MAYOR WALSH ANNOUNCES BOSTON PUBLIC SCHOOLS CLOSED MONDAY AHEAD OF EXPECTED 8-12 INCHES OF SNOW


BOSTON - Sunday, February 7, 2016 - Mayor Martin J. Walsh today announced that due to a winter storm warning that will last from Monday at 4 a.m. through Tuesday at 7 a.m. with heavy snow and high winds, Boston Public Schools will be closed on Monday, February 8.  

Overall, 8 - 12 inches is expected in Boston with winds gusts up to 40 miles per hour.

The Public Works Department (PWD) will dispatch over 500 trucks to pre-treat roads in Boston ahead of the Monday morning commute. Since Friday's snow, 11,000 tons of salt have been replenished and the City has 40,000 tons of salt available citywide.

Trash and recycling pick-up for neighborhoods with Monday pick-up will start one hour earlier at 6:00 a.m.

A snow emergency has not been declared at this time.

Posted overnight street sweeping is suspended until further notice.

All Boston Centers for Youth and Families (BCYF) will be open from 7:30 a.m. - 6:00 p.m. Children ages 7 and older can be dropped off upon completion of a short intake form. Visit the BCYF website for center locations: http://www.boston.gov/BCYF.

Safety Tips:
  • Use caution on the roads and leave extra time for travel.
  • Please help your neighbors, especially the elderly and disabled.
  • Be cautious of tree limbs with heavy amounts of snow.
  • Shoveling snow requires significant exertion, please be cautious and pay attention to symptoms. Stop if you feel chest pain, shortness of breath, lightheaded or nauseous.  Call 911 if those symptoms do not resolve quickly when you stop exertion.
  • Carbon Monoxide poisoning is a concern during winter weather, especially with the use of generators. Residents should be sure to use their home heating systems wisely and safety, and have a working carbon monoxide detector on each floor of your home. Call 911 immediately if you suspect carbon monoxide poisoning.
  • Sitting in a car while idling can be deadly if the tailpipe is blocked. Do not let children sit in an idling car while shoveling.  Clear any household exhaust pipes of snow including from a heating system or dryer.
  • Remember to keep catch basins and fire hydrants clear.
  • Call 911 if you see a homeless person in need of shelter.

Governor Baker Announces State Office Closures in Nine Counties for Non-Emergency State Employees

BOSTON – Tonight, Governor Charlie Baker announced that state offices in Barnstable, Bristol, Dukes, Essex, Middlesex, Nantucket, Norfolk, Plymouth and Suffolk counties will be closed tomorrow. Non-emergency, executive branch employees working or living in these counties will not report to work tomorrow. The administration is urging everyone to stay off of roadways if possible to allow crews to clear the roads as many parts of the state will experience blizzard conditions throughout the day. 

“This storm will create hazardous driving conditions as many parts of the state, particularly the South Shore, Cape and Islands, will experience blizzard conditions for most of the day and we urge all residents to refrain from travel unless absolutely necessary,” said Governor Baker. “State offices will be closed to reduce traffic volume and allow our road crews to clear roads and sidewalks. We encourage employers to consider allowing employees to work from home if possible and ask folks to help clear the driveways and sidewalks in their communities and assist neighbors in need. The MBTA plans to run a regular schedule, but commuters are encouraged to check MBTA.com/winter for scheduling updates.”​

The Baker Administration remains in close contact with the Massachusetts Emergency Management Agency, MassDOT and State Police to monitor the forecast and will work to alert the public with important updates or notifications. The MBTA Storm Desk will continue to monitor rail service throughout the storm and provide updates to commuters at MBTA.com/winter.

State Office Closures: State offices will be closed in Barnstable, Bristol, Dukes, Essex, Middlesex, Nantucket, Norfolk, Plymouth, and Suffolk counties. Non-emergency, executive branch employees living or working in those counties will not report to work on Monday, February 8, 2016.

MBTA: The MBTA will operate on a normal schedule tomorrow with winter routes in effect for buses. Commuters are encouraged to be patient, allow plenty of time for travel and plan ahead by checking MBTA.com/winter for updates

波士頓25年來最大的100%可負擔住宅大樓破土動工

25年來的大波士頓地區最大,100% 可負擔住宅項目,24日破土動工了。座落在TD花園球場旁的1B地段,將建成14層高,有239個單位的綜合用途住宅大樓,預計2018年落成。
在大波士頓地區豪華住宅大樓如風起雲湧般出現,城中區法蘭克林街一號的一戶閣樓公寓售價高達3700萬元之際,強調百分之百可負擔,只供年收入在平均收入中位(AMI30%165%之間個人及家庭購買的這棟住宅大樓得以破土動工,十分難得。
            根據波士頓重建局(BRA)標準,那意味著有資格承租或購買者是年薪在21,000元到130,000元之間的個人及家庭。
麻州州長查理貝克(Charlie Baker),波士頓市長馬丁華殊(Martin Walsh),住宅及社區發展副部長Chrystal Kornegay當天都出席致詞,稱許各方合作與發展投資商瑞聯置業(Related Beal),投資及物業管理商Turnberry Associates促成此事。
馬丁華殊指出,這是他上任以來第一次可以說“百分之百可負擔”的住宅大樓項目。
        這棟大樓座落在銅鑼灣街(Causeway)和比佛利街(Beverly)交界處,就在波士頓花園球場(Boston Garden)旁邊,由CBT建築設計,總面積484千平方呎,地面有零售店面,停車場。
可負擔大樓旁邊將建造有220個房間,2500平方呎會議面積,由Turnberry Associates經營、管理的庭苑瑪麗奧酒店(Courtyard Marriott ),其收入將用以維持可負擔住宅大樓的可負擔性。
            這一土地發展項目得以百分之百可負擔,動用了不下廿多項市府,州府及聯邦政府等各種補助,抵減稅款,以及免稅融資辦法。
            馬丁華殊指出,動用了公有土地是降低建造成本的一大因素,只要合作夥伴有心,波士頓市一定能再出現類似發展項目。

            出席破土動工儀式的嘉賓,包括麻州眾議員麥家威(Aaron Michlewitz),波士頓市議員林乃肯(Bill Linehan),波士頓市鄰里發展長狄倫(Sheila A. Dillon),瑞聯置業中國主席黃真理。




華埠居民會二月例會談公安 籲維護君子樓可負擔性

1) Public Safety
        Officer Ted Boyle, Officer Mike Bulger
        Major concerns that the police are concerned about:  managing the homeless presence, traffic safety issues, and getting more people to call 911.
Qs:
-What happens when you call 911 and don’t speak English? When you call 911 from a cell phone you will get state police. If you call from a landline, it will show the address, so they will know it was from Chinatown. If you say “Chinese” usually will get a Mandarin interpreter, so better to say “Cantonese” if you want Cantonese.
-A woman whose purse was snatched by someone with a mask, and she is really scared, warns everyone to be careful. Better to give up your bag and be safe than to try to fight someone.
-By South Cove East, next to nightclubs and there is a lot of noise and drunk people breaking bottles, would like police to patrol there sometimes on weekends.  They are aware and also trying to cite bars that serve people after they are drunk.
-What can be done to improve pedestrian safety on Kneeland Street, where the couple just got hit by the car? Targeting that whole part of Kneeland Street, where cars go too quickly. BTD is working to change the signs for no right on red.
-Can BPD send someone to CRA meetings regularly, quarterly?  Yes, will talk to Sergeant Chin about this.
2) Quincy Towers
Quincy Towers is important to so many families, mostly low-income immigrant seniors who rely upon being in Chinatown for visits from family, services, groceries, and other necessities of daily life. Tenants hope the whole community will support keeping Quincy Towers affordable.  Subsidies are expiring in 2017 and 2019; tenants are asking the owner to keep the 162-unit project affordable to low-income tenants.  Owner Beacon Communities has a proposal to keep affordability but needs funding support from city and state. Quincy Towers tenants have written a letter signed by most of the tenants, and have gotten support letters from CPA, ACDC, Mass Pike Towers tenants. CRA will send letter to owner and city/state officials, and other tenants can circulate a letter in their building.
3) City Councilor Anissa George
Some of her priorities are to address homelessness, mental health and recovery, public education, making our communities healthy and public safety. She wants residents to let her know about their concerns and to contact her communications director DB Reiff, who will attend meetings regularly.  She is aware of Quincy Towers issue and will be in touch with Beacon Communities.
Q: A lot of tenants are getting evicted.  Will you support passing a Just Cause Eviction law?
City Council is calling a hearing on this important issue; will let everyone know when a date is set for the hearing.

波士頓美術館將於 2016 2 6 日(星期六)舉辦以 “宋-中國藝術的黃金時代”為主題的中國宋代藝術精品展。 宋代是中國文化藝術的黃金時代。佛教深入民間,與中國傳統 思想和技藝相融合,造就了藝術、詩詞、哲學和工藝的空前創 新與發展。本次展覽將展出近四十件館藏的宋代陶瓷、雕塑、 繪畫和書法作品,旨在呈現宋代的藝術盛景。最令人矚目的是 一尊十二世紀早期的彩色木雕觀音菩薩造像。這尊造像歷經十 八個月的精心修復,將重新回到大眾視野。另一件鎮館級作品 ──南宋文人畫家陳容所作《九龍圖卷》也將隆重登場。漫步 在此次全新打造的 Paul and Helen Bernat 展廳中,觀眾將充 分領略到宋人的審美趣味,更會驚嘆於那些陶瓷、雕塑和書畫 背後宋人的藝術造詣。
   “波士頓美術館歡迎觀眾前來欣賞宋代的藝術珍品,感
受這尊木雕觀音的令人動容之美。它在過去近百年感動了無數
觀眾,歷經修復後將一如既往感染更多人。”波士頓美術館中國藝術策展人 Nancy Berliner 白 鈴安女士這樣談到。這尊坐姿觀音菩薩於 1920 年入藏波士頓美術館,1950 年修復人員曾剝去最 外六層裝飾漆以最大程度保護木像觀音的原色。在最新的修復技術(包括紫外成像、X 射線照相 和放射性碳測定年代技術)的幫助下,關於這尊觀音的年代等歷史信息逐漸浮出水面。除此,宋 代佛教的興盛在其他展品也多有體現,如南宋佛像畫家周季常所繪的兩幅《五百羅漢圖軸》和一 件漆器羅漢頭像。
   本次展覽開幕當天正值第三屆波士頓美術館中國新年慶祝日。美術館將於星期六上午十點
至下午四點四十五分免費開放以慶賀春節的到來。觀眾可免費體驗中國、韓國和越南春節的傳統
慶祝活動,在歡快的節日氣氛中與家人一同參加手工藝術創作,探索宋代藝術展廳的藝術珍寶,
欣賞新英格蘭地區唯一亞裔女子醒獅團──巾幗醒獅團的中國舞獅表演、韓國春節的歲拜禮和波
士頓越助中心的新年演講。
宋代將寫實與寫意交互融合,
成就了宋畫獨一無二的美感與境界。
文人畫的興起將書畫同源理論推向
高峰,開創了繪畫的新風格。本次
展出的陳容最有名的作品《九龍圖
卷》用筆豪縱雄健,極盡詩意,或
“飛龍出峽駕春江”,或“玉龍皎
皎摩蒼崖”,如神來之筆。受金石
學興起的刺激,宋代的藝術掀起仿
古的浪潮,以商周青銅器和玉器為
藍本創作了大量仿古器物,如此次 展出的一件宋瓷花瓶在器型上仿周玉禮器,其他亦有仿漢青銅酒器。宋代陶瓷更是極盡高雅之美, 單色釉瓷收到宋代鑑賞家極力追捧,汝窯更是獨領風騷,視為青瓷典範,現今存世不足一百件。 本次展覽的一大亮點便是波士頓美術館收藏的一件北宋汝窯青瓷盤。同時,觀眾還能欣賞到宋代 青釉瓷、定窯白釉瓷、南方瓷窯燒製的黑釉瓷等稀世珍品。

   除此次揭幕的宋代藝術展廳外,波士頓美術館另設有

國傢俱,再現了晚明庭院的風雅韻味。
作為世界上有著最出色收藏的美術館之一,波士頓美 術館的亞洲收藏涵蓋了世界一半人口橫貫古今的藝術成就。 藏品包括日本、中國和印度繪畫及雕塑,日本版畫和金屬工 藝品,中國、日本、韓國和越南瓷器,伊斯蘭藝術與亞洲當 代藝術。中國收藏主要包括雕塑、繪畫、瓷器和紡織藝術品。 其中,館藏佛像與早期卷軸畫更是聞名世界。
