MAYOR WALSH ANNOUNCES START OF WEBOS WEEK 2020, PROVIDING WOMEN ENTREPRENEURS WITH RESOURCES FOR NAVIGATING COVID-19-RELATED BUSINESS NEEDS Over 20 free events, hosted in partnership with business groups and experts, focus on the theme of "Striving and Thriving" for Boston's women entrepreneurs and business owners

Walsh, the Mayor's Offices of Economic Development and Women's Advancement today announced the sixth annual  Women Entrepreneurs Boston (WEBos) Week, a series of free, virtual events to support and promote women entrepreneurs throughout the City of Boston. The conversation will be centered around Why the BLM Movement Is More Important Than Ever in Creating Space for Imagination and Innovation for BIPOC. The event will be moderated by Danielle Johnson, owner of SPARK FM Online and first Black woman to own a digital radio station in Boston. Leaders and entrepreneurs will discuss the current cultural reckoning with race and the opportunities for diverse innovators to thrive. Over the past six years, more than 5,000 women have participated in more than 100 WEBos Week events. The 2020 WEBos Week will be held virtually with more than 20 workshops, panels, and wellness events geared towards balancing personal health and creative solution making in COVID-19.             (Boston Orange 周菊子整理報導) 美國華府智庫「全球台灣研究中心(GTI)」將於10月21日至29日舉辦線上台灣電影週，放映8部影片，安排2場與導演對談。活動免費，但須事先註冊，每一部影片都需單獨註冊。

這一活動，影片僅限北美播放，與導演對談則開放全球各地參與。

這是「全球台灣研究中心(GTI)」第一次舉辦網上影展，除免費放映”只有大海知道”，”返校”，”大佛普拉斯”，”血觀音”，”那個靜默的陽光午後”，”灣生回家”，”接線員”，”日常對話”等8部影片之外，還安排有2場與導演座談，一為”只有大海知道”導演，輔仁大學播業的崔永徽，預定在10月23日美東時間晚上9到10點舉行；一為”日常對話”導演黃惠偵，預定在10月29日美東時間晚上9到10點舉行。

10/18 新冠確診 麻州新添744，美國53,157 新增死亡麻州14，美國593

              (Boston Orange編譯) 2020年10 月18日，新冠病毒(COVID-19)疫情居高不下，麻州又添744人確診，14人死亡。全美新增53,157人確診，593人死亡。全世界累計已有3984萬5660人確診，111萬1957人死亡。

             麻州公共衛生廳表示，麻州的死於新冠病毒者，有98.2%的人健康原本就有問題。截至10月18日，有483人住院治療COVID-19，83人住在重症病房。

             麻州有63個社區跨入了紅色高危險區。在10月8日至14日之間，共有160宗學生或教職員感染COVID-19的個案。

             麻州政府10月15日公佈的3日平均死亡數為18人。截至10月17日(週六)的7天平均確診率為1.2%。從10月9日以來，這數據在1.2%和1.3%之間徘迴。

             18日星期天時，麻州有15,588人接受了新冠病毒分子檢測。在麻州做過檢測的累計人次已超過250萬，累計確診人數已達140,647。

                      根據約翰霍普金斯大學的今(18)日數據，全美累計已有大約22萬人死於新冠病毒，814萬餘人確診。

波士頓居民可在27個地點提早投票

 

EARLY VOTING FOR STATE ELECTION BEGINS TODAY Boston residents can vote at any of the 27 early voting sites around the City of Boston, including Fenway Park   BOSTON - Saturday, October 17, 2020 - The City of Boston Election Department is reminding registered voters that two weeks of early voting begins today around the City. Voters registered in Boston can vote early in person at any of the  27 early voting sites until Friday, October 30, 2020. Additionally, voters who requested vote-by-mail ballots may return them at any early voting location during its scheduled voting hours, as well as 17 dropboxes through 8 p.m. on November 3, 2020. Boston City Hall is the main early voting location with early voting from 9 a.m. to 5 p.m. on Mondays, Wednesdays and Fridays, and 9 a.m. to 8 p.m. on Tuesdays and Thursdays during the early voting period. To access this location, voters are encouraged to enter City Hall through the North Side entrance (across from the MBTA Haymarket station) to vote on the second floor in the Haymarket Room.  As a reminder, the last day to  register to vote in the November 3 State Election is October 24. The November 3 State Election includes the following races: Senator in Congress, Representative in Congress, Governor's Councillors, Senator in General Court, Representative in General Court, Register of Probate, and Office of the President of the United States. In addition to the races, there are two ballot questions: Law Proposed by Initiative Petition Motor Vehicle Mechanical Data & Law Proposed by Initiative Petition Ranked-Choice Voting, and two public policy questions in State Representative Districts 11, 15, 17 and 18. Voters can view their ballot here.  Due to COVID-19, health and safety protocols during the early voting period and on Election Day will be implemented at polling locations. All poll workers will receive face shields, face masks, gloves, disinfectant wipes, disinfectant spray and hand sanitizer. Cleaning will take place at each site every two to three hours. Voters waiting in line will be instructed to stand six feet away from others and wear a face covering.  All early voting sites are equipped with electronic poll books for voter check in. Early voting locations are well staffed with poll workers and interpreters, and fully accessible to voters with disabilities. At the end of each day, ballots will be secured and then delivered on Election Day to each voter's precinct to be officially counted with all other ballots. Appointments can be made by calling 617-635-8386.  Voters can then track their ballot request through trackmyballotMA.com. As of October 16, the Boston Election Department has mailed 116,000 ballots to voters who requested one and will continue to mail ballots for all applications as they arrive, until the application deadline of October 28. If residents choose to return their ballots by mail, they must be postmarked by November 3 and received by the Election Department by November 6 to be counted. The United States Postal Service recommends mailing ballots back at least seven days before Election Day.  Registered voters can also submit their completed ballots by November 3 in one of the  17 dropboxes, available 24 hours a day through 8 p.m. on Election Day. Voters may also return their completed ballots at any early voting location during the scheduled voting hours. Voting on Election Day Voters are reminded there are 20 precinct polling location changes this cycle that can be found here. Polling locations will be open from 7:00 a.m. to 8:00 p.m. on Election Day on Tuesday, November 3, 2020. Individuals can find their polling location for Election Day here. The ballot will be available in English, Spanish, Chinese and Vietnamese. Language assistance will be available on Election Day by translators at polling locations or by contacting the Election Department's translation phone bank. 美國年度財政赤字高達3.1兆美元

             (Boston Orange 周菊子波士頓報導) 波士頓市議員愛德華費林(Ed Flynn)因應波士頓華埠居民要求，15日晚約來塔芙茨(Tufts)醫療中心相關人員，討論檢測站外人龍太長，居民安全堪虞等問題。塔醫允諾盡量改善。

               紐英崙中華公所主席鄭慧民表示，15日早上10點多，他親自去夏利臣街(Harrison)171號的塔醫新冠病毒(COVID-19)檢測站(Tye Pavillion)觀察時，看到情況已改善不少，人龍沒那麼長了。

               塔芙茨醫院是在波士頓市政府安排下，成為波士頓市的新型冠狀病毒檢測站之一。從4月2日起，在昆士小學內設置檢測站，7月6日起，遷回塔醫，安排在夏利臣街。塔醫執行長Michael Apkon還特地寫了一封信，感謝華埠居民容許該中心在昆士小學共為7000人做了新冠病毒檢測。

             自從這新冠病毒檢測站遷至夏利臣街171號之後，由於排隊檢測人龍太長，甚至沿路排到竹昇餐廳和鄰接的托兒所，華埠許多居民深感不安，透過華人前進會等機構，向波士頓市議員愛德華費林反應。

               愛德華費林因此於10月9日和華埠居民開了一次網上討論會，聆聽居民意見，並整理出5大問題，交給塔醫社區健康改善項目主任曾雪清，請她和塔醫先溝通，10月15日晚再在網路會議中直接和居民對談。

               愛德華費林辦公室的雙語員工盧善柔等人從10月9日的會議整理出5個要點，分別為:

1.       要求塔醫把人龍的排隊方向導向Farnsworth大樓，不要擋在竹昇餐廳和托兒所前面；

2.       詢問排隊人龍中若有人檢測陽性，怎麼決定”接觸追蹤” 要追查那些人?是和這人排在一起的前後10個人，20個人? 居民們為了避開這條人龍，出入該地區，都得繞一大段路，感到非常麻煩:；

3.       塔醫為什麼沒有派人在街上管理這條人龍，確保這些人彼此保持6英尺安全距離?

4.       從檢測到拿到結果得等多久?

5.       塔醫是否能夠把每天或每星期的檢測陽性結果公佈出來?同時以中、英文放在塔醫網站上，或是發出電郵通知華埠各組織?塔醫是否每週向市府報告最新數據?

愛德華費林強調，他關心轄區內所有居民的健康與安全，也希望確保每一個人想做或該做病毒檢測的人，都能得到檢測。他也感謝塔醫出席晤談，善意回意。

亞美社區發展協會(ACDC)行政主任劉安琪建議塔醫，採用預約登記制，藉以調節每個時段出席人數，或可減少出現人龍機會。華美福利會行政主任陳美霞建議塔醫為華埠社區提供一名聯絡人，以及連絡方式，好讓華埠遇事直接聯繫，就不至於因為前述各種狀況，社區在尋求不到解決之道後，得去請求市議員協助，再召開社區會議，找塔醫回應，整個過程曠日廢時。

15日晚，塔醫有幕僚長Rebecca Deusser，地理醫學及傳染病組主管Helen W. Boucher，以及曾雪清出席。塔芙茨大學政府及社區關係副主任Liza Perry，波士頓市府有公共衛生局代理局長Rita Nieves，波士頓市長亞裔聯絡員Lisa Hy也都參加了會議。

Helen W. Boucher表示，近距離接觸是指不戴口罩，在6英尺的安全接觸距離以內接觸了15分鐘以上。依照這一標準，在塔醫門外排隊檢測的這些人，基本上都沒有做追蹤檢測的需要。

Rebecca Deusser表示，塔醫的確派有人員在門外巡視排隊人員，據她所知，可能有時候人龍會排得長些，但是通常5分鐘之內，人龍就消散了。

她相信大部分人的保險，都有包括新冠病毒類的檢測，如果沒有，塔醫也不會拒絕。不過根據塔醫網站，若保險不包，做檢測者須自費繳付135元。

這些新冠病毒檢測，一般在48小時內就會有結果。若有人檢測陽性，塔醫會立即電子通訊方式通知波市府公共衛生局，交由適當機構去做接觸追蹤。

塔醫網站的中文網頁也註明，8月14日起，麻州共有8個地方為無症狀民眾提供免費檢測。

至於醫院的戶外標示牌無中文翻譯，申請翻譯協助的表格也全是英文一節，Rebecca Deusser表示醫院內有中文翻譯人員，也有翻譯軟件供民眾使用。塔醫願意重新檢視一下如何改善。

愛德華費林在會中要求塔醫堤供人龍檢測數據給他，好讓他可以向社區回報。不過Rebecca Deusser表示，塔醫已經定期向波士頓市府提供數據。波市府也每日或每週在網上公佈依照郵遞區號劃分的地區確診數據(https://www.bphc.org/whatwedo/infectious-diseases/Infectious-Diseases-A-to-Z/covid-19/Pages/default.aspx )。

Rita Nieves表示，波士頓是總共有22個新冠病毒檢測站。塔醫這個檢測站這星期共做了1000人次檢測，確診率約1.1%。

Liza Perry澄清指出，在塔大麥德福校區並未設檢測站，所以也沒有提供免費檢測這回事。只是有做很小規模的檢測，大約一週48人次。

當晚出席的其他社區人士包括中華公所主席鄭慧民，前任中華公所主席陳家驊，華美福利會行政主任陳美霞，華人前進會鄺寶蓮，湯建華，華埠商會共同會長蔡倩婷，華埠主街董事何遠光，何陳素貞，黃光野。

麻州2020選票 有2個問題請選民決定

            (Boston Orange 編譯)11月3日的大選，明天(17日)開始至10月30日可以提早投票。選民除了要決定誰來當下一任美國總統，還要衡量2個選票問題，一為取得汽車數據，一為麻州內的投票以選擇排序(ranked-choice voting)。

             問題一:擴大麻州的維修權力法(Right to Repair law)，要從2022年起擴大人們取得和汽車維修有關的機械數據，以及找獨立汽車維修店，獨立代理商的權力。

            問題一的提案還要求麻州總檢察官規定汽車製造商在人們買車或租車時，提供有關車輛的電腦診斷數據，違者每宗罰款可高達1萬美元。

             這問題一的贊成和反對兩方都積極購買電視廣告，警告人們一旦這辦法通過或失敗，會有可怕的結果。支持者說這方法會容許消費者在去哪兒修車上有更大選擇權，反對者說允許人們取得更多這類數據會造成安全顧慮。

             波士頓環球報科技記者Hiawatha Bray認為這問題一會明確要求汽車製造商把現代汽車都內建的複雜電腦診斷結果提供給車主及獨立維修店及機械師。

             這個問題一是個選民必須探討，影響頗大，卻很複雜的業界戰爭問題。

             波士頓環球報政治記者Matt Stout指出，根據第三方對這高度複雜主張的分析，一個擴大麻州所謂”維修權”的選票問題，不太可能會馬上為獨立機械師帶來好處，也不見得會暴露敏感的個人資料，例如汽車的地理定位地點，或造成更大的未經授權暴露資料危險。

             專家們說，麻州已經被問題一的廣告圍剿了，這些廣告甚至變得誇張，恐嚇。

             問題二:選擇排序的投票    

      問題二問選民是否要在麻州實施選擇排序投票制，包括全州性席位，州議會席位，國會議員，以及某些其他的席位。選擇排序制要求選民在一列候選人中，根據他們的偏好排出投票給候選人的優先順序，而不是只選一個。

             如果一名候選人獲得50%以上的選票，就可宣佈勝選。如果沒有候選人獲得多數票，得到最少第一選擇票的候選人將被排除在選票外，把第一選擇投給這名候選人的選民的第二選擇，這時候就變成了他們的第一選擇。這過程將持續到有一名候選人得到多數票才結束。

             支持者說這作法是把更大的政治系統控制交到選民手中，並確保選舉得勝者得到大多數選民支持，而不只是得到的選票數比其他候選人多。反對者說，排序選擇是過於困惑的系統，要求選民猜測哪一個候選人會經受得起多輪投票。

             麻州州務卿威廉蓋文(William Galvin)辦公室已更新網站，容許選民在網上投票，追蹤自己所投選票去向。網上登記成為選民的網頁，甚至還列出英文，西班牙文，中文及高棉文(Khmer)的登記選擇。登記成為選民的截止日期是10月24日，網上登記可至https://www.sec.state.ma.us/OVR/。(更新版)
