BOSTON — Today, Massachusetts Attorney General issued the following statement in response to the U.S. Department of Homeland Security’s (DHS) decision to terminate contracts with the Bristol County Sheriff’s Office (BCSO) to house federal immigration detainees at the Bristol County Jail and House of Correction and participate in immigration enforcement.

“We commend DHS for ending its partnership with the Bristol County Sheriff’s Office, which has a long history of abuse and neglect of immigration detainees. Our extensive investigation and advocacy have made it clear that the Sheriff’s Office is not willing to take any steps to protect the rights and safety of detainees, and that ICE must sever ties with BCSO. This decision under the Biden Administration ensures that the civil rights of immigrants are protected and not violated in a callous disregard for human life and dignity.”

After an extensive investigation into a May 1, 2020 incident at Bristol County Jail and House of Correction, Attorney General Maura Healey issued a December 2020 report finding that the BCSO violated the civil rights of federal immigration detainees during the course of responding to a disturbance in the unit where the detainees were housed. The AG’s Office recommended a series of reforms to address the systemic issues at the facility, ensure public health and safety, and protect the rights of detainees. One of those recommendations was that DHS terminate its partnership with the BCSO.

Last month, the AG’s Office reached out to newly appointed DHS Secretary Alejandro Mayorkas to share the report findings and ask DHS to terminate its contracts with BCSO.

BOSTON - Thursday, May 20, 2021 - Mayor Kim Janey, in collaboration with the Mayor’s Office of Arts and Culture, Boston Parks Department and the Mayor’s Office of New Urban Mechanics, among other departments, today announced the Joy Agenda, which is a city-wide invitation, opportunity, and investment in our collective well being. As a key part of this initiative, the City of Boston and Boston Art Commission are now accepting applications for the 2021 Transformative Public Art Program, which is now in its third year. 

“After over a year of incredible hardships caused by COVID-19 and acts of violence against communities of color across the country, we’re looking at ways we can foster an equitable recovery that allows all residents of Boston to thrive,” said Mayor Janey. “We believe that by emphasizing the power of joy in healing and growth, we’ll be able to come back together as a stronger, more welcoming city.”

Through the Joy Agenda, the City of Boston wants to place a focus on:

·     Creating spaces to reflect on and share what joy means to Boston and re-imagine more equitable policies and practices that promote joyful access to public space and other services;

·     Providing a range of ways for residents to safely reconnect with family, friends, and neighbors through engaging both virtually and in our vibrant public spaces; and

·     Investing in recovery and renewal through supporting the power and delight that arts and culture workers, local small businesses and youth bring to the City of Boston.

A key part of this work includes a focus on City-led initiatives that create job opportunities for creative workers across artistic disciplines throughout communities, organizations, and City departments. The Transformative Public Art Program, led by the Mayor’s Office of Arts and Culture, is one element of this initiative.

“This past year, we saw so many artists bring together communities amid social isolation and provide collective opportunities for processing grief, healing, and joy,” said Kara Elliott-Ortega, Chief of Arts and Culture for the City of Boston. “This program will bring more arts opportunities to Boston, while also investing in artists and creative workers who need our support now more than ever.”

This is the third year of the Transformative Public Art Program. Last year, 24 public art projects were awarded grants totaling $35,000 as part of the program. This year, the call has been split into three different opportunities: 

·     Opportunity 1 is for artists interested in creating murals, who are flexible about location. Artists will be selected based on a written proposal, portfolio, and interests, and the City will match them with a site. The deadline to apply for this opportunity is Wednesday, June 2 at 5 p.m.

·     Opportunity 2 is for artists interested in creating murals that are associated with specific themes or communities identified by the City. Projects include working with Hyde Square Task Force and community members to create a mural for Boston’s Latin Quarter in Mozart Park in Jamaica Plain, working with the Boston Parks Department and community members to create a mural honoring the legacy of Malcolm X in Malcolm X Park in Roxbury, working with a consulting team and community members to create a mural commemorating the legacy of Rita Hester and Transgender Day of Remembrance in Allston, and working with Age Strong and community members to create a mural at the East Boston Senior Center. The deadline to apply for this opportunity is Wednesday, June 16 at 5 p.m.

·     Opportunity 3 is for artists with a specific short-term project and location in mind. Projects can include murals, new media, traditional media, installations or performances, community-engaged cultural practices, social practice, or elements that specifically engage youth and/or non-English speaking communities. The deadline to apply for this opportunity is Wednesday, June 30th at 5 p.m. 

Budgets for Opportunity 1 and 2 projects will range from $25,000-$75,000 depending on site. Budgets for Opportunity 3 projects will start at $1,000.

This program is open to all arts and culture practitioners, organizers, professional artists, curators, cultural workers, arts administrators, etc. with a strong preference for those who live in or have a connection to Boston and/or the overall theme or the theme for an individual site.

The Mayor’s Office of Arts and Culture will be holding virtual Question and Answer sessions on Monday, May 24th at 7 p.m. and Wednesday, May 26th at noon. Legislation would modernize DPL and transfer key health-related boards to DPH; bill includes reforms to create greater enforcement authority, limit public safety risks, combat human trafficking

 

BOSTON — Today, the Baker-Polito Administration filed legislation to enhance public safety, combat human trafficking, and address unlicensed operators through a package of reforms that aim to modernize and transform the Division of Professional Licensure (DPL). Specifically, the legislation seeks to strengthen the Division’s oversight of its licensing boards, and update and modernize enabling statutes of several boards under DPL’s supervision. The bill also proposes the expansion of tools available for enforcement, including the authority for investigators to compel the production of documents during investigations and increased civil penalties. The legislation also proposes making a licensee’s failure to cooperate in an investigation an independent basis for taking disciplinary action.

 

“Over the past year, our Administration conducted a comprehensive review of operations and staffing at the Division of Professional Licensure, and implemented significant changes including hiring new staff, improving internal communications and procedures, and strengthening relationships with local law enforcement,” said Governor Charlie Baker. “Our proposed legislation builds on these internal improvements and will serve to further strengthen and improve the operations of this important agency so it can better serve the public.”

 

An Act Relative to Licensing Accountability in the Commonwealth would further safeguard the public by allowing DPL to seek criminal prosecution of individuals engaged in the unlicensed practice of massage therapy. Under current statutes, DPL is limited to seeking prosecution of an individual who provides massage therapy services after the individual’s license is suspended or revoked. Closing this loophole will empower DPL to hold unlicensed operators accountable and intervene in situations that pose a grave threat to public safety, such as human trafficking. The bill would also implement a new provision that would prohibit Level 3 sex offenders from obtaining any license from DPL or the Department of Public Health.

 

The Administration also filed legislation to transfer several health-related licensing boards currently within the Division of Professional Licensure to the Department of Public Health. A similar change was first proposed in the Baker-Polito Administration’s comprehensive health care legislation, initially filed in 2019. In this new filing, a total of 13 boards have been designated for transfer.

 

Boards that would be transferred include: Allied Health; Allied Mental Health; Chiropractors; Dietitians and Nutritionists; Dispensing Opticians; Hearing Instrument Specialists; Podiatry; Optometry; Psychologists; Social Workers; Speech Pathology and Audiology; Health Officers; and Sanitarians.

 

These board transfers will ensure that these health-related licensing boards are situated within an agency more appropriately aligned with their areas of expertise. Licensed health professionals will directly benefit from the oversight of DPH, which is staffed by public health experts and licensed health professionals who regularly work with the myriad of state and federal laws and regulations.

 

“Massachusetts will be better served by transferring these health-related licensing boards to an agency more aligned with their areas of expertise, providing more opportunity to foster collaboration and coordination between the Department of Public Health, the boards, and licensed health professionals,” said Lt. Governor Karyn Polito. “Licensed health professionals will directly benefit from the oversight by DPH, which is staffed by public health experts and licensed health professionals, while allowing DPL to concentrate on its core mission of more than two dozen important trades and professions.”

 

“By combining key reforms in this legislation with the administrative improvements already made at DPL, we can further strengthen the agency’s ability to play a more proactive role protecting the public’s safety and the rights of consumers,” said Housing and Economic Development Secretary Mike Kennealy. “In addition, the enforcement mechanisms in this legislation will help ensure we can take necessary actions when certain individuals engage in behavior that is detrimental to the integrity of the workforce for each licensed profession.”

 

Upon the transfer of these boards, DPL would retain oversight of 15 licensing boards covering a variety of occupations ranging from electricians to massage therapists, as well as oversight of 10 boards, bureaus or other governing bodies within the Office of Public Safety and Inspections, and the Office of Private Occupational School Education. Further, as part of this legislation, the Division of Professional Licensure would become the Division of Occupational Licensure as changing the name of the agency would more accurately reflect its function and purpose in assisting the people of the Commonwealth.

 

“This legislation complements the continued progress made by DPL to implement significant reforms resulting in improved public safety and enhanced inter-departmental coordination,” said Undersecretary of Consumer Affairs and Business Regulation Edward A. Palleschi. "With the addition of the proposals included in this legislation, we are confident we can continue along the path of positive change for the individuals licensed by DPL who will benefit from a more streamlined agency focus."

 

“This will be a great addition to our enforcement authority to combat human trafficking so that we can work with law enforcement partners and target the drivers of trafficking and do more to keep our children and communities safe,” said DPL Commissioner Layla D’Emilia.

 

“Transferring the oversight of additional health professionals to the Department of Public Health, as Governor Baker first proposed in comprehensive health care legislation, creates an opportunity to strengthen and streamline oversight across more health-related professions, and further our efforts to protect the health and well-being of everyone in the Commonwealth,” said Health and Human Services Secretary Marylou Sudders.

 

“DPH has an important role to protect the health and well-being of residents of the Commonwealth and as part of this role we oversee the professional licensure, registration, and certification of health care professionals. With this integration of health care professional boards at DPH, we will continue our work to ensure the high quality and safety of our health care system,” said Public Health Commissioner Monica Bharel, MD, MPH

MAYOR KIM JANEY NAMES STEPHANIE GARRETT-STEARNS CHIEF COMMUNICATIONS OFFICER

BOSTON - May 19, 2021 - Mayor Kim Janey announced today that she is appointing Senior Advisor Stephanie Garrett-Stearns as Chief Communications Officer. She will serve as lead communications strategist and advisor for the Janey administration, guiding a dynamic team of press, digital media, speechwriting and photography professionals. Garrett-Stearns’ new role includes responsibilities held by Nick Martin, who announced plans to pursue new opportunities in April and will be leaving his role on May 21. 

“Stephanie Garrett-Stearns is a communications veteran with insight into Boston’s diverse communities,” said Mayor Kim Janey. “She is a master of authentic, transparent communication strategies that deepen understanding and foster trust. I am thrilled to have Stephanie as part of my cabinet and look forward to her continued leadership and counsel as we advance a city wide agenda for Boston’s recovery, reopening, and renewal. As we prepare for this transition, I am tremendously grateful to Nick Martin. His dedication, leadership and skill have been invaluable. I wish Nick the very best in his next chapter.”  

Before joining the Janey administration, Garrett-Stearns served as Vice President of Communications and Fund Development for The Community Builders, Inc, where she led communications and fundraising strategy and program execution. Garrett-Stearns was previously Head of Public Relations and Chief Corporate Spokesperson for the Siemens division, Osram Sylvania. 

“I am honored to serve the people of Boston as part of the historic Kim Janey administration,” said Garrett-Stearns. “At a time when public trust is paramount, our communications team will be a key link between City Hall and the residents of Boston as we work to create a stronger, more equitable city.” 
 
An alumna of The Partnership, Inc. Next Generation Executive program for professionals of color, Garrett-Stearns also completed the Business Management Institute at Cornell University. She holds a Master of Business Administration degree from Washington University in St. Louis and a bachelor’s degree in human resources management from Michigan State University. 

Garrett-Stearns is a volunteer and board member for several nonprofit organizations, including the Massachusetts Institute for a New Commonwealth (MassINC), the Boston Chapter of The Links, Incorporated and Psi Omega Chapter of Alpha Kappa Alpha Sorority, Inc. An active member of Union United Methodist Church in the South End, she lives in West Roxbury with her husband and daughter.

Janey’s appointment of Garrett-Stearns is her latest move to build one of the most diverse cabinets in the City’s history. Since her swearing-in on March 24, Janey has named Dion Irish, Chief of Operations; Justin Sterritt, Chief Financial Officer; Celina Barrios-Milner, Chief of Equity; and Rev.
