AG’s Office Obtains $483,000 Judgment, Issues Tips to Avoid Fraudulent Tax Preparers Ahead of Tax Season

BOSTON – A Lowell tax preparer has been permanently barred from operating a tax preparation business and ordered to pay $483,000 following allegations that he defrauded clients by filing falsified tax returns and pocketed the inflated refunds, Attorney General Maura Healey announced today. As Massachusetts residents begin preparing their taxes for the April deadline, the AG’s Office offers tips to those considering hiring a tax preparer.

A consent judgment, including the payment order and permanent injunction, was entered in Middlesex Superior Court today against Samuel M. Dangaiso and his unregistered company Tax Enterprises.

“This defendant filed millions of dollars in fraudulent deductions on behalf of his clients and pocketed thousands of dollars based on their falsified tax returns,” said AG Healey. “This tax season, we ask members of the public to exercise caution and contact my office about any tax preparation scams.”

“The Department of Revenue takes seriously its obligation to investigate fraudulent activity to protect the Commonwealth’s taxpayers,” said Massachusetts Department of Revenue Commissioner Christopher Harding. “With tax filing season in full swing, this judgment is a timely reminder for taxpayers to be cautious when filing their returns and to carefully consider tax preparers’ qualifications before engaging their services.”

The AG’s Office sued Dangaiso and his company in February 2017 after an investigation conducted by the Massachusetts Department of Revenue (DOR) revealed that Dangaiso was engaged in serial tax fraud and unfair and deceptive business practices relating to personal income tax returns in Massachusetts.

According to the AG’s complaint, Dangaiso filed hundreds of tax returns containing inaccurate information, including unjustified deductions, false bank account information, and fake dependents, without the knowledge or consent of his clients. Dangaiso allegedly used these inaccurate tax returns to generate inflated tax refunds that he directed to his bank account or a prepaid debit card, transferring the amount his customer expected as a refund and keeping the remainder for himself. The AG’s complaint alleged Dangaiso kept at least $150,000 of the funds generated by this scheme.

During the course of the investigation, the AG’s Office secured a preliminary injunction barring Dangaiso from continuing to serve as a tax preparer while the lawsuit was ongoing. In January 2018, Dangaiso admitted to violating this injunction and was ordered by the court to pay $30,000.

The permanent injunction prohibits Dangaiso from preparing and submitting state tax returns for Massachusetts taxpayers and orders him to pay $483,000. Under the judgment, any state income tax refunds Dangaiso may be eligible to receive in the future will be used to pay back the clients he defrauded, and further violations of the order would automatically trigger additional sanctions.

The AG’s Office and Massachusetts Department of Revenue encourage taxpayers to consider the following tips this tax season when choosing a tax preparer:

  • Qualifications: Paid tax preparers are required to have a Preparer Tax Identification Number or PTIN. Ask to see it along with proof of membership in a professional organization. Any history of disciplinary actions is available through the Better Business Bureau or the Massachusetts Board of Public Accountancy.

  • Service fees: Avoid those who charge a percentage of your refund or who claim they can obtain larger refunds than other preparers. Always make sure any refund due is sent to you or deposited into an account in your name. Do not have your refund deposited into a preparer’s bank account.

  • Filing methods: Paid preparers who file more than 10 returns to the IRS or Massachusetts Department of Revenue must file returns electronically. It is the safest method for processing returns and the quickest way to get a refund. Whether filing electronically or by paper, never sign a blank return. Before you sign your return, review it and ask questions. Make sure you understand everything and that you are comfortable with the accuracy of the return before you sign it.

  • Preparation: Good preparers will ask for your records and receipts and will also ask questions to report total income to get you the tax benefits that you are entitled to claim.

  • Signature: Paid preparers must sign returns and include their PTIN as required by law. The preparer must also give you a copy of the signed return.

Consumers who are concerned that they may be a victim of tax fraud can call the Department of Revenue’s Tax fraud hotline at 1-800-792-5254 or 617-887-6780.

This matter was handled by Assistant Attorney General Brendan Jarboe of AG Healey’s Consumer Protection Division, with assistance from Lisa Dell’Anno and Bensen Solivan of the Massachusetts Department of Revenue.

紐英崙中華公所迎豬年市長到賀 主席明年肯定換人

             (Boston Orange 周菊子波士頓報導) 紐英崙中華公所依慣例,農曆大年初二慶豬年新春,包括波士頓市長馬丁華殊(Martin Walsh),有10名中西政要,約600嘉賓熱鬧同賀。致詞時,公所主席陳家驊直言明年主席不是我,但台下人聲喧囂,似乎沒人留意到。

             成立於1923年的紐英崙中華公所(CCBANE),早年由各姓氏團體輪值主席。1958年時年僅27歲的陳毓璇獲推舉為主席,1981年他又被推舉為主席,還為修建中華公所大樓一事,被各僑團刻意延任一年,創下中華公所主席連任紀錄。陳家驊則是在中華公所主席一職改為選舉產生後,由於章程並未規定不可連選連任,在2017年底當選連任,到今年底任期屆滿時,將成為紐英崙中華公所歷來首位一連做了四年的主席。
             陳家驊致詞時,顯然語重心長,在六,七分鐘的講話中,先說明今年是他一連第四年主持紐英崙中華公所農曆新年慶祝會,而他要告訴大家,明年站在台上的肯定不是他。接著有如發表州情或市情咨文一般,向出席的全體僑胞,匯報紐英崙中華公所概況。

             陳家驊說明,紐英崙中華公所是一個免稅的非牟利組織,使命是推廣中華文化,改善華人生活,目前擁有做為總部的泰勒(Tyler)90號大樓,大約214個可負擔住宅單位的大同村,約40個可負擔住宅單位的華福樓(Waterford Place),現由中國超是租用的喜露(Herald)50號,資產毛額約3600萬元,負債約500萬元,此外,中華公所每年還有150萬元的淨收入。關於中華公所資產的這些資訊,在麻州總檢察官辦公室網站上,全都可以找得到。
             中華公所目前每季都必須向麻州總檢察官辦公室匯報財政,以及喜露街50號等的土地發展概況,以證明其營運透明。陳家驊強調,自從2015年以來,中華公所沒有再收到過麻州總檢察官辦公室的信,間接證明了營運情況良好。

             中華公所有幾個還在進行中的項目,首先是泰勒街90號的中華公所總部,這原本是昆士小學舊址的大樓,已獲准列為國家史蹟,中華公所因此獲得幾筆補助款,用以研究把中華公所部分空間改做遊客中心的可行性。中華公所還想把大同村南停車場,改建為有80個單位的住宅大樓,目前正在和可能合作的發展商討論相關事宜。中華公所和教堂,一土地發展商的合作,也已獲得波士頓市府批准,可把喜露街50號改建為有285個單位,包括可負擔住宅,以及停車位的大樓。中華公所正在尋覓合作夥伴來經辦這一發展計畫。
             在行政管理上,中華公所已成為非常透明的組織,公所董事都可直接取得文件,資訊,中華公所還聘用了一名行政主任,有8年律師經驗的朱蘇珊。

             除了以英文發表紐英崙中華公所所情咨文的這段致詞外,紐英崙中華公所的已亥豬年新春慶祝會,和往年類似,有祥獅獻瑞,歌舞助興,財神拜年。慶祝會由中文書記雷國輝和英文書記司徒文信擔任司儀,財政陳文浩,核數周樹昂招呼嘉賓。

             今年道賀的政要挺不少,將近15人。波士頓市長華殊(Martin Walsh)、麻州財政廳長高伯珂(Deborah Goldberg)、麻州眾議員麥家威(Aaron Michlewitz)、陳德基、麻州企業發展署助理署長范文南(Nam Pham)和麻州南民移民援助處處長張瑪麗(Mary Truong)兩夫婦、波士頓市議員吳弭(Michelle Wu),愛德華費林(Edward Flynn),波士頓警察局長葛羅斯(William Gross)、副局長陳孔恩(James Chin)A-1區警長梅志強(Ken Fong),諾福克(Norfolk)郡治安官Jerome McDermott、波士頓消防局副局長黃瑞瑜,駐波士頓台北經濟文化辦事處處長徐佑典、僑教中心主任歐宏偉等等。

            表演環節部分,今年更多元,在廣教學校揚琴樂隊合奏春天來了等曲,拉開序幕後,茉莉花舞團,養生舞協會,鄉土舞蹈團,元極舞等分別表演舞蹈,還有朱紹昌吟詩朗誦,元極舞協會推出的一場旗袍秀。
            在卡拉OK環節中,國民黨波士頓分部黨員邀徐佑典、歐宏偉一起高歌「中華民國頌」,藉以強調中華公所和經文處,中華民國的關係密切。但就如中華公所主席陳家驊致詞時提及明年上台的是誰,紐英崙中華公所今年以後的未來,有如未定之數。(圖片已於2月7 日發表)

波士頓中華民俗藝術工作坊(CFAW)29日晚間假紐英崙藝協中心舉辦豬年春聚,現場布置春聯、燈籠、鞭炮和許多豬年飾品,充滿濃濃年味;全團資深及目前的家長、學員及教師近200人參加,場面熱鬧歡欣。駐波士頓臺北經濟文化辦事處處長徐佑典伉儷、組長林美呈夫婦及僑教中心主任歐宏偉夫婦也應邀出席,共襄盛舉。

MAYOR WALSH ANNOUNCES PREPARATIONS FOR TUESDAY'S WINTER STORM
Urges residents to take caution, abide by snow regulations

BOSTON - Monday, February 11, 2019 - Mayor Martin J. Walsh today announced preparations for tomorrow's winter storm. A wintry mix will begin at midday, from 12 - 1:00 p.m., with snow beginning to fall between 2:00 - 4:00 p.m. on Tuesday. The snow will continue throughout the evening, falling at a rate of an inch an hour, impacting evening commutes. Temperatures will begin in the low 30s, and steadily rise. Overnight, the storm has the potential to bring seven inches of snow to Boston. Wednesday morning, rain will begin between the hours of 2:00 - 4:00 a.m.

Due to the travel conditions, Boston Public Schools is cancelling all after-school activities tomorrow. School will remain open on Tuesday, and BPS plans to keep school open on Wednesday. However, officials will continue to monitor the forecast and notify students and families of any changes. BPS is notifying families of the decision to cancel Tuesday's after-school activities via automated phone call and other communications this evening.

In preparation of the winter weather, Boston Public Works will have 520 pieces of equipment pre-treating Boston roadways with salt. The Public Works Department currently has 38,000 tons of salt on hand.

When shoveling snow, residents are reminded not to throw snow onto the street, and to shovel out catch basins and fire hydrants. There is no parking ban or snow emergency in effect.

"We are encouraging residents to use caution when traveling, assist older neighbors and those who are disabled, and keep up with the shoveling of their property throughout the storm," said Mayor Walsh. "The City of Boston and our Public Works are prepared for all storms that come Boston's way, and we ask that residents and businesses do their part, including shoveling their sidewalks and walkways, to ensure safety for all. Please remember to abide by the snow rules, stay off the roads and be safe."

Residents are encouraged to sign up for emergency notifications through AlertBoston and utilize Boston's 311 call center for non-emergency related issues. To find out more information about resources and services available to residents, please visit boston.gov/snow

Rules on Clearing Snow
  • Property owners must clear snow, sleet and ice from sidewalks and curb ramps abutting the property within three hours after the snowfall ends or three hours after sunrise if it snows overnight. Failure to comply will result in a fine issued by Boston Public Works Code Enforcement.
  • Removal of snow, ice from a private property to the street or sidewalk is prohibited and will result in a fine issued by Boston Public Works Code Enforcement.
  • Do not throw snow onto the street.
  • Please  look here for information about fines associated with improper removal of snow.
  • As a reminder, no cars are allowed to park in Boston Public Schools parking lots during a snowstorm.

Safety Tips
  • Shoveling snow requires significant exertion; please be cautious and pay attention to any health symptoms. Stop if you feel chest pain, shortness of breath, lightheaded, nauseous/vomiting. Call 911 if those symptoms do not resolve quickly when you stop exertion.
  • Snow piles can make navigating intersections dangerous for walkers and drivers. Please take extra care when turning corners with snow piles that might limit visibility.
  • Pedestrians should use caution as visibility will be diminished due to blowing and drifting of the snow caused by high winds.
  • Carbon Monoxide poisoning is a concern during winter weather, especially with the use of generators. Residents should be sure to use their home heating systems wisely and safety, and have a working carbon monoxide detector on each floor of your home. Call 911 immediately if you suspect carbon monoxide poisoning.
  • Sitting in a car while idling can be deadly if the tailpipe is blocked. Do not let children sit in an idling car while shoveling. Clear any household exhaust pipes of snow. For example, gas exhaust from heating system or dryer.
  • Remember to keep catch basins and fire hydrants clear.
  • Please check on neighbors, especially the elderly and disabled.
  • Have a contractor check the roof to see if snow needs to be removed. If roof snow can be removed from the ground with the use of a snow-rake, do so with caution. Avoid working from ladders and be mindful of slippery surfaces.

Boston Public Libraries and Boston Centers for Youth & Families' community centers will be open normal business hours. Please check their schedules here.

Helping the Homeless
  • If you see homeless individuals out in the cold who appear immobile, disoriented or underdressed for the cold, please call 911. Please ask them if they need assistance.
  • The Boston Public Health Commission (BPHC) operates two emergency shelters at 112 Southampton St. and 794 Massachusetts Ave. open 24 hours a day, seven days a week.
  • BPHC is working closely with a network of shelter providers to ensure there is adequate shelter, food, and a warm respite from the cold.
  • Street outreach teams providing recovery services, including the Engagement Center behind 112 Southampton St., remain operating as normal during winter weather.

Boston Orange 周菊子整理報導)著名中國問題專家,也是哈佛大學Leroy B. Williams歷史及政治學教授,曾任哈佛大學費正清中心主任的馬若德(Roderick MacFarquhar)210日辭世,享年88歲。
                    哈佛大學費正清中心主任宋怡明(Michael A. Szonyi)211日發出簡短通告,說明馬若德的家人將私下舉行告別式。公開的悼念儀式將在適當時候舉行,哈佛費正清中心會參與協辦,向這位偉大的學者致敬。
                根據維基百科,1930122日時,馬若德在印度出生,父親是有爵士銜頭的英國外交官。成長後,加入英國皇家坦克團,曾奉派到埃及,約旦服役,其後就讀牛津大學哲學,政治及經濟系,1953年取得學士學位,再進哈佛大學,在東亞地區研究系隨費正清研習,1955年取得碩士學位,並在費正清支持下,成為中國問題學者。
             1955年到1961年間,他曾擔任"每日電訊(Daily Telegraph)”,周日電訊報記者,專注報導中國。1963年到1965年,他也為BBC報導。19591968年間,他是"中國季刊(The China Quarterly)的編輯,在19651968年間,也是牛津大學聖丹東尼學院的駐外地學者。那之後他當過紐約哥倫比亞大學,英國皇家國際事務學院的研究學者。1971年,他和人合作,創辦了BBC世界服務台的”24小時欄目。
             在政治上,他曾於1974年當選英國下議院議員,1975年當過代理部長。1981年他獲得倫敦大學博士學位,華府伍德羅威爾遜國際學者中心學者,1986年當選美國科學藝術學院院士,接著於19861992年間擔任哈佛費正清中心主任。
             他曾經和費正清合著劍橋中國史15卷的中華人民共和國史下卷,中國革命內部的革命 1966-1982”
             他出版的文化大革命的起源(The Coming of the Cataclysm 1961-1966 (1997)”一書,則在1999年為他贏得了Joseph Levenson書獎。
             在他支持下,哈佛大學曾開設研究天安門事件的專題課。

         新英格蘭華人專業人士春節聯歡晚會最早是由美中生物醫藥協會(CABA)發起,和幾個兄弟協會聯合舉辦的慶祝農曆新春晚會,旨在合縱連橫,交流知識,增進感情,後來越辦規模越大,加入協辦的組織也越多,今年有13個機構參加。

          晚會表演由楊雨晴任總導演,楊洪芳任總監製,和楊湛萍,陸德禮,張引,何敏濤等十幾人的工作團隊,排出16項節目,從舞蹈,視覺燈光藝術,混合武術表演,合唱,對話,交際舞,京劇片段,魔術,內容十分豐富。其中燈光藝術讓不少人驚嘆,螢光棒居然可以在空中舞弄出恭賀新年的中文字樣,交際舞表演者Andrew Escolme舞技之精湛,也讓台下許多人稱讚。患有自閉症的王睿萌和Guy Chiapponi,孔學君對唱”Sweet Caroline”,也十分感人,但最叫人驚訝的是,擁有240個專利,創辦的波士頓生物醫藥公司(Boston Biomedical)2012年被日本住友集團以26億美元收購的李嘉強,竟然也上台,和小朋友胡皓研壓軸演唱一曲難忘金宵

          晚會的主題演講,請來了去年就已宣佈參選美國總統,迄今是民主黨20多名總統候選人中唯一華裔的楊安澤。他在不到10分鐘的講話中,簡短說明自己為什麼參選,指出科技進步對社會造成的影響,不容忽視。他相信以人為本,由政府發給每一個成年人每月一千元的基本生活費,將可徹底改變社會中正逐漸加劇的生存焦慮。

            當晚有不少嘉賓出席。中國駐紐約總領事館科技參贊邢繼俊上台致詞,說明今年是中美建交40週年,也是中國建國70週年。美國各州飛往中國各城市的直航班機也陡增至300多。受邀但未克出席的波士頓市長馬丁華殊(Martin Walsh)派出亞裔聯絡員徐丹晨到會,送上表揚狀。此外還有麻州企業發展署助理署長范文南(Nam Pham),羅德島州克蘭斯頓市市長馮偉傑(Allan Fung),香港貿發局美洲首席代表周瑞𪊟,麻省理工學院機械工程系主任陳剛,加斯林糖尿病中心首席科學家金良城,美國華人聯合會會長薛海培等人。(圖片已於11日發表)
