/heat. Additionally, 64 splash pads will be open at parks and playgrounds throughout the City. Select indoor BCYF pools and the outdoor BCYF Mirabella Pool in the North End are open. Anyone, regardless of their medical conditions, can feel the impacts of extreme heat. During last summer’s heat wave Boston EMS experienced a 15-20% rise in daily calls to 9-1-1.



The City of Boston is taking critical immediate action to provide heat relief, including short-term, actionable steps toward relief during heat waves. The City of Boston has been engaging in a variety of catalytic projects to support extreme heat mitigation and improved health for residents. 


Boston Public Library locations are also available for residents to seek relief from the heat.  Patrons are always welcome to participate in BPL’s summer programming for kidsteens, and adults.


The Boston Public Schools is encouraging students and their families to prepare for hot weather this week by staying well hydrated and dressing appropriately. Families are welcome to send their children to their respective summer programs, which will provide students with water and meals. Additionally, the majority of summer sites are equipped with air conditioning and fans will be delivered to sites in need of cooling. The Boston Water and Sewer Commission’s water truck will be in Chinatown from Wednesday to Friday from 11:00 a.m. to 5:00 p.m. at the Chinatown Gate on the corner of Surface Road and Beach Street.

The Mayor issued the following heat safety tips:

  • Children and pets should never be left alone in vehicles, even for short periods of time.
  • Stay hydrated. Drink plenty of fluids regardless of activity level. Avoid alcoholic beverages and liquids high in sugar or caffeine.
  • Keep cool with frequent cool showers, shade, and air conditioning or fans. 
  • Limit outdoor activity to morning and evening hours. Rest often in shady areas and be extra cautious from 11:00 a.m. to 3:00 p.m., when the sun's ultraviolet (UV) radiation is strongest.
  • Know the signs of heat exhaustion. Heavy sweating, cool and clammy skin, dizziness, nausea, and muscle aches could all be signs of heat exhaustion. If symptoms persist, call 9-1-1 immediately. Do not delay care. Heat is the leading cause of weather-related deaths in the U.S. and can exacerbate underlying illnesses.
  • Adults and children should use sunscreen containing an SPF-30 or higher and wear protective, loose-fitting clothing including long sleeve shirts and hats.
  • If you have a child in your home, use child window guards in addition to screens on any open window on the second story or above. Falls are the leading cause of injury for children under the age of six. 
  • Secure all window air conditioner units according to the manufacturer's specifications.
  • If you are heading to a beach, lake, or pool to beat the heat, swim where lifeguards are present. Always watch children near the water and make sure they’re wearing a U.S. Coast Guard approved life jacket.
  • Please call or check on neighbors, especially older adults and people with disabilities.
  • Please keep pets indoors, hydrated, and cool as asphalt and ground conditions are significantly hotter and unsafe during heat.


Helping Individuals Experiencing Homelessness:

  • If you see individuals out in the heat who appear immobile or disoriented, please ask them if they need assistance and call 9-1-1 immediately.
  • The Boston Public Health Commission (BPHC) operates emergency shelters at 112 Southampton St (men’s shelter) and 794 Massachusetts Ave (women’s shelter). These facilities are air conditioned and open 24 hours a day, seven days a week. Amnesty has been called because of extremely high temperatures so those with non-violent restrictions can access shelter out of the heat. 
  • The City of Boston works closely with a network of shelter providers to ensure there is adequate shelter, food, water, and a cool respite from the heat.
  • Street outreach teams providing recovery services remain operating as normal during summertime weather. Outreach teams are providing water on outreach routes.
  • The Engagement Center at 112 Southampton Street, run by BPHC, will be open and providing air conditioning, showers, and beverages from 6 a.m.  – 5 p.m., seven days a week.  


Playground Safety:  

  • Shoes should be worn outdoors, including playgrounds and turf athletic fields, as  surfaces can become extremely hot and cause burns, even on splash pads and spray decks.


Outdoor Fires and Grilling:

  • No outdoor fires are allowed in Boston, including fire pits, chimineas, and bonfires.
  • Charcoal grills must be on the ground and away from buildings. Keep in mind the wind and never leave grills unattended. Dispose of the ash in a metal container once completely out.
  • Propane tank grills are only allowed on first floor porches with steps to the ground. Do not place propane tank grills near air conditioners or up against a building. Make sure all connections are tight and never carry propane tanks into a home.
  • Grills should always be used in a well-ventilated area.


Last year, Mayor Wu announced Heat Resilience Solutions for Boston, a Citywide framework to prepare Boston for hotter summers and more intense heat events. The Heat Plan presents 26 strategies that will help build a more just, equitable, and resilient Boston. To support the implementation of the Heat Plan, the City launched the Boston Extreme Temperatures Response Task Force, which helps to deliver a unified, all-of-government response to address chronic high temperature conditions and prepare the City in advance of extreme weather events. The Task Force’s work is supported by the Environment Department, the Office of Emergency Management, and the Boston Public Health Commission’s Office of Public Health Preparedness with the goal of collaboratively protecting and promoting the health and wellbeing of Boston residents facing increasing temperatures and other climate risks.
