美國青年領袖基金會波士頓將辦書畫義賣

【活动主题】这个冬天不会冷                                                                                                                 救助贫困残疾儿童、学生手工艺品义卖暨中国书画作品义拍活动                                                            
活动由美国青年领袖基金会波士顿分会American Youth Leadership Foundation(South Boston Branch http://www.aylus.org),新生命基金会(A Life A Time http://alifeatime.org) 和《波士顿北京群》联合举办。义卖由高年级学生策划组织并得到家长们的密切配合。所得善款将全部捐给新生命基金会,用于救助来波士顿就医的中国贫困残疾儿童。此次义卖除学生们的艺术作品外,还有其他40幅书画作品,献出墨宝的有一生爱好书法的顾昌保老人(曾出书和展览),著名军旅画家殷培华先生 (多幅作品被中国美术馆和军事博物馆收藏)和擅长多种字体的书法家周九卿先生(作品多次在国家级书法大赛中获得金奖)。

郭雅志大漠長河音樂會圓夢 樂評家讚許

嗩吶吹奏家郭雅志在中華表演藝術基金會的支持下,日前再圓一夢,不但在美國波士頓舉辦了一場個人音樂會,世界首演“大漠長河”一曲,還獲得波士頓環球報“音樂評論家的推薦”。
20127月時,香港文匯報才以“郭雅志十年一夢音樂路”的標題,描繪了當時已在國際舞台上贏得“嗩吶第一吹”美譽,穩坐香港中樂團第一把交椅的郭雅志,將遠赴波士頓,玩轉爵士樂。
2015年,郭雅志如願以償,先從柏克萊音樂學院畢業,取得藝術家文憑,再有中華表演藝術基金會在新英格蘭音樂學院喬丹廳,舉辦了他在美國的第一場專業個人演奏會,還贏得波士頓環球報音樂評論家的注意,不但把這場音樂為列入推薦名單,更發表了一篇有關郭雅志的大篇幅報導。
在這場“大漠長河“音樂會中,郭雅志吹嗩吶,管子,由林琳做鋼琴伴奏,演繹朱毅的「霸王別」、黃安倫的「中國暢想曲」、趙季平的「絲綢之路幻想曲」,以及比利時布魯塞爾皇家音樂學院終身教授張豪夫應郭雅志之請,為他量身創作,當晚做世界首演的「大漠長河III」。
中華表演藝術基金會指出,這第三版的”大漠長河“曲,從二重奏的角度改編,曲名取自唐代詩人王維詩作中的“大漠孤煙直,長河落日圓”,聊以表達郭雅志本人在藝術追尋,人生思考上的心境。
音樂會中還有林琳獨奏「夕陽簫鼓」鋼琴曲;何濤拉二胡,由李平揚琴伴奏,演出「河南小曲」。
新英格蘭音樂學院兩名教授當晚特地出席,音樂會後也專程前往音樂家休息室門外,和其他聽眾一起排隊,當面向郭雅志表達祝賀之意。他倆都用令人驚嘆(Amazing來形容郭雅志的演出。
郭雅志在謝幕時,面對台下數百名觀眾,露出心花怒開的笑,真率表示,感謝中華表演藝術基金會的支持,聽眾的出席,讓他又圓了一個夢。

新英格蘭北大校友會迎新慶中秋 七十餘人歡聚

77級物理系校友趙平當年創辦校友會,現為校友會理事長,對校友會感情極深,這天當然出席,親切的歡迎新舊校友到會,寒暄,交流。
01級校友暨前任會長臧充之,當天代表現任會長羅嘉元主持活動,歡迎校友到會後報告北大校友隊在今年的波士頓龍舟賽中再次奪得優異成績。
副會長王若思跟進,邀請校友及早報名,參加划龍舟培訓,為校友會明年繼續參賽做準備。王若思也提醒校友們,該會已註冊微信公眾平台和現有450人的微信群,歡迎校友隨時查察,在網上互通有無。
多名新來乍到校友聞訊歡呼,笑言終於“找到組織”,今後合縱連橫,向學長請益也更容易了。
麻省中醫學會會長張群豪博士當天難得撥冗出席校友會活動。他在漳浦一中設有“群豪獎學金”,10年來已鼓勵86名高考拔尖學子,最近又設立“福建中醫大學群豪獎學金”等事蹟,才在校友閒談中流傳出來。
趙平表示,中國那麼大,校友們當年同校就讀;世界這麼大,校友們如今相遇波士頓,這緣份何止校友兩字那麼簡單,彼此理應相互陪伴,扶持。新英格蘭校友會當年成立就抱著這一宗旨,希望校友能充分發揮這精神,在互助中也擴充彼此的人脈關係網。
這天的北大校友迎新會,既有志工辛勤燒烤羊肉,雞翅,也有訂購的美味家鄉菜。校友們邊吃邊玩起猜詞遊戲,勾起了許多藏在心底的當年北大點滴。散會時,校友們拿到北大手繪明信片和龍舟T卹的,臉上紛紛露出滿足的微笑。

Governor Baker Announces Legislation to Improve and Expand Educational Opportunity and Expand Charter Schools
Focus is on Serving State’s Lowest Performing Districts & Highest Needs Students

BOSTON – Today, Governor Charlie Baker announced that he will file legislation, "An Act to Improve and Expand Educational Opportunity," adding up to 12 new Commonwealth charter schools and/or expansions annually – outside of the current cap of 120 – focusing the growth in districts that are performing in the bottom 25% of districts statewide.

“Every child in the Commonwealth deserves the opportunity to access high-quality education regardless of their zip code or background, and this bill would help make that a reality,” said Governor Baker. “This legislation puts mechanisms in place to make sure that charter schools are able to – and do – serve more of the students they aim to educate, including low-income students, English Language Learners, and students with learning disabilities.”

“We have some of the best charter schools in the nation, and this legislation would allow more families access to them, while opening up new opportunities for district-charter partnerships on behalf of communities with the greatest educational challenges,” said Secretary of Education James Peyser.  “We look forward to working with the legislature to find a path forward and help the students, families, and communities who need it most.”

The Governor’s legislation, "An Act to Improve and Expand Educational Opportunity," addresses some key components around charter school approvals and renewals, enrollment, facilities, and funding.  Some of those components include:

·                 Expand access to charter schools in the state’s lowest-performing districts: Allows the Board of Elementary and Secondary Education to approve up to 12 new Commonwealth charter schools and/or amendments to increase enrollment annually in districts in the bottom 25% of state-wide performance; these charter schools would not count toward existing caps in current law.

·                 Improve access to charter schools, particularly for high-need students: Allow charter schools to use a weighted lottery system that provides additional weight to high-need and low-income students, as well as students within a particular geographic zone.

·                 Enable charters to become part of choice-based district enrollment systems: Allow charter schools to enter voluntary agreements with districts to participate in district student enrollment systems that take into account parental preference, similar to the “common enrollment system” that has been proposed in Boston.

·                 Create new opportunities for charters to partner with districts in turning around their lowest-performing schools: More effectively leverage the expertise and demonstrated success of charter school operators to close the achievement gap and turn around failing schools by expanding strategic partnerships between those high-performing operators and underperforming district schools. 

A Commonwealth charter school is a tuition-free public school granted a five-year charter by the Board of Elementary and Secondary Education (BESE) and overseen by an independent board of trustees. A Horace Mann charter school is a tuition-freepublic school operated under a five-year charter approved by the local school committee and granted by BESE. Horace Mann charter schools are operated and managed by a board of trustees independent of the local school committees. All charter renewals are based on meeting performance standards. Massachusetts law first authorized charter schools in 1993, and the first Massachusetts charter schools opened in 1995.

Current Massachusetts law (M.G.L. Chapter 70, Section 89) limits the growth of charter schools to 120, no more than 72 of which can be Commonwealth charter schools, with the remaining 48 reserved for Horace Mann charters. It also establishes financial limits on the enrollment sizes of Commonwealth charter schools. According to a May 2015 report by the Department of Elementary and Secondary Education, more than 37,000 students were placed on waiting lists for the 2015-16 school year.

2015 年正體漢字全球書法比賽

中華民國書學會為鼓勵國際人士體驗書寫正體漢字,宣揚我正體漢字地位,將於本年9月至12月辦理「2015正體漢字全球書法比賽」活動,徵件期限至11月25日止,徵件對象不限地區、國籍,獲選特優獎項者將由主辦單位邀請來臺參加頒獎典禮。
比賽方式及參加要點如下:
參加比賽者均不收取任何參加費用,作品均不退還。
寫字組—以書寫正體楷書漢字為準,依其字形正確、工整美觀為評審依據,從千字文內文中自行擇取100字以上為書寫內容,不限作品尺寸及字跡大小,不需標點符號,不限傳統作品格式,作品寫完後需署名。得以硬筆、毛筆、e筆或其它數位化電子筆書寫,請自行存檔或以掃描成清晰圖檔。一律以email傳送方式參加(不收紙本)。
書法組—以傳統毛筆書寫正體楷書或隸書、篆書之作品,需從千字文中自選50字以上為內容。作品不限規格(不能小於35X70公分),須符合傳統書法作品之格式及藝術性,並有落款。此組作品一律須為紙本作品,不須裱褙,請用郵寄方式寄往指定地址(台北市金山南路一段30巷12號臺北書畫院)。
評審方式暨獎項:

一律以集中作品統一評審,由主辦單位邀請各國代表之專家組成評審委員會,分成初審(入選)及決審(佳作以上)進行評審。
-獎項-
入 選:依參加總件數之5%為準。頒發獎狀。
佳 作:入選獎數額之2%取為佳作獎。頒發獎狀。
優選獎:各組各選30位為優選獎,頒發獎狀及獎品。

Textizen Mobile Platform will Allow Public to Text Feedback; One of Many Innovative Ways that Public Can Engage in Imagine Boston 2030 Process
BOSTON - Wednesday, October 7, 2015 - Mayor Martin J. Walsh announced today that the community engagement process for Imagine Boston 2030 has officially begun with the launch of the Textizen mobile platform. The platform will allow people to use technology that is already in their pocket to engage with the city anytime, from anywhere. The responses shared on the platform will be incorporated on the data dashboards used by the Mayor and his administration to track major strategic objectives. 

This text message survey tool will be one of the many innovative ways Imagine Boston 2030 will seek the public's input for the citywide plan.
 
"This citywide planning effort is the first of its kind in 50 years and we truly want residents from every corner of the city to be engaged in a way that they never have been before," said Mayor Walsh. "But planning can't unlock a vision unless it mobilizes the community. Textizen is one tool we will use to help empower everyone to participate in a citywide dialogue about our needs and dreams as we work towards a shared vision for a thriving, healthy, and innovative Boston. The success of Boston's future depends on the contribution of our fellow Bostonians of all ages and backgrounds."
 
Sara Myerson, Executive Director of Imagine Boston 2030, is leading a team of City of Boston staff and consultants from HR&A Advisors and Utile, Inc. to create a community engagement process that will truly inform a vision and strategic direction for Boston as it approaches its 400th birthday.

PHARMACEUTICAL COMPANY PAYS $9.25 MILLION TO RESOLVE OFF-LABEL MARKETING ALLEGATIONS PharMerica to Pay MassHealth more than $350,000 as Part of Federal-State Settlement
BOSTON – A pharmaceutical company has agreed to pay more than $9.25 million over allegations of illegal off-label marketing that resulted in the promotion of its drugs for uses not approved by the U.S. Food and Drug Administration (FDA), Attorney General Maura Healey announced today.
The multistate and federal settlement with PharMerica Corp. is expected to return more than $350,000 to Massachusetts’ Medicaid program (MassHealth), and settles claims that the company conspired with Abbott Laboratories through kickback arrangements, disguised as rebate agreements, to increase and promote off-label uses of the drug Depakote. 
“Soliciting illegal kickbacks to promote off-label drug use creates improper incentives that undermine the integrity of our healthcare system,” AG Healey said. “Our office is committed to ensuring that companies adhere to industry standards and taxpayer money is spent to improve patient care.”
AG Healey joined with other states and the federal government in a global settlement with PharMerica, a Kentucky based company, to resolve civil allegations that it unlawfully marketed the drugs Depakote DR, Depakote ER and Depakote Sprinkles. These products are approved by the FDA for the treatment of manic episodes associated with bipolar disorder, certain kinds of seizure disorders, and as prophylaxis for patients who suffer from migraine headaches. 

            Specifically, the state and federal governments alleged that PharMerica, in exchange for kickbacks, promoted Depakote for a number of uses not approved by the FDA, including for the treatment of patients who have manic-like symptoms, including Behavioral Disturbances in Dementia, even in the absence of a diagnosis of bipolar mania.  Abbott also allegedly trained and directed its sales force to focus on large long-term care pharmacy providers and to offer training to increase the off-label prescribing of Depakote to nursing home patients, including those who do not have psychotic behaviors.
PharMerica allegedly conspired with drug manufacturer Abbott Laboratories through a number of disguised kickback arrangements – totaling millions of dollars – to increase overall utilization of Depakote and to promote misbranded Depakote. 
It is alleged that from January 1, 2001 through December 31, 2008, PharMerica knowingly solicited and received illegal remuneration from drug manufacturer Abbott in the form of rebate agreements that required PharMerica to engage in certain promotional programs, grants, and other financial support, and that this conduct resulted in false claims to Medicaid and other federal healthcare programs.    
Under the terms of the settlement, PharMerica will pay a total of $9.25 million to the state and federal governments, of which more than $5.3 million will go to the Medicaid programs in participating states, including Massachusetts.
The settlement resulted from two qui tam, or whistleblower lawsuits, originally filed in the United States District Court for the Western District of Virginia under the federal False Claims Act and various state false claims statutes.
The joint state-federal investigation of this matter was conducted by a team appointed by the National Association of Medicaid Fraud Control Units, the United States Department of Justice, the United States Attorney’s Office for Western District of Virginia, and the Office of Inspector General for the United States Department of Health and Human Services. Assistant Attorney General George Zachos of the AG’s Medicaid Fraud Division was a member of the national investigative team and handled this matter on behalf of the AG’s Office.
